In this study, a SOHO (Small Office Home Office) bankruptcy prediction model is proposed using Modified Bagging Predictors which is modification of traditional Bagging Predictors. There have been several studies on bankruptcy prediction for large and middle size companies. However, little studies have been done for SOHOs. In commercial banks, loan approval processes for SOHOs are usually less structured than those for large and middle size companies, and largely depend on partial information such as credit scores. In this study, we use a real SOHO loan approval data set of a Korean bank. First, decision tree induction techniques and artificial neural networks are applied to the data set, and the results are not satisfactory. Bagging Predictors which has been not previously applied for bankruptcy prediction and Modified Bagging Predictors which is proposed in this paper are applied to the data set. The experimental results show that Modified Bagging Predictors provides better performance than decision tree inductions techniques, artificial neural networks, and Bagging Predictors.

This is about the CCTV hacking which is one of the recently emerging privacy-spilling crime. Recently, the usage of CCTV is being increased, and Black Hat Hackers spill the individual's privacy by hacking it. However, That crime is being increased. However, most users rarely fulfill the security management, and the government's measures are insufficient. Therfore, this research report implies some security technologies including user authentication protocols such as SSH Tunneling and Media Encryption Algorithm. and recently developed technologies including Wookyeong Information Technology's SecuWatcher for CCTV, Norma's CCTV Care App, and MarkAny's Password SAFERTM for CCTV.

Japan has enacted the Public Records and Archives Management Law from 2011 in order to prevent mismanagement of records management and to fulfill accountability to the public. However, in 2013, The Designated Secrets Protection Act was enacted before the Public Records and Archives Management Law brought changes to administrative institutions. The Designated Secrets Protection Act have raised concerns that the public's right to know and the transparency of administration are being retreated, especially the development of freedom of information and records management systems. This article analyzed the background of the establishment of Designated Secrets Protection Act and the contents of legal composition. It also identified the possibility of human rights abuse in the aptitude assessment system, the lack of independent monitoring agencies, the impossibility of internal accusations, and the possibility of wide confidentiality designation. Furthermore, analyzed how the problem affects Japanese records management and freedom of information system. Through this, I suggested the improvement of the system of the secret level records management system in Korea, the establishment of the clear purpose of the secret record management, the application of the Tshwane principle, and the establishment of the independent and professional monitoring agency.

The purpose of this study is to define how middle school students' motivation of participation in Judo as a recreational sport activity influences their exercise flow and psychological happiness. To achieve that, this researcher conducted a questionnaire survey with middle school students who participated in 2020 National Amateur Judo Event held in Donghae-si, Gangwon-do from Jan. 18 to 20, 2020, for three days. Of the collected questionnaire copies, the questionnaire copies with insincere or insufficient answers were excluded, and 253 copies were used for data analysis. The results of the study are presented as follows: Firstly, middle school students' participation motivation in Judo as a recreational sport activity positively influenced their exercise flow. Secondly, participation motivation in Judo as recreational sport activity positively affected psychological happiness. Thirdly, middle school students' exercise flow to Judo as a recreational sport activity positively influenced their psychological happiness. Therefore, instructors for the recreational sport activity need to develop detailed methods or programs to improve students' personality and leadership beyond Judo skills in order to achieve positive and smooth communication with participants.

Information Technology(IT) was introduced to the business as a means of improving operational efficiency. Nowadays, IT has become an essential component of an organization's survival. Almost no operations of an organization can be performed without IT. The benefits of using IT in organizations can not be underestimated. Some organizations have flourished because of the competitive advantages derived from the IT systems they have developed. Most IT systems, however, have been extended, changed and integrated with ad-hoc and makeshift solutions without thinking long-range view. It results in high maintenance cost and uncontrolled system for managing information resources. Especially, public institutions under the Project-Based System (PBS) have some problems in keeping a good management systems for information resource, because they are usually operated for a set period. Therefore, we propose the framework how to efficiently manage the IT assets and resources based on the Information Technology Architecture (ITA) that is introduced for the overall optimization of IT investment, change management and inter-operability.

In modern society, disasters frequently occur, and the effect is getting more massive. Also, unpredictable future increases anxiety about social security. Accordingly, in order to prevent national-scale emergency from happening, it is highly required governments' role as ICT power nation and transition to disaster management system using big data applied service. Thus, e-gov necessarily acquires disaster response system in order to predict and manage disasters. Disasters are linked with some attributes of modern society in diversity, complexity and unpredictability, so various approach and remedies of them will appease the nation's anxiety upon them. For this reason, this manuscript suggests epidemics preactive warning algorithm model as a mean of reduce national anxiety on disaster using big data for social security. Also, by recognizing the importance of e-gov and analyzing problems in weak disaster management system, it suggests political implication for disaster response.

The Moon government, launched in May 2017, regards telecommunication service as part of people's welfare and is trying to save telecommunication costs. However, the direction of policy presented is assessed as symptomatic approach. This is largely attributable to the a partial improvement approach from the framework of the present mobile telecommunication industry. However if we restart from an essential point of view, the result is likely to be much better. The nation's mobile communication costs are not adequate because the government's role was not sufficient. There is a problem with the mobile phone supply chain, the subsidy payment mechanism, and the billing system. Addressing these complex issues requires the establishment of an independent system of handset distribution from telecommunication companies, ban on discriminative subsidies payment, and adoption of volume rate system. Telecommunications Business Act that defines the service charges to normalize the market might be somewhat useful, but the normal application of the Fair Trade Act is more important.

The purposes of this article are to raise the quality issues of Collaborative Digital Reference Services(CDRS) in Korean libraries and to suggest the feasible solutions to resolve the quality problems of CDRS. To the end, a thorough examination on the development process and present condition of main Korean CDRS such as 'Question포인트' and' '사서에게 물어보세요'. This article investigates the causes of 'low quality' in Korean CDRS with emphasizing both technical problems and managerial limitations. Finally suggested are the solutions to improve the low quality of CDRS with special concerns on Korean library situation. Discussions on this article are based on literature review, statistical analysis, and usability tests on the targeted Korean CDRS, '사서에게 물어보세요'(Ask a Librarian in Korean version).

As the title signifies, the current study aims at the realization of u-City, which is short for the Ubiquitous City. For this purpose, firstly, the meaning of u-City realization is sought in the study based on future urban changes. Along with this, current issues in the course of u-City realization are gathered based on in-depth interviews with relevant experts. Thirdly, necessary for the comprehensive planning and management of u-City, several strategies are presented by classifying it into u-Infra and u-Service, and considering relevant laws and regulations. And the study divided the execution process into project, development and management levels, and then suggests some realization strategies that are level-dependent.

Korea's seas have the potentials of dispute against China or Japan due to the overlap of the territorial waters and EEZ. In case of marine accidents, the nature of the sea tends to eliminate much of the track, making it another hardship in evidence adoption in case of an international dispute along with the false entries of fishing vessels' journals. Marine Digital Forensics Protects the functions of computers and IT appliance on vessels and extracts evidence of voyage and accidents to resolve international dispute. The digital evidence, if tampered with its integrity, my lead to the rejection to a critical claim or may even fail to make a case. As a solution, this thesis suggests Marine Digital Forensics as a way to extract evidence and prove a claim. This may be utilized as means of scientific investigation on sea as overseas exchange increases and the vessels digitalize, leading to a solution in international disputes that may occur in the future.
