수화는 하나의 제스처가 하나의 단어를 나타내는 수화 단어와 한글을 알파벳으로 표현하는 지문자로 구성되어 있다. 본 논문에서는 USB 카메라로부터 촬영한 영상을 얻고 히스토그램을 이용하여 피부색 영역을 추출한다. 얼굴 영역 추적을 활용하여 이미지를 그리드화하고 지문자의 위치를 파악하여 초성, 중성, 종성을 구분하고 한글 음절을 구성하였다.

The purpose of this study is examining the status of Education Welfare Priority Support Project and providing constructive strategies for future direction. In order to collect data, we have used on-line survey, in-depth interview personnels in charge of 17 school districts and open forum with municipal board members of education along with related literature review. As results, since 2003, the effectiveness of the Education Welfare Priority Support Project has been proved and the areas have been expanded. Furthermore, institutional stability has been confirmed along with the supports of enforcement ordinance of the Elementary and Secondary Education Acts and Ministry of Education Ordinances. However, since the management authority of the project has transferred to 17 provincial offices of education, it shows the tendency of that the overall programs were not fully activated and gradually stagnated. According to these issues, we proposed various implemental policy suggestions though the revision of Article 28 of elementary and secondary education-related law.

The purpose of this study was to identify the effectiveness of the 8-week telephone counseling hypertension self-management program provided through welfare center nurses and nursing student volunteers for hypertensive patients with physical disabilities and brain lesions who use the welfare centers for the disabled. A quasi-experimental with non-equivalent control group pretest-posttest design was implemented. From December 2019 to May 2020, data from 28 controls and 29 experimental groups who completed pre and post-investigation were analyzed using the SPSS program. As a result of the main study, after the intervention, the knowledge of hypertension, seriousness and sensitivity among the health beliefs, and quality of life EQ-VAS indicated significant difference between the experimental group and the control group. Therefore, efforts to improve self-care behaviors and quality of life by applying various self-care programs to hypertensive patients with the disabled which require long-term health care will be needed continuously.

우리나라는 정부차원에서 교육과학기술부, 문화체육관광부, 여성가족부, 보건복지가족부, 법무부, 지방자치단체 등 관련 부처별로 필요한 분야에 한해 다문화 강사 양성이 이루어지고 있다. 교육과학기술부에서는 2007년 다문화가정 자녀교육 지원계획을 발표하고 2008년부터 각 교육청 주관으로 다문화교육 직무연수를 외부에 위탁하여 중앙 및 각 지방 다문화교육센터를 중심으로 현직교사 대상 '다문화교육을 위한 교사 양성 연수 프로그램'을 지속적으로 운영하고 있다. 문화체육관광부 산하 한국문화예술교육진흥원에서는 2008년에 다문화강사 양성과정을 개설하여 운영하였다. 그리고 여성부는 청소년, 이주노동자, 이주여성을 대상으로 다문화교육을 제공할 목적으로 2008년에 '다문화이해교육 강사양성' 과정을 개설하였다. 그러나 이들은 모두 일회성에 머물러 지속적으로 연계되지는 못했다. 또한 보건복지가족부는 2007년에 '결혼이민자 다문화가족 지원센터'에서 종하며 교육활동을 하기 위한 다문화 강사 80명을 일차적으로 양성하였다. 최근에는 각 지방자치단체별 다문화가족 지원센터에서 결혼이민자를 다문화 강사로 활용하여 청소년들에게 다문화 이해 교육을 제공하도록 하는 '다문화강사 양성과정'을 개별적으로 개설하여 운영하고 있다(설동훈 김찬기, 2009). 한편 법무부는 2008년 5월 다문화 이해증진 및 이민자 사회통합을 위한 정책개발 추진에 우수 대학의 적극적인 참여 기회를 부여하고, 관련 분야에 대한 대학의 새로운 학문 개척 기회를 마련하기 위해 공모 절차를 거쳐 20개의 ABT대학을 최종 선정하였다. 명지대학교는 2010년 3월부터 산업대학원 산업시스템경영학과 국제교류경영학석사 과정에서 국제교류경영 전문가 양성을 운영하고 있다. 경기도 지원 경기도의 새로운 브랜드 가치 실현을 위한 '다문화사회를 위한 의식개선 사업'으로 사회통합 - 다문화사회 공동체 형성을 목표로 총4개의 컨소시엄 기관(시흥시, 수원시, 화성시외국인복지센터, 의정부시외국인근로자지원센터)이 형성되어 2010년 2월22에서 2010년12월20까지 시행되었다. 본 연구는 '다문화사회를 위한 의식개선 사업'을 통해 교육대상자 구분과 사업장 교육 지역별 구분과 일반인 교육 지역별 구분을 파악하고 이를 기초로 우리의 다문화사회에 도움이 될 수 있는 다문화교육의 개선 방안을 제시하고자 한다.

This study was conducted to analyze the mediating effect of health status and the moderating effect of economic activity in the relationship between depression and cognitive function of the elderly. For this, the data of 2017 National survey of Older Koreans that was collected all over country by Korea Institute for Health and Social Affairs were analyzed using Structural Equation Model for statistical analysis method. The results are as follows. First, the elderly's depression was found to have a negative effect on cognitive function and health status. Second, the health status of the elderly was found to have a positive effect on cognitive function. Third, a significant mediating effect of health status was founded in the relationship between depression and cognitive function. Fourth, the moderating effect of the elderly's economic activity was found in the path through which depression affects health status and health status affects cognitive function. Based on these research results, implications of social welfare were suggested.

독자적 위성통신 기술 개발, 기상재난 조기예측체계 구축 및 해양관측을 위해 국내최초로 제작될 정지궤도 위성인 통신해양기상위성은 집중호우, 태풍, 황사, 적조로 인한 피해를 최소화하여 대국민 복지를 제고하고 국가재난 안전관리 체계 구축 및 남북통일에 대비한 신속한 위성통신망 구축을 목적으로 하고 있다. 통신해양기상 위성 개발 사업은 2003년에 본사업에 착수하고 2008년에 발사할 예정이며 과학기술부, 정보통신부, 해양수산부, 기상청의 주관으로 한국항공우주연구원, 한국전자통신연구원, 해양연구원, 기상연구소 및 국내 관련산업체 등이 개발에 참여하게 된다. 정지궤도위성의 국내개발을 통해 외화절감 및 수입대체효과를 가져오고, 통신해양기상위성 독자개발국으로서의 대외적 위상을 제고할 것이다.

The purpose of this study was to review various grounds and plans for the establishment of a convergence major in lifelong education for the disabled based on Daegu University, which establishes its status and identity as a base university for education and welfare for the disabled. Lifelong education for the disabled reflects the specificity of disability in common because it targets disabled learners, but since it constitutes two perspectives and characteristics of education and welfare, access to interdisciplinary convergence research in disabled-related fields is important. In the above dimension, Daegu University has an appropriate foundation to lead lifelong education for the disabled in Korea through various academic and practice-based infrastructures, and has sufficient leadership to improve the practical limitations of the lifelong education support system for the disabled. Accordingly, this study presented measures and related grounds to reflect lifelong education for the disabled in order to establish an interdisciplinary convergence major at Daegu University through literature review and expert advice. It was emphasized that lifelong education for the disabled, viewed as a new interdisciplinary convergence major, should be activated through professional competencies commonly accessible to the three fields rather than applied from a priority perspective between special education, rehabilitation science, and social welfare. As a result of the study, it was suggested that Korea, which failed to establish a lifelong education support system for the disabled, should gradually spread and spread to other universities starting with Daegu University's application model and plan. In addition, the necessity of systematically establishing a qualification development path for lifelong education professionals for the disabled through agreement between the three fields was also suggested.

The purpose of this study was to investigate moderating effect of posttraumatic growth between childhood-adolescence trauma and suicidal ideation. 151 adults in their 20's to 40's were utilized by analyzing moderated multiple regression. The major findings of this study were as follows ; First, the study showed significant relationship between childhood-adolescence trauma and suicidal ideation. To be specific, the more childhood-adolescence trauma increased, the more suicidal ideation increased. Second, the results presented that posttraumatic growth moderated relationship between childhood-adolescence trauma and suicidal ideation. The more childhood-adolescence trauma increased, the more suicidal ideation strongly increased in group of lower posttraumatic growth. Whereas, the more childhood-adolescence trauma increased, the more suicidal ideation mildly increased in group of higher posttraumatic growth. Based on these findings, it was suggested that intervention for people who have childhood-adolescence trauma and practical strategy for posttraumatic growth are needed in social welfare practice.

The purpose of this study as a research of experience of sexual offenders who are in confinement in prisons and forensic facilities is to theoretically investigate fundamental structures of their experiences and to practically construct basic data to present intervention programs of sexual offenders. This study was conducted by hermeneutical and phenomenological methods invoked of the analytic framework of Van-Manen (1990) about seven sexual offenders. The data were collected through in-depth interviews, and the results of the interpretation are shown as perception that they were victims of public opinion, the mark of Cain, loss of opportunity of examination caused by show window, collective differentiation through distinction, expression of metaphysical being that wants to slip out of the skin, counterplot of scientific management techniques, undifferentiation from the Imaginary, sexual acts shown as inverted communication, discovering dominant domain as forming reaction to being controlled, not being free from capitalistic attributes in which even children's sex is commercialized, distortion in socialization of sexual identity, paternity stamped as embodiment of suppressed desire, recovery of lost virginity of mother through children, and family as a name broken to pieces.

과학기술이 더 가까워질 미래사회로 갈수록 전력은 신규수요와 대체수요의 증가로 지금보다 많은 량의 공급을 요구할 것이다. 이 때문에 환경문제에 있어 전력산업의 영향이 커지고, 이로 인해 전력의 청정공급 체계 구축은 국제규범의 수립과 함께 국민복지나 환경보존의 차원에서 필연적이다. 따라서 LCA는 청정생산을 위한 분석능력을 갖추고, 이를 바탕으로 점차 완전한 민영화 상태에서 경쟁구도로 이어질 전력산업 참여자들의 기업가치 극대화에 기여할 필요성이 대두된다. 이를 위해 본 연구에서는 LCA의 역할 확산 경로를 거시적으로는 국제규범과 소비자 만족 그리고 미시적으로는 기업의 가치 극대화와 환경경영체제 수립이라는 측면에서 이루어져야 할 것으로 제시하였다.
