Analysis and Recommendation of Disaster Safety Education System for Citizens (시민 대상 재난안전교육 체계 분석 및 제언)

  • 본 논문에서는 한국사회 내 2014년 이후 2022년 현재까지 진행되고 있는 다양한 생애주기별 재난안전교육 체계를 분석하여 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위한 제언을 통해 시민 대상별 최적화된 재난안전교육 체계화를 모색하고자한다. 2014년 4월16일에 발생한 세월호 침몰 사고는 2015년 '재난 및 안전관리 기본법' 시행규칙의 일부 개정 및 이에 근거한 '국민안전의 날'이 국민안전의 중요성을 되새기자는 의미로 제정된 계기가 되었을 뿐만 아니라, 재난안전교육에 관한 전반적인 변화의 필요성을 깨닫게 해준 가슴 아픈 사건이었다. 이에 서울시 소방재난본부 현장대응단에서 2014년 말부터 시민대상 초기대응을 위한 재난안전 교육체계를 기획하고 10만의 안전리더 양성을 추진했다. 동시에 다양한 형태의 시민대상의 재난안전교육이 시, 도별로 진행되었다. 특히 서울 시민의 1%인 10만 시민안전파수꾼 양성을 위해 진행되었던 시민안전파수꾼 정책 사업을 위한 재난안전 교육체계는 시민을 대상으로 황금시간 목표달성을 통한 초기대응으로 재난규모를 최소화 할 수 있도록 안전에 관한 소양교육의 기본을 구성해 교육했고, 이는 시민 대상 재난안전교육의 방향에 대해 시사하는 바가 크다. 정책사업 초기 대학생 이상의 성인을 교육 대상으로 선정하여 교육이 진행되었고, 그 후 2018년 이후 고등학교 이상으로 교육의 대상범위를 확대하여 진행했지만 안전리더로서 역할은 한국사회 전체 구성원들의 인식이 필요한 부분으로 어린 시절부터의 반복 교육을 통한 안전문화가 시스템으로 구축되어 자연스럽게 습득되어 질 수 있도록 해야 한다는 필요성을 절감하게 되었다. 이에 다양한 생애주기별 재난안전교육 체계를 분석하여 국민스스로 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위해 시민대상 재난 안전교육을 '황금시간 목표달성'을 준거틀로 기존의 중앙, 서울시, 부산시, 경기도 및 산하 교육청에서 실시해온 재난안전교육 체계 관련 문헌의 비교분석을 통해 시민 대상별 생애주기별 최적화된 초기대응을 위한 재난안전교육 체계를 모색하여 재난안전교육의 방향을 제시해 보고자 한다.

The Analysis of Future Promising Industries of Busan and Marine Policy in the Era of the Northern Sea Route (북극항로 시대에 대비한 부산지역의 미래성장 유망산업 및 정책 평가에 관한 연구)

  • Because the thawing of the Arctic ocean is slowly accelerating due to global warming, recently exploring resources in Arctic ocean and transporting resources by using the North Pole route have been getting spotlight. Since the original route transported by the Suez Canal from Korea to Europe could be shorten about 8,000km in distance(decreased about 38% compared to the original route), which means shortening about 10 voyage dates, it is expected to bring huge logistics cost reduction. Once the North Pole route is commercialized successfully, it would be one of the most important variables that affects future of Busan port and guides for economic development of Busan. Therefore, the purpose of this study is to analyze Busan port and the economic growth of Busan area by researching promising industry, based on the effect of freight transporting by the Northern sea route on the economy of Busan. For this study, questionnaire surveys and interviews were conducted for 64 people of experts in the shipping and port industry, relevant government, and academics. The survey finding shows that port logistics industry is a promising business in Busan in terms of its growth and competitiveness. It is necessary to develop feeder network facilities that prepare for commercialization of the Northern sea route as a short and medium term plan and provide professional manpower training in polar regions. Ship supply business would also play an important role. It is identified that revitalization of shipbuilding and ocean plant industry should be done in terms of Arctic business. With regard to the fishery industry it is found that modernization of fishery ship and development of fishery equipment used in polar areas should be carried out.

  • In recent years, increasing damage due to landslides. So the government is to create a geotechnical hazard map. This study was to evaluate the applicability of the geotechnical hazard map by using 4 years of landslide cases in Seoul and Busan. And the in-situ aseessment has been carried out in test-bad area with specialists. Study has shown dangerous grade in geotechnical hazard map is more dangerous than the actual. Thus we can utilize geotechnical hazrd map in the purpose of the geotechnical hazard preliminary assessment. However, the in-site inspection and evaluation is required for in order to select the hazard area.

  • 최근 기후변화로 발생되는 폭우, 강풍 등의 기상현상으로 인해 하천범람, 내수침수, 해수범람 등 특히 해안도시지역에서의 물 문제는 날로 심화되고 있다. 이에 정부에서는 저영향개발(Low Impact Development, LID) 사업 및 친환경그린인프라(Green Infrastructure, GI) 기술요소의 적용확대를 추진하고 있다. 이에 환경부에서는 환경기술개발사업의 일환으로 '그린인프라 제도/정책 및 재원관리의 선진화(2021)' 연구용역을 통해 관련 추진체계 구축, 제도 개선방안 등을 모색하였다. 해당 연구에서는 기존의 LID 및 GI 관련 정책·제도 개선, 강우유출수 관리목표 설정방안, 투수/불투수도 제작 지침 마련, 시민인식조사 등을 통해 그린인프라 확대를 위한 과학적 근거 및 통합관리제도를 마련하였다. 이와 더불어 2013년부터 도시지역의 우수유출 저감, 물순환 구조 개선, 비점오염원 관리를 위해 '그린빗물인프라(Green Stormwater Infrastructure, GSI) 조성 사업'을 추진하여 국비지원을 지속하고 있다. 'GSI 조성사업'은 2014년 공공청사 중심에서 학교, 도서관, 체육시설, 공원 등 적용 범위를 확대 하고 있는 추세이나, 수도권지역과 물순환선도도시 조성사업이 진행중인 5개 지역(김해시, 광주시, 안동시, 울산시, 대전시)을 제외한 각 지자체에서는 실효성 있는 추진체계 및 가이드라인 부존 등의 문제로 적용에 어려움을 겪고 있다. 이에 경상남도는 지역적 특성을 반영한 GSI 조성 추진체계 마련을 목표로 본 연구용역을 추진하였으며, GSI 관련 국내외 현황조사, GSI 조성을 위한 공공청사의 우선순위 선정, 지형적(토지피복, 토양형 등), 기상학적 현황을 토대로 한 우선순위 선정, 이를 통합한 경남형 GSI 조성 추진체계를 제시하고자 한다.

On Efficient Management and Use of the Coastal Area in Pusan (부산 연안역의 효율적인 관리 및 이용에 관한 연구)

  • The purpose of this study is investigated to suggest the governmental policy and guideline required to establish the coastal zone management and development plan in the Pusan metropolitan city. The results are found as follows; first, a new definition of 'coastal zone' is introduced based on the geophysical characteristics in the city. Second, new policy-oriented guidelines are built on the basis of the coastal function from the viewpoint of the coastal zone management. Third, the coastal zone of the city is classified into 3sub-zone by the geophysical characteristics. Fourth, the comprehensive coastal zone management and development plan is suggested.

  • The purpose of this study was to confirm that the formation and influencing factors of ocean governance in Busan. Recently it has been observed that the concept of ocean governance increasingly popular in the field of maritime administration, as the concept helps us understand more comprehensively the new or emerging roles of the government and other stakeholders(private enterprise, citizen, etc) in a rapidly changing environments. Therefore, this study aims to investigate the status of ocean governance and draw alternatives in applying appropriate ocean governance structure of maritime administration in Busan. The result of this study shows that ocean governance level in Busan was not high in some factors such as participation, cooperation, collective decision making. This is caused by the lack of a ocean governance structure. Based on these significant research findings, theoretical and practical implications were discussed.

Spatio-Temporal Distribution Analysis of One-Person Household - The Case of Busan City - (1인가구의 시공간적 분포 분석 - 부산시를 사례로 -)

  • At present, Korean one-person households have been continuously increased in spite of the reduction of total population. The increasement of one-person household has become a social and institutional issue. It is necessary to response socially and economically to not only changes of housing demand but also the disadvantaged classes such as the socially weak and single elderly household from the national level. In this respect, this research examined the spatial distribution (such as the increasing area, high-density area, and majority area) of one-person household with census data in the city of Busan. The clusters of one-person households were selected by focusing on the spatial distributions by time series changes of 2000, 2005, and 2010 and considering their housing characteristics. In terms of policy efficiency, the clusters of one-person households to be supported by priority were derived by analyzing the census data from 6066 output areas in the city of Busan. As a result, lots of one-person households of juniors were distributed around the university town, office facility, and station service area. Lots of one-person households at middle-aged class were distributed in Busan's original downtown and mountain-side road. Generalizing these characteristics, cluster analysis was conducted. As a result, one-person household dense area in Busan could be classified into four types. This research should be utilized as a counterplan for increasing the housing demand of one-person household or basic data for supporting small housing supply policies in the future.

Development of Index of Park Derivation to Promote Inclusive Living SOC Policy (포용적 생활 SOC 정책 추진을 위한 공원결핍지수 개발 연구)

  • In order to resolve the imbalances in the supply of living SOCs according to socio-economic status, location, and population groups, the discussions on inclusive city policies are expanding. The purpose of this study is to propose an Index of Park Derivation (IPD) as an alternative indicator for the promotion of an inclusive urban park policy that can be applied in the 7 major metropolitan cities to select a region with a relatively high park needs. The main research results are as follows. First, the concept of an inclusive urban park policy is defined as "a policy to supply to manage high-quality park services with priority given to areas with low socio-economic and environmental status, such as a large amount of elderly, children, low-income families, areas vulnerable to disasters, such as heat and fine dust, and population groups." Second, we developed the index of park derivation (IPD), which is a combination of 17 variables including park service level, demographic characteristics, economic and educational level, health level, and environmental vulnerability. The variables that constitute the index of park deprivation (IPD) can be applied to SOC policies outside the parks, such as sports facilities, daycare centers, kindergartens, and public libraries. Third, applying index of park deprivation (IPD) to 1,148 Eup/Myeon/dong areas of the 7 metropolitan cities resulted in areas with relatively high park service needs. This study implies that the central and the local government suggest an alternative index to promote an inclusive urban park policy based on statistical and geographical information and data that can be easily accessed and utilized.

The Relationship between Economic Growth of Sea Port City and Ocean Industries: Focused on Busan Metropolitan City (해항도시의 경제성장과 해양산업 간의 관계 - 부산시를 중심으로 -)

  • This study examines the issue of causality between ocean industries and urban economic growth in the sea port city. To maximize economic advantage of Busan as a sea port city, we first need to analyze the effects of ocean industries on urban economic growth. This study focuses on the examination of the role of ocean industries and its related variations in economic growth at the urban level. Using data from Busan. Metropolitan City in Korea during 1985-2011, we find that the causality link between ocean industries and urban economic growth rates runs in both directions. Especially, industries of shipping/port, marine tourism, and shipbuilding were the most important variables in Busan economy. With this information, the empirical results show that ocean industries and its related variations have significant effects on urban economic growth. Based on these significant research findings, theoretical and practical implications were discussed.

Relocation of Korean Film Council (KOFIC) and Film Industry in Busan (영화진흥위원회 부산 이전과 부산영화 산업)

  • Korean Film Council (KOFIC) is entrusted by the Ministry of Culture, Sports and Tourism, Republic of Korea, aiming to support and promote Korean films. With the government's policy for balanced regional development, KOFIC head office will be relocated to Busan. Busan is famous for the Busan International film Festival and their effort for Korean film industry. Until now, the Korean film industry is concentrated on the Seoul metropolitan areas. With the relocation of KOFIC, it is the time for KOFIC to recognize and promote and Busan as the Second key Cluster of Korean film industry. With the cooperation with Busan Film Commission, KOFIC needs to set up the new promotion plan for Korean film industry for future including building new film production studio, raising regional film production fund, and scouting new talented filmmakers.
