The Nature and Challenges of Childcare Policies for Working Mothers in Korea (취업여성을 위한 보육정책의 특성과 과제)

  • 이 연구는 취업여성을 대상으로 추진되고 있는 한국 보육정책의 특성을 분석한다. 우선 취업여성을 대상으로 하는 기존 보육정책의 규정들은 무엇보다 성 평등의 관점에서 볼 때 불완전하다. 취업여성의 육아가 사회의 책임, 남녀공동의 책임이라는 인식에 못 미치고 있다. 둘째, 기존 보육정책은 일반적인 취업여성의 대리보육 지원을 표방하고 있지만 실제적으로 저소득층 영${\cdot}$유아, 영아보다는 유아에 대한 보육지원에 역점을 둠으로써 취업여성의 실제 보육수요를 충족하지 못한다. 셋째, 정부는 강제적 규정, 재정지원의 확대라는 조치들을 통해 취업여성의 보육을 지원하고 있으나 그 수준은 그렇게 강력하지 못하다. 넷째, 정책결과의 관점에서 볼 때, 그동안 보육시설은 상당한 정도로 증가하였으나 공공보육시설, 직장 보육시설의 비율은 매우 낮다. 육아휴직 정책 역시 전체적 이용률이 낮은 수준이며, 남성의 이용률은 특히 낮은 것으로 나타난다. 기업체 및 근로자의 보육실태에 대한 사례조사 결과에서도 취업여성의 육아부담은 여전히 매우 높으며, 특히 가족에 의한 대리보육 비율이 높은 것으로 나타난다. 이 연구의 정책적 함의는 보육정책이 취업여성의 육아부담을 경감하여 고용평등을 제고하고, 출산율 향상을 도모하는 방안과 연계되기 위해서는 정책의 보완이 요구된다는 것이다.

A Study on History of Child Care Support Policy and Community Based Child Care Support Policy in Japan (일본 보육지원 정책의 변화과정 및 지역사회 맞춤형 보육지원 정책에 관한 연구)

  • The purpose of this study was to inquire into the formation and alteration of child care support policy and the actual of community based child care support policy in Japan in order to draw implications for child care policy in Korea. For the purpose of this study, the research contents are as follows. First, inquire into the formation and alteration of child care support policy. Second, inquire into the actual community based child care support policy. The major literatures reviewed were 'Child Rearing Visions' and 'Child Rearing New System'(The Cabinet Office, 2010) in Japan. For child care policy in Korea, two implications were drawn from community based child care support policy in Japan. First, it is necessary to establish macroscopic, comprehensive child care policy. And, the policy has to consider local finance and conditions of the community. Second, the child care budget based on liaison government and community should be expanded. Also, it has to provide child care support service through a community network.

Research to Establish Bottom-up Early Childhood Educational/Child Care Policy Plan for Preventing Low Birth Rate (저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안 수립 연구)

  • This study agrees with the seriousness of the low birth phenomenon in our country and discusses the analysis of the causes of low birth and the establishment of the policy measures for early childhood education and child care in relation to the low birth phenomenon. In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.

Research Trends in Early Childhood Education and Childcare Policies (유아교육정책과 보육정책의 연구동향)

  • The purpose of this study was to examine major journals of early childhood education and childcare in an effort to determine research trends in early childhood education and childcare policies between 1995 and 2011. One hundred twenty-six papers included in journals that registered with Korea Research Foundation were analyzed to keep track of research trends in early childhood education and childcare policies. A research trend in another area that early childhood education and childcare policies were linked to each other in a broad sense was explored as well. Specifically, the year of the papers, their research themes, purposes, data gathering methods, form of research, number of researchers and financial assistance were analyzed. As a result, it was found that a lot of papers were presented in and after the mid-2000s, and that the most dynamic research efforts were channeled into childcare policies. As for research theme, a wide variety of themes were covered every year. The most dominant type of research was literature review, and the most common purpose of the studies was to examine the state of national policies. Literature analysis was the most prevailing data collection methods, and the most dominant form of research was case studies. In terms of the number of researchers and financial aid, the largest number of the papers was conducted by individuals and without any financial assistance.

A Study on the Problems and Improvements of Free Infant Care Policy (영유아 무상보육 확대정책에 따른 문제점 및 개선방안에 관한 연구)

  • Recognizing the importance of early childhood education, the government is preparing measures at the national level, including expanding the scope of free education for infants, linking early childhood education to elementary schools, unifying the system in charge of early childhood education, printing the cost of operating a full-time system for double-income couples, and policies for low-income infants. In Korea's childcare policy, the need for childcare has increased due to the increase of free double-income couples, the increase of nuclear families, and the increase of divorce rates. Despite the overall increase in the child care budget, Korea's child care policy shows many problems in its efficiency due to the burden of childcare facilities and childcare fees for caregivers. After looking into the theoretical contents of the free childcare policy and the corresponding child care support policy, we would like to consider ways to improve the free childcare policy.

A Study on the Policy for Free Child Care for 0-2 Year old Children (영아 무상보육 정책 분석)

  • This study has attempted to suggest the direction for child care policy for 0-2 year old children in Korea from analysis on the issues included in the policy for free child care services of the Korean Government. For the analysis, such materials as governmental statistical reports of child care and policy and articles regarding free child care service in daily news papers during 2012 have been collected. From this study, it has been suggested that the policy for free child care for 0-2 year old children, in future, should take into account reliably carrying out matemity leave and parental leave arrangements, equity childcare support for working couples, realization of parental subsidies, expand parental choice, introduction of a small family day care system, providing information and knowledge on the development of infants and parenting. The suggestions of this study will contribute to the development and practice of an effective child care policy for 0-2 year children, which consider the needs and requirements of young children and their parents.

Convergence and divergence of beneficiary groups'policy priorities in the child-care politics (보육정책 이슈에 대한 수익자 집단의 인식과 복지정치)

  • In the context of welfare politics, this study tries to examine how interest groups'policy priorities in the child-care policy of Korea were shaped and changed. Based on the already institutionalized child-care services, each beneficiary group-parents, employer and employee of child care center-has its own preference and perception in child-care policy. Futhermore, this difference has produced conflict of interests in the priority of policy options and brought interest group politics to the realm of child-care policy. With regard to interest group politics, this study firstly examines divergence of beneficiary groups'perception about the child-care policy priorities. Meanwhile, discourse politics should be regarded as another dimension of welfare politics because beneficiaries'perception preference in policy could be sometimes changed and converged by communicative policy discourse. By examining convergent aspects of beneficiary groups'perception about policy priority, this study secondly tries to analyze the discourse politics which has been influenced by the free child-care discourse during 2010-12 election period. To investigate these two dimensions of child-care politics, beneficiary groups'policy priority should be systematically and comprehensively classified and quantified. Using Analysis Hierarchy Process(AHP), this study identifies 11 policy issues and determines different ranking priorities of each beneficiary group.

공공성과 정부실패: 보육정책에서 시장과 정부의 역할분담

  • 사회복지 분야는 정부가 개입해야 하는 대표적인 정책영역이나, 공공성을 강조하면서, 시장기능을 전혀 고려하지 않는 정부개입은 정부실패라는 왜곡을 발생시킨다. 사회복지 서비스는 공공재라기 보다는 가치재로서, 사유재 성격을 가지므로 정부와 시장역할에 대한 균형된 시각이 필요하다. 시장실패와 함께 정부실패라는 경제적 왜곡현상을 동시에 고려하면서, 정부와 시장의 최적역할분담이 이루어져야 한다. 보육정책의 방향은 공공성이 높으므로, 정부가 주도가 되어 모든 국민들에게 똑같은 보육서비스를 공급하는 것이다. 획일적인 보육서비스 질을 정부재원의 확대로서 높이려는 정책방향은 필연적으로 정부실패라는 왜곡을 발생시킨다. 현재 많은 전문가들이 지적하는 민간부문의 보육서비스 질이 낮은 근본원인은 시장규제에 있다. 즉 영리법인의 시장진입을 금지하고, 가격을 규제하고 있기 때문이다. 따라서 보육서비스 질을 높이기 위해서는 보육시장의 정부규제를 철폐해야 한다. 보육시장에 대한 규제 철폐없이 모든 국민들을 대상으로 한 보육재정의 확대는 재정의 낭비를 초래하게 된다. 보육정책의 바람직한 방향은 정부와 시장의 역할분담을 통해서이다. 보육서비스의 외부 불경제 효과가 높은 만큼, 시장에서 충족시키지 못하는 일정소득 이하 계층에 대한 보육서비스는 정부에서 무상으로 제공해야 한다. 그러나 일정소득 수준이상의 계층에게는 다양한 수요가 시장기능에 의해 해결될 수 있도록 해야 한다. 시장실패의 논리와 함께 정부실패라는 왜곡의 심각성을 인식하고, 정부와 시장기능에 대한 최적의 역할분담이 이루어져야 한다.

Childcare Policies In Korea (우리나라의 보육정책)

  • As a childcare program of TaeHwa Christian Women's Institution in 1921, the childcare system in Korea was incepted. Since then, the political foothold of childcare system has steadily been advancing to provide high quality services to young children. In almost a hundred-year-history of public childcare in Korea, depending on the changes enforced on the related laws and regulations and varying perspectives over time, the administration office accountable for childcare policies has been authorized to the Ministries of Health, Social Affairs, Education, Labor, Home Affairs, Rural Development Administration, and/or others. But as of 1991, under the enactment of Infant and Child Care Act, it was changed to be administered by the unified authority of the Health and Social Welfare Ministry. Then, in 2004 and 2007, its statutory authority, respectively, transferred to the Ministry of Gender Equality and Family and back to the Ministry of Health and Social Welfare. Staring of the Infant and Child Care Act in 1991, Korean childcare policies have been managed by the dual systems of the Education Ministry and the Health and Social Welfare Ministry each holding jurisdiction over kindergartens and childcare centers, respectively. Faced with the recent marked decline of birth rate, diverse childcare policies are currently implemented in the pursuit of finding means to enhance the quality of childcare and to develop policies for the restoration of the low birth rate. This study presented distinct features of current childcare policies and discussed about future directions and challenges of these policies.

Analysis of Childcare Support Policies and Fertility Rates of the OECD Countries: Focusing on Cash-support Policies, Child-care Facility Policies, and Tax Benefits Policies (OECD 국가의 양육지원 정책과 출산율 분석: 현금지원 정책, 보육시설서비스 정책, 조세혜택 정책을 중심으로)

  • The purpose of this study was to examine the relationship between the child care support policies and the birth rate in 33 OECD countries. In the structural equation modelling, the birth rate was the dependent variable while the cash-support policies, the child-care facility service policies, and the tax benefits policies were the independent variables. The analysis showed that the most effective factor on the birth rate was the child-care facility service policies. Regarding the effectiveness of the policy expenses, the cash-support policies showed stable fluctuation of effectiveness according to the fluctuation of cash amount, the child-care facility service policies. In conclusion, in order to increase the effectiveness of the cash-support policies, the adequate cost calculation to decrease the parents' burden for child-bearing, re-allocation of budget, and support methods and timing should be continually discussed. In addition, for the better effectiveness of the facility service policies, more various, comprehensive and high-quality facility service policies that could balance home and work, should be implemented.
