This study was conducted to confirm the research trend related to law librarians abroad. To this end, we collected articles about law librarians from abroad and analyzed the author's keywords and abstracts. As a result, it was confirmed that the primary roles of law librarians are legal research service, legal information service, and education service, and discussed topics on the changed roles of law librarians according to changes in the legal research environment and strengthening their expertise. Based on the results, the issues and directions for research about law librarians in Korea were proposed.

인터넷 뱅킹 서비스 규모가 증가하면서 외부에서의 위협으로부터 안전성을 확보하기 위하여 보안기술을 도입하였다. 하지만, 악의적인 공격자에 의한 사고사례가 지속적으로 발생하고 있으며, 그 원인을 분석하기 위한 자료가 필요한 실정이다. 추가적으로 보안기술과 더불어 사고를 방지하기 위하여 국내/외에서 관련 법률을 제정하였으며, 이 또한 사고를 방지하기 위한 자료로 활용이 가능하다. 따라서 본 논문에서는 인터넷 뱅킹 서비스에서 발생하는 사고사례의 원인을 분석하기 위하여 현재까지 발생한 사고사례에 대한 조사 결과를 서술하며, 사고를 방지하기 위한 지표의 일환으로 국내/외에서 제정된 관련 법률에 대한 조사 결과를 서술한다.

This study examines the usage status of legal services provided by lawyers targeting domestic consumers and investigates empirically how much online platforms that facilitate lawyer search and consultation can increase consumers' utility, and how much the lawyer legal service market will expand through this. To this end, this study applies a discrete choice demand model to the data collected through a conjoint survey to estimate the value of the lawyer search and consultation platform perceived by consumers, and estimates the effectiveness of the platform in expanding the market for lawyer legal services through a simulation method. As a result of the analysis, the relative value that consumers place on finding and consulting a lawyer using the online platform instead of being introduced to a lawyer by an acquaintance or searching for a lawyer offline is estimated to be about 70,414 won. It was found that the existence of lawyer search and consultation platforms could increase the market size of legal services by as little as 18.9% to as much as 70.2%. In particular, the platforms are expected to increase the accessibility of legal services to vulnerable groups.

The court has the responsibility to determine the final interpretation of the law. The court hands down final decisions on personal disputes and conflicts between individuals and the state. Legal commentaries will stay true to their intention of providing diverse legal theories and enabling a unified legal interpretation only when law practitioners are allowed to discuss in depth laws, cases, and legal theories within the boundaries set by commentary authors. If law practitioners include the latest laws, cases, and legal theories as well as their opinions to existing commentaries in their judicial roles and legal studies, they will be able to obtain a unified legal interpretation without referring to other legal literature.

This study is the first research for the lawyers' office service quality in Korea. Several T-tests' results show that the performance of lawyers of ace service was perceived much lower than the expectation of customers. A causal analysis was conducted to identify which service qualify factors influence customers' satisfaction of the lawyer's office in Korea. The results of the analysis show that tangible and empathy service qualify factors are the most important factors for the lawyers' customers' satisfaction. Thus, lawyers' office should invest some money in selecting location and building including interiors to increase customers' satisfaction in Korea. And then. lawyers should improve the empathy quality factor which make their customers feel their law office comfortable and helpful to them.

미국은 통신서비스에 관한 연방정부 차원의 전권위임 조직인 연방통신위원회(FCC)라는 규제 구조와 자유 경쟁을 근본으로 한 통신서비스 법률제정 철학에 따라 1996년에 전기통신법을 공표하였다. 미국은 단말장비 개발에 관한 중요한 규제 경험과 국내외의 통신서비스 시장에 대한 경쟁 촉진, 자국의 시장보호에 대한 규제를 경험하게 되었다. 본 요약은 ITU가 보고한 미국의 규제 경험에 대하여 규제 구조인 FCC, 법률제정의 근본철학, 그리고 1996년의 전기통신법을 소개하고 이를 근거로 경험한 미국의 규제에 대하여 살펴보도록 한다.

웹의 비약적인 발전으로 정보가 폭발적으로 증가하였고, 이로 인하여 정보검색 기술에서 해당 정보를 빠르게 찾는 것에 목표를 두었던 기술이 원하는 정보를 정확하게 찾는 기술로 발전을 이루게 된다. 시맨틱 웹 기술은 이와 같은 요구에 부응하기 위하여 등장했으며 의미 기반의 검색 및 추론과 같은 지식 발견 등의 기술을 가능하게 한다. 일반적인 정보가 아닌 법률과 같은 전문지식 영역의 정보는 현재 일반 사용자들이 쉽게 접근하여 법률 정보를 확인할 수 있는 환경이 되지 못한다. 따라서 시맨틱 웹 기술을 이용한 온톨로지 기반의 법률 검색 서비스가 필요하며 이를 위한 기반 시스템을 구축하는 것이 중요하다. 따라서 본 논문에서는 온톨로지 기반의 법률 검색 서비스를 위해 법률이 가지는 구조적 특징을 분석하고, RDF 기반의 온토롤지 구축 방법 및 RDF 언어 레벨에서 하지 못했던 명시적인 트리플 외에 추론된 트리플을 찾아 낼 수 있는 질의 방법의 고안 및 추론 방법을 제안한다. 이를 통해 법률 용어를 정확하게 모르는 일반 사용자들이 법과 관련된 검색을 수행할 시 효과적으로 법명 및 조문 내용을 확인할 수 있으며 RDF 언어 레벨의 추론 기능의 제안으로 RDF 레벨로 구축된 다양한 분야의 시스템에서 다른 추가적인 레이어 없이 추론을 위한 기반 기술을 갖출 수 있다.

지난 2008년 6월 13일 개정된 '정보통신망 이용촉진 및 정보보호 등에 관한 법률'은 우리나라 IT 업계의 활성화뿐만 아니라 개인의 정보를 보호하는 제도와 절차를 규정하는 매우 중요한 법이다. 이 법은 우리사회에서 정보프라이버시의 보호와 관련하여 매우 긍정적인 역할을 수행하고 있으나, 일부 규정에서는 여전히 그 영향과 효과를 종합적으로 분석하고 검토하여야 할 여지가 있다. 이 연구에서는 관련 법제도가 IT 관련 산업과 기업에 미치는 영향을 검토하고, 법 제정시 정보보호서비스 산업의 특성(예, 공공성, 가변성, 상대성, 다차원성, 불완벽성)을 보이고, 이를 반영하여야 함을 설명하였다. 또한, 정보관리자의 책임과 과실 처벌에 관한 법규의 실효성과 형평성을 분석하였다. 법의 논리 연구, 관련된 해외 법률과 사례의 분석을 통하여 세가지 정책 대안, i) 관련 법률의 개정과 새로운 정책제도 마련, ii) 선고형에서 작량감경/집행유예 등의 적극적 적용, iii) 개인정보 관련한 기술적 관리적 조치의 합리적이고 구체적인 기준 마련을 제시하였다.

New concept of each industry takes advantage of new information technologies based on big data infra. Thus quality control of big data is becoming more important. In this paper, we try to develop a framework of big data service quality through a case study. A 'Legal Tech' service was selected for the case study. Especially a big data quality framework was developed for a living law service in the Ministry of Justice.

본 서비스는 문서 내의 가중치를 분석하여 키워드와 관련된 순서대로 정렬하여 판례/법률 검색의 정확도를 향상할 것을 제안한다. 상용화된 다른 판례/법률 관련 서비스의 경우, 키워드 검색을 통해 자신의 사례를 검색할 때, 요약된 정보가 없거나 너무 짧아 사용자가 원하는 판례/법률 결과를 얻을 수가 없어 본 서비스를 기획하게 되었다.
