정보통신기술(ICT)은 우리 일상생활에 너무나 깊숙이 스며들어 이제 정보통신기술 없이는 행정서비스, 경제활동, 사회참여, 문화활동 등을 향유하는데 많은 제약이 따르는 시대로 접어들었다. 정보통신기술에 접근하고 이용할 수 있는 사람과 그렇지 못한 사람들의 정보격차 (Digital Divide)가 경제격차와 사회문화적 격차를 유발하여 사회 불평등을 심화시키고 궁극적으로 사회통합을 저해할 가능성이 크다. 정보통신 접근성(ICT Accessibility)은 신체적, 인지적 제약으로 정보통신기기나 서비스에 접근하는데 어려움이 있는 장애인이나 고령자가 일반인과 차별 없이 정보통신의 유용성을 향유할 수 있도록 정보통신기기나 서비스에 대한 접근을 보장해 주는 것을 의미한다. 우리나라는 미국이나 유럽 등 선진국들에 비해 정보통신 접근성을 위한 법 제도적인 출발이 늦었지만, 최근 수년간 관련 법률의 제정, 정보통신 접근성 보장을 위한 지침 및 표준의 제정 등 다각적인 노력을 경주하여 빠른 속도로 선진국 수준을 향해 나아가고 있다. 지금까지 '한국형 웹 콘텐츠 접근성 지침 2.0', '금융자동화기기 접근성 지침' 등 12개에 이르는 표준을 제정한 바 있으며, 정보통신 보조기기의 개발 보급, 관련 전문인력 양성 및 교육 홍보 등을 통해 정보통신 접근성 수준 향상을 위한 노력을 지속해 왔다. 앞으로도 모바일 시대, 디지털 융합의 스마트 시대에 대응하여 다양한 정보통신기기 및 서비스에 대한 접근성 표준 제정, 관련 기술의 연구 등을 지속적으로 추진하여 모든 사람이 정보화의 혜택을 누리는 디지털 통합 (Digital Inclusion) 시대를 열어나가야 할 것이다.

The risk of leakage of personal information is growing with new services such as social networking and cloud services by the rapid development of information. In particular, the field of medical IT technology is required to solve problems arising from the aging society and sustainable economic development, and in accordance with the requirements to improve the quality of life, a new market for medical devices and healthcare services can be expected. However, most of the medical information system was computerized with the introduction of IT technology, and when they exchange and transfer of medical information between institutions, medical information leakage occurs and security risk is growing. In this paper we review and analyse the security of personal health information related to the major legal systems and technical and administrative protection.

정보화의 급진전에 따라 역기능의 문제도 대폭적으로 증가되고 있는 추세 속에서 이를 극복하고정보화의 급진전에 따라 역기능의 문제도 대폭적으로 증가되고 있는 추세 속에서 이를 극복하고자 하는 노력이 국제적으로 활발하게 전개되고 있다. 보다 체계적이고 비용 효과성을 고려하여 미국, 유럽, 호주 등 많은 선진국가에서는 지난 수년동안 정보를 보호하는 기준이나 지침 등을 학계, 산업계, 연구기관, 정부기관과 공동 또는 자체적으로 개발하여 활용하고 있거나 활용 예정에 있다. 국내에서도 이러한 접근 방식의 중요성을 인식하고 정보통신망이용촉진및정보보호등에관한법률을 개정하여 정보보호관리체계에 대한 인증 제도를 2001년 7월 1일부터 시행하기에 이르렀다. 이에 따라 국내에서도 동 법에 근거하여 인증업무를 수행하게 될 한국정보보호센터에서 국내의 현실에 맞는 정보 보호관리기준 마련 작업을 1년여 동안 추진하여 왔으며, 각고의 노력을 기울이고 있는 상태이다. 이에 따라 본 고에서 는 정보보호관리체계에 대한 구체적인 소개와 더불어 각 국에서 노력을 기울이고 있는 정보보호 관리를 위해 마련하여 온 지침과 절차 및 기준 등의 내용을 소개하고, 각각이 가지고 있는 특성들을 프레임워크 수준에서 살펴보기로 하며, 제시하고 있는 통제사항들을 간략하게 비교함으로써 정보보호관리체계의 수립과 인증 제도의 효과성에 대하여 많은 관련자들의 인식을 제고하고자 한다. 그리고, 향후 정보보호관리체계 수립 및 인증제도의 도입과 운용이 활발하게 이루어지고 활성화될 경우를 미리 준 비하기 위하여 정보보호관리를 위한 성숙도의 측정에 대한 연구 방향을 나름대로 제시하고자 한다.

The purpose of production status report is figuring out the amount of records produced by departments and record centers and establishing plans for transfer and collect of archives. These are the main functions of production status report clarified by Public Records Management Act. Production status report is introduced as the means to control the record management in public institutions which lack the understanding of the record production and management. Up to now, public institutions carry out production status report. However, it only has been done as a formal procedure and records collected unsurely transfer to Archives. The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.

Nowadays, it is increasing that corporates consign tasks related to the personal information processing to the consignees for efficiency and quality improvements and cost reductions. As the consignments are increased, there are increases on types and amounts of personal information. Therefore, the needs on the information managements and the security threats are increased. This report will analyze the laws that consignors and consignees should follow. Moreover, it identifies issues and analyzes the current levels on consignees in terms of the personal information protection so that the consignors can come up with the best and efficient way to monitor the consignees when they consign the personal information processing tasks.

Privacy laws are widely enforced throughout the general public and private sector, and the Ministry of Government Administration and Home Affairs is stepping up its annual level of protection and management levels annually. However, in actual field, it has limits to follow the laws that are amended to comply with the privacy laws of the public sector. Therefore, this study should examine the trends of privacy protection and examine items that require adherence to privacy practices in public institutions. In addition, it is hoped to draw implications for the problems arising from the task itself, as well as providing implications for the issues that are closely related to the public in the privacy of the privacy policies.

The Urban Planning Information System is the core system in urban planning field which should operate at the national level of network, and requires a close inspection from the initial level of development. Therefore, this study analyzes international standards, domestic laws, preceding plans, as well as the standard system established in 2008, in order to identify the problems and propose directions for the future direction of the Urban Planning Information System. Suggestions from this study can be summarized as follows: (1) to take initiatives to create standards for the development of the Urban Planning Information System, followed by the establishment as international standards, (2) to have the system developed as an open structure, and (3) to comply w ith the preceding plans of related national GIS system to enable integration.

As various measures of law observance obligations such as mandatory obligation of privacy impact assessment (PIA) for public institutions and authorization of information security management system (ISMS) are put into practice, increase in demand for information security consulting and securement of information security consultants are emerging as a major issue. The purpose of this study is to empirically investigate what core competencies information security consultants should possess and how much they actually possess them. By analyzing the differences in perception between practitioners and managers on core competencies, this study understands difference of views between the two groups and suggests ideas for cultivation of information security consultants.
