식품의약품안전청은 소비자에게 정확하고 이해하기 쉬운 의약품 정보를 제공하고 의약품의 적절한 사용으로 오 남용을 방지하기 위하여 쉬운 용어를 추가하고, "의약품 낱알식별표시등에 관한 규정"을 이 고시에 통합하여 의약품 표시에 관한 사항을 하나의 고시로 운영함으로써 민원 편의를 도모하고자 의약품 표시 기재 지침 전부개정고시(안)를 행정예고했다. 본 고에서는 주요 내용을 살펴보도록 한다.

A vision and a medium-to-long-term master plan are key factors for the Constitutional Court Library to improve users' access to legal information and provide better legal information services as the leading public law library in Korea in 2019. For this point, it is a priority task to set a vision and goals and to identify the core values of Constitutional Court Library. In this study, the four core values of the Constitutional Court Library identified through the analysis of the library's internal and external environment, the analysis of the core values of similar institutions. The four core values derived from the study are Expertise, Communication & Universality, Cooperation, and Innovation, and when these values are reflected in library operation, system and policy, the Constitutional Court Library is expected to further solidify its position as the nation's top law library.

디지털 컨버젼스 시대에 다양한 기술들이 고정된 기기보다는 Mobile 기기들에 집중되고 있으며, 이에 따라 보다 효율적인 통신 방식에 대한 차세대 이동통신 기술표준의 중요성은 증가하고 있다. 흔히 기술표준과 관련한 필수특허(Essential Patent)란 기술표준규정에 따라 제품 또는 방법을 실시하는 경우 해당 특허의 claim을 침해하게 되는 특허를 의미한다. 표준필수특허는 개별 라이센싱(licensing)을 통해 활용될 수도, 특허풀(Patent Pool)을 통해 활용될 수도 있기 때문에 Prosecution단계에서부터 각 활용형태에 따른 고려가 필요하다. 한편, 표준필수특허의 창출 과정에서, 출원 후 보정을 통해 필수특허를 창출하는 것의 적법성, 묵시적 라이선스(Implied License) 문제, Claim의 주체 문제 등이 문제될 수 있으며, 각각에 따른 대응 전략이 필요하다. 또한, 표준필수특허의 활용과정에서 반독점법상 견제에 대응하기 위한 FRAND 조건, 선언 의무 위반 등이 문제될 수 있다. 본고에서는 표준필수특허의 창출 및 활용에 있어서 법률상 문제와 이에 대한 대응 전략에 대해 알아본다.

식품의약품안전청은 안전상비의약품의 약국 외 판매를 도입하는 내용의 "약사법"이 개정(법률 제11421호, 2012. 5. 14.공포)됨에 따라 일반소비자가 안전상비의약품의 효능 효과, 용법 용량 등의 정보를 쉽고 정확하게 이해하여 안전하게 사용할 수 있도록 안전상비의약품의 기재요령을 정하고 기존 고시의 문제점을 보완하고자 의약품 표시 등에 관한 규정 일부개정고시(안)를 행정예고했다. 또한 식약청은 "의약품 표시 등에 관한 규정"이 이미 행정예고(식품의약품안전청 공고 제2012-120호, 2012. 6. 13) 되었으나 안전상비의약품의 용기나 포장에 허가 또는 신고사항 일부를 요약 기재할 수 있도록 "약사법 시행규칙"이 개정 추진됨에 따라 본 고시를 다시 행정예고한다고 밝혔다. 주요 내용에 대해 살펴본다.

In this paper, A heightened interest in the latest drone, yet steady increase in the field to exploit them. In order to use safer and more commonly a drone safety and privacy protection, and there are many issues that need to be considered. Violating privacy laws, such as relations caused by the drone flight and review this study ways to resolve the breach. The flight due to a draw at peace with human life and behavior and enjoy it, but this problem created by new outbreak.

This study is to deduce problems and grope for its solution by investigating the general operation status about the present fire investigation in Korea. As for the problems, this study is to point out that they are application of diversion by the function of law for fire investigation, execution of individualized fire investigation by each institution, total lack of information sharing system for fire investigation, and weakness of cause investigation for arson. The reform measures are as follows: the unity of law for fire investigation, joint investigation by the related institutions, early introduction of civil fire investigation expert system, extension of special research institutes for fire investigation, introduction of system for sharing information of fire investigation, and operation of fire investigation team for cause investigation for arson.

The private investigator service in Korea is to protect our legal market from personal right, creation of job, legal opening via OECD and FTA as well as the prevention of negative private investigation such as service center and private investigator operated without any control. Therefore, this study compares the civil research systems of advanced countries, reviews the legal process to introduce private investigator service as well as considers the previous studies to suggest the work sectors of private investigator service appropriate to Korea. As a result, it distinguished the private investigation work into corporate, finance, insurance, medical service, Cyber, traffic accidents, intellectual property right, lost and forensic science.

정부는 K-ICT 클라우드 활성화를 위해 정부 3.0 클라우드 추진 계획을 발표하고 관련 제도와 법률을 제정하여 클라우드 서비스 도입을 위한 정책을 추진하고 있다. 그러나 공공 분야의 클라우드 컴퓨팅 도입은 기존의 법률, 제도, 관행의 통제로 인해 미미한 실정이다. 공공 기관의 클라우드 컴퓨팅 도입 활성화를 위해 중요한 부분은 클라우드 컴퓨팅의 성능과 품질 등에 대한 특성을 파악하는 것이다. 클라우드 컴퓨팅의 특성을 알아야만 적격의 클라우드 컴퓨팅 사업자 선정이 가능하게 된다. 유럽 연합(European Commission)에서는 클라우드 컴퓨팅의 특성을 서비스 성능과 품질에 대한 일반특성, 기술성, 경제성으로 분류하고 있다. 그러나 클라우드 도입을 위한 설계 시 공공 기관 담당자는 클라우드 특성의 각 부문별 하위 항목에 대한 상세한 내용과 수준까지 객관적으로 평가하기 어렵다. 이러한 문제를 해결하고자 본 연구는 클라우드 컴퓨팅의 성능과 품질 및 기술 특성을 파악하여 각 특성에 대한 가중치를 구하고 우선순위 측정을 통해 사업자 선정을 위한 평가 기준으로 적용하는 기법을 제안한다.
