  • The purpose of the paper is to provide policy suggestions for effectively tackling subway crimes, based on the UK and USA's crime control strategies and systems of subway crimes. The paper attempts to analyze the characteristics of subway crimes in Seoul Subways, and discovers that many of the crimes on the subways are basically 'opportunistic' crimes. In particular, crime statistics of Seoul Subways clearly show that sexual-related crimes are on the sharp increase. In this context, it is of great essence that official vigilance functions should be strengthened in order to eliminate crime opportunities in Seoul Subways. Based on such an analysis - in particular, focusing on official surveillance and response capabilities of subway passengers - the paper finally presents policy recommendations as follows: 1) an increase in the number of police officers of the Subway Police Squad, 2) an increase in the number of CCTV cameras and their effective use, 3) the development of subway riders' defence abilities, 4) strong law enforcement against minor disorder offences based on zero-tolerance policing, and 5) the reinforcement of community partnerships.

  • Crime prevention strategies are introduced to reduce the loss caused by crimes, and Target hardening against domestic burglary attacks is broadly accepted as one of such physical security strategies. In terms of business and home security, target hardening is one of the suite of protective measures that are included in crime prevention through environmental design(CPTED). This can include ensuring all doors and windows are sourced and fitted in such a way that they can resist forcible and surreptitious from the attack of intruder. Target hardening with certified security doors, security windows and secure locks are revealed to be much more effective to deter burglary attacks than other security devices, such as CCTV, lightings and alarms which have largely psychological and indirect impact. A pilot program of target hardening utilizing certified security window and locks was carried out in Ansan city, South Korea in 2016. This study is based on the quasi-experimental design of this program for a residential area. The researchers tried to verify the crime displacement effect of the target hardening program and the diffusion effects of crime prevention benefits by analysing the crime statistics. The evaluation utilized WDQ(Weighted Displacement Quotient) technique to analyze whether the crime displacement occurred, compared the crime statistics of the experimental area with that of buffer zone and controlled areas. The result showed that the target hardening program was significantly effective in crime prevention. The number of burglary in the experimental site with target hardening intervention reduced by 100%, although the areas without the intervention showed reduction in the burglary. The crime displacement was not found at all, and the number of burlary at the buffer zone also reduced significantly.

  • The primary aim of this study is to provide effective operational directions of multi-purpose maneuver patrol via practical analysis on the fear of crime and its impact factors in the Hot Spots Policing target region. Comparative Analysis on fear of crime and its impact factors such as informal social control, disorder, and the perception of police activities is conducted in regions of maneuver patrol against its neighborhood. In Conclusion, no evident differences in fear of crime between the regions of maneuver patrol and its neighborhood were found. However, regions of maneuver patrol displayed significant distinctions in informal social control and perception of crime frequency in comparison to its neighborhood of no such patrol. In addition, it was noticed that in both regions disorder and perception of crime frequency served as the impact factors of fear of crime, which in part exhibits positive relationship with perception of hot spots policing. This study concludes that criterion in deciding on the regions of maneuver patrol should include subjective impact factors such as fear of crime. Furthermore, it suggests that along with the current unsatisfactory maneuver patrol system there needs specific guideline to enhance the perception of police activities including strengthened interactions with residents, improvement in social disorder.

In today's crimes, measures that consider psychological effects of crimes are highly regarded in that fear of crime is considered as well as visible crimes. Accordingly, cyber bullying, which causes psychological damages, needs to be treated very importantly. Because the characteristics of cyber crime is caused by different circumstances from the real world, measures should be taken in different aspects. Rather than physical damages, which can be found in the conventional crimes, cyber crimes cause psychological damages, so the effect that has on inflicting should be specified. Especially, in the environment that virtual reality is ubiquitous through smart phones, it is very difficult to establish measures by considering all the causes of general cyber crimes. Therefore, this study estimated what affects cyber bullying by focusing on personalized faith factor among social bond theory, which can control cyber crimes. As a result, self-controling faith was verified to have a negative effect on cyber bullying, so faith is a very important factor in personalized environment. Thus, it is suggested that the characteristics of cyber space and education of humanism, which can affect individuals' faith should be emphasized.

  • This research examined the degree to which open-street closed-circuit television (CCTV) systems reduced crime in the vicinity of elementary schools. Information including crime dates, locations, and types around nine elementary schools in the city of Chuncheon in South Korea where the cameras had been installed was gathered and assessed. By employing the Poisson regression with "month" as the unit of analysis and controlling for the days in each month, the average monthly temperatures, and crime trends, the research results show that the CCTV installations had an impact on the reduction of total crime and serious crime. However, the same reduction effect was not observed for disorder crime. Therefore, the results of this study suggest that the employing CCTV is an effective way to control overall crime rates, especially serious crime.
