Evaluation of Sidewalk Level of Service Considering Land Use Patterns (용도지역 특성을 고려한 보도 설계 서비스수준 평가방안)

  • Pedestrians and vehicle users should be treated with equal importance in urban street design. However, current street design suggests that the design criteria for sidewalks is based on the functional hierarchy of the vehicles, therefore it is necessary to develop sidewalk design standards that give more weight to pedestrians rather than vehicles. For this, this study suggests that the level of service of pedestrians should be considered in the process of designing sidewalks. Currently, level of service (LOS) criteria for pedestrians in the Korean Highway Capacity Manual are based on pedestrian volume, but the volume of pedestrians is seldomly estimated in practice. So, the current LOS criteria has limitations in terms of practical use. Also, the study assumes that the pedestrian flow rate is hardly the dominant factor that could affect the LOS of pedestrians at most urban sidewalks. In this context, the study considers a new LOS for sidewalk design based on the comfort of pedestrians while passing pedestrians coming from the opposite direction. Then the study attempts to link the new LOS criteria to the land use patterns using data of pedestrian traffic characteristics acquired from the field. In addition to this, the scope in which the suggested criteria can be applied is suggested.

  • In the middle of motorization, the traffic problems become serious social problems in Korea. The walking environment is not only a topic which restores the community spirit of a city or society but also a lever which renovates the future space of the city environment-friendly. Thus, the Purpose of this study is to suggest the new criteria of walkway level of service adopting the concepts of safety. convenience, comfort, environment, security, and continuity in addition to present pedestrian flow rate, and to provide basic data for walkway plan in Korea. In order to analyze the adequacy of the present walkway level of service criteria, the walkways of which service levels were A, C, E according to USHCM were selected as study walkways, and an interview surrey was conducted to compare the three service levels with those that pedestrians evaluate actually. Also, another interview survey was conducted to analyze the service conditions and satisfaction level at the walkways of high service levels(A and B). For the establishment of more reasonable walkway level of service criteria. the survey of pedestrian\`s consciousness for walkway service was conducted. Based on the survey results, the new criteria for the evaluation of walkway service were selected and the six levels of service for each criterion was analyzed: so the comprehensive criteria of walkway level of service were suggested.

A Study on Estimating Level-of-Service for Pedestrian Facilities (보행자 시설 서비스 수준 산정에 관한 연구)

  • 본 연구는 보행자 시설 중 계단과 대기공간에 대해 공학적으로 합리적인 분석방법을 제공하고 이를 통해 안전하고 편리한 보행시설의 제공을 도모하는 것을 목적으로 하였다. 본 연구를 위해 계단과 대기공간에 대한 외국의 조사방법과 분석방법을 참조, 비교하여 서비스 수준 결정기준을 정하고 용량 값을 산출하여 우리나라 현실에 맞는 적정한 설계기준을 산출하기 위해 노력하였다. 계단의 경우 효과척도로 보행 교통량을 그리고 대기공간에 있어서는 1인당 점유면적을 사용하였다. 현장 조사 결과 계단에서의 보행량은 보행자가 군을 형성했을 경우와 그렇지 않은 경우 최대 보행량에 차이가 나는 것을 고려하여 보행자 군의 형성 여부에 따라 서비스 수준의 기준을 다르게 제시하였으며, 대기공간의 경우에는 1인당 점유면적을 한국인의 평균체형을 기준으로 하여 서비스 수준의 기준을 제시하였다. 계단과 대기공간에 있어서 이러한 조사와 분석을 통해 산출된 결과는 외국의 경우와 다른 값을 나타내는데, 계단에 있어서는 실질적으로 이용할 수 있는 유효계단 폭에 따라 최대 보행 교통량의 타이가 크게 나타났으며, 대기공간의 경우에는 한사람이 점유 할 수 있는 용량상태에서의 공간이 0.2$m^2$/인으로 외국의 경우보다 적게 나타난다.

  • Pedestrian facilities encompass pedestrian roads, stairs, and queuing areas exclusively designed for pedestrian use. The Korean Highway Capacity Manual provides guidelines for analyzing the capacity and level of service of pedestrian facilities. However, there is a lack of analysis methods tailored specifically for pedestrian facilities. Therefore, in this study, we introduced a new standard of pedestrian space to account for changes in the Korean body ellipse. Furthermore, based on this newly defined pedestrian space, we proposed a new standard value for the level of service of queuing areas. The results of on-site surveys confirmed that the proposed level of service can effectively reflect the actual walking situation.

A Study of Walkway Level of service reckon with Pedestrian Characteristic on Complex-transit center (복합환승센터 인근 보행자도로의 시간대별 보행특성을 고려한 서비스수준에 관한 연구)

  • The walkway level of service (LOS) is conceptualized using pedestrian flow rate, speed, and density according to the Korean Highway Capacity Manual (KHCM). However, as it is based on the data of commuters at peak hours, it needs to be reevaluated considering various trip purposes and a pleasant pedestrian environment. Thus, the authors aimed to investigate and analyze the characteristics of each group: pedestrians during the peak hour and those during the non-peak hour. Then they were verified statistically for the walkway evaluation criteria. In this study, the authors investigated pedestrian speed and flow in a complex transit center walkway with diverse trip purposes by peak and non-peak hour. Then the authors statistically verified the differences between the groups. A model was built for estimating pedestrian density by speed and flow; it was used to calculate the walkway capacity (67.3p/m/m) corresponding to LOS E. The authors established new criteria for LOS, applying the LOS from the HCM. These standards can then be used as the design standards for pedestrian walkways.

An Improved LOS Analysis Method for Pedestrian Walkways Using Pedestrian Space (보행 점유공간을 이용한 보행자도로 서비스수준 분석방법론 개선 연구)

  • This study describes an improved model for estimating pedestrian LOS (Level of Service) by utilizing the space occupied by pedestrians. The method introduced the concept of conflict along the bi-directional pedestrian flow which enables calculating conflict area and average travel time in walking. Especially, the method incorporates the idea of generalized density concept which can consider effective walking area and pedestrian flow rates that might vary during the analysis period. After establishing methodology, adjustments of pedestrian LOS criteria in term of walking space occupied by pedestrians were performed. As a result, walking-occupied space at capacity level is 0.68 and corresponding pedestrian flow rate was calculated as 80 persons/min/m, while different pedestrian-occupied spaces were ordered to classify LOS at the points where the gradient changes. Furthermore, the statistical verification of service levels has shown that there is significant difference among all LOS categories at 5% significance level.

  • This study develops composite indicators that is capable of estimating QOS (Quality of Service) of pedestrians by enhancing estimation for Level of Service in present transporting spaces for pedestrians that merely concerns quantitative indicators such as pedestrian flow rate, pedestrian stoppage. This paper conducts survey questionnaire to collect data. It utilizes AHP(Analytic Hierarchy Process) and ANP(Analytic Network Process). The main results show that: first, ANP is better analytic methods than AHP due to the fact that pedestrians feel repetition when they judge level of service. Second, qualitative factors such as pedestrian behaviors, maintenance, scenary for pedestrians and environments should be considered. Importance of qualitative factors is higher in residential area than other areas. I expect that using qualitative indicators and quantitative indicators is appropriate in order to estimate pedestrians' QOS.

  • This paper analyzed and compared the service level and satisfaction of the sidewalks in collector roads from 6 different location, which has a lot of volume of pedestrians. For the study, it performed an investigation of road geometry, flow, research about satisfaction of walking and video recording. Based on this data, this study computed the service level of the sidewalks and pedestrian satisfaction. This study made a sense of correlation between service level and satisfaction. Also it focused on factors influencing on the effectiveness of satisfaction. This study also analyzed the change of walking behavior chracteristics according to the change of the level of satisfaction. This study adopted Multi-Modal Level of Service(MMLOS) method, because it could consider more factors. This study reached the conclusion that MMLOS method cannot completely reflect the level of pedestrian satisfaction. We have to consider more factors than in the current system for use in the development of sidewalk design. The result of this study is expected to reflect the pedestrian satisfaction in future sidewalks design.

A Balanced Approach to the Planning and Design of Urban Streets (보행자와 자동차를 동시에 고려한 도시 가로의 균형적 계획 및 설계에 관한 연구)

  • Pedestrians and vehicle users ate competing for limited space in urban streets. Therefore, strategical planning and design should be considered to balance the needs placed on urban streets. The study suggested a way to put this concept in to practice by comparing level of service(LOS) of pedestrians and vehicles in the planning and design stage. Also. the study considered the priority among two users basing on the land use characteristics and the functional hierarchy of the streets. In order to overcome the lack or prediction or survey of pedestrian demands in design process, new pedestrian LOS applicable to sidewalk design was suggested based on the comfort linked with the physical limitation. The comparison of the suggested way and the existing way provided at the end of the paper.

Quantitative Evaluation of the Level of Service of Sidewalk Using GPS (GPS 활용 보도 서비스수준의 정량적 평가)

  • The width of sidewalk is one of the important factors constructing a pleasant pedestrian environment. The procedure for sidewalk width design based on the Level of Service is suggested in Korea Highway Capacity Manual. However, this manual does not give a difference between the sidewalk on the street with the passage of the subway, therefore, the different flow characteristic of these places is not appropriately reflected. Though the pedestrian flow in the subway encounters a frequent stop and go situation as like the platoon of vehicles, the similar condition is rarely observed at the urban streets. The new measure of LOS for sidewalk is in need. The study reviewed the prominent measure of LOS and carried out the outdoor experiment to evaluate the new measure. Particularity, GPS was used to collect the pedestrian foot path trajectory for the quantitative evaluation and the results from quantitative and qualitative are compared.
