Since the Public Records Management Act was enacted in 2007, the administrative information system has already been included in the electronic records production system, and dataset has been subject to record management as a type of electronic records. With the recent revision of the enforcement decree, dataset records management has been enacted. This study analyzes business units related to administrative information systems of public institutions and examines the current status of retention periods estimation. For this purpose, we collected 36 records classification systems from 49 public institutions among the direct management agencies of the National Archives and disaster management agencies. And we discriminated 824 business units related to administrative information system and divided into large and small groups according to types. We also compared the retention period estimation of records. The problems and improvement plans of this study are expected to be used as basic data in preparing the standard of administrative dataset management in the future.

"The Law of purchasing policy for market support of small and medium business" was legislated to support small and medium industry by expanding purchase and revised consistently for the activation. And then the government made the public construction direct purchase compulsory about design items designated by president on small and medium business based on this law. However, secureing quality, tardiness and field material staff's heavy duty were arisen from approximately 120 direct market purchase items. The legislative intent of law is in accord with Win-Win growth between major company and small and medium business. However material staff who works in the field based on this law has difficulties with material securing quality, JIT(Just In Time), cost push. This study reclassified procurement items of "the direct market purchase system" reasonably and then suggested performance criteria for evaluation. The suggested result will contribute to vatalize the direct market purchase system.

For the last decade, some 400 small and large oil spill accidents have occurred every year. Such accident blow a serious damage to the marine resource and ecosystem, which can't be estimated in terms of economic and environmental losses. The physical/chemical methods used currently may be effective at the initial stage of accidents, but they can't serve to remove the spilled oil completely. Moreover, the dispersant may lead to a secondary contamination detrimental to the lives inhabiting wet lands, beaches and tidal zone. Thus, a new decomposing technology Is required for the environmentally sensitive areas. Bioremediation is the active use of biological techniques to mitigate the consequences of a spill using biological processes and refers both of stimulation of pollutant biodegradation and/or to enhance ecosystem recovery Bioremediation is an economically attractive method for the clean-up of oil-contaminated area. Bioremediation has been demonstrated to be an effective oil spill countermeasure for use in cobble, sand beach, salt marsh, and mud flat environment.

In Korea, the evolution of welfare for people with disabilities can be divided largely four stages. The first phase is before 1981, the second is from 1981 to 1988, the third is from 1989 to 2006 and the fourth phase is from 2007 to now. In the first phase people with disabilities were considered as ones of charity. In the second period the welfare ideal for people with disabilities was appeared. In the third, the framework of welfare system for people with disabilities was formed and welfare services began to be expanded. The fourth phase has been the time to secure human right and social services for people with disabilities. In Korea, for people with disabilities, 2007 was the year of historical turning point. "The Act of Prohibition on Disability Discrimination and Remedy for Right"was built that year and became effective the next year. Also "The Special Education Act for People with disabilities" was enacted newly. "The Disabled Welfare Act" was amended for the change of welfare paradigm. The change is introduction of Independent Living. After 2007 Korean legal systems for people with disabilities have been improved largely.

This study aims to examine whether a Parent's Neglecting Attitude affects an Adult Media Immersion and Adolescent' Dependence on mobile phonehas a mediating effect. To achieve this goal, the first year of middle school panel of 'the 6th Korean Children and Youth Panel Survey(KCYPS)' was utilized. To verify the mediating effect of Adolescent' Dependence on mobile phone in the relationship between Parent's Neglecting Attitude by Adolescents and the Adult Media Immersion, Baron & Kenny's mediating effect analysis method was conducted and the analytical findings are shown below. According to this study, first of all, more the Parent's Neglecting Attitude rise to rise the Adult Media Immersion. Second, the Adolescent's Dependence on mobile phone partly mediates the Adult Media Immersion. The practical implications of this results are below : First, we need to make a policy and legal effort to improve the relationship between parents and children. Second, there is a need to practice professional programs in schools, focusing on school social worker. Third, Revision of relevant laws limiting access to adult media is necessary.

This study is primarily aimed at providing a foundation for academic development and the leap forward of the Special Security Industry through the press report analysis on Korea's special security guard using big data. The research methods It was analyzed by the research methods in relation to keyword trends for 'special security guard' and 'special guards' using the Big Kinds program. According to the analysis based on the period of growth (quantitative and qualitative) of the special security industry, there were many press reports and exposure related to carrying firearms, national major facilities, and regular employees. Unlike the general security guards, the special security guards were released higher by media as a law was revised to allow them to carry or use firearms at important national facilities. There was a lot of media attention concerned about the side effects of misuse, and there were also high media reports on the transition of regular workers to improve poor treatment, such as the unstable status of special security guards and low wages. Therefore, the need for continuous development and improvement of professionalism and work efficiency of special security services are emphasized.

주민등록번호는 주민생활의 편익 증진과 행정사무의 적정한 처리를 목적으로 도입되었으나 인터넷의 발달과 함께 관행적이고 무분별하게 사용되어 왔다. 수집된 주민등록번호가 해킹 등의 유출사고로 명의도용 등 범죄에 악용될 우려가 커지자 이를 근본적으로 해결하기 위하여 2011년 방송통신위원회는 인터넷상 주민등록번호 수집 이용을 제한하는 법 제도적 정책을 추진하였다. 정보통신망법이 개정되어 주민등록번호의 사용이 제한되면서 사업자에게 본인확인, 연령확인 등 법률의무의 이행이나 고객의 분쟁조정 등 목적을 위해 주민등록번호를 대체할 본인확인수단이 필요하게 되었다. 본 논문에서는 주민등록번호를 이용자가 입력하지 않으며 보편적으로 사용하고 있는 인프라를 이용하고 단순한 입력정보의 변경을 통해 본인확인을 할 수 있는 방안을 제안한다.

Digital Transformation and the Fourth Industrial Revolution, electronic financial services should be provided safely in accordance with rapidly changing technology changes in the times of change. However, telecommunication finance fraud (voice phishing) accidents are currently ongoing, and various efforts are being made to eradicate accidents such as legal amendment and improvement of policy system in order to cope with continuous increase, intelligence and advancement of accidents. In addition, financial institutions are trying to prevent fraudulent accidents by improving and upgrading the abnormal financial transaction detection system, but the results are not very clear. Despite these efforts, telecommunications and financial fraud incidents have evolved to evolve against countermeasures. In this paper, we propose an intelligent over - the - counter financial transaction system modeled through scenario - based Rule model and artificial intelligence algorithm to prevent financial transaction accidents by voice phishing. We propose an implementation model of artificial intelligence abnormal financial transaction detection system and an optimized countermeasure model that can block and respond to analysis and detection results.

In January, 2019, the Ministry of Science and ICT announced the third edition of Master Plans for Radio Wave Promotion, effective from 2019 to 2023. The focus of this plan is to implement market based radio wave policy and horizontal regulatory framework. Although it appears to be past due, such change in the radio wave policy is not only fair and structured, but also unprecedented and ground breaking in legality. In order to successfully implement market based radio wave policy and horizontal regulatory framework, we must implement identical radio wave license based on license with consideration and time-limited usage. Through this, efficient distribution of finite radio wave resource may come to reality. Furthermore, there must be an effort to include life style regulation on license into radio wave act in the future.

The insect industry in Korea has been supported by the Act of Fostering and Supporting Insect Industry since 2010. Based on the Act, insect breeders are entitled as farmers. However, the insect industry is not included in the Fundamental Act of Agriculture, Rural Community and Food Industry which defines all concepts, such as agriculture, farmers, and agricultural products. Legally and strictly speaking, there is no method to defense the insect industry when an argument is raised that insect industry is not included into agriculture, so persons who breed insects are not eligible for all agricultural supports and subsidies of the government. Thus, it is necessary to clear the legal status of insect industry by revising the related laws and regulations.
