  • While the management of digital contents is getting more and more important, many researchers have studied about scene change detection algorithms to reduce similar scenes in the video contents and to efficiently summarize video data. The algorithms using histogram and pixel information are found out as being sensitive to light changes and motion. Therefore, visual rhythm gets used in recent work to solve this problem, which shows some characteristics of scenes and requires even less computational power. In this paper, a new scene detection algorithm using visual rhythm by direction is proposed. The proposed algorithm needs less computational power and is able to keep good performance even in the scenes with motion. Experimental results show the performance improvement of about 30% comparing with conventional methods with histogram. They also show that the proposed algorithm is able to keep the same performance even to music video contents with lots of motion.

  • In Mongolia, the regulation related to the private security industry, the Law on Contracted Private Security Services, was legislated relatively recently. The Law on Contracted Private Security Services was enacted into law in Mongolia 16 years ago, in 2000. This regulation has undergone two amendments since its inception. However, new revisions still need to be made to ensure that this regulation is in line with internationally accepted standards and practices. This paper compares the existing private security regulations of South Korea and Mongolia. The purpose of this comparative study was to identify the weaknesses of and problems in the Mongolian regulation and propose amendments to the Mongolian regulation. The comparative study of the two countries' regulations showed and underscored an imperative need to make further amendments to the Law on Contracted Private Security Services. Specifically, the weaknesses of and problems in the Mongolian regulation at issue include the following: the level of accuracy in defining certain legal terms and providing the proper names for various regulations; stipulations which set forth the procedure for registering a private security company; provisions regarding operating a private security company; the details of eligibility and accountability requirements concerning chief executives and security service officers; and the scope of work provisions. This study proposes constructive amendments to strengthen the Law on Contracted Private Security Services.

  • Four simple plotting techniques using the distribution of individuals among species were applied and the results discussed to evaluate the methods for detecting organic pollution-induced perturbation in marine benthic communities in Chinhae Bay, Korea: Rarefaction method, Abundance-Biomass Comparison method, Log-Normal Distribution method and Rank-Frequency Diagram method. Their distribution curves offered more information on the community structure than other frequently used diversity indices and distinguished clear evidence of an effect of environmental pollution with gradient. However, the Abundance-Biomass Comparison method could not be considered applicable due to the presence of larger slowly growing K-strategists in a polluted area of the inner Chinhae Bay, Korea.

  • In this paper, we conducted an empirical study to investigate the design and weighting effects on descriptive and analytic statistics. We compared the regression models using the design-based approach and the generalized estimating equations(GEEs) approach with the model-based approach through the design and weighting effects analysis.

  • This paper is to suggest the test method of sound attenuation caused by absorptive duct silencer using sound intensity method in field. In order to estimate sound attenuation, sound power being radiated from sound power source and duct exhaust terminal was measured by the sound pressure method and sound intensity method in semianechoic and common room. The results of the measured sound attenuation values by sound intensity method are more similar to those of theoretical calculation than those by the sound pressure method. In addition, sound intensity method is much less influenced by sound field condition or continuous background noise than the sound pressure method.

  • The Digital Terrain Model(DTM) data in the Geographic Information System(GIS) needs to be interpolated for various purposes. Three interpolation methods-Bilinear, Bicubic Spline, and Gregory-Newton interpolation-were used, compared, and analyzed in terms of the visual comparison and numerical analysis in the hilly terrain and relatively flat terrain.
