The ownership of scholarly communication, i.e. copyright is very important to solve the problem of access to many academic journals in network environment. The purpose of this article is to give a conceptual model for the open access based scholarly communication. The main point of this model is for the authors of research paper to retain copyright on their works and to license the work whenever it is reproduced or redistributed for non-profit use with academic purpose. And library have to construct full text journal databases under this open access license.

Inje University, a nonprofit-oriented educational institution, was ranked second in the nation and first in all the local universities in the 2001 Comprehensive Evaluation of the Universities in 25 years since it was founded. In order to find out the reason for this high reputation, we had an interview with the chairman and an in-depth interview with other school authorities, interviewed the students and the residents in the community, and collected related data for the second time. We revealed that Inje University had been performing public marketing in the areas of its management philosophy, function, form, and performance. Our interview with the chairman confirmed that Inje University's management philosophy is the frontier spirits that 'contribute to the moor, attracting nobody's attention, in the name of public interest.' It was also revealed that this management philosophy made the function of the university differ from that of the others. Inje University had been focusing on forming a public network for its community, the nation, and the world, not just for its students. Furthermore, we also found out that the university had its unique separate organizations to take care of this business. An excellent on-campus network for the student and the school, a network between off-campus industries, and an international Inje exchange network had been formed. We have concluded that Inje University is a strong nonprofit-oriented hidden champion. The healing art, easily ignored but essential to human beings, and its commitment to education with all its property invested have contributed to Inje University's social status, reputation, and achievements today.

Chung-ju enterprise city was selected as a model enterprise city in 2005, and the city is planned to finish the construction in 2020. The main purpose of this study is to suggest the developing strategy and activation plan for Chung-ju enterprise city based on the enterprise city of developed countries. Chung-ju enterprise city will grow into well-being self-sufficient city due to the cutting edge knowledge, industry-centered cluster which is the new growth industry of Chungchungbuk-do and the surrounding excellent nature. For the success of Chung-ju enterprise city, the cooperation between developing agents such as companies, universities, local government, and central government is important. The leading companies and researching facilities should be attracted as well. Also, non-profit exclusive organization must be installed. The successful development of Chung-ju enterprise city means the success of balanced region development policy which will solve overpopulation of capital region and unbalance of Korea.

전국에 1,000여개의 다문화 기관들이 활동 중이다. 그중 정부주도형인 여성가족부 지정 다문화가족지원센터 210여 곳을 제외한 나머지 기관들은 대부분 정부 민간 혼합형이거나 민간주도형 기관들이다. 정부주도형 기관들은 중앙정부와 지방자치단체로부터 운영비가 지원되지만 정부 민간 혼합형이나 민간주도형 기관들은 운영비를 기부금 또는 후원금에 의존한다. 그러나 경제위기의 도래로 기부금이나 후원금이 급감하는 상황에서 정부 민간 혼합형이나 민간주도형 기관들의 자립은 더욱더 어려워질 전망이다. 이러한 전망과는 달리, 지원 대상들과 다문화이슈는 지금보다 훨씬 더 늘어날 전망이다. 국내 이주민의 수는 매년 증가추세이다. 향후 2050년이 되면 전체인구의 10%가 외국인이라는 전망도 나온다. 외국인의 정주화 그리고 가족이민 증가에 따른 상이한 종교와 문화에 대한 편견 없는 이해와 대화가 강조될 것이며, 학교교육정책, 직업양성, 노동시장정책, 동등한 노동조건과 사회보장 요구, 사회적 차별에 대한 계몽정책 등 다양한 다문화 이슈도 부각될 것이다. 이처럼 다양한 분야에서 다문화 이슈를 가장 잘 다룰 수 있는 민간주도형 다문화기관의 자립 여부는 다문화 지원정책의 성패와도 연결된다고 볼 수 있다. 결국 민간주도형 다문화기관이 지금의 운영구조를 개선하고 재정적 자립을 확보하기 위해서는 다문화 관련 비즈니스모델 개발을 통해 다문화 기관들이 스스로 자립할 수 있는 사회적기업에 관심을 가질 수밖에 없다. 사천다문화통합지원센터는 비영리민간단체로 지난 13년 동안 창조적인 다문화 사업들을 추진하여 괄목할만한 성과를 거두었다. 그러나 일반 기부금이나 후원금으로 운영비를 충당하고 있는 상황에서 자립 기반 구축을 위한 비즈니스 모델 개발은 필수적이었다. 마침내 요리조리아시아 협동조합을 만들어 청소년 공정여행 프로그램인 세계로여행학교와 아열대채소 농장을 운영중에 있다. 뿐만 아니라 기업의 CSR(Corporate Social Responsibility) 해외공헌사업도 위탁받아 운영하고 있다. 본 연구에서는 사천다문화통합지원센터가 그동안 진행해 온 청소년 공정여행과 아열대채소 농장을 다문화기관의 비즈니스 모델적 측면에서 사례 분석한 후, 벤치마킹을 통해 민간주도형 다문화기관들로 확대시킴으로써 사회혁신의 기회를 증대시킬 방안을 제시하였다.

최근 UHD 방송서비스에 대한 관심이 고조됨에 따라 고품질 방송 콘텐츠 보호에 대한 요구가 증가하고 있다. 이에 따라, DVB, MPEG, ATSC 등 국제 표준단체에서는 기존 방식보다 보안 성능이 우수한 디지털 방송 보호 규격을 논의하고 있으며, 디즈니, 파라마운트, 소니 픽처스 등 세계 주요 콘텐츠 제작사들이 설립한 비영리 기관인 MovieLabs 에서도 고품질 콘텐츠 보호를 목적으로 AES-128 또는 그 이상의 강도를 갖는 콘텐츠 암호화 알고리즘을 필수적으로 사용하도록 규정하였다. 본 논문에서는 디지털 방송 보안을 위해 널리 사용되고 있는 DVB-CSA 및 AES-128 보다 보안성능이 우수한 것으로 알려진 방송 콘텐츠 암호화 규격인 DVB-CSA ver3 표준 규격 기반으로 설계 및 구현된 스크램블 시스템에 대해 소개한다.

최근 고등교육의 기회와 혜택이 일반인에게 평등하게 열려야 한다는 세계적 취지로 대학 및 비영리 기관에서는 다양한 강의 컨텐츠를 대중에게 제공하고 있다. 이러한 움직임의 일환으로 오픈코스웨어(OpenCourseWare, OCW)가 일반인들에게 제공되어 그 이용 또한 활발한 경향을 띤다. 이에 본 연구는 오픈코스웨어(OCW) 정보자원이 어떻게 이용 및 활용되는가를 알아보고자 국내 A대학 학생들을 대상으로 일대일 면대면 인터뷰를 수행하여 이들에게서 공통적으로 나타나는 이용 행태 유형을 이용측면, 컨텐츠 활용측면, 이용시 만족측면으로 나누어 분석하였다. 이를 통해 향후 오픈코스웨어(OCW) 연구의 기초적인 정보를 제시해 보고자 한다.

최근 건설교통부, 해양수산부, 산업자원부 등 정부산하기관으로 물류업계의 권익을 대변하는 많은 협회 · 단체가 활동하고 있다. 23년의 역사와 전통을 가지고 있는 (사)한국물류협회를 비롯하여, 국제물류지원단, 한국유통물류진흥원, 한국물류관리사협회 등이라 할수 있다. 우리나라 물류산업이 급성장할 수 있었던 밑바탕에는 이들 협회 · 단체들의 노력이 있었다는 것에 누구도 이견을 가지는 사람은 없을 것이다. 이와같이 비영리 사단법인으로 공식적으로 활동해온 협회도 있지만, 단순히 연구회 모임으로 활동하는 학회나 소모임 동아리도 많다. 여러 모임 중에서도 국제물류연구회는 '한반도의 동북아시아 물류중심지화' 라는 비전의 실현을 향한 의지와 애정을 가진 산 · 학 · 연 관계자들의 토론 연구회 모임이다. 지난 2001년 9월 창립하여 매월 1회씩 정기적인 학술 세미나를 개최하면서 물류산업발전에 많은 기여를 해오고 있다. 창립 5주년을 맞이한 국제물류연구회는 현재 건설교통부 산하 사단법인으로 등록을 마치고 그 결과인 인가를 기다리고 있다. 앞으로 기존의 물류관련 학회와는 다른 연구회로 거듭나기를 기대해 보며, 국제물류연구회는 어떤 단체인지, 국내 물류연구회의 제2대 회장으로 있는 이호영 함부르크 항만청을 한국대표를 만나 보았다.

본 논문에서는 미국·영국의 사례를 통한 정책적 함의를 제시하는 데 그 목적이 있다. 미국의 경우 초기 대응자로서 민간 부문의 중심적인 역할, 공공과 비영리 그리고 민간 부문 조직들의 협력적 대응, 자원봉사자들의 적극적인 참여, 평소 민간 부문에 대한 훈련, 민간 기업의 기민성과 영국의 경우 위기관리를 위한 언론의 협조자 역할, 정부의 언론을 통한 위기관리의 중요성 인식 등은 우리에게 시사하는 바가 크다. 요컨대, 미국·영국의 경우 전 국가적 차원에서의 대테러활동을 위한 민·관 간의 협력적 운영이라는 사실과 더불어 우리나라 대테러 관계기관 실무자들의 민·관 협력 기능의 필요성에 대해 시민의식의 향상, 시민단체와 민간 기업의 사회적 공익 분야 강조, 언론의 역할 정립에 대한 인식이 높아지고 있는 시점에서 대테러시스템 운영을 위해 이들의 역할과 기능이 더욱 확충되는 방안을 모색해야 할 것이다.

This paper have been knowing about policy background about Computer Science Education in UK. Every schools in UK have been teaching Computing as a subject matter from september, 2014. Department of Education in UK had replacement ICT to Computing subject. The institute have accepted that problems about ICT subject which school teacher recognised and the needs of academic sector, and the entrepreneur's needs for talented person of 21st century. We have known that Computing at School(CAS) had started grass root organization, which had been trying to changing the computer science curriculum. In the processes, it was corporation very closely among organizations, such as government, universities, entrepreneurs, awarding bodies for evaluation, and non-profit initiatives. Through this research, we have get some lessons for advancing of software education in South Korea.

최근 중앙부처 및 지방자치단체 등 공공부문에서 성과관리의 중요성이 강조되면서 BSC(균형성과표)/SEM(전략적 전사관리) 등의 성과관리 시스템 구축이 활발히 진행되고 있다. 그러나 민간 부문과 달리 공공부문은 비영리 조직이라는 특성을 가지며, 다양한 이해관계자들이 존재하여 성과관리 시스템 구축 시 많은 어려움이 있다. 본 연구의 목적은 사례대상 공공기관의 전략적 성과관리 시스템에 대한 연구를 통해, 업무 특성을 고려한 전략적 성과관리 시스템 구축에 대한 선진 사례를 도출하여, 공공부문에서 BCS 등의 성과관리 시스템을 구축할 때 발생되는 문제점들에 대해 효과적으로 대처하고 벤치마킹 할 수 있는 방안을 제공하고자 한다. 사례대상 공공기관(정보통신부)의 성과관리에 대한 연구는 국내 공공부서에 적합한 성과관리 방법론 도입과 시스템 구축에 효과적인 지침서가 될 수 있을 것이며, 현재 공공부문 BCS(균형성과표)설계 및 시스템 구축 시 발생하는 문제들에 대하여 효과적인 방안을 제시할 수 있다는 데에 연구의 의의를 둘 수 있다.
