Police security measures for foreign criminals : Focusing on Suwon (외국인범죄자에 대한 경찰의 치안대책 : 경기도 수원시를 중심으로)

  • With recent news reports on violent crimes committed by foreigners, public hatred toward foreign criminals and fear about such crimes are growing, calling into question public safety measures implemented by the police and the immigration system. At the same time, due to globalization and structural changes in the labor market, it is certain that the influx of migrant workers will continue to increase. Against this backdrop, this paper seeks to examine the current status of foreign nationals staying in Korea and their criminal records focusing on Suwon city, and propose public safety measures the police could take with regard to crimes committed by foreigners. Also, the paper looks into public safety measures of the Korea Immigration Service and Suwon city, and suggests short- and long-term measures to prevent crimes committed by foreigners. The paper begins by examining the current public safety measures of the police and Suwon City concerning crimes committed by foreign nationals residing in Korea. Based on such examination, it points out insufficient patrol and investigation personnel as problems, and recommends short- and long-term measures for future improvement. This paper maintains that for the Korean society to successfully deal with the increasing number of foreigners in Korea, the current immigration system and public safety measures of the police will have to change. While the police alone cannot reduce the crime rates at local and national levels, nonetheless, proactive measures by the police are needed given the growing number of migrant workers and immigrants in Korea. Also important are mindset changes not only of relevant authorities, but also of the public. The paper recommends a set of short-and long-term public safety measures the police should institute to efficiently deal with crimes committed by foreigners.

Detecting lies through suspect's nonverbal behaviors in the investigation scene (군 수사현장에서 용의자의 비언어적 행동을 이용한 거짓말 탐지)

  • This study was examined the effective nonverbal behavior cues of detecting suspects' lies in the investigation scene. In order to search the suspects who drank the alcohol liquor without a permission, 18 soldiers were interviewed. 8 solders had drunken alcohol and had lied when was asked(lie group). The other 10 soldiers hadn't drunken alcohol and had told the truth(truth group). The mean frequencies of nonverbal behaviors were compared lie group with truth group. The following behaviors were measured by frequency: vocal characteristics (high pitch of voice, speech hesitations, speech error, frequency of pauses, period of pauses, latency period), facial characteristics (gaze, smile, touching face, blinking, facial micro-expression), body movement (illustrators, hand and finger movement, leg and foot movement, head movement, trunk movement, shifting position). As results, this study found that deception cues were periods and frequencies of pause, micro-expression, head movements. The lie group had less periods and frequencies of pause, and more micro-expression, head movements than truth group. But, this study didn't found Othello's error cues.

Use Strategies of CPTED for the Safety of University Campus (대학 캠퍼스의 안전을 위한 CPTED 운용전략)

  • Though there are many crimes on and out university campus in Korea, no one knows anything about the size or the types of campus crime. But, there are many theft crimes and sex assault in the library and one-room village near the university campus. This study suggested the establish ways and means needed to improve the campus security system, with the focus on the CPTED(Crime Prevention Through Environmental Design). Various types of crime prevention methods are being considered instead of conventional crime suppression measures. Among them, CPTED is drawing global attention. Crime prevention through environmental design is a multi-disciplinary approach to deterring criminal behavior through environmental design. CPTED strategies rely upon the ability to influence offender decisions that precede criminal acts. A truly safe campus can be achieved only through the cooperation of all students, faculty, staff and visitors. The cooperation and involvement of the entire campus community in campus crime prevention is absolutely necessary. University should adopt a series of policies and procedures designed to ensure that every possible precaution is taken to protect persons and property on campus.

  • On account of the increasing crime rates annually and the consequent rising anxiety, safety has become an important topic in the aspect of environmental formation to provide decent lives to urban dwellers. As a result, great emphasis has been placed in the importance of Crime Prevention through Environmental Design (CPTED), a design method which utilizes physical environmental design to prevent crime. The definition of CPTED encompasses the technological level of crime prevention as well as comprehensive environmental design which takes into consideration fear or terror in view of human recognition and emotion. However, the current application method of CPTED in Korea is still limited to the technical supplementation of facilities, such as CCTV and streetlight, and fragmental modification like village mural paintings. Moreover, the guideline for CPTED in Korea is only a theoretical adaptation of foreign books and does not offer sufficient studies for a practical design method that will improve the life of city dwellers. The purpose of this study is to examine design methods for safe environment construction in accordance with the changing concept of CPTED by understanding the characteristic of space and analyzing the how the methods of light are expressed. This study aims to provide basic material which will serve as a guideline in creating a safe environment in the future.

  • Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.

Cost-benefit Analysis of Installing Crime Preventive CCTV: Focused on Theft and Assault (범죄예방용 CCTV설치의 비용편익분석: 절도와 폭력범죄를 중심으로)

  • Theories on 'opportunity for crime' have utilized CCTV in crime prevention approach, and empirical studies showing crime prevention effects of CCTV have supported expansion of CCTV installation. Particularly, in Korea, the number of CCTV installation had tripled from 2011 to 2015, and governmental policies regarding CCTV have become one of the mainstream social control strategies. Although a couple of empirical studies showed decrease in crime rate due to CCTV installation, there is no study investigating B/C analysis(Benefit vs. cost analysis) of CCTV installation. B/C analysis results will be beneficial for official decision-making of criminal justice policy, and this study is purported to produce such fundamental evidence for policy making procedure. To fulfill this goal, this study collected data on financial information, crime data between 2011 and 2015 across the nation from 232 governmental district offices and the Korean National Police. This study then conducted two different B/C analyses(simple B/C analysis, regression-based B/C analysis). The simple B/C analysis results showed that 1) total costs for CCTV installation in 2014 was 68,626,000,000 won(approximately, US$57,188,333.00, money exchange rate 1200won=US$1), 2) benefits of crime reduction was 90,888,000,000 won(appx. US$75,740,000), and 3) B/C rate was 1.32. The regression-based B/C analysis results showed that 1) B/C rate was 1.52 when only reduced costs of criminal justice processes for crime employed, and 2) B/C rate was 3.62 when overall social costs including reduced costs of criminal justice processes and social benefits, e.g., reduction in costs for managing fear of crime, due to the crime reduction. Based on the results, this study provided policy implications.

A Research Survey on the Characteristics of Burglaries: Focused on How to Utilize Private Security (침입절도 특성에 관한 조사연구: 민간경비 활용방안을 중심으로)

  • A larceny means stealing others' properties, as one of crime types most closely connected with common people. Along with fraud, it is the mostly common property crime; in particular, the largest number of people are exposed to a burglary. This study aims to find the schemes to utilize private guards according to the characteristics of burglary. To do so, a questionnaire survey was conducted into an actual condition of official statistics of burglary and into the criminals of burglary, with a view to understanding the behavioral characteristics of burglary and suggesting defense mechanisms to prevent the crime. Burglary is not just a major crime to be dealt with by public guards like the police but also one to be handled increasingly more by private guards. It is why this study intends to identify how to utilize private guards in preventing the crime. Investigations were made into 208 burglars, who were inmates of 10 correctional institutions (prisons or detention houses) across the country. It is found that only about 24% of burglars committed the crime through rational choice, about 60.7% were feared of their arrest at the time of their crime, and a very high percentage (69.9%) of them were assured of their successful crime. Burglaries usually happened at night, mostly in a summer day when everybody goes away from home for vacation. Primarily, the crimes took place in a private house of urban residential quarters. What burglars considered mostly for target selection includes 'profitability,' followed by 'surveillance' and 'risk.' Most (42%) of them committed the crime for the first time ever. Generally, they were not inclined to commit the crime while under the influence of alcohol or drug, which might prevent them from making reasonable decisions. 73.9% of the criminals said that they committed the crime singly without any accomplices.

The Factors That Cause Customer Satisfaction in Private Security Service: Comparison between Corporate Clients and Individual Clients (민간경비 서비스의 고객 만족도에 영향을 미치는 요인: 사업자고객과 개인고객의 비교)

  • The purpose of this research is to achieve qualitative growth for private security industry as a sector of service industry to attract clients and promote the growth of the private security industry by analyzing the factors which influence the customer's service satisfaction in using the private security services. A regression analysis was conducted to determine the factors which influences the satisfaction of private security service to ultimately achieve the research purpose. In the regression analysis, the difference between corporate clients and individual clients were analyzed for the sake of providing better security services and marketing applications. As a result, the factors that influences the satisfaction of the categorized groups were very clearly signified. Both individual and corporate clients showed increase in satisfaction rate when the fear of crime decreased. This result implies that the private security firms must possess segmented strategies as well as strategies to lower the fear factors of clients. There were no differences in all satisfaction-influencing factors when the fear reduction variable was exempted among both corporate and individual clients in usage satisfaction. This result shows that clients demand varies according to the client and the security firms must react to these demands by the clients. Although private security industry possess very clear publicity, it is a profit generating industry sector therefore, like other service industry, the private security services must implement strategies to keep up with the paradigm. If the satisfaction determinants from the research results are grafted into strategies such relationship marketing and target market selection, higher service satisfaction can be achieved from the clients.

An Analysis on the Changes in ERP According to Type of Stimuli about Fear of Crime (범죄의 두려움에 대한 자극의 유형에 따른 ERP 변화 분석)

  • The ultimate goal of multimedia in bio-signal research is to approach multimedia contents through bio-signal. Hence it is important to interpret user's emotions by analyzing his or her bio-signals. In this paper, we construct ERP task of oddball component to analyze EEG signal between normal stimuli and fear stimuli and measure EEG during ERP task. The results from extracted ERP component show that there is a difference in N200 in visual stimuli, P300 in auditory stimuli, and N100 and P300. Moreover, there are larger changes in audiovisual stimuli, indicating that users recognize greater fear of crime when visual and auditory stimuli are simultaneously presented.

  • 우리나라의 치안상황은 매우 안정적이라는 평가를 받는다. 특히 자정 이후에도 도심의 길거리를 활보하더라도 범죄에 대한 두려움의 수준은 낮다고 할 수 있다. 이는 대한민국 경찰공무원의 노력의 결실로 생각할 수 있으며, 경찰조직내에 우수한 인적자원이 많이 유입될 수록 효과는 더욱 극대화 될 것이다. 2014년 한국직업능력개발원이 고등학생 약 5만여명을 대상으로 희망직업을 조사하였더니 경찰관이 4위를 차지하였다. 이는 경찰조직의 입장에서는 매우 고무적인 현상이나, 이를 뒷받침 하는 결과들은 보다 강화된 선발과정이 필요하다는 것을 반증하기도 한다. 과거 10년전과 비교하여 4위를 차지했던 CEO, 사업가 등은 8위로 밀리는 등 경제불황이 학생들의 직업선택에도 영향을 미치게 된다고 밝혔다. 한 언론매체의 인터뷰 내용에서 고등학교 3학년생이 밝힌 내용은 "공무원이 되고 싶은데${\ldots}$ 공무원은 일이 편하고 미래가 보장되고 덜 잘리니까${\ldots}$하고 싶어요"라는 내용은 우리에게 시사하는 바가 크다고 할 것이다. 이러한 입직지원자들의 변화는, 고도의 전문성과 사명감을 갖추고 공직임무를 수행해야하는 경찰관에게 필요한 지식의 측정은 어떻게 이루어져야 할지 신중한 검토가 필요할 것이다.
