The Analysis of Future Promising Industries of Busan and Marine Policy in the Era of the Northern Sea Route (북극항로 시대에 대비한 부산지역의 미래성장 유망산업 및 정책 평가에 관한 연구)

  • Because the thawing of the Arctic ocean is slowly accelerating due to global warming, recently exploring resources in Arctic ocean and transporting resources by using the North Pole route have been getting spotlight. Since the original route transported by the Suez Canal from Korea to Europe could be shorten about 8,000km in distance(decreased about 38% compared to the original route), which means shortening about 10 voyage dates, it is expected to bring huge logistics cost reduction. Once the North Pole route is commercialized successfully, it would be one of the most important variables that affects future of Busan port and guides for economic development of Busan. Therefore, the purpose of this study is to analyze Busan port and the economic growth of Busan area by researching promising industry, based on the effect of freight transporting by the Northern sea route on the economy of Busan. For this study, questionnaire surveys and interviews were conducted for 64 people of experts in the shipping and port industry, relevant government, and academics. The survey finding shows that port logistics industry is a promising business in Busan in terms of its growth and competitiveness. It is necessary to develop feeder network facilities that prepare for commercialization of the Northern sea route as a short and medium term plan and provide professional manpower training in polar regions. Ship supply business would also play an important role. It is identified that revitalization of shipbuilding and ocean plant industry should be done in terms of Arctic business. With regard to the fishery industry it is found that modernization of fishery ship and development of fishery equipment used in polar areas should be carried out.

  • The purpose of this study is to Analyze the problems that container shipping companies exist through the commercialization of container shipping for Non-Arctic countries and the opportunity factors for the transport of the Arctic shipping to improve cooperation cross-border relation Arctic policy and the use of transport. In order to design a hierarchy analysis method study model, four high and 17 low factors were extracted by designing a hierarchy analysis method study model based on results by prior study and in-depth interview. The first of the higher factors is the internal strength of assessing the value of the Arctic, the will and capabilities of the shipping companies in creating new markets with the vision and goals of the shipping companies. Second, the internal constraints associated with the shipping companies advance to the NSR mean the negative factors for the entry into the NSR and the internal weaknesses that cause the shipping companies capacity limitations. Third, the economic benefits from the use of NSR are external factor for shipping companies in cooperation with the future economic value of the Arctic and with respect to Arctic sea and Arctic advance and development from Arctic coastal countries. Finally, external pre-emptive tasks means to respond to use NSR by external restrictions on transport to prepare the possibility of severe weather conditions, the customs policy change of coastal countries.

Functional Requirements to Develop the Marine Navigation Supporting System for Northern Sea Route (북극해 안전운항 지원시스템 구축을 위한 기능적 요구조건 도출)

  • International attention on the Northern Sea Route has been increased as the decreased sea-ice extents in Northern Sea raise the possibility to develop new sea routes and natural resources. However, to protect ships' safety and pristine environments in polar waters, International Maritime Organization(IMO) has been developing the Polar Code to regulate polar shipping. The marine navigation supporting system is essential for ships traveling long distance in the Northern Sea as they are affected by ocean weather and sea-ice. Therefore, to cope with the IMO Polar Code, this research proposes the functional requirements to develop the marine navigation supporting system for the Northern Sea Route. The functional requirements derived from the IMO Polar code consist of arctic voyage risk map, arctic voyage planning and MSI(Marine Safety Information) methods, based on which the navigation supporting system is able to provide dynamic and safe-economical sea route service using the sea-ice observation and prediction technologies. Also, a requirement of the system application is derived to apply the marine navigation supporting system for authorizing ships operating in the Northern Sea. To reflect the proposed system in the Polar Code, continual international exchange and policy proposals are necessary along with the development of sea-ice observation and prediction technologies.

국내외 북극해항로 연구현황 및 전망

  • 북극해 항로관련 본격적인 연구는 노르웨이, 러시아, 일본 등이 공동으로 주관하여 1993년 시작되어 1999년에 끝난 INSROP이라고 할 수 있다. 우리나라는 이들 나라에 비하여 많이 늦었지만 관심을 가지고 산발적으로 진행하여 왔다. 우리나라에서의 북극과 관련한 연구는 극지연구소가 극지기후변화, 극지지구시스템, 극지생명과학, 극지해양환경 등 지구과학적인 측면에서 연구를 하고 있고 한국해양수산개발원은 해운항만정책, 해양정책, 해양환경정책 등 정책적인 측면에서 연구를 하여 왔다. 그리고 한국해양과학기술원에서는 한국해양대학과 공동으로 빙해수조를 통하여 얼음과 내빙선체 등과 관련된 연구를 하고 있다. 특히, 2013년 5월 15일 우리나라가 북극이사국의 정식 옵서버국이 됨에 따라 북극해 항로에 대한 국민적 관심이 고조되고 있으나 북극해항로에 관한 연구가 일천하기 때문에 현재까지 진행된 국내외 연구결과를 조사분석하여 북극해항로분야에서의 새로운 연구분야를 찾고자 한다.

  • 북극의 환경은 전 지구적으로 환경변화에 민감하다. 그중 해빙의 증가 및 감소는 지구의 온난화 진행의 지표로 작용을 한다. 따라서 향후 지구온난화의 진행 상황을 예측하기 위하여 북극 해빙 면적의 변화에 대한 지속적인 모니터링이 이루어 져야한다. 북극의 지역적, 환경적 특성상 인공위성을 이용한 원격 탐사가 가장 효과적이며 1970년대부터 수동 마이크로파 센서를 이용한 해빙관찰을 시작하였다. 현재 해빙원격탐사기술의 현황은 광학센서, 수동마이크로파센서, SAR 화상 등을 이용하고 있는데 이중 본 연구에서는 수동 마이크로파 센서인 AMSR-E를 이용하여 북극을 중심으로 북위 $60^{\circ}$ 이내의 지역에서 2002년$\sim$2009년 동안의 북극 해빙 면적에 관한 데이터를 획득하고 북극 해빙 전체 면적의 증가 및 감소에 관한 변화를 관측하였다.

  • 우리나라는 2013년 5월 15일 "북극이사회"의 영구옵서버 자격을 취득하였으며, 2013년 후반기 국적선박을 북극해 항로에 투입 할 예정인 시점에서 한국해양수산연수원은 국내 Ice Navigator 교육시장 선점과 세계적 교육기관으로 도약을 하기 위하여 Ice Navigation Training교육과정을 개설준비 하고 있다. 이를 위하여 북극해 항해기술, 극지 안전훈련, 북극해 최신 동향, 러시아의 북극해 정책, 통과절차 및 외국선박의 운항사례분석 등을 통하고, Ice Navigation Training 교육과정(Familiarization(친숙화), Professional(상급), Practical(직무), Crew Management등)이 이미 개설되어 있는 Russia Admiral Makarov State Maritime Academy측 교수진의 연수원 파견 및 한국적 선박의 북극해항로(North Sea Route, NSR) 통과시 승선실습이 가능할 수 있도록 협조를 요청 할 예정이며, 교육인증을 위한 협력(Makarov Academy측으로부터 교육과정에 대한 인증)도 추진 중이다. 이에 준비한 교육개발을 소개하고자 한다.

Analysis of China's Arctic Route Development associated with the Belt and Road initiative (중국의 북극항로 개발사업, 일도(一道)의 특징과 시사점)

  • The potential competitiveness for new routes and resources has been theoretically discussed with regards to the Arctic route but is gradually becoming a reality as global warming increases. In June of 2017, China officially included the Northern Sea Route (NSR) as part of the Belt and Road Initiative (BRI), and major countries' interests in the NSR are greatly expanding. This paper presents the general characteristics of the NSR, NSR development in China, the expected relationship between the NSR and the BRI, and this relationship's implications for Korea. The NSR has poor facilities and information infrastructure and is not economically viable for commercial navigation due to its high-cost conditions compared to competitive routes. In order to explore the Arctic and develop the NSR, large-scale projects must be funded over a long period of time; this has caused major difficulties in development. However, as the NSR is included in the BRI, there could be an opportunity to utilize BRI funds, such as Asian Infrastructure Investment Bank (AIIB). Further, China's NSR development and the NSR development of partner countries, such as Korea, should be further stimulated. As Korea has strengths in terms of its shipbuilding technology and geographical location, which is located at the core of the NSR, Korea would have chances to expand the economic cooperation and business opportunities with China and Russia.

  • KOPRI(Korea Polar Research Institute) have researhed Arctic sea ice by using satellite remote sensing data since 2017 as a mission of KOPRI. The title of the reseach is "Development of Satellite Observation and Analysis for Arctc sea-ice". This project has three major aims; 1) development of prototype satellite data archive/manage system for Arctic sea ice monitoring, 2) development of sea ice remote sensing data processing and analysis technique, and 3) development of international satellite observing network for Arcitc. This reseach will give us that 1) deveolpment of sea ice observing system for northern sea route, 2) development of optimal remote sensing data processing technique for sea ice and selected satelite sensors, 3) development of international satellite onbservation network. I hope that this letter of introducton KOPRI satellite program for Arctic will help to understand Arctic remote sensing and will introduce you to step into the Arctic remote sensing, which Iis like a blue ocean of remote sensing.

  • It is prospected that commercialization of the Arctic route come to faster than an anticipation due to acceleration of the melting of Arctic ice as a result of global warmness and etc. Since 1979 from the start of the satellite observation, the ice areas of the Arctic ocean came to decrease about 40 % in summer season For the commercial use of the Arctic route, it must be settled some problems including the navigation for the vessels in the EEZ of the related nations before considering about economic basis. It is also needed to build special ships which satisfy to the condition of the Arctic climate for the technical factors of ship handling and should be carried out completion of the special educational program to be approved for the seamen through the cooperation with the coastal nations. The information system for the Arctic route should be developed.
