인터넷이 급속하게 확산되면서 그 동안 오프라인 환경에서만 가능하던 많은 일들을 사이버 상에서도 가능하게 해 준 반면에 해킹이나 바이러스 등 새로운 보안위협도 증가하게 되었다. 이제까지 국내기업이나 기관의 정보보호에 대한 투자는 기술적인 대응책 위주로 진행되어 왔으나 정보보호 관련 사고는 여전히 증가세를 보이고 있다. 이것은 기술적 대응만으로는 정보보호 관련 사고를 줄일 수 없다는 것을 나타내는 것이다. 최근 기업이나 조직에서는 산발적인 보안관리에서 종합적이고 체계적인 정보보호관리체계가 요구되고 있으며 이용자 보호 및 B2B, B2C간 전자상거래에 의한 상호 안전성, 신뢰성 등 사회적 요청과 전자정부 구현, 지식정보화 사회 기반 조성을 위한 국가적 요청 등 정보 보호관리에 관하여 제3자에 의한 독립적이고 객관적인 점검 및 평가를 통하여 적정 여부를 확인시켜주는 인증제도의 필요성이 대두되고 있다. 본 고에서는 국내외 정보보호관리체계 인증 제도의 동향 및 국내 실정에 맞는 바람직한 인 증제도 추진 방향과 향후 발전 방향에 대하여 살펴보고자 한다.

본 고에서는 정보화사회로 이전하는 과정에 없어서는 안될 중요한 정보처리기술인 컴퓨터 소프트웨어와 관련된 기술을 지적재산권 즉 특허, 컴퓨터 프로그램 보호권, 저작권, 회로배치 설계권, 상표권 등의 지적재산권으로 어떻게 권리보호를 받아야 할 것인가를 살펴 보았다. 또한 이중에서 컴퓨터 프로그램 제도를 중심으로 주요국의 프로그램 보호제도의 상황과 우리나라의 프로그램 보호제도중 보호범위, 2차적프로그램의 개작기준, 프로그램 저작권, 복제의 범위, 프로그램 저작권 침해형태의 예시를 중점적으로 살펴보았고 아울러 프로그램 저작권 침해의 외국 판례기준을 토대로 살펴보았다.

The purpose of this study is first to analyze domestic laws and systems related to independent living of child discharged from out-of-home care, second to conduct and analyze a survey on current status of child discharged from out-of-home care, and third to present plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care. In this study, first, laws and systems related to independent living of child discharged from out-of-home care in Korea were analyzed. Second, a survey was conducted on the status of child discharged from out-of-home care, and the results were analyzed. With cooperation of Korea Child Welfare Association, Korea Child and Youth Group Home Council, and the Central Foster Support Center, a survey was conducted on 251 children discharged from out-of-home care, and the results were analyzed. Third, plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care were presented.

As technology competition among companies has intensified, the importance of technology protection is increasing day by day. However, according to the status of technology leakage in Korea, the technology protection level of SMEs is weak. SMEs' technology leakage continues to occur, and the damage can be even more serious to SMEs. Thus, the government is operating various support systems for SMEs. However, despite the support system, the interest and use of SMEs is low. This study examines the current status of major support systems for SME technology protection in Korea, and empirically analyzes the recognition and expectation effects of companies on the support systems. Based on the results, this study discusses ways to improve the recognition and use of the support system. The results of this study will contribute to strengthening SMEs 'technology protection by increasing the utility and enhancing the utilization of the support systems.

The ever-evolving Internet environment along with changes in the mass media has been creating a new way of communicating in the virtual cyber world. The Internet users have more services at their disposal to communicate with ease. Such a new way of communication styles, however, makes them vulnerable to personal information leakage, increasing the concerns of cyber security. A thorny issue is how we can control the disclosure of personal information. Lately, the Korean government implemented privacy policies to resolve and prevent personal information leakage incidents that incur social problems. Here, we seek to identify problems in the privacy policies for better solutions.

국내 개발보안 제도는 2012년 12월부터 '소프트웨어 개발보안 제도'를 의무화 하며 시작 되었다. 3년여가 지난 지금 시점에서 소프트웨어 개발보안 제도는 안정화가 되어가고 있지만 보완할 사항도 일부 있다. 이러한 상황에서 본 연구는 제도가 먼저 정착된 미국의 개발보안 제도의 동향과 국내에서 개발보안 제도가 정착되는 과정에서의 변화된 점에 대해서 분석한다. 또한 개발보안 제도를 더욱 활성화하기 위한 개선 방향에 대해서 제시한다.

증가하는 인터넷 해킹사고와 전자정부의 확산 등으로 정보보호에 대한 필요성이 증대하고 있으며, 산업체 또는 정부에서 정보보호를 담당하는 인력의 수요가 필요하다. 본고에서는 정보보호 인력 양성의 방법으로 정보보호 관련 정규과정에 의한 방법이 아닌 정보보호 자격 검정에 의한 방안을 다룬다. 국외의 공인정보시스템보안전문가(CISSP), 공인정보시스템 감사사(CISA) 및 국내의 정보보호전문가(SIS) 등 국내외 3개의 정보보호 자격에 대한 비교연구를 통하여 정보보호전문가 자격제도의 발전 방안을 제시하고자 한다.

This study examines the factors affecting Korean firms' adoption of maternity protection practices. From a neo-institutional perspective, we argue that firms adopt institutionally legitimized practices mainly for their legitimacy concern rather than technical efficiency. Analysis of data from Establishment panel survey reveals that firms which belong to public sector, has received foreign investment, bench-mark leading firms, or have HR department are more actively adopting maternity protection practices and are showing lower level of decoupling between model and reality. These results imply that legitimacy concern matters among Korean firms in terms of adopting maternity protection practices. We propose that it is important for government agencies to take institutional factors into account when they try to promote maternity protection policy among firms in dealing with the problems of low fertility and gender equity.

The method of suppressing recidivism through punishment centered on punishment is showing limitations through criminal policy research in many countries. As an alternative to this, a restorative judicial law aimed at returning criminals to members of society through reconciliation and coordination of community members, victims, and perpetrators is emerging as a paradigm for crime prevention and recidivism. Sweden is a representative welfare state and is confirming positive effects through correction of criminals based on restorative justice. In addition, it has a stable system related to the legal protection welfare system, and maintains a low recidivism rate and social security through scientific and reasonable operation using evidence-based principles in the evaluation and certification process of operating programs. However, research on the legal protection system implemented in advanced welfare and correctional countries, including Sweden, is still insufficient in Korea. Therefore, this study aims to explore the direction of the domestic legal protection system through a review of Swedish criminal policy and legal protection system, and to identify insufficient areas and complementary points of the domestic system to lay the foundation for improving the domestic legal protection welfare system and expanding business.

The adult guardianship system took effect from July 2013, to protect adults who need protection due to insufficient ability to judge. Even though many problems are founded in countries like France and Japan which perform Adult guardianship system, they are promoting practical settlement of system and protection of the adults requiring protection through continuous supplementation of system. It is essential to solve cost problem for successful establishment of adult guardianship system because reasonable control of social security expenditure, in an aging society, is a common task for all countries. Therefore, in this study, cost problem occurred in the enforcement of adult guardianship system is to be examined and through these findings, several strategies were suggested to solve it in Korea.
