A Study on the Social Service Delivery System for Women: With a Focus on the Tasks of the Public Sector (여성복지서비스 전달체계의 기능평가 : 여성복지담당 공무원의 업무를 중심으로)

  • The purpose of this study was to investigate the current status and problems of the social service delivery system for women in Korea, and to suggest ways to improve its function. The current social service delivery system in the public sector contains a network of services connected with the Division of Women's Welfare in the Ministry of Health and Social Welfare. This study focused on evaluating the function of the public service delivery system from the perspective of the service providers. A survey of 167 civil officers in charge of women's welfare services in the city.county.district administrations, and 202 women's welfare counselors around the country was conducted in order to evaluate their current duties, effectiveness of services, and problems of the current system Six criteria including integration, continuity, accessibility, adequacy, efforts and professionalism were used for evaluating the effectiveness of the social service delivery system for women. According to the survey, the civil officers and women's counselors gave relatively favorable ratings for their job effectiveness and job satisfaction. However, their duties involving guidance and counseling of prostitute women and operation of women's welfare councils received least favorable evaluation. Moreover, in terms for job satisfaction, these service providers were less satisfied with their working conditions than their relationships with clients or colleagues. In addition, budget and personnel shortages were the most serious problems facing the delivery system Further analysis showed that professionalism and accessibility of the service delivery system had positive impact on job effectiveness while efforts, integration, accessibility and adequacy had positive impact on job satisfaction of the service providers. These findings have potential implications for designing more effective social service delivery system for women.

Relations between Older People's Transfer incomes and Life Satisfaction (노인의 이전소득과 삶의 만족도 관계)

  • 본 연구는 한국복지패널 제11차 데이터를 활용하여 노인의 삶의 만족도와 이전소득(공적이전, 사적이전 소득)의 관계를 규명하고자 시도되었다. 분석결과, 일반가구 노인의 경우 공적이전 소득이 삶의 만족도에 유의미한 정(+)적인 영향을 미치는 반면, 저소득가구 노인의 경우 사적이전 소득이 삶의 만족도에 유의미한 정(+)적인 영향을 미치는 것으로 분석되었다. 이러한 결과는 일반가구 노인의 경우 공적이전 소득이 1,019.2만원(월평균 84.9만원)으로 공적이전 소득이 소득안정화 효과로 나타나 삶의 만족도를 높이는 것으로 예측할 수 있다. 그러나 저소득가구 노인의 경우 일반가구 노인의 공적이전 소득의 절반 수준인 508.5만원(월평균 42.4만원)으로 나타났다. 이는 저소득가구 노인의 경우 비록 "마음이 편하지 않는" 소득원천인 사적이전 소득이 불안정한 소득안정화 부족분을 채워주어 삶의 만족도를 높이는 것으로 추정할 수 있다.

Determinants of Welfare Service Utilization among the Single and the Married Couples Elderly (남녀 독거노인가구와 부부노인가구의 복지서비스 이용의 영향요인)

  • The single and the married couples elderly are rapidly increasing in the next twenty years. Due to the size of these group, their level of living, life satisfaction, income and medical security and welfare services utilization have been a social issue in Korea. For these reasons, the purpose of this study was to analyze the determinants of welfare services utilization by the single and the married couples elderly. Their analyses were composed of a cross-tabulations and t-test, analysis of variance, duncan test, multiple regression analysis using 5'th Wave Korea Welfare Panel(2010). Data were collected from a survey of 2,716. The results showed that the elderly single women had the lowest level of income and health, the elderly single men needed the help about the emotional support for improvement of family and social relations. The married couples elderly are young and the participation rate of job opportunities for the elderly is high, relatively. The results of the multiple regression analysis indicated that the level of income and medical security and the satisfaction of family relationships were important factors as related to the welfare services utilization.

The Effect of Social Workers' Perception about Ethical Issue and Contents on Their Job Attitude (사회복지사의 윤리 요인 인식이 직무태도에 미치는 영향)

  • This study was conducted in order to examine how ethical climate, ethical sensitivity, and moral distress influence social workers' job satisfaction, burnout, and turnover intention. First, social workers' perception of ethical climate in their organization enhanced job satisfaction and lowered turnover intention, but its association with burnout was not statistically significant. Second, ethical sensitivity was found to have a positive effect on job satisfaction, and to increase burnout and turnover intention. Third, moral distress, which is induced by social workers' direct experiences, was found to lower job satisfaction and increase burnout and turnover intention.

Relationships among Fatigue, Musculoskeletal Pain and Job Satisfaction in Rehabilitation Center Employees (장애인 복지관 종사자의 피로, 근골격계 통증 및 직무만족도의 관계)

  • This is a descriptive research was to find out fatigue, musculoskeletal pain and job satisfaction in rehabilitation centers employees. The research subject was 199 rehabilitation center employees, and the collected data were analyzed through descriptive statistics, t-test, ANOVA, Scheffé's test, Pearson's correlation coefficients and multiple regression. The results revealed that the significant predictors of job satisfaction for rehabilitation center employees were working duration(β=-.033, p=.010), fatigue(β=-.051, p=.015), and musculoskeletal pain(β=-.020, p=.047), explaining 8.4% of the variation in job satisfaction(F=5.549, p<.001). These results can be recommended as preliminary data for preventing and managing fatigue and musculoskeletal pain of rehabilitation centers employees who play an important role in the community.

  • This study studies the effect of social welfare service quality on facility reuse for users of social welfare facilities. The purpose of this study is to study the effect of the parallel triple mediation effect of facility image user loyalty and facility satisfaction. To this end 219 users of social welfare facilities were analyzed using SPSS 23.0 for Windows and Process macro. As a result, first the variables of service quality facility image user loyalty facility satisfaction and facility reuse all formed significant positive relationships. Second facility image user loyalty and facility satisfaction had multiple mediating effects. This study presented a new model using multivariate in response to social welfare facilities in pandemic situations.

A Study for validation of the parental satisfaction scale for child care centers (어린이집 이용만족도 척도 타당화 연구)

  • The purpose of this study is to examine the validity and reliability of the Parental Satisfaction Scale for Child Care Centers, which modified the Client Satisfaction Scale (CSS; Kim, 2009). The subjects of the study were 652 parents of children who were between the ages of one to five and who attended child care centers. The five-point rating scale consisted of 21 items with two sub-dimensions. The results from an exploratory factor analysis identified that there are two dimensions in this scale. Thus, in terms of the face validity of this scale, a two-dimensional scale with 21 items is found to be appropriate. However, the items that consist of the two sub-dimensions are found to be different from that of CSS. The concurrent validity and internal consistency reliability of the revised scale are relatively high. Also, the mean between the upper and lower groups with regard to item discrimination show significant difference. We conclude that the original CSS with minor revisions can be used as a valid and reliable instrument to assess parental satisfaction on child care centers.

  • The purpose of this research is to clarify the relationship between participation motivation of physical education and welfare service participants and physical health, emotional health and satisfaction of living in an integrated structure. The following results were obtained from the actual analysis by voting for general adult males and females participating in the National Physical Fitness 100 program. It was found that the external motivation had a positive effect on physical health and emotional health, internal motivation had a positive effect on physical health and satisfaction of life. It was found that physical health had a positive effect on emotional health and satisfaction of life and emotional health had a positive effect on the satisfaction of life. Therefore, participants participating in welfare services are expected to maintain their physical fitness and health through of National Physical Fitness 100 program physical strength and to improve the satisfaction of life and emotional health.

A Study on the Relationship between Social Networks and Retirement Satisfaction of Old Retirees (고령은퇴자의 사회적 관계망과 은퇴만족도 관계 연구)

  • The objectives of this study were to examine how social networks of old retirees impact on their retirement satisfaction, and through this, to suggest ways of improving their retirement satisfaction. Data used in this study were from 2006 KLoSA(Korean Longitudinal Study of Ageing), which were collected from 1,009 elderly people aged 65 and over who resided metropolis and smaller medium cities and answered regarding their retirement satisfaction. Data were analyzed by Binary Logistic Regression method. As a result, the frequency of contact with children, the number of participation in their social activities, and the satisfaction of relationship with children were the significant variables to predict retirement satisfaction. In addition, other variables such as gender, subjective health status, type of retirement, and duration of past retirement have been found as significant variables to explain retirement satisfaction. Implications for designing effective retirement plan and service systems have been discussed.

An Evaluation of Importance and Performance for the Silver Orchestra Program Using IPA (중요도-만족도 분석(IPA) 기법을 활용한 노인복지관의 실버 오케스트라 프로그램 평가에 대한 연구)

  • The present study applied the IPA(Importance-Performance Analysis) to derive several practical alternatives for the improvement of Chuncheon Silver Orchestra program using IPA(importance-performance analysis). Most importantly, this work performed a comparative study using sample data collected from two groups of silver member(N=53) and program operator(N=32). A careful literature review leaded to the development of six types of evaluation sectors, including 'connection with the local community', 'budget operation', 'program operation', 'manpower operation', 'public relations strategy' as well as 'environment for program operation'. This work further devised twenty-two evaluation items. The results indicated that silver member group rated 'manpower operation' the highest in their both perceived importance and performance. Program operator group rated 'budget operation' and 'manpower operation' rated the highest in their perceived importance and performance, respectively. The results form IPA matrix analysis provides an important implication that much efforts and interests should be sustainably given from the perspective of the silver member group and the program operator group coupled with four types of IPA quadrant, accordingly.
