Development Plan of R.O.K. Naval forces to prepare Tasks in the Arctic Ocean: Based on Operational Environment(SWOT) Analysis (한국 해군의 북극해 진출과 발전방안에 대한 고찰: 작전환경(SWOT) 분석을 중심으로)

  • Because of the global warming, the Arctic Ocean is expected to be ice-free by the year 2035. When the Arctic Ocean will be opened, a number of national interests will become more salient as experiencing a shortened sailing distance and decreasing navigation expense, possibility of natural resources transport by sea from Arctic Circle, and indirect-profit making by building a herb port in Asia. To secure the national interests and support the free activities of people in this region, R.O.K government is trying to make advanced policies. In order to carry out the naval tasks in the Arctic Ocean, using the operational characteristics(mobility, flexibility, sustainability, presence of capabilities, projection) is necessary. To this end, ROK Navy should analyze the operational environment (O.E.) by its capability(weakness and strength), opportunity, and threat. R.O.K. Navy should make an effort over the following issues to implement the tasks in the Arctic Ocean: first, Navy needs to map out her own plan (Roadmap) under the direction of government policies and makes crews participate in the education·training programs in home and abroad for future polar experts. Third, to develop the forces and materials for the tasks in cold, far operations area, Navy should use domestic well-experienced shipbuilding skills and techniques of the fourth industrial revolution. Next, improving the combined operations capabilities and military trust with other countries in the Arctic region to cover the large area with lack of forces' number and to resolve the ports of call issues. Lastly, preparation in advance to execute a variety of missions against military and non-traditional threats such as epidemics, HA/DR, SOLAS, in the future operation area is required.

  • As global warming continues, the rate of ice melting in polar regions is increasing rapidly. The interest related to north polar route is increasing among not only countries near Arctic ocean but also the other countries, In the past, the classification society rule related to a design and operation of ship operating in polar area has been primarily amended by Russia, Norway and Finland located near Artic area. However recently International Maritime Organization decided to legislate the Polar Code to ensure safety of a ship operating in Arctic and Antarctic Ocean, and it is scheduled to be completed until 2014. The present paper focuses on the survey of the current enactment trends of Polar Code and suggests the confrontational strategy in related organization.

Profile Analysis on Signal Measured Local Ice Load during Icebreaking in Arctic Sea (북극해에서의 쇄빙시 국부 빙하중 계측 신호에 대한 파형 분석)

  • The aim of this study is to investigate the characteristics on the profile of local ice load acting on side shell of port side in bow part due to broken ice during icebreaking of ships in ice covered waters. The first Korean icebreaking research vessel 'ARAON' had a sea ice field trial in the Arctic Sea during early August, 2010, and the signals due to local ice impact measured from several strain gauges installed at bow part were gathered. It is known that these data with structural response characteristics due to local ice impact have some different characteristics with a typical hydraulic impact pressure - time history. In this study, the time history on the measured signals was analyzed and the characteristic values were presented using non-dimensional parameters.

  • IPCC (International Panel on Climate Change) reported that the arctic sea-ice extent has been decreased by 2.7% per decades since satellite observations in 1978. The decreased sea-ice extent has gained an international attention due to its economical benefits from the NSR (Northen Sea Route). The NRS - not a clearly defined single route, but a number of alternative routes across the top of Russiahas a 37 % reduction in sailing distance, comparing to the SSR (Southen Sea Route) passing thourgh the Suez Canal. Sailing days are consequently reduced from 30 days to 20 days. Also, it is estimated that the Northen Sea has 20 to 25% of world's oil resources and occupies 40% of the world's fishery production. As Republic of Korea was admitted as an observer to the Arctic Council on May 15, 2013, there has been increasing needs to explore new route in the Northen Sea. In this situation, Korea Institute of Ocean Science & Technology (KIOST) is preparing a plan for the development of Arctic-circle Ocean Environmental Information System to support the ice navigation and resource exploration in the Arctic. We will introduce a conceptual design of a satellite-based ice navigation supporting system for the northern sea route.

  • 극해 지역은 채굴가능 매장량의 30% 정도의 각종 천연자원이 매장되어 있으며 기후변화로 인해 북극해 항로를 이용한 운항 및 자원의 수송과 저장을 위해 빙해 선박과 극지용 해양구조물의 수요가 증가하고 있다. 이 연구에서는 아이스 클라스 등 방한기술에 근거하여 빙해 선박에 탑재되는 루버의 기술개발 동향에 대해 고찰 하였다.

A Study on the Evaluation of Arctic Policy Priorities Using the CFPR Method-Focused on Policy of the Ministry of Oceans and Fisheries (CFPR법을 활용한 북극정책 우선순위 평가에 관한 연구 -해양수산부 정책을 중심으로)

  • In the case of government policies related to the Arctic Ocean, there is a "Northern Sea activity promotion basic plan" presented by the Ministry of Maritime Affairs and Fisheries, but it is difficult to adjust the timing of the policy enforcement and consider the importance of policies because no concrete order of enforcement of policies or weight has been presented by the government. In view of this, the purpose of this study was to estimate the priorities of the government's Arctic policies. Additionally, this study also presents priorities for "support measures" and "foreign cooperation measures" for the smooth implementation of Arctic policies. As for the methodology of this study, the CFPR (Consistent Fuzzy P reference Relations) method, which can comprehensively estimate expert opinions, was applied. According to the results of the analysis, the most important Arctic policy of the government was shown to be "Cooperation for Shipping and Logistics, such as Pioneering Northern Sea Routes" (0.087), followed by "Fostering Professional Manpower" (0.086), and "P reparing Institutional Foundation and Blueprint" (0.085). The results of this study have implications for the establishment of Arctic Ocean-related policies by policymakers as well as authorities.

HyperSAS Data for Polar Ocean Environments Observation and Ocean Color Validation (극지 해양환경 관측 및 고위도 해색 검보정을 위한 초분광 HyperSAS 자료구축)

  • In Arctic and Antarctic ocean, remote sensing is the most effective observation for environmental changes due to the inaccessibility of the regions. Even though satellite, UAV (Unmanned Aerial Vehical) are well known remote sensing platforms, and research vessel also used for automatic measurement on the regions, varied environment of Polar regions require time series and wide coverage of data. Especially, in high latitude, apply an optical satellite remote sensing is not easy due to low sun altitude. In this paper, we introduce an operation of hyper-spectrometer (HyperSAS/Satlantic inc.) which is mounted on Ice Breaker Research Vessel ARAON of Korea Polar Research Institute since 2010, to acquire an above water reflectance atomatically through every research cruise on Arctic and Antarctic ocean and transit both regions. In addition to, auxiliary data for the remotely acquired data, in situ water sampling were also obtained. The above water reflectance and in situ water sampling data are continuously acquired since 2010 will contribute to improve an Ocean Color algorithm in the high latitude and help to understand ocean reflectances over from high latitude through low latitude. Preliminary result from above water reflectance showed characteristics of Arctic ocean and Antarctic Ocean and used to develop algorithms for estimating various ocean factors such as chlorophyll and suspended sediment.

일본의 해양 분야 위성 활용 정책 고찰

  • UN과 우주 강국을 중심으로 위성을 활용한 국제협력이 강화되고 있는 추세임. 특히 미국과 유럽 등 전통적인 해양 강국은 위성의 해양 분야 활용도를 확대하고 있으며 국제 협력도 구체화하고 있음. 'Space Rush'와 'Ocean Rush'에 이은, 우주와 해양의 통합 관리체제를 통한 새로운 해양강국 출현의 시대로 접어들 가능성도 있음다. 이번 논문에서는 우주 강국인 일본이 추진하고 있는 우주와 해양 융 복합 전략을 분석하였음. 이를 위해 일본의 해양과 우주의 행정 협업, 우주기본계획 중 해양분야, 제2차 해양기본계획 중 우주(위성 분야), 해양 분야 인공위성 활용 사례 및 국제 협력 사례 등을 제시하였음. 일본의 해양 분야 위성 활용과 위성을 활용한 국제 해양 협력은 향후에도 지속되고 확대될 것으로 판단됨.

A Study on Competitiveness and Effect Analysis for Developing a Port Specialized in Northern Sea Route (경쟁력분석에 따른 국내 북극항로 전진기지 구축방안에 관한 연구)

  • Recently, It became possible to transport freights and energy resources via Northern Sea Route(NSR) as global warming has been accelerated. As a result, all countries of the world and Korean local governments have had a struggle to take the advantageous position first in NSR development. However, this extreme competitions might have a negative effect on the national port industry and cause unnecessary social costs and economic losses. Therefore, the main target of this study is to find the most suitable port for NSR using AHP analysis. Most of the data was gained from previous literatures and public statistics and the weight of each factor was calculated by the result of expert survey. As a result, Busan port has the biggest competitiveness, followed by Yeosu Gwangyang, Ulsan and Incheon. From the result, this study suggested 3 possible scenarios. The first scenario specializing Busan port in NSR focuses more on developing the related businesses such as repair of ships, refueling, ship stores trade than attracting the more cargoes. the second is a strategy to make Ulsan port as a hub for energy resources, especially liquid cargo on NSR. the last is a mixed one to assign suitable roles to the ports according to their competitive capabilities.
