Status of Soil Remediation and Technology Development in Korea (국내 오염토양 복원 현황과 기술 동향)

  • Soil contamination in Korea has been accelerated every year. Because of their persistence and cumulative tendency in the environment, soil contaminants have potential long-term environmental and health concerns and it is estimated to cost enormous expense for clean-up. Korea government has legislated the law on conservation of soil environment in mid 1990s, and managed and treated hazardous wastes in contaminated sites as a remediation policy since then. Soil remediation technologies are classified into in-situ/ex-situ or biological/physico-chemical/thermal processes according to applied places or treatment methods, respectively. In Korea, clean-up of polluted sites has been mostly carried out at military areas, railroad-related sites and small-scale oil spilt sites. For these cases, in-situ remediation technologies such as soil vapor extraction (SVE) and bioventing were mainly used. In recent days, an environmental-friendly soil remediation emerged as a new concept - for example, a new soil remediation process using nanotechnology or molecular biological study and an integrated process which can overcome the limitation of individual process. To have better applicability of remediation technologies, comprehensive understandings about the pollutants and soil characteristics and the suitable techniques are required to be investigated. Above all, development of environmental technologies based on the sustainability accompanied by public attention can improve soil environment in Korea.

토양 정밀 조사에 의한 폐광산 주변 토양의 오염 부지 특성 규명

  • 광산 및 폐광산으로부터의 오염 및 유해영향에 대한 보고와 관심이 대두되면서 휴ㆍ폐광산에 대한 연구가 활발히 진행되고 있다. 본 연구는 경북 군위군의 고로 폐광산 주변 중 광미 및 광폐석으로 오염된 것으로 생각되어지는 하천 및 농경지에 대한 오염 정도와 분포를 규명하기 위하여 토양정밀조사를 실시하였다. 토양 오염 정밀조사 지침에 따라 총 741개의 토양 시료 분석 결과 Cu, Cd, Pb은 토양오염 우려 기준에 훨씬 미치지 못하였지만 As는 표토 및 심토 구간(0-30cm)에서 토양 오염 우려 기준 농도를 상당 수 초과하여 하천 및 농경지의 복원이 필수적임을 알 수 있었다. 합리적인 복원물량을 산출하기 위하여 배경치 농도(1.23mg/kg), 토양오염우려기준 40%농도(2.4mg/kg), 토양오염우려기준농도(6mg/kg), 토양오염대책기준농도(15mg/kg)별로 오염 등급을 나누어 오염 지도를 작성하고 각 등급별 복원목표에 따라 복원이 필요한 면적과 복원대상물량을 산출하였다. 본 연구는 오염토양의 복원을 목적으로 국내에서 최초로 실시된 대규모의 토양정밀조사라는 점에서 의미가 있으며, 이 결과는 실제 고로 폐광산지역의 복원 사업설계에 중요한 자료로 사용될 수 있다.

A Study on the Relocation of the National Registered Cultural Heritage in Redevelopment Project (재개발사업 부지 내 등록문화재 이전복원을 위한 개선방안 고찰 - 대전 대흥동 일·양 절충식 가옥 이전사례를 중심으로)

  • The National Registered Cultural Heritage no. 377, 'The Eclectic-style House in Daeheung-dong, Daejeon', was relocated in 2013, even though it was privately owned. The relocation of National Registered Cultural Heritage through an urban redevelopment project is rare because the restriction of the preservation of a cultural asset is relatively tolerated. For the sake of profit in a redevelopment project, a privately owned Registered Cultural Heritage is likely to be demolished with no laws to prevent it. This study researched the history of the heritage and the procedure of the relocation process. Based on the research, the study intends to clarify the relationship between the economic and legislative conditions with the result of the National Registered Cultural Heritage relocation in general. The failure of the successful relocation of the National Registered Cultural Heritage in redevelopment projects is caused mainly by a change of ownership, which is generally from personal to anonymous associations. Based on the condition, this study maintained the Cultural Heritage's redefinition as a public asset and proposed phased amendments in each major procedure of a redevelopment project for the successful preservation and reuse of National Registered Cultural Heritage.

  • 최근의 하천복원사업은 인위적으로 축소 또는 소실된 하천공간을 지형학적으로 되돌리기 위한 방향과 강이 가진 자연의 역동성의 복원에 주안점을 두고 있다. 최근 국내에서도 하천공간 확보라는 측면에서 구하천 구역을 복원하려는 시도가 이뤄지고 있고 대표적으로 청미천, 함평천, 황구지천 등에서 기존의 제방을 후퇴시키고 과거의 하천공간을 하천으로 되돌려 주었다. 그러나 이러한 시도는 구하도 또는 폐천부지 복원사업의 일환으로 시행되었으며, 복원된 공간규모가 크지 않아 사업의 효과를 크게 장담할 수 없는 현실적인 한계가 있다. 따라서 홍수에 안전하며 자연과 인간이 공존하는 터전으로의 공간복원, 그에 따른 하천생태계의 보전과 복원, 레저와 레크레이션이 가능한 친수공간 조성 등 하천기능의 강화와 융합을 종합적으로 고려한 다차원 하천공간 복원계획과 설계의 절차가 필요하다. 이를 위해서는 먼저 유역기반의 문제점과 그 원인에 대한 인식이 선행되어야 하고 그 해법으로 하천공간 확대의 필요성이 도출되어야 한다. 이후, 하천공간 복원 및 활용과 관련된 기본방향이 설정되며 세부 복원목표가 설정되어야 한다. 복원목적과 목표가 세워진 후, 복원대상지를 선정하고 공간 활용방안이 제시되면, 목표달성 여부 판단을 위한 효과분석이 필요하다. 만약, 기대효과를 달성할 수 없을 것으로 예상된다면 복원목표 재설정 및 복원대상지의 재선정이 필요할 것이다. 이와같이 하천공간 복원사업을 시행함에 있어 간결하고 단계적으로 접근하기 위해 본 연구에서는 다차원 하천공간 복원프레임워크를 개발하여 제시하였다. 제안된 하천공간 복원프레임워크를 통해 하천공간복원으로 인해 영향을 미칠 수 있고 또한 영향을 받을 수 있는 물리, 생물, 사회, 경제 등의 다양한 분야의 구조를 통합한 하나의 방법을 제시함으로서 임시방편 수준의 파괴된 하천복원사업에 변화를 주고 프레임워크를 통해 하천공간복원에 대한 응집력 있는 접근법을 적용하도록 촉진하여 복원사업에 참여하는 사람들 간에 공통의 유대감을 형성하는데 도움이 되고자 한다.

Primary Esophageal Repair of Long-gap Esophageal Atresia - Report of One Case - (원간격결손 식도폐쇄증의 일차적 식도복원)

  • A delayed primary esophago-esophagostomy of a case of long-gap esophageal atresia without tracheoesophageal fistula was performed in success with three months' intermittent periodic bougienage of the upper pouch via mouth as well as the lower esophagus through Janeway gastrostomy. Meanwhile, an effective continuous sump suction from the upper pouch seemed to be a critical part of the patient management. The extra length of esophagus for primary anastomosis could be achieved by a circular myotomy. Stricture at the myotomy site, found 4 months later, was treated with periodic pneumatic baloon dilations only with temporary symptomatic reliefs. After 4 months' trials, operative esophagoplasty was performed successfully. A careful follow-up schedule for the myotomy site would be required for early detection of stricture. The previous neonatal patient is currently 8 years old, healthy school-boy, and has a normal barium swallow without stricture or gastroesophageal reflux.

Investigation of Soil Pollution Status for Railroad Depot (철도 차량기지의 토양오염 실태 조사)

  • Railroad is well known for eco-friendly transportation system. But, for past few decades, there might be happened many contamination acts in railway facility sites. Industrial and municipal solid wastes produced to maintain and fix trains were dumped to underground of railroad depot area. To develop and reconstruct this area, we should remediate the contaminated soil and ground water. This study was conducted to evaluate the soil pollution status of railroad depot and propose the optimum remediation processes. Our investigation showed that main pollutants sources were TPH and some heavy metals from the dump site. The surveying results for the soil under rail track and crossing nose areas showed TPH contamination from crossing nose area causing lubricant agent. It could be use and rehabilitate the railroad facility areas to an intended purpose with an application of well designed in-situ and ex-situ remediation processes.

Design Strategies for Ecological Restoration Using System Dynamics - Focused on 2015 Miryang-si Jayeon Madang Development Project - (시스템 다이내믹스를 활용한 생태복원 설계 전략 - 2015 밀양시 자연마당 조성사업을 사례로 -)

  • "The Jayeon Madang Development Project("JMDP")" is a project being promoted by the Ministry of Environment to create a cultural space and a natural rest area within the city. Abuksan, located at Abuksan in Gyeongsangnam-do Miryang-si Naeil-dong, has suffered a substantial amount of environmental degradation over time, so the need for ecological restoration made it a natural choice for the location of the JMDP's site. The purpose of this study is to examine ecological restoration design strategies used in Abuksan as part of the JMDP using system dynamics. The national archery center, hole, and arable land sites are key restoration areas in Abuksan that have faced with ecological problems. In this study, we identified the status of each site, determined key strategies being implemented, and designed based on the strategies implemented up to this point for solving problems associated with each sites through the use of causal loop diagrams. The results of the causal loop diagram analysis are as follows. The national archery center site was designed around strategies including planting green manure crops and introducing hugelkultur to reduce soil acidification and green network degradation. The hole site was designed as a constructed wetland based on the emergence of hygropreference vegetation, hydrated by rainwater collected at the bottom of hole, ecological and cultural benefits of such an environment. The arable land site restoration design was built around planting native vegetation on one part of the arable land site after soil quality improved and around restoration of grassland and a dry wetland on the other part of the site to reduce soil acidification, erosion, and green network degradation. This study is a significant attempt to apply principles of system dynamics to ecological restoration by providing the design strategies using comprehension of some problems in the ecosystem feedback loops, which has not been used before in general design processes for ecological restoration.

Status of Nuclear Power Plant Decommissioning Cost Analysis in USA (미국의 원전해체 비용평가 기초자료 및 동향 분석)

  • Assessment of NPP(Nuclear Power Plant) decommissioning cost is very important for safe decommissioning of nuclear power plants. In the United States, which has the most NPP decommissioning experience, the cost evaluation study has been conducted since the 1970s in order to decommissioning nuclear facilities. The US NRC has conducted studies on decommissioning technology, safety and cost for a variety of reactor type and nuclear installations. In the total decommissioning costs, the end of operation licenses accounted for the largest portion, followed by spent fuel management and site restoration. In case of immediate decommissioning, spent fuel management cost increased compared to delayed decommissioning, and delayed deocmmissioning increased the cost of terminating the operation license. However, in general, delayed decommissioning does not show any significant benefit as compared with immediate decommissioning. It is necessary to consider the evaluation according to the site conditions when evaluating the cost of decommissioning domestic nuclear power plants. Also, in Korea, IAEA recommendations were applied to reorganize the radioactive waste classification system. Therefore, it is necessary to develop a method to appropriately use the decommissioning data of the preceding US Nuclear Power Plant in the new classification system when estimating the amount of radioactive waste generated during decommissioning. In particular, the establishment of the evaluation methodology for the waste to be disposed of will be an important factor in securing the accuracy of the decommissioning cost. In addition, it is necessary to construct information data that can be applied to facility characteristics and work characteristics in order to evaluate the cost of demolition of domestic nuclear power plants.

Remedial Design of a Site contaminated with petroleum (유류오염부지의 복원설계)

  • The procedure of investigation and design of the soil contaminated with petroleum was introduced. Soil and water quality analyses were carried out to figure out the type of contaminants and the flume range according to the national regulation. In the investigation, it was verified that the soils in several dispersed locations were contaminated with petroleum. Therefore, in the design process, it was necessary to select a optimal remediation method after making the conception model of the site, and then the treatment method of incineration was selected.

  • 선행연구와 사례조사를 통해 안동시 철도 폐선부지의 활용 방안을 분석한 결과 실개천 조성, 철도의 역사와 문화를 체험할 수 있는 철도 역사박물관, 철도폐선을 활용한 레저시설, 철도 객차를 활용한 호텔 및 편의시설, 기존 역사를 활용한 쇼핑몰, 임청각 복원, 어린이 기차공원 등 복합문화공간으로 조성하는 것이 가장 바람직하다는 결론을 도출 하였다.
