The purpose of this study is to investigate the effect of information education satisfaction of the elderly welfare center on information utilization satisfaction and life satisfaction of the elderly. For this purpose, we surveyed the elderly who were enrolled in the elderly welfare center from September 02 to September 24, 2015. First, in the information cognition improvement of the elderly, it was found that the content of education of information, education instructor, and educational environment are important. And in the improvement of the information experience of the elderly, it was found that the education contents, the education method, the instructor and the educational environment factors of the satisfaction of information education were important factors. Second, in the improvement of personal factors satisfaction of the elderly, it was found that the content of education of information and education and the factors of education instructor were important factors. The purpose of this study was to investigate the relationship between information literacy and satisfaction of the elderly.

본 연구의 목적은 결혼 이주 여성의 디지털 정보화 변화 만족도에 미치는 영향을 탐색하는 데 있다. 이를 위해 2022년 실시한 디지털정보격차 실태조사 자료 중 결혼이주여성 응답을 SPSS 25.0 통계프로그램을 활용하여 영향 관계를 분석하였다. 결과, 첫째, 결혼 기간이 정(+)적인 영향을 미쳤다. 둘째, 스마트폰 이용일수가 정(+)적 영향을 미치는 것으로 나타났다. 셋째, 디지털 정보화기기 활용 역량 중 PC 활용 능력은 부(-)적 영향을 미쳤고, 모바일기기 활용 능력은 정(+)적 영향을 미쳤다. 넷째, 디지털 정보활용 역량 중 취미여가에 활용은 결혼 이주 여성의 디지털 정보화 변화 만족도에 정(+)적 영향을 미치는 것으로 나타났다. 다섯째, 디지털 사회자본 중 가교형 사회자본이 정(+)적 영향을 미치는 것으로 나타났다. 여섯째, 디지털 정보화 자기효능감은 결혼 이주 여성의 디지털 정보화 변화 만족도에 정(+)적 영향을 미치는 것으로 나타났다.

본 연구의 목적은 결혼이주여성의 디지털 정보 활용 역량과 삶의 만족도 관계에서 디지털 정보화 자기효능감의 매개효과를 검증하는 데 있다. 이러한 연구 목적 달성을 위해서 "2022년 디지털정보격차 실태조사" 자료에서 결혼이민자 중 여성의 응답을 SPSS 25.0, AMOS 24.0 통계패키지를 이용하여 디지털 정보 활용 역량을 독립변수로 하고 삶의 만족도를 종속변수로 설정하였다. 그 결과, 첫째, 결혼이주여성의 디지털 정보 활용 역량이 삶의 만족도에 미치는 영향은 통계적으로 유의하지 않았다. 둘째, 결혼이주여성의 디지털 정보 활용 역량은 디지털 정보화 자기효능감에 정(+)적인 영향을 미쳤다. 셋째, 결혼이주여성의 디지털 정보화 자기효능감은 삶의 만족도에 정(+)적인 영향을 미치는 것으로 나타났다. 넷째, 디지털 정보 활용 역량이 디지털 정보화 자기효능감을 매개로 삶의 만족도에 미치는 영향의 부트스트랩핑을 통해 통계적 유의성을 확인한 결과, 신뢰구간에 0이 포함되지 않았고, 통계적으로도 유의하였다.

Integrated Social Welfare Management System is an information system that comprehensively manages information and services regarding diverse welfare benefits provided by the government. It is designed to improve efficiency of social welfare administration and the service delivery system. The system is found to have significantly contributed to efficiency of the welfare delivery system by reducing the workload of public officials who are responsible for welfare administration in local governments and changing the way they work for the better. This study analyzes the costs and benefits of the Integrated Social Welfare Management System and describes what it has achieved for the provider and recipients. The system has enhanced efficiency of the welfare delivery system and enabled case management, the function social welfare public officials are supposed to do. Ultimately, the system will play a key role in building a consumer-centered welfare administration environment in the future.

This study delineates how recipients access, understand, and make use of social welfare information in their life-worlds. Through this vivid illustration about recipients' information behaviors, this research aims to suggest that government-centred welfare informatization policy should be readjusted. South Korean government has made enormous efforts to deliver and share social welfare information and knowledge with recipients, by organizing IT eduction programmes, offering free computers, and opening welfare portals. However, despite of such endeavors, not a few recipients find difficulty in gaining, grasping, and using welfare information. In fact, welfare informatization programmes have so far been initiated by the governmental bureaucratic system, and the voice of recipients have hardly been reflected on the informatization policy. Starting from this problem, this study examines how low-income recipients perceive and accept social welfare information in their daily lives and reflects on social welfare information at their point. For this purpose, this research conducted in-depth interviews with 14 recipients and analyzed the data using a framework analysis method. Based on the results, it raises the need for the remodelling of current welfare informatization measures from the perspective of recipients rather than following the custom of the bureaucratic system.

정보화는 IT의 기술의 씨알이 되어 발전하였으며 한국이 세계 속에 두각을 나타내게 되었다. 21세기의 초창기는 기술로 승부하겠지만 점점 기술의 개발이 고도화되면서 부속적으로는 기술의 응용분야도 함께 발전해야한다는 명제를 우리는 안고 있다. 그것이 바로 정보기술의 아우름이라고 표현하면 좋겠다. 옛말에 “구슬이 세 말이라도 꿰어야 보배”라는 말이 있다. 다시 말해 기술이 아무리 훌륭하다고 하더라도 앞으로는 응용되고 인간이 활용하지 않는다면 사장되는 경우가 많다는 것을 표현하는 말이다. 여기서는 정보화를 사회복지에 응용하는 분야 중 개략적으로 방법론을 다루었다. 이 주제발표가 IT기술을 개발하는 학자들에게 새로운 패러다임으로 작용하기를 바라는 마음에서 주제 발표를 하게 되었다.

It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

The Internet is being used in daily life, information literacy for the aged is become necessary. For the aged, they can communicate with different age groups and can improve their lives as a component of the society through information literacy. In this paper, we first analyze the computer class of Gumi Senior Welfare Center of Gyeongsangbuk-Do and then present the questionnaire including their needs for education and their changes after receiving information literacy. We also give the future direction of information literacy for the aged. The results of this paper will be useful to improve the lives of the local aged.

The Korean economy has recently changed from industry-based economy toward information-based one, empha-sizing on information utiliation and technological development. It is important to examine the background for the incoming information society and spatial aspect of infromation, because informati-zation process itself contains spatial features like spatial concentrtion and dispersion. This paper generally focuses on the socio-cultural aspects of the informati-zation aspects. The main questions are as follows: 1) what are the ain questions of the exsisting Korean case studies on the informatization; 2) how can we find the charateristics of spatial concentration of informatization by informatization indices; 3) is there any relationship between the degree of informatiztion and regional development? The results of this study can be found in the following facts: (1) The exsisting studies cannot be generallized as spatial analysis on the informatization In general, they focus only a single aspect of information industry or information job. Futhermore, their spatial unit of analysis is limited to provincial level, rather thn city-level micro study. (2) There are big differences between the Capital region, especially Seoul, and others with regard to the socio-cultural aspects of informatiation. Such informatization is concentrated in Seoul. Inchon and Kyeonggi-do, which are the better positions in information intensive activities. (3) The regional differences for the level of informatization are much bigger than those for the level of welfare, suggesting that the informatization tends to concentrate in specified large cities like Seoul. It is clear the Korea is now entering the initial stage of information society.

최신 IT정보기술 발전에 따라 일반 사용자 이외에도 신체적 결함을 가지고 있는 모든 사람들에게 의사소통과 정보획득을 하기 위한 중요한 수단이 되었다. 기술개발이 진행됨에 따라 현대사회의 정보화는 산업현장에서부터 가정에 이르기까지 모든 분야에서 컴퓨터와 인터넷을 통해 다양한 정보를 획득할 수 있으며, 이를 통해 삼품과 서비스를 구입 할 수 있을 뿐만 아니라 생활의 여유를 즐길 수 있도록 해주는 등 사람들의 생활에 커다란 변화를 가져왔다. 이와 같이 빠르고 다양해지는 서비스의 다변화 속에서 자신의 신체적 결함을 극복하고 보완하기 위한 서비스 활용을 가능케 해주는 IT 정보통신 기기 및 제품들은 이들에게 필수적인 부분이라 할 수 있다. 특히 장애인들에게 서비스를 제공하는 특히 정보화가 중요하다 할 수 있다. 이에 장애인 복지관에는 정부의 정보화 촉진 계획에 따라 2001년부터 업무표준화를 시작으로 개발된 전산시스템이 사용되고 있다. 그러나 대부분의 시스템이 일반 기업이나 기관에서 사용하는 시스템을 그대로 갖다 사용하는 관계로 장애인복지관에 특화된 서비스를 고려하지 않아 많은 문제점들이 있다. 따라서 본 연구에서는 이러한 문제점들을 분석하고 해결하기 위한 방법으로 장애인복지관에 특화된 시스템을 구현한다.
