A Study of Accreditation of Child Care Centers and Liberation of Child Care Service Tuition based on the Perspective of Economics (한국의 보육료 자율화와 보육시설 평가인증제에 대한 경제학적 분석)

  • In this study, two controversial Child Care Policies will be discussed based on the perspective of Economics: Accreditation of Child Care Centers and Liberation of Child Care Service Tuition. Liberation of Child Care Service Tuition is to provide parents and children with exact quality which they want at a differentiated price. Accreditation of Child Care Center is to enhance the quality of child care service by evaluating the quality of centers and grading centers into three classes. This study concludes that success or failure of the policies mostly depend on the investment capability of the government to increase the supply of child care centers. Employing these two policies requires the child care rate more than certain level and more financial investment from the government since the responsibility of providing child care services relies mostly on the government in Korea.

  • The purpose of this study is, through journal review, to introduce and analyze the success factor and programs of CONNECT which have made key contributions in the construction of San diego Bio-cluster and thereby show directions business incubators in Korea should try to follow. CONNECT is a most popular bench-marking case over the world for bio-venture incubation. In this paper, core success factors and incubating programs of CONNECT are analyzed in detailed way for local govenments and incubating institutions to develop enterprise promotion policy. CONNECT is famous for its tailored services to meet the varying needs of entrepreneurs at all stages of their business life cycles and growth. CONNECT is a pioneer which provide mainly software services by using network while it provide hardware supports like space at minimun level. CONNECT has provided early stage corporations with diverse software services on which business incubators in Korea should have focus Since its inception, CONNECT has assisted more than 800 technology companies. Leadership of policy makers, network and software services have been key success factors of UCSD CONNECT.

Early Childhood Education and Care Support System in Korea (한국의 보육지원체계)

  • Over the past decade, there has been considerable policy development in early childhood education and care in Korea. The focus is now shifting from the federal government to grassroots initiatives or efforts in local communities in order to provide information or programs for all eligible families with young children. There is a strong need for more integrative and comprehensive parenting support programs(titled Child Care Information Center, Young Plaza in Korea) for families with young children to meet their diverse needs of child rearing. This paper overviews the current status and trends on the support system in which early childhood education and care and parenting support centers are embedded in Korea as well as those of developed counties. Also, the issues of development and implementation of more effective parenting support programs are key themes throughout this paper. Implications and suggestions for research, practice, and policy development in the future were provided.

Associations of Family Income and Ethnicity with Parents' Selection of Infant Care (가족소득 및 인종에 따른 영아 보육 선택)

  • In present study, using longitudinal data of 161 families from Durham Child and Development Study, we examine the characteristics of infant child care chosen by families of different income levels and ethnicity in the U.S. Time-related changes in child care selection for the first year of the child's life were also investigated. Infants from high-income families were more likely to be cared for by someone other than the mother, compared to infant from lower-income families. African-American families were more likely to use non-maternal care for their infant compared to European-American families. Although the effects of income on type of care were not significant, descriptively, more low-income families used relative care while high-income families used more formal arrangements such as daycare center. Infants from low-income families began care earlier and low-income families paid less for care than other families. The findings call for attention to the importance of child care policy for low-income families as well as further research examining the function of cultural differences in selection of infant child care.

  • The purpose of this study was to suggest the justification for social recognition of childcare staff through a review of Axel Honneth's recognition theory of childcare staff's caring work, the Constitution, the Infant Care Act, and the National Human Rights Commission Act. As a result of the study, first, the poor working environment of childcare staff was confirmed. Despite the continuous intervention of childcare policies to improve the working environment of childcare teachers, poor working conditions such as annual/monthly vacation and rest time guarantee were confirmed. Second, the human rights violations of childcare staff were confirmed. The installation of CCTV installed to prevent child abuse in childcare institutions confirmed not only the human rights violations of childcare staff but also the psychological pressure of childcare staff who are monitored 24 hours a day. Third, this study has significance in that it suggests the justification for social recognition of childcare staff through revision and supplementation of the current law for appropriate performance evaluation of childcare.

Development of Evaluation Model in Telecommunication Business Incubator (정보통신 창업보육센터 평가모델 개발)

  • Recently, a number of Telecommunication Business Incubators have been established and operated with aims to promote start-ups of small and venture business. To give satisfactory results of governmental policy, there are required developing the evaluation model to support effective operations of business incubators using the objective and rational criteria. This study based on classification of evaluation factors by analytic hierarchy process. We analysed the weights of this factors and suggested the evaluation model of business incubator using the evaluation scale. Also, we evaluated 39 business incubators by suggested model, and were revealed the scores of ranging from 67 to 77 in the graduated firm's data from business incubators.

  • In most of the child-care facility, Children's photos, newsletters, menu, training plans, etc. made in print and is delivered through the child's bag. This method does not allow the parents to check their kids' condition and the regarding information. To solve these problems, parents using internet-based CCTV monitoring, or a call to teachers and the child's condition is unknown. In reality, however, is difficult. Therefore, to enable active participation in care SNS-based web integration system is to implement. Through the implementation of this system, the cause of the problem does not completely eliminate but a large portion will be eliminated.

입주기업의 성장단계별 창업보육센터 지원서비스가 서비스 만족도와 경영성과에 미치는 영향

  • 본 연구는 창업보육센터 입주기업을 대상으로 지원서비스가 성장단계별로 차이가 있을 것이라는 가정과 입주기업이 느끼는 만족도와 그에 따른 경영성과에 영향을 미칠 것이라는 가정 하에 입주기업의 니즈(needs)를 반영한 성장단계별 차별화된 효과적 지원서비스로 입주기업의 만족도와 경영성과를 높임으로써 창업성공률을 제고하기 위한 이론적 기여와 정책적 시사점을 제시하는 데 목적이 있다. 본 연구의 검증을 위하여 가설1 성장단계별 지원서비스는 정(+)의 유의한 차이가 있을 것이다, 가설2 성장단계별 만족도는 정(+)의 유의한 차이가 있을 것이다, 가설3 성장단계별 경영성과는 정(+)의 유의한 차이가 있을 것이다를 ANOVA 분석을 실시하였고, 가설4 지원서비스가 경영성과에 정(+)의 영향을 미칠 것이다, 가설5 지원서비스가 만족도에 정(+)의 영향을 미칠 것이다, 가설6 만족도가 경영성과에 정(+)의 영향을 미칠 것이다는 회귀분석을 실시하였다. 분석결과, 선행연구와 같이 지원서비스는 입주기업의 경영성과와 만족도에 영향을 미치는 것으로 나타났다. 본 연구는 창업보육센터의 성장단계별 지원서비스가 서비스의 만족도와 경영성과에 어떠한 영향을 미치고 있는지를 중소기업청 지정 창업보육센터 입주기업 174개를 표본으로 SPSS 22.0을 이용하여 검증하였다. 본 연구에서 실증분석을 통하여 얻은 연구 결과를 요약하면 다음과 같다. 첫째 성장단계별 지원서비스의 차이에 대한 차이분석 결과 정(+)의 유의한 차이가 있는 것으로 나타났다. 둘째, 성장단계별 만족도의 차이는 차이가 없는 것으로 나타났으며 성장단계별 경영성과의 차이 중 투자유치는 정(+)의 유의한 차이가 있는 것으로 나타났다. 셋째, 창업보육센터에서 제공하는 지원서비스가 입주기업의 경영성과와 만족도에 정(+)의 영향을 미치는 것으로 나타났다. 마지막으로 입주기업의 만족도도 경영성과에 정(+)의 영향을 미치는 것으로 나타났다. 결과를 종합해보면 창업보육센터의 지원서비스가 아직도 행정지원과 자금지원 등에만 국한되어 지원되고 있는 것으로 나타나 입주기업의 성장단계에 적합한 다양한 서비스의 제공이 필요함을 주지시켜 주고 있다. 또한, 성장단계별 입주기업의 만족도는 매출증가와 고용증가로 이어졌지만 아직 투자유치에는 크게 영향을 미치지 못하고 있음을 알 수 있다. 따라서 모든 입주기업에게 획일적인 지원서비스가 아닌 차별화된 지원서비스가 필요하며, 이를 위하여 창업보육센터 매니저들이 엑셀러레이터로서의 역할을 하기 위한 창업보육역량 고도화가 필요하고, 창업보육사업은 기업의 성장단계와 관련이 있으므로 입주기업의 성장단계 및 창업보육센터의 지원하는 역할과 기능에 따른 창업보육모델의 진화를 고려한 3세대, 4세대 보육모델로서의 발전된 운영정책 수립이 요구된다.

The Effects of Increase in Childcare Subsidy on Time Allocation of Women -Focusing on Low-income and Moderate-income Women with Pre-school Children- (보육료 지원 확대가 여성의 생활시간 배분에 미치는 영향 -미취학자녀가 있는 중하위소득 가구의 여성을 중심으로-)

  • This paper aims to examine the effects of increase in childcare subsidy on time allocation of women, particularly low- and moderate-income women with pre-school children. For the purpose, the study adopts seemingly unrelated tobit and analyses data from the 2004 and 2009 Time Use Survey Data of the National Statistical Office. First of all, the results reveal that the policy changes in childcare subsidy affect time allocation of low- and moderate-income women with pre-school children, which increases paid-work whereas decreases caregiving and housework in a daily life. The results show that the changes take place in accordance with the goals of childcare subsidy promoting women's employment and reducing women's burden of caregiving. Yet the study has a couple of limitations- the only marginally significant impact in several variables, little effect on time allocation of all women- for the generalization of the findings. Nevertheless, the results indicate that employment policies for women, particularly for mothers, and the provision of childcare services should be improved to maximize the positive effects of increase in childcare subsidy.

Child Care in Korea : A Look to the Future (보육)

  • Child care in Korea has been officially institutionalized due to the legislation of the Child Care Act in 1991. Since then, the predominant social phenomena such as growing female workforce, more intensified female education, and the low birth rates have led the stronger demand for child care at the national level. Accordingly, the supply of child care services and the demand of families using the services have increased dramatically, producing enhancement of the quality of child care via improved and extended laws and regulations. Such movements have arisen academic interests and policy issues to specific sectors with details including child care policies, curriculum and professionals working with young children at child care centers, needs of children and their families attending child care centers, and program evaluations.
