Many railway-advanced countries are using the various types of track to reduce the track maintenance and repair cost according to the improvement of velocity. It spends on much maintenance and repair cost for ballast track due to abrasion of ballast, track irregularity and unisotropical ballast-support stiffness. The ballast track on railway bridge is accelerating the deterioration of ballast according to interaction of railway bridge and track. As continuing the deterioration, it is caused dynamic loads. Due to these effects, it increases negative loads of track and bridge. However, when designing the railway bridge, the effect of ballast track was applicate only dead load, so elastic behavior effect of ballast track is not influenced. Therefore, this paper presumes the stiffness of ballast track on railway bridge considering dynamic behavior of railway bridge, it was evaluated that effect on dynamic behaviors of railway bridge according to ballast track stiffness.

Wave observation is widely used to direct observation method for observing the water surface elevation using wave buoy or pressure gauge and remote-sensing wave observation method. The wave buoy and pressure gauge can produce high-quality wave data but have disadvantages of the high risk of damage and loss of the instrument, and high maintenance cost in the offshore area. On the other hand, remote observation method such as radar is easy to maintain by installing the equipment on the land, but the accuracy is somewhat lower than the direct observation method. This study investigates the data quality of MIROS Wave and Current Radar (MWR) installed at Dokdo and improve the data quality of remote wave observation data using the wave buoy (CWB) observation data operated by the Korea Meteorological Administration. We applied and developed the three types of wave data quality control; 1) the combined use (Optimal Filter) of the filter designed by MIROS (Reduce Noise Frequency, Phillips Check, Energy Level Check), 2) Spike Test Algorithm (Spike Test) developed by OOI (Ocean Observatories Initiative) and 3) a new filter (H-Ts QC) using the significant wave height-period relationship. As a result, the wave observation data of MWR using three quality control have some reliability about the significant wave height. On the other hand, there are still some errors in the significant wave period, so improvements are required. Also, since the wave observation data of MWR is different somewhat from the CWB data in high waves of over 3 m, further research such as collection and analysis of long-term remote wave observation data and filter development is necessary.

Generally, PSC girder bridge uses total gross cross section to resist applied loads unlike reinforced concrete member. Also, it is used as short and middle span (less than 30 m) bridges due to advantages such as ease of design and construction, reduction of cost, and convenience of maintenance. But, due to recent increased public interests for environmental friendly and appearance appealing bridges all over the world, the demands for longer span bridges have been continuously increasing. This trend is shown not only in ordinary long span bridge types such as cable supported bridges but also in PSC girder bridges. In order to meet the increasing demands for new type of long span bridges, PSC hollow box girder with H-type steel as compression reinforcements is developed for bridge with a single span of more than 50 m. The developed PSC girder applies compressive prestressing at H-type compression reinforcements using unbonded PS tendon. The purpose of compressive prestressing is to recover plastic displacement of PSC girder after long term service by releasing the prestressing. The static test composed of 4 different stages in 3-point bending test is performed to verify safety of the bridge. First stage loading is applied until tensile cracks form. Then in second stage, the load is removed and the girder is unloaded. In third stage, after removal of loading, recovery of remaining plastic deformation is verified as the compressive prestressing is removed at H-type reinforcements. Then, in fourth stage, loading is continued until the girder fails. The experimental results showed that the first crack occurs at 1,615 kN with a corresponding displacement of 187.0 mm. The introduction of the additional compressive stress in the lower part of the girder from the removal of unbonded compressive prestressing of the H-type steel showed a capacity improvement of about 60% (7.7 mm) recovery of the residual deformation (18.7 mm) that occurred from load increase. By using prestressed H-type steel as compression reinforcements in the upper part of cross section, repair and rehabilitation of PSC girders are relatively easy, and the cost of maintenance is expected to decrease.

We are interested in the PON which is easy to install and inexpensive to maintain, as it is a solution of the FTTH that is a core technology of the BcN access network. When a new ONU is connected, TDMA PON has a procedure called ranging that OLT measures the distance and allocates the equalized delay to it in order to provide the same logical distance to all ONUs. For the procedure, the OLT has to open a time window several times and already activated ONUs cannot transmit a data to the upstream during the periods. Accordingly, it is important to reduce the window size for saving the bandwidth and providing a user the service smoothly. In this paper, we investigate the ONU activation method of G-PON based on ITU-T G984.3 and suggest an advanced method(algorithm I) that minimizes the window size without information of ONU distance. The size can be reduced by calculating the pre-assigned delay obtained during Serial number state. Also, we compare it with another(algorithm II) with information of distance. As a result, the window size reduces to $50{\sim}90%$ for the algorithm I and 99% for algorithm II during the ONU activation process.
IMO(International Maritime Organization) is existed the movement for revising ISM Code so that the maintenance history and the trouble information given trading in a ship can be transferred. An empirical analysis was made on the influence that will have upon shipping industry through surveying on the recognition on ISM Code revision in employees of the relevant field and on the expected problems given being amended ISM Code as the above. In conclusion, the positive effect is judged to be more in the aspect of ship safety, which is the aim of ISM Code, rather than the negative effect, which may take place given being revised ISM Code. In other words, the clean market can be formed through this because fairness is maintained on both sides given trading in a ship by which opening the maintenance record and the trouble history is applied equally to a buyer and a seller. Ships can be reduced a loss of time and cost in preventing similar problems and seeking solution that may appear in important equipments, through this maintenance record. Also, based on these materials, it comes to be available for analyzing a risk of ship and preventing and managing a risk, thereby being increased ability of maintenance and repair in a ship, resulting in being judged to likely contributing to ship safety and environmental-pollution prevention.
Simulator is composed of several devices that have a variety of forms and functions. These devices are connected to each other by a network intricately. For this reason, simulator development and maintenance process require a lot of time and money. In order to successfully develop the simulator, it is ideal that related professionals share the work and work together in parallel. However, development is carried out inefficiently, because task interdependence makes it difficult to work in parallel. In this paper, the developments of the simulator were classified into algorithm development and system development, and it was discussed how to lower the interdependence of these two tasks and support professionals. In particular, based on the requirements analysis of the domain experts responsible for the development of the algorithm, we designed the support tool for simulator development and proposed development process using this tool. We also introduced the concept of a DataSet in order to support algorithm development of domain experts and manage data flexibly. And we designed network architecture to enable flexible reconfiguration of simulator equipment. By using the tools to support the simulator development, domain experts are able to concentrate on algorithm development and it is expected to be effective collaboration. In addition, the development plan and management are expected to be easy because the development process is systematic and clearer.
To minimize the cost of maintenance, repair and over-design of track substructure, an accurate evaluation of strength and stiffness of the track substructure is necessary. In this study, a cone penetrometer with impact penetration rod (CPI) is developed for the evaluation of track substructure. For applicability test, the chamber and field tests were performed. As the experimental results of the CPI, dynamic cone penetration endex (DCPI), cone tip resistance ($q_c$), friction resistance ($f_s$) and friction ratio (Fr) were obtained. In the chamber test, the experimental results show reasonable values for the simulated track substructure. In the field test, the CPI clearly detects the interface between the ballast and the subgrade. Also, discontinuous layers are detected in the subgrade. It is expected that the developed CPI may be an effective tool for the evaluation of track substructure by evaluating the ballast layer by dynamic penetration and the subgrade by static penetration of the inner rod.

This study mainly treats a new type of the bracing friction damper system, which is able to minimize structural damage under earthquake loads. The slotted bolt holes are placed on the shear faying surfaces with an intention to dissipate considerable amount of friction energy. The superelastic shape memory alloy (SMA) wire strands are installed crossly between two plates for the purpose of enhancing recentering force that are able to reduce permanent deformation occurring at the friction damper system. The smart recentering friction damper system proposed in this study can be expected to reduce repair cost as compared to the conventional damper system because the proposed system mitigates the inter-story drift of the entire frame structure. The response mechanism of the proposed damper system is firstly investigated in this study, and then numerical analyses are performed on the component spring models calibrated to the experimental results. Based on the numerical analysis results, the seismic performance of the recentering friction damper system with respect to recentering capability and energy dissipation are investigated before suggesting optimal design methodology. Finally, nonlinear dynamic analyses are conducted by using the frame models designed with the proposed damper systems so as to verify superior performance to the existing damper systems.

Since their establishment in 1999, Regional Development Agencies in England have been a critical catalyst for sustaining regional development, by linking the central government and the region. Nevertheless, the new Coalition Government formed in May 2010 is to abolish RDAs and is to be replaced by Local Enterprise Partnerships(LEP). This article looks at the performance and the present reform process of the English Regional Development Agencies(RDA). It argues that RDAs have been a sort of laboratory to expose the possibility of realizing the new regionalist approach away from the government-centered approach. Nevertheless, the case of RDAs in England shows that the RDA model is less likely to be effective without substantial devolution. It shows that the extent to which RDAs contribute to the regional economy tends to be much higher in soft infra-centered projects, such as business supports and skills development, than physical infrastructure projects. It argues that the LEP model, which is to replace RDAs, is controversial, especially in terms of spatial boundary and financial structure.
In this study, we investigate social preference of gifted students by analyzing their behaviors in social dilemma situations. We conducted an experimental study using ultimatum games and public goods games with 132 academically gifted middle school students who attended the Ewha-Seodaemun Center for gifted education from 2012 to 2016. We also experimented the same games with 87 regular students for comparative analysis. The result of ultimatum game experiment shows that there is no statistical difference in the proposed share of both groups. Their proposed share ranges from 37% to 38% as expected in other similar studies. However, the rejection rate of the respondents to the proposals with small share are significantly higher among gifted students than among their regular counterparts. This result implies that the gifted students show stronger negative reciprocity, meaning that they tend to punish selfish behaviors even when it takes some costs. In finitely repeated public goods game experiments, the results show that both groups' contribution rates decrease toward the end of the experiments. However, the gifted students show strategic cooperation by attempting to increase the other members' contribution rate within an experimental group. This implies that gifted students tend to care more about how to increase their own expected rewards by reciprocating other students' behaviors.
