A study on the violent crime and control factors in Korea (한국의 강력 범죄 발생 추이 및 통제 요인 연구)

  • The increasing trend of the five violent crimes (murder, robbery, rape, violence, theft) in Korea is not independent of social and economic factors. Several social science research have discussed about this issue but most of them do not properly reflect the nature of the time-series data. Based on several time series models, we studied about the endogenous factors (time, seasonal and cycle factors) and exogenous factors (economical, social change and crime control factors) on violent crime occur in Korea. Autocorrelation were also taken into account. Through this study, we want to help to make preventive policy by explaining the cause of violent crime and predicting the future incidence of it.

  • Cyber crimes caused unpredictable damages by influencing targets with means such as hacking and virus in virtual space. In specific, they transcend time and space because of their anonymity and it is difficult to punish the people who are involved in crimes. To manage such cyber crimes, we need an international cooperative systems beyond difference in legal systems between countries and 'Global Governance' was prepared as a reasonable alternative. These days, governance has been presented as an important concept to explain changed social systems or changed roles of government. It was not just a concept to replace traditional government of a single nation, but to overcome new problems on social actions of humans. So it is expected that it can help prepare reasonable measures through cooperation both in individuals and systems, and public and civil sectors. To countermeasure cyber crimes in terms of global governance, we can prepare general investigation systems and professional human resources through civil and public assistance, and provide a base on which international cooperation systems can be established.

  • Recently, our society has been changing its population structure due to low birth rate along with the extension of life span due to the development of medical environment and improvement of living environment. It was not long before the population became older, and the problem of the elderly was amplified by generational conflict. The current generation of senior citizens could not afford to prepare for their own retirement income due to their children's education, marriage and housing problems, and is a generation alienated from the benefits of public income security. In addition, not only are they in poverty with rapid industrialization, informatization and economic instability, but they are also threatened with livelihood. The increase in elderly crimes arising from the elderly, who are less adaptable to our society dominated by materialism, is being highlighted as a new social issue. In this study, we are going to analyze the causes of violent and violent senior citizens' crimes in quality along with quantitative growth, and present criminal situations and preventive measures using 10 years of data, judging that this is a time when a national response is needed through a social discussion on crimes committed by senior citizens in our society, where the pace of aging is unprecedentedly fast in the world In order to achieve this research objective, various opinions and statistical data of our society where the standards of senior citizens are changing were reviewed, and analysis of crimes was conducted on literature utilizing data of the Supreme Public Prosecutor's Office, the National Police Agency, and the National Statistical Office, recent press releases, and existing research materials. In this study, we will diagnose crimes committed by senior citizens in various aspects, including the characteristics of the elderly and the view of the elderly in the present society, and explore the direction of development for the prevention of future crimes as well.

Usefulness of Data Mining in Criminal Investigation (데이터 마이닝의 범죄수사 적용 가능성)

  • Data mining is an information extraction activity to discover hidden facts contained in databases. Using a combination of machine learning, statistical analysis, modeling techniques and database technology, data mining finds patterns and subtle relationships in data and infers rules that allow the prediction of future results. Typical applications include market segmentation, customer profiling, fraud detection, evaluation of retail promotions, and credit risk analysis. Law enforcement agencies deal with mass data to investigate the crime and its amount is increasing due to the development of processing the data by using computer. Now new challenge to discover knowledge in that data is confronted to us. It can be applied in criminal investigation to find offenders by analysis of complex and relational data structures and free texts using their criminal records or statement texts. This study was aimed to evaluate possibile application of data mining and its limitation in practical criminal investigation. Clustering of the criminal cases will be possible in habitual crimes such as fraud and burglary when using data mining to identify the crime pattern. Neural network modelling, one of tools in data mining, can be applied to differentiating suspect's photograph or handwriting with that of convict or criminal profiling. A case study of in practical insurance fraud showed that data mining was useful in organized crimes such as gang, terrorism and money laundering. But the products of data mining in criminal investigation should be cautious for evaluating because data mining just offer a clue instead of conclusion. The legal regulation is needed to control the abuse of law enforcement agencies and to protect personal privacy or human rights.

Citizen Sentiment Analysis of the Social Disaster by Using Opinion Mining (오피니언 마이닝 기법을 이용한 사회적 재난의 시민 감성도 분석)

  • Recently, disaster caused by social factors is frequently occurring in Korea. Prediction about what crisis could happen is difficult, raising the citizen's concern. In this study, we developed a program to acquire tweet data by applying Python language based Tweepy plug-in, regarding social disasters such as 'Nonspecific motive crimes' and 'Oxy' products. These data were used to evaluate psychological trauma and anxiety of citizens through the text clustering analysis and the opinion mining analysis of the R Studio program after natural language processing. In the analysis of the 'Oxy' case, the accident of Sewol ferry, the continual sale of Oxy products of the Oxy had the highest similarity and 'Nonspecific motive crimes', the coping measures of the government against unexpected incidents such as the 'incident' of the screen door, the accident of Sewol ferry and 'Nonspecific motive crime' due to misogyny in Busan, had the highest similarity. In addition, the average index of the Citizens sentiment score in Nonspecific motive crimes was more negative than that in the Oxy case by 11.61%p. Therefore, it is expected that the findings will be utilized to predict the mental health of citizens to prevent future accidents.

  • Predicting where and when a crime may occur in an area of interest is one of many strategies of predictive policing. Multidimensional analysis, including CCTV, can overcome the limitations of hotspot prediction, especially of violent crimes. In order to identify the precursors of a crime, it is necessary to analyze dynamic data such as attributes and activities of people, social information, environmental information, traffic flows, and weather. These parameters can be recognized by CCTV. In addition, it provides accurate analysis of the circumstances of a crime in a dynamic situation, calculates the risk, and predicts the probability of a crime occurring in the near future. Additionally, it provides ways to gather historical criminal datasets, including sensitive personal information.

Recidivism Follow-Up Study on Sex offenders under Electronic Monitoring (성범죄 전자감독대상자들에 대한 재범추적 연구)

  • In this study, we analyzed the difference in survival rates of those subject to electronic supervision of sex crimes based on the tracking of the period of recidivism and whether they were recidivism, and wanted to confirm the ability of the criminal record to predict recidivism. The criteria for recidivism were defined as cases where a conviction was confirmed due to a criminal case that occurred during the execution of electronic monitoring, and the date of recidivism was the date of occurrence of a case that was confirmed guilty. A total of 122 re-offenders were used in the analysis, and all of them were charged with electronic supervision for committing sex crimes. Studies have confirmed that the subjects commit the most recidivism within three years. In addition, in this study, the difference in survival rate between groups was analyzed after classifying mixed and sex recidivism cases. The number of members was 88 for the mixed recidivism group and 34 for the sex recidivism group. The analysis confirmed that both groups had the most recidivism within three years. There was a slight difference between the survival rate of the mixed recidivism group and the survival rate of the sex recidivism group. So the Log Rank Test and the Generalized Wilcoxon Test were conducted, but no statistically significant differences were identified(Wilcoxon statistic = 2.326, df = 1, p = .13, Log Rank = 1.345, df = 1, p = .25). Next, a Cox Regression analysis was performed to confirm the ability of the criminal record to predict recidivism. As a result, the number of criminal records(sex offense, violent crime) have been confirmed to be a good predictor of recidivism(X2=27.33, df=1, p< .001). As a result, the recidivism rate is gradually decreasing due to the implementation of the electronic monitoring. However, the duration of recidivism required by sex offenders in high-risk groups was found to be rather short. Currently, security measures against felons are being strengthened, so it is necessary to select high-risk groups. Therefore, based on the related studies, the characteristics of high-risk groups and the results of recidivism studies will be used as a basis for disposal within the criminal justice system, which will play a major role in granting objectivity.

The research on enhance the reinforcement of marine crime and accident using geographical profiling (지리적 프로파일링을 활용한 해양 범죄 및 해양사고 대응력 강화에 관한 연구)

  • Korean Peninsula is surrounded by ocean on three sides. Because of this geographical quality over 97% of export and import volumes are exchange by sea. Foreign ship and international passenger vessels carries foreign tourist and globalization and internationalization increases this trends. Leisure population grows with national income increase and interest of ocean. And accidents and incidents rates are also increases. Korea Coast Guard's jurisdiction area is 4.5 times bigger than our country. The length of coastline is 14,963km including islands. One patrol vessel is responsible for 24,068km and one coast guard substation is responsible for 94km. Efficient patrol activities can not be provided. This research focus on this problem. Analyze the status and trends of maritime crime and suggest efficient patrol activities. To deal with increasing maritime crime rate this study suggest to use geographical profile method which developed early 1900s in USA. This geographical profile analyse the spatial characteristic and mapping this result. With this result potential crime zone can be predicted. One of the result is hot spot management which gives data about habitual crime zone. In Korea National Police Agency adopt this method in 2008 and apply on patrol and crime prevention activity by analysis of different criteria. Korea National Police Agency analyse the crime rate with crime type, crime zone and potential crime zone, and hourly, regionally criteria. Korea Coast Guard need to adopt this method and apply on maritime to make maritime crime map, which shows type of crime with regional, periodical result. With this geographical profiling we can set a Criminal Point which shows the place where the crime often occurs. The Criminal Points are set with the data of numerous rates such as homicide, robbery, burglary, missing, collision which happened in ocean. Set this crime as the major crime and manage the data more thoroughly. I expect to enhance the reinforcement of marine crime using this Criminal Points. Because this points will give us efficient way to prevent the maritime crime by placing the patrol vessel where they needed most.

  • 최근 강력범죄가 빈번하게 발생하면서 이를 예방하기 위한 방안들이 활발하게 연구되고 있다. 특히 우발적으로 일어나는 범죄는 언제 발생할지 예측할 수 없기 때문에, 이러한 위기상황이 발생했을 때 즉각적으로 대처하는 것이 필요하다. 한편 과학 기술의 발달로 개인마다 스마트폰을 소지하고 있으며, 스마트폰은 단순한 통화 기능 뿐 아니라 TV, 카메라, 인터넷 등의 다양한 기능을 제공하고 있다. 본 논문에서는 음성인식을 기반으로 하여 위기상황에 효과적으로 대처하는 기술을 제안한다. 본 논문에서 제안하는 위기상황 대응을 위한 포터블 기기를 사용한다면 위기상황이 발생했을 때 적절하게 대처할 수 있을 것으로 기대된다.

Development and Application of CCTV Priority Installation Index using Urban Spatial Big Data (도시공간빅데이터를 활용한 CCTV 우선설치지수 개발 및 시범적용)

  • CCTV for crime prevention is expanding; however, due to the absence of guidelines for determining installation locations, CCTV is being installed in locations unrelated to areas with frequent crime occurrences. In this study, we developed a CCTV Priority Installation Index and applied it in a case study area. The index consists of crime vulnerability and surveillance vulnerability indexes, calculated using machine learning algorithms to predict crime incident counts per grid and the proportion of unmonitored area per grid. We tested the index in a pilot area and found that utilizing the Viewshed function in CCTV visibility analysis resolved the problem of overestimating surveillance area. Furthermore, applying the index to determine CCTV installation locations effectively improved surveillance coverage. Therefore, the CCTV Priority Installation Index can be utilized as an effective decision-making tool for establishing smart and safe cities.
