This study aims to verify the economic validity of the REDD project in North Korea by estimating the potential carbon credits and the cost of REDD project. The REDD potential credits of North Korea are estimated based on the international statistics of forest area and population from 1990 to 2010, and the cost of REDD project is estimated indirectly by annual land opportunity cost of agriculture assuming that South Korea will aid the food production per area in North Korea. When the 25% reduction scenario was applied to the annual deforestation rate in North Korea, the potential REDD credits were estimated to be $4,232million{\sim}5,290milliontCO_2eq.$ for 20 years. It would account for 28~35% of South Korea's national medium-term greenhouse gas reduction target. On the other hand, the break-even price of REDD project was calculated as the profit of agriculture in the land available by forest conversion in North Korea. It was estimated to be 19.19$/$tCO_2eq.$ when the non-permanence risk of forest conserved through a REDD contract is assumed to be 20%. This price is higher than the price of REDD carbon credit 5$/$tCO_2eq.$ dealt in the 2010 voluntary carbon market, leading to no economic feasibility. However, REDD project provides co-benefits besides climate mitigation. As previous studies indicate, the break-even price is lower than 20$/$tCO_2eq.$, which is the social marginal cost of greenhouse gas emissions by loss of forest. Therefore REDD in North Korea can be justified against the social benefits. The economic feasibility of REDD project in North Korea can be largely influenced by the risk percentage. Thus, North Korean REDD project needs a strong guarantee and involvement by the government and people of North Korea to assure the project's economic feasibility.

Methane emissions from rice paddies are the largest source of greenhouse gases in the agricultural sector, but there are significant regional differences depending on the surrounding conditions and cultivation practices. To visualize these differences and to analyze their causes and characteristics, the methane emissions from each administrative district in South Korea were calculated according to the IPCC guidelines using the data from the 2010 Agriculture, Forestry and Fisheries Census, and then the results were mapped by using the ArcGIS. The nationwide average of methane emissions per unit area was $380{\pm}74kg\;CH_4\;ha^{-1}\;yr^{-1}$. The western region showed a trend toward higher values than the eastern region. One of the major causes resulting in such regional differences was the $SF_o$ (scaling factor associated with the application of organic matter), where the number of cultivation days played an important role to either offset or deepen the differences. Comparison of our results against the actual methane emissions data observed by eddy covariance flux measurement in the three KoFlux rice paddy sites in Gimje, Haenam and Cheorwon showed some differences but encouraging results with a difference of 10 % or less depending on the sites and years. Using the updated GWP (global warming potential) value of 28, the national total methane emission in 2010 was estimated to be $8,742,000tons\;CO_2eq$ - 13% lower than that of the National Greenhouse Gas Inventory Report (i.e., $10,048,000tons\;CO_2eq$). The administrative districts-based map of methane emissions developed in this study can help identify the regional differences, and the analysis of their key controlling factors will provide important scientific basis for the practical policy makings for methane mitigation.
BACKGROUND: High input to the arable land is contributed to increasing productivity with causing the global environmental problems at the same time. Rapeseed cultivation has been forced to reassess its positive point for utilization of winter fallow field. The Objective of this study was performed to assess the environmental impact of rapeseed cultivation with double-cropping system in paddy rice on Yeonggwang district using life cycle assessment technique. METHODS AND RESULTS: For assessing each stage of rapeseed cultivation, it was collected raw data for input materials as fertilizer and pesticide and energy consumption rate by analyzing the type of agricultural machinery and working hours by 1 ton rapeseed as functional unit. Environmental impacts were evaluated by using Eco-indicator 95 method for 8 impact categories. It was estimated that 216 kg $CO_2$-eq. for greenhouse gas, 3.98E-05 kg CFC-11-eq. for ozone lazer depletion, 1.78 kg SO2-eq. for acidification, 0.28 kg $PO_4$-eq. for eutrophication, 5.23E-03 kg Pb-eq. for heavy metals, 2.51E-05 kg B(a)p-eq. for carcinogens, 1.24 kg SPM-eq. for smog and 6,460 MJ LHV for energy resource are potentially emitted to produce 1 ton rapeseed during its whole cultivation period, respectively. It was considered that 90% of these potential came from chemical fertilizer. For the sensitivity analysis, by increasing the productivity of rapeseed by 1 ton per ha, potential environmental loading was reduced at 22%. CONCLUSION(s): Fertilization affected most dominantly to the environmental burden, originated from the preuse stage, i.e. fertilizer manufacturing and transporting. It should be included and assessed an indirect emission, which is not directly emitted from agricultural activities. Recycling resource in agriculture with reducing chemical fertilizer and breeding the high productive variety might be contribute to reduce the environmental loading for the rapeseed cultivation.

To some of the problems, it is necessary that we should have proper leisure and recreation facilities, and that we should have the active, positive posture to them. Especially we need the out door recreational spaces and facilities. But nowadays the urban parks are given little thought in spites of the necessity of parks which should be used as a recreational spaces in the urban areas. So, This study attempt to comprehend the function, quantity and quality of the urban park system in Taegu. It is clear that the quantity is inappropriate. Because of inappropriate disposition and management, its coefficiency of utilization is low. In view of the population and park ratio, Dong Gu, Nam Gu, Suseong Gu and Dalseong Gun have comparative good, environments. However, Dalseo Qu, Seo Gu and Jung Gu have less geographical features. There are some methods to provide expansion of the aggregate of urban parks. We can use the school-grounds and their facilities. which were moved from C.B.D. to the outskirts of Daegu, or some parts of urban redevelopment, or the riverside of Sincheon river. In the urban park-program, users' satisfaction-factors are analyzed. We must reconsider the efficiency. The above problems are improved. Active administration and inhabitants' Positive participation are demanded so that the sound development of cities and daily life-surroundings are promoted.

Forage grasses and legumes ar$\varepsilon$ the mam component of livestock diets in Canada. There are over 30 million ha of grassland in Canada and there is a large, undeveloped land base in fringe areas suitable for forage production. The short growing s season limits the grassland farming to the southern p parts of Canada. The win!er season is long and in most parts of Canada cold temperatures, fr$\varepsilon$ezmg, and thawing, and diseases exert sever$\varepsilon$ stress on overwintering forage plants. The government has run and managed various forms of direct payment systems, such as the paddy and field direct payment, to ease the instability of farm incomes with respect to market opening, and preserve farm income. Direct payments to the agricultural sector is a center in the key policy instrument that plays an important role in income stabilization. Despite the large amount of spending in the farm unit, the status of direct payment, and policy effects the analysis of direct payments, such as stability of income contribution, are insufficient. This paper, using the farm unit DB in 2014 and 2015, performed farm level analysis of direct payment, and derived the implications of the performance evaluation system. As a result, the distribution of direct payment showed considerable bias to the left side compared to the normal distribution curve. Approximately half of the farms (49.3%) in 2014 DB should receive below 100,000 won per year by a direct payment. A larger-scale farm showed a significantly increased income effect and income stabilizing effect because direct payments make higher contributions to farm income in proportional to the area. In the more elderly farmers, a high contribution by direct payment to farm income was found to be an advantage; however, in small-scale farms of less than 0.5ha, direct payment contribution on farm household income was only 3%. In large-scale farms, 10ha or more, the contribution to farm income were found to be 29.4%. The income of large farms was 10 times larger than small farmers, and the direct payment entitlements that were received were 110 times larger. Through this policy, direct payments are required for future improvements and modifications.
This study is to derive a project model based on potential demand for Korean-style houses, focusing on new town detached housing sites that LH supplies and to test validity of the derived model and to present the direction and supply methods of the projects. The existing high-class new town Korean-style housing developments that have been considered were found to have little business value due to problems in choice of location and discordance of demand, so 6 types of projects were established through the methods of changes in planned scale, combined use, and subdivision of plot of land based on the results of survey. The type that has the highest business value among the project models was block-type multifamily houses, and this can be interpreted as the increase in total construction area leading to increase inrevenues of allotment sales due to economies of scale. The feasibility of mass housing model in which small-scale Korean-style houses are combined with amenities was found to be high, and if the same project conditions as those of the block-type multifamily houses are applied, the business value of the Korean-style tenement houses was found to be high. Besides, the high-class housing models within block-type detached housing areas are typical projects that the private sector generally promotes, and the construction cost was found to be most expensive with 910 million won per house. In order to enhance the business value of the Korean-style housing development, collectivization such as choice of location, diversification of demand classes, optimization of house sizes, and combination of uses is needed. And in order to adopt Korean-style houses in the detached housing sites, the adjustments and division of the existing planned plots are needed, and the strategies to cope with new demand through supplying Korean-style housing types of sites can be suggested. Also breaking away from the existing uniform residential development methods, the development method through supplying original land that is natural land not yet developed besides basic infrastructures (main roads and water and sewage) can be considered, and as the construction of more than 1~2 stories building is impossible due to the structure of Korean-style house roof and furniture. So it can be suggested that original land in the form of hilly land is considered to be most suitable to large-scale development projects.

This study tried to suggest improvement measures by discovering problems or matters requiring improvement among the annual regional safety evaluation systems. Briefly introducing the structure and contents of the study, which is the introduction, describes the regional safety evaluation method newly applied by the Ministry of Public Administration and Security in 2020. Utilization plans were also introduced according to the local safety level that was finally evaluated by the local government. In this paper, various views of previous researchers related to regional safety are summarized and described. In addition, problems were drawn in the composition of the index of local safety, the method of calculating the index, and the application of the current index. Next, the problems of specific regional safety evaluation indicators were analyzed and solutions were presented. First, "Number of semi-basement households" is replaced with "Number of households receiving basic livelihood" of 「Social Vulnerability Index」 in the field of disaster risk factors is replaced with "the number of households receiving basic livelihood". In addition, the "Vinyl House Area" is evaluated by replacing "the number of households living in a Vinyl House, the number of container households, and the number of households in Jjok-bang villages" with data. Second, in the management and evaluation of habitual drought disaster areas, local governments with a water supply rate of 95% or higher in Counties, Cities, and Districts are treated as "missing". This is because drought disasters rarely occur in the metropolitan area and local governments that have undergone urbanization. Third, the activities of safety sheriffs, safety monitor volunteers, and disaster safety silver monitoring groups along with the local autonomous prevention foundation are added to the evaluation of the evaluation index of 「Regional Autonomous Prevention Foundation Activation」 in the field of response to disaster prevention measures. However, since the name of the local autonomous disaster prevention organization may be different for each local government, if it is an autonomous disaster prevention organization organized and active for disaster prevention, it would be appropriate to evaluate the results by summing up all of its activities.
