A Study on Over-Valuation of Agreed Value in Marine Insurance -Focussed on Comparison of MIA, Japan and Korean Commercial Code- (해상보험에 있어서 협정보험가액의 과대평가에 관한 연구 -영국, 일본, 한국상법의 비교를 중심으로-)

  • Insurable value agreed by the parties shall be presumed specified at the time of the accident. It is nevertheless provided that where agreed value considerably exceeds certain amount evaluated at the time of insured accident, the amount shall be insurable value. It casts doubt on what constitutes such an excess in valuation in marine insurance. Because of the relatively short periods and less volatile economies, maritime insurance, with the statutory insurance value, has deemed insurable value conclusive. In other ways, the provision of default rule substitutes the amount evaluated at the time of insured accident for statutory insurance value. However, over-valuation of agreed value determined by the comparison of statutory insurance value leads to non sequitur in valued policy. Maritime insurance, in the case of over-valuation of agreed value, construes certain amount evaluated at the time of insured accident as insurable value. Accordingly, beyond the application of statutory insurance value, the amount should be considered for over-valuation of agreed value.

An Estimation of the Acreage Response Function of Major Vegetables in Gyeongnam Province (경남지역 주요 채소류 재배면적 반응함수 추정)

  • This study estimated acreage response functions for greenhouse paprika, greenhouse strawberry, open-land garlic, and open-land spinach by using Gyeongsangnamdo agricultural income data. The results show that the cultivation area for greenhouse paprika increased because the agricultural management costs decreased, and the risk of price volatility was relatively low. On the other hand, the cultivation area for greenhouse strawberries decreased due to increasing agricultural management costs and the greater risk of price volatility. In the case of open-land garlic and spinach, the cultivation area remained stagnant due to the greater risk of price volatility, despite increasing agricultural revenue. We derived several policy implications from our results. The risk of price volatility in agricultural products is greater for crops grown on land rather than crops grown in greenhouses. Therefore, the local government needs to adopt the "agricultural revenue guarantee insurance" in preference to crops grown on land rather than crops grown in greenhouses. On the other hand, in the case of greenhouse crops, agricultural management costs are very high. Thus, local government should focus on replacing old facilities and supplying smart-farm facilities that reduce agricultural management costs such as heating costs.

Big Data Utilization and Policy Suggestions in Public Records Management (공공기록관리분야의 빅데이터 활용 방법과 시사점 제안)

  • Today, record management has become more important in management as records generated from administrative work and data production have increased significantly, and the development of information and communication technology, the working environment, and the size and various functions of the government have expanded. It is explained as an example in connection with the concept of public records with the characteristics of big data and big data characteristics. Social, Technological, Economical, Environmental and Political (STEEP) analysis was conducted to examine such areas according to the big data generation environment. The appropriateness and necessity of applying big data technology in the field of public record management were identified, and the top priority applicable framework for public record management work was schematized, and business implications were presented. First, a new organization, additional research, and attempts are needed to apply big data analysis technology to public record management procedures and standards and to record management experts. Second, it is necessary to train record management specialists with "big data analysis qualifications" related to integrated thinking so that unstructured and hidden patterns can be found in a large amount of data. Third, after self-learning by combining big data technology and artificial intelligence in the field of public records, the context should be analyzed, and the social phenomena and environment of public institutions should be analyzed and predicted.

  • This study examines the concepts and policy factors regarding gender-mainstreaming strategies and urban areas that have been discussed in the fields of international norms and development cooperation from the perspective of the Mexican government. It analyzes how gender-mainstreaming strategy is integrated and realized through Mexican law and key programs carried out by Mexico City. Through a literature review, this study builds upon previous research and theoretical discussions. In fact, Mexican federal government is considered to have successfully achieved "gender institutionalization." Within the framework of the law and institutions, the programs promoted by Mexico City aim to realize women's rights and meet their needs in the metropolis, while emphasizing a wider participation by citizens to realize these urban rights. In particular, the government of Mexico City is expanding on policies and programs that focus on strengthening the financial autonomy of women by understanding women's vulnerabilities as inequalities arising in the areas of the economy, space, and time.

Risk Assessment of Marine LPG Engine Using Fuzzy Multicriteria HAZOP Technique (퍼지 다기준 HAZOP 기법을 이용한 해상용 LPG 엔진의 위험성 평가)

  • Liquefied petroleum gas (LPG) is an attractive fuel for ships considering its current technology and economic viability. However, safety guidelines for LPG-fueled ships are still under development, and there have been no cases of applying LPG propulsion systems to small and medium-sized ships in Korea. The purpose of this study was to perform an objective risk assessment for the first marine LPG engine system and propose safe operational standards. First, hazard and operability (HAZOP) analysis was used to divide the engine system into five nodes, and 58 hazards were identified. To compensate for the subjectivity of qualitative evaluation using HAZOP analysis, fuzzy set theory was used, and additional risk factors, such as detectability and sensitivity, were included to compare the relative weights of the risk factors using a fuzzy analytical hierarchy process. As a result, among the five risk factors, those with a major impact on risk were determined to be the frequency and severity. Finally, the fuzzy technique for order of preference by similarity to ideal solution (TOPSIS) was applied to select the risk rank more precisely by considering the weights of the risk factors. The risk level was divided into 47 groups, and the major hazard during the operation of the engine system was found through the analysis to be gas leakage during maintenance of the LPG supply line. The technique proposed can be applied to various facilities, such as LPG supply systems, and can be utilized as a standard procedure for risk assessment in developing safety standards for LPG-powered ships.

  • 베트남 소수민족 공동체 중 Hmong족은 중요한 구성원이라고 여겨져 왔다. 타지에서 베트남으로 이민 와서 다른 민족들과 함께 오랫동안 살아 왔지만 Hmong족은 자기의 민족문화 특색을 잘 지켜왔다. 그런데 지난 몇 년 동안 전통적인 종교와 달리 새로운 종교를 믿게 되는 방향으로 Hmong족의 심령의 종교는 많이 변하고 있다. 그 중에 특히 주목받은 것은 개신교의 유입이다. 개신교는 직접적, 간접적 선교 방법으로 Lao Cai에 있는 Hmong족 공동체에 자연스럽게 유입되었다. Lao Cai의 많은 지방에서 사람들이 개신교를 믿게 되었고 그 중에는 가족이나 종족 환경에서 강제적 선교도 일어났다. 개신교는 Hmong족의 전통문화뿐만 아니라 Hmong족의 전통 종교, 신앙에도 직접적으로 영향을 주었다. 이 글에서는 Hmong족이 살고 있는 Lao Cai 지방을 선택하여 고찰하며 Hmong족의 전통문화가치에 대한 개신교의 영향 및 원인을 살펴보기로 한다. 먼저 Hmong사람들은 전통신앙을 버리고 개신교를 믿게 되는 원인을 살펴보자. 주 원인은 다음과 같은 네 가지가 있다고 본다. -경제와 관련된 원인 -성별 불평등과 관련된 원인 -학문 수준과 정보 습득 희망과 관련된 원인 -전통문화, 심리와 민속의식과 관련된 원인 그리고 다음과 같은 두 가지 각도에서 전통문화 가치에 대한 영향을 알아보았다. 첫째는 개신교가 Hmong사람의 전통사회체제에 큰 영향을 준 점, 둘째는 개신교가 Hmong사람의 풍속습관 및 전통 신앙에 영향을 준 점이다. 개신교가 Hmong사람의 전통사회체제에 큰 영향을 준 점은 여러 방면에서 보인다. 전통적인 가치와 개신교의 새로운 규정 사이의 충돌도 있고 가족 안에서 부부의 위치상 충돌도 있다. 또한 Hmong사람들에게 전통 종족의 역할, 위치를 약화시키는 영향도 주었고 산골 마을에서 개신교를 믿는 사람들과 믿지 않은 사람들 사이에 일어난 새로운 충돌도 있다 개신교와 개신교의 교리는 역시 풍속습관과 전통신앙에 큰 영향을 주었다. 첫째는 예수의 역할이 가장 중요하고 조상 숭배나 "집에 있는 귀신 숭배"같은 것보다 강력한 것이다. 그래서 Hmong사람의 신앙, 종교는 원시적 다신교부터 일신교로 변한 것으로 보인다. 둘째는 개신교를 믿는 사람들이 Hmong족의 전통 민속축제를 점차 멀리한다. 어떤 경우에는 그 사람들이 자기 민족의 전통문화 환경을 떠나 버리는 일도 있었다. 셋째는 개신교의 교리가 Hmong족의 풍속 규정을 바꾸게 하였고 Hmong사람들이 새로운 종교의 교리를 집행시켰다. 넷째는 인간 인생 주기에 관한 풍속습관 및 민속의례들은 의례 대상보다 의례 주제를 중심으로 삼는 것으로 점차 변화했다. 대체로 개신교가 Hmong족 공동체에 유입하여 이 민족의 전통문화 가치는 변화했다. Hmong족 공동체에 오래 존재해 왔던 낙후한 습관을 개선하는 점에서 개신교는 적극적 역할을 했다. 현재 문제점은 어떻게 전통문화가치를 유지하고 새로운 종교와 같이 존재할 수 있느냐라는 문제이다. 이 문제는 다음 연구 대상이 될 것이다.

Capabilities Required for Underground Facility Operations in Korean Megacities (한국 메가시티 지하시설 작전에 요구되는 능력)

  • Recently, major advanced countries are fostering megacities through policy for reasons such as solving population problems, political and economic issues, and strengthening national competitiveness. The trend of change is accelerating. In Korea, following Seoul and Gyeonggi, mega city policies are being promoted in Busan, Ulsan, Gyeongnam, Daegu and Gyeongbuk, Gwangju and Jeonnam, and Daejeon, Sejong, South Chungcheong and North Chungcheong areas. Due to this urbanization phenomenon, military experts predict that the future battlefield environment will be space or a large city (mega city). From this perspective, Korea will not be able to effectively respond to the threats facing megacities if it does not prepare in advance. Therefore, underground facility operation capabilities optimized for the huge scale of the mega city and the characteristics of the underground operational environment are required. Against this background, the characteristics of the underground operational environment of mega cities and cases of preparation for underground facility operations in advanced military countries such as the United States and Israel were analyzed. Based on this, the capabilities required for underground facility operations suitable for the underground operational environment within Korean megacities are developed from an idea perspective to military organization and combat system, securing special equipment and materials to ensure combatant survival, developing small unit combat techniques, and establishing a training system. A Study on the Evaluation and Improvement of Management Efficiency of Coastal Passenger Terminal (연안여객터미널 경영 효율성 평가 및 개선에 관한 연구)

  • Coastal ferry routes are very important because they connect the mainland to islands, offer transportation for islanders, and bring tourism to islands. In particular, the recent increase in national income, prevalence of a culture that emphasizes work-life balance, and introduction of the five-day workweek have stoked interest in travel as a leisure pursuit, and demand for tourism from Korean people in islands has increased. As the number of passengers using coastal passenger terminals increases due to changes in the coastal tourism environment, the importance and need for coastal passenger terminal facilities and services is growing. Under these circumstances, it is necessary for the management organizations of coastal passenger terminals to manage and efficiently operate the terminals in such a way that budgets can be reasonably implemented and the convenience of passengers using the terminals is enhanced. This study primarily analyzed the management efficiency of coastal passenger terminals in terms of profitability and public interest using data envelopment analysis. The eight passenger terminals achieved low management efficiency in terms of profitability. These terminals should improve profitability by increasing income from terminal office rental and ancillary businesses and revenue from terminal fees by boosting island tourism and expanding overseas passenger transportation. The eight terminals with low management efficiency for public interest should increase the number of passengers by promoting island tourism, developing tour packages to Japan and China's coastal areas, developing new routes, and introducing super-high-speed ships.

Characterization of Pretreatment for Barley straw by Alkaline Solutions (염기 용매를 이용한 보릿짚의 전처리 특성)

  • Lignocellulose is difficult to hydrolyze due to the presence of lignin and the technology developed for cellulose fermentation to ethanol is not yet economically viable. However, recent advances in the extremely new field of biotechnology for the ethanol production are making it possible to use of Agriculture residual biomass, e.q., Barley straw, because of their several superior aspects as Agriculture residual biomass; low lignin, high contents of carbohydrates. Barley straw consists of 39.78% cellulose (glucose), 22.56% hemicelluloses and 19.27% lignin. Pretreatment of barley straw using NaOH pretreatment solutions concentration with 2%, temperature $85^{\circ}C$ and reaction times 1 hr were investigates. $NH_4OH$ pretreatment condition was solutions concentration with 15%, temperature $60^{\circ}C$, and reaction times 24hr were investigates. Furthermore, enzymatic saccharification using cellulose at $50^{\circ}C$, pH 4.8, 180 rpm for conversion of cellulose contained in barley straw to monomeric sugar. The pretreatment of barley straw using NaOH and $NH_4OH$ can significantly improve enzymatic saccharification of barley straw by extract more lignin and increasing its accessibility to hydrolytic enzymes. The result showed NaOH pretreatment extracted yield of lignin was 24.15%. $NH_4OH$ pretreatment extracted yield of lignin was 29.09%. Shaccharification of barley straw pretreatment by NaOH for 72hr and pH 4.8 result in maximum glucose concentration 15.39g/L (58.40%) and by $NH_4OH$ for 72hr and pH 4.8 result in maximum glucose concentration 16.01g/L (64.78%).

An Extraction Way of Benchmarking Ports through Tier Analysis for Korean Seaports (Tier분석을 통한 벤치마킹항만 적출방법)

  • The purpose of this paper is to show the empirical extraction way of benchmarking ports for overcoming the shortcoming which the traditional DEA method has by using 20 Korean ports in 2003 for 2 inputs (birthing capacity, cargo handling capacity) and 2 outputs(Export and Import Quantity, Number of Ship Calls). Because DEA method has produced the limited set of efficient units which are reference to inefficient units respective of their differences in efficiency scores, it is necessary to adopt the more feasible benchmarking information according to the path analysis(tier or stratification). The core empirical results of this paper are as follows. Benchmarking ports against inefficient ports according to the tier analysis are that Masan Port(Janghang$\rightarrow$Jeju$\rightarrow$Seogoipo$\rightarrow$Yeosu), Jinhae Port(Janghang$\rightarrow$Mogpo$\rightarrow$Seogoipo$\rightarrow$Wando), Pohang&DonghaePort(Janghang$\rightarrow$Samcheonpo$\rightarrow$Pyungtag$\rightarrow$Samcheog), and Sogcho Port(Janghang$\rightarrow$Mogpo$\rightarrow$Seogoipo$\rightarrow$Wando). The policy implication to the Korean seaports and planners is that Korean seaports should introduce the new methods like Tier analysis of this paper for evaluating the port performance and enhancing the efficiency in short term, mid term, and long term according to the tier 3 stage, the tier 2 stage, and the tier 1 stage with original DEA stage.
