A Study on Establishment of the Dedicated Management Department to Improve the Operational Performance of Public Properties - Focused on Gyeonggido Province (공유재산 운영성과 증진을 위한 관리전담부서 설립에 대한 연구 - 경기도를 중심으로 -)

  • This paper analyzed the statistical status of public properties, management organization, operational performance focused on Gyeonggido. And This paper tried to get some implications through comparative analysis of public property management system of Gyeonggido and other local governments including Seoul, Incheon. The survey was also conducted on the whole practitioners of public property management in Gyeonggido. As a result of analysis, although Gyeonggido has an urgent need to raise funds because financial independence is insurfficient, non-tax revenues from it's own public properties are insignificant compared to holdings. The major reason would be pointed out that the dedicated management department on public property is not composed and lack of workforce. The survey results conformed that establishment of the dedicated department to public property management is urgent by reorganization of management structure for the higher operational performance.

Tabu search Algorithm for Maximizing Network Lifetime in Wireless Broadcast Ad-hoc Networks (무선 브로드캐스트 애드혹 네트워크에서 네트워크 수명을 최대화하기 위한 타부서치 알고리즘)

  • In this paper, we propose an optimization algorithm that maximizes the network lifetime in wireless ad-hoc networks using the broadcast transmission method. The optimization algorithm proposed in this paper applies tabu search algorithm, a metaheuristic method that improves the local search method using the memory structure. The proposed tabu search algorithm proposes efficient encoding and neighborhood search method to the network lifetime maximization problem. By applying the proposed method to design efficient broadcast routing, we maximize the lifetime of the entire network. The proposed tabu search algorithm was evaluated in terms of the energy consumption of all nodes in the broadcast transmission occurring in the network, the time of the first lost node, and the algorithm execution time. From the performance evaluation results under various conditions, it was confirmed that the proposed tabu search algorithm was superior to the previously proposed metaheuristic algorithm.

  • Modern urban problems are increasingly becoming a market mix that can not be solved by the power of a single department and the necessity of establishing a cooperation system based on data communication between departments is increasing. Therefore, this study analyzed Busan metropolitan city's IT projects from 2014 to 2018 in order to understand the utilization and sharing status of departmental data from the viewpoint that cooperation between departments can start from the sharing of data with high common utilization. In addition, based on the results of the FGI(Focus Group Interview) conducted for the officials of the department responsible for the informatization project, we verified the results of data status analysis. At the same time, we figured out the necessity of data link between departments through SNA(Social Network Analysis) and presented data that should be shared first in the future. As a result, most of the information systems currently use limited data only within the department that produced the data. Most of the linked data was concentrated in the information department. Therefore, this study suggested the following solutions. First, in order to prevent overlapping investments caused by the operation of individual departments and share information, it is necessary to build a small platform to tie the departments, which have high connectivity with each other, into small blocks. Second, a local level process is needed to develop data standards as an extension of national standards in order to expand the information to be used in various fields. Third, as another solution, we proposed a system that can integrate various types of information based on address and location information through application of cloud-based GIS platform. The results of this study are expected to contribute to build a cooperation system between departments through expansion of information sharing with cost reduction.

A Study on the Concentration of Hippuric Acid in Urine of Workers Exposed to Toluene (톨루엔에 폭로된 근로자의 뇨중 마뇨산량에 관한 연구)

  • The objective of this study is to examine the correlation between the toluene concentration in the work environment of organic solvents and the concentration of hippuric acid in urine of workers exposed toluene, and to acquire the fundamental materials of workers' health care and to assist the assessment of the biological permisible exposure limit. The control groups are 72 workers who had never been exposed to toluene and the case groups are 101 workers who had been exposed to toluene. This study was conducted to examine the correlation between the concentration of toluene in work environment and workers' hippuric acid concentration, to investigate the complaint difference of subjective symptoms by means of questionaire, between the case groups and control groups. The results and conclusions are as fellows: 1) The highest mean concentration of toluene in the air is $544.13{\pm}7.75ppm$ in the Printing Department of mixing organic solvents. The concentrations of the others are $463.27{\pm}5.24ppm$ in Department of mixture for organic solvents, and $393.56{\pm}45.69ppm$ in the Printing Department(1), and $248.38{\pm}45.16ppm$ in the Printing Department(2), and $159.38{\pm}18.51ppm$ in the Printing Department(3). 2) The highest mean concentration of hippuric acid in urine is $6034.84{\pm}1298.35mg/l$ in the Printing Department with mixing organic solvents. The concentrations of the others are $4798.44{\pm}784.53mg/l$ in Department of mixture of organic solvents, and $2883.06{\pm}701.90mg/l$ in the Printing Department(1), and $1449.98{\pm}905.19mg/l$ in the Printing Department(2), and $598.52{\pm}299.43mg/l$ in the Printing Department(3). 3) As the toluene concentration in the work environment becomes higher, the concentration of hippuric acid in urine also becomes higher. It is found that the coefficient of correlation between toluene concentration and the concentration of hippuric acid are positive (r=0.868, Y=7.18X+349.57) 4) It is found that the case groups complain of much more subjective symptoms than the control groups.

A Study on the Chef's Shared Leadership for Effective Job Performance in Hotel Cooking Department (호텔조리부서에서 효과적인 직무성과를 위한 쉐프의 공유 리더십에 대한 연구)

  • This study is a study on the cooking department where chefs who belong to the desired job of elementary and middle school students work together with the recognition increase through the media. The cooking department, which has a vertical structure at work, can be said to have an absolute influence of the chef. However, the cooking department needs to change according to the times. The purpose of this study was to examine how chef's shared leadership affects the chef's emotional commitment, continuous commitment, job satisfaction, and job performance. Therefore, a questionnaire was distributed to the employees currently working in the cooking department of a five-star hotel in Seoul, and a sample of 319 copies was prepared. In statistical analysis, the items were refined through exploratory factor analysis, confirmatory factor analysis, reliability analysis, and correlation analysis, and the hypotheses were verified through structural model analysis.As a result, Chef's shared leadership influences the emotional commitment of cooks, job satisfaction and job performance. In particular, emotional commitment and continuous commitment did not affect cooks' job satisfaction and job performance. In conclusion, to improve the performance of the organization, the hotel culinary department must establish a culture of sharing and communication. This suggests that establishing goals and visions will lead to job satisfaction and performance not only for individual cooks but also for the entire department. Therefore, it is expected to contribute to the efficient human resource management for the cooks in the hotel cooking department.

Perception related to the Healthcare Accreditation Effects on Turnover Intention and Job Stress of employees' Quality Improvement Department (QI부서근무자들의 의료기관인증제관련 인식이 직무스트레스 및 이직의도에 미치는 영향)

  • The purpose of this study was to examine, among quality improvement (QI) department employees, the effects of perception of the healthcare accreditation on job stress and to identify factors affecting turnover intention. Research data was collected between 1 June and 15 June 2016. The sample included QI department employees who had participated in a healthcare accreditation survey. The collected data were analyzed to obtain frequency, percentage, mean and standard deviation results, which were assessed by using Student's t-test, ANOVA, and multiple regression analysis. The scores for QI employees' perceptions of the healthcare accreditation, job stress, and turnover intention were 3.35, 3.66, and 3.32 of the perception by general characteristics. There were significant differences between scores according to gender, age, QI department section, position, and job satisfaction. In addition, job stress and turnover intention scores showed significant differences according to position, age, QI department section, and job satisfaction. A positive correlation was observed between healthcare perception and job stress, while turnover intention was negatively correlated with healthcare perception. The results indicate that the perception of healthcare accreditation positively affects job stress; in contrast, it decreases the number of people intending to change departments. Among the sample of lower level workers, the younger age workers who were employed for more than 10 years expressed lower satisfaction with their job, which indicates that they are affected by their notion of healthcare accreditation more than by other factors. Thus, in order to lessen work stress and employees' thoughts of leaving the department, the QI department should be encouraged to lessen job stress and provide various supports to the employees.

A Theoretical Foundation for Examination of the Impacts of the Cross-Functional Integration Factors upon the New Product Development Performance (신제품개발 성과에 영향을 미치는 부서간 협력요인에 관한 이론적 토대)

  • The objective of our study is to build a theoretical framework for the examination of impacts of cross-functional integration upon new product development performance(NPDP). For this purpose, we have concentrated our efforts on systematically delving into how cross-functional integration factors affect upon the interdepartmental cooperation and upon the NPDP while dividing those critical integration factors into the structural and the infra-structural ones. We have selected interdepartmental job-rotation, consigning of papers, and cross-functional teem meeting as structural cross-functional integration factors. On the other hand, we have chosen Quality Functional Deployment(QFD), Concurrent Engineering(CE), and Evaluation and Reward Systems as those infra-structural cross-functional integration factors. After identifying those integration factors, we have carefully searched the relationship between those integration factors and those cooperation variables (interdepartmental common goal, interdepartmental interactions, and common sharing of ideas and informations) to look into how they affect upon the NPDP. Among cross-functional integration and NPDP related studies, our study is the first to show systematically how strongly infra-structural integration factors affect upon the achievement of interdepartmental cooperation and the improvement of NPDP. Considering the limitation of our resources and time available for this research, we have limited our study to building only a theoretical framework for future empirical studies to look into how cross-functional integration variables are related with NPDP.

A Study on Calculation of Appropriate Size of Public Officials Using DEA (DEA를 활용한 공무원의 적정규모 산정에 관한 연구)

  • A study to estimate the appropriate size for the quota of civil servants during the period of change of government is required. Therefore, in this study, we would like to introduce a study that uses DEA to estimate the appropriate size of public officials. The department of a public institution is DMU, and the number of employees in each department is applied as an input variable, and the number of electronic approval production documents and the number of electronic approval expenditures are applied as output variables. MaxDEA 8 was used as an analysis program for this purpose. As a result of the analysis, when the efficiency level was 1.00 (100%), 3 out of 14 departments showed the optimal level by satisfying the efficiency, and 10 of the remaining departments scored 0.50 (50%) with a score of 0.50 (50%), confirmed to be relatively inefficient. In other words, it was confirmed that most departments had inefficient surplus staff. As an additional analysis, we calculated the number of possible staff reductions using the efficiency level. Using this, it is expected that the field of manpower reduction can be discovered in advance through an analysis of manpower efficiency by department, and based on this, it can be used to relocate manpower by department according to future response strategies.

  • 제26차 정기총회에서는 우리 나라 도서관의 발전을 위하여서 무엇보다도 우선 정부의 도서관 육성에 대한 행정지원이 필요하다는데 의견을 모으고, 아울러 문교부에 도서관행정 전담부서를 조속히 설치해 줄 것을 건의키로 결의하였다. 이에 따라서 사무국에서는 본건의서를 작성하여 지난 4월 24일 문교부에 정식으로 제출한 바 건의서 전문을 게재하는 바입니다.
