A Study of Lawyer's Office Service Quality and Customers' Satisfaction (한국 변호사 사무실 서비스 품질과 고객 만족에 관한 연구)

  • This study is the first research for the lawyers' office service quality in Korea. Several T-tests' results show that the performance of lawyers of ace service was perceived much lower than the expectation of customers. A causal analysis was conducted to identify which service qualify factors influence customers' satisfaction of the lawyer's office in Korea. The results of the analysis show that tangible and empathy service qualify factors are the most important factors for the lawyers' customers' satisfaction. Thus, lawyers' office should invest some money in selecting location and building including interiors to increase customers' satisfaction in Korea. And then. lawyers should improve the empathy quality factor which make their customers feel their law office comfortable and helpful to them.

  • Due to the Fourth Industrial Revolution, the influence applied to all areas of our society is continuing to develop at a rapid pace as the days go by. Recently, in the field of legal services, artificial intelligence technology has been introduced mainly in the United States, an advanced country, leading innovation in the legal market. As such, artificial intelligence is expected to rapidly grow as a means of replacing people, leaving the auxiliary role of people at a rapid pace, and the purpose of this study is to examine necessary measures for Korean professional legal professionals to survive in this legal market. After analyzing it based on prior research by domestic researchers and various data in Korea, the law was revised to prohibit non-lawyers from handling legal affairs, active state intervention in public information cases, and ways for the state and the private sector to check each other. Therefore, the above research is expected to throw a lot of discussion points in terms of legal services using artificial intelligence in the future.

  • 미국은 통신서비스에 관한 연방정부 차원의 전권위임 조직인 연방통신위원회(FCC)라는 규제 구조와 자유 경쟁을 근본으로 한 통신서비스 법률제정 철학에 따라 1996년에 전기통신법을 공표하였다. 미국은 단말장비 개발에 관한 중요한 규제 경험과 국내외의 통신서비스 시장에 대한 경쟁 촉진, 자국의 시장보호에 대한 규제를 경험하게 되었다. 본 요약은 ITU가 보고한 미국의 규제 경험에 대하여 규제 구조인 FCC, 법률제정의 근본철학, 그리고 1996년의 전기통신법을 소개하고 이를 근거로 경험한 미국의 규제에 대하여 살펴보도록 한다.

A Study on User Needs for Public Access to the Supreme Court Library of Korea (법원도서관의 대국민서비스 개방에 따른 이용자요구 분석연구)

  • As a law library representing the Department of Justice, the Supreme Court Library of Korea collects various domestic and foreign legal information and aims to become more publicly accessible. In 2018, after its relocation to Goyang, Korea, the library has initiated check-out services to citizens and is currently developing a plan to provide services in the legal field. In this study, we have assessed the current situation at the Supreme Court Library as well as public libraries in Goyang. Furthermore, we have surveyed future users and legal experts to formulate a proposal for optimal literary composition and spatial composition, as well as library arrangement. Survey participants expected extensive provision of legal information regarding legal professions and the general public. There was a significant difference in opinion between legal experts and users with respect to resources for the public; general citizens desire more materials related to general topics whereas legal experts expect more law-specific resources such as information regarding judicial precedents and court decisions, research articles. Furthermore, 80% of users expressed interest in utilizing the library; therefore, active efforts to improve its facilities will lead to successful operations of the library.

Legal search method using S-BERT

  • In this paper, we propose a legal document search method that uses the Sentence-BERT model. The general public who wants to use the legal search service has difficulty searching for relevant precedents due to a lack of understanding of legal terms and structures. In addition, the existing keyword and text mining-based legal search methods have their limits in yielding quality search results for two reasons: they lack information on the context of the judgment, and they fail to discern homonyms and polysemies. As a result, the accuracy of the legal document search results is often unsatisfactory or skeptical. To this end, This paper aims to improve the efficacy of the general public's legal search in the Supreme Court precedent and Legal Aid Counseling case database. The Sentence-BERT model embeds contextual information on precedents and counseling data, which better preserves the integrity of relevant meaning in phrases or sentences. Our initial research has shown that the Sentence-BERT search method yields higher accuracy than the Doc2Vec or TF-IDF search methods.

An Analysis of Information Literacy Education Based on the Operation of Korean Law Schools' Education Curriculum (우리나라 법학전문대학원 교육과정 실행에 나타난 법률 정보활용교육 실태 분석)

  • The main subjects of law school curriculum are composed of subjects based on related laws for law schools. The purpose of this study is to analyze the operation of the legal information subject in law schools and law libraries and to propose efficient operation methods on law information services which would be useful to law schools and law libraries. The results of this study are as follows: 1) 22 law schools have legal information research subjects as an essential or fundamental part of their curricula. Also, 2) in 14 law schools(63.6%) law librarians take part in the instruction of law information research subject, while in three law schools(13.6%) librarians do not participate, and in another three law schools(13.6%) outside experts teach them. Finally, 3) the graduate degrees or final majors of librarians participating in instruction are: Library & Information Science(33.3%), Administration(25%), and Law(25%). These results reflect the need for efforts to change instruction systems to team teaching with professors and law librarians, to give law libraries plenty of administrative support, and to enforce the related associations' roles with law libraries.

  • Precedents are data containing various types of information. In this study, I proposed a method to be utilized as legal information system for the public using automatic text analysis performed on precedents. It is carried out to analyze the defamation precedent using reference provision, judgment issues, major points of judgment, and reference precedents. As a result of the analysis, legal provisions used in defamation, key issues covered by defamation, and key cases are extracted. Although only applied to the Supreme Court case regarding defamation, the proposed methodology could be applied to various legal topics.

  • With the advent of the fourth industrial revolution, each industry has been innovated with new concepts. New concept of each industry takes advantage of new information technologies based on big data infra. Thus quality control of big data is becoming more important. In this paper, we try to develop a framework of big data service quality through a case study. A 'Legal Tech' service was selected for the case study. Especially a big data quality framework was developed for a living law service in the Ministry of Justice.

Quality Evaluation Factors and Continuance Intention for Web-based Legal Information Services (웹기반 법률정보서비스 품질 평가요인 및 지속의도에 관한 연구)

  • The purpose of this study is to investigate the determinants of the quality of Web-based legal information services and their significant influences on the user continuance intentions. Based on the main dimensions of the SERVQUAL, this study conceptualizes five dimensions of reliability, assurance, design, empathy, and responsiveness. It measures the level of expectation and satisfaction on the basis of these five dimensions. Regression analysis was conducted to extract and analyze the determinants of the service quality and the factors affecting continuous intention. The level of legal information service quality is superior in empathy, responsiveness, and design category, but it is relatively insufficient in reliability and assurance category. In the reliability category, the relevance of the search results was an issue. The problems related to the authority and information sources were recognized as important. Reliability implies that there is a relatively close relationship between empathy and responsiveness, and that it is necessary to improve the quality of contents such as empathy and responsiveness in order to increase reliability. In order to increase the ongoing use of legal information services in the future, it is more effective to make sure that assurance is top priority.

  • 오늘날 인터넷 등 정보통신망의 이용이 보편화 되면서 우리는 바야흐로 정보 및 정보시스템이 없는 생활을 생각할 수 없는 이른바 정보사회에 살고 있다. 정보사회에서는 정보가 중요한 생산수단이 되며 또 경제적 가치를 갖는다. 따라서 정보를 제대로 보호하고 또 정보가 안전하게 처리, 이용될 수 있는 환경을 마련하는 것이 중요한 국가, 사회적 과제가 된다. 이에 각 정보주체가 자신의 정보와 시스템을 내, 외부의 위협으로부터 보호할 일차적 책임을 진다. 그러나 정보통신서비스제공자는 자신의 정보와 시스템을 보호하는 정보주체로서의 일차적 책임 뿐만 아니라, 기업이나 개인과 같이 타인의 정보통신을 매개하는 사업자로서 송수신 또는 처리되는 타인의 정보를 적절히 보호하여야 할 의무가 있다. 현행 법률을 중심으로 정보통신서비스제공자의 정보보호의무의 개념과 성격 그리고 그 구체적인 내용을 살펴보았다.
