Construction of Urban Crime Prediction Model based on Census Using GWR (GWR을 이용한 센서스 기반 도시범죄 특성 분석 및 예측모델 구축)

  • The purpose of this study was to present a prediction model that reflects crime risk area analysis, including factors and spatial characteristics, as a precursor to preparing an alternative plan for crime prevention and design. This analysis of criminal cases in high-risk areas revealed clusters in which approximately 25% of the cases within the study area occurred, distributed evenly throughout the region. This means that using a multiple linear regression model might overestimate the crime rate in some regions and underestimate in others. It also suggests that the number of deserted houses in an analyzed region has a negative relationship with the dependent variable, based on the multiple linear regression model results, and can also have different influences depending on the region. These results reveal that closure signs in a study area affect the dependent variable differently, depending on the region, rather than a simple or direct relationship with the dependent variable, as indicated by the results of the multiple linear regression model.

  • Today, crime has become a serious threat to social safety so citizen's desire for safety has increased. So the private security has emerged as a new industry for safety and security and became a crucial component. Private security is responsible not only covers the limitations of the police work, but also fills citizen's desire of security. However, quantitative research on private security has rarely been done and the results of the private security study are not effectively utilized due to biased research trends in Korea. Therefore, the purpose of this study is to evaluate the effects of community incivility on fear of crime and the moderation effect of private security. To accomplish this purpose, this research uses 6,919 samples from the National Crime Victimization Survey(2014) and conducts hierarchical regression through STATA 13.0 program. As a results, private security guard showed the main effect on the generalized fear of crime, but had not a significant influence on the interaction effect with the community incivility. On the other hand, the moderation effect of electronic security was statistically significant in relation to the community incivility and specific fear of crime. In other words, in a place with high physical disorder, the fear of crime is relatively low in the case of the electronic machine, compared with the case where there is no electronic machine. The implications and limitations based on these results are discussed in the conclusion.

Relationship Between Social Support Factors and Major Crimes in Korean Capital Area

  • Crimes must be reduced not only because of the financial, physical, and emotional damages they bring to the victims but also because crimes increase social costs by elevating distrust in society and instilling fear. With the increasing number of crimes in Korea, finding other factors that affect the occurrence of crimes is needed beyond the current viewpoint for crime analysis. Social support factors can be candidates for studies on the social support effect on crime occurrence in their initial stage. In this study, we identified the effect of social support factors on crime occurrence or deterrence, none of which has been considered important until now, given the emergence of spatial econometrics. The resulting Moran's I values revealed the existence of a spatial autocorrelation in all three crimes: heinous crimes, theft, and violence. As shown in the analysis using spatial econometrics and ordinary least squares, social support from families is significant in reducing all crimes especially violence. Social support from the local government is significant in preventing only theft. The spatial econometrics model is only valid in heinous crimes. These different effects of social support factors and spatial factors on crime occurrences are caused by the different characteristics of crimes. Hence, policymakers should consider the social support effect when they establish policies related to social housing or welfare.

  • Korean Peninsula is surrounded by ocean on three sides. Because of this geographical quality over 97% of export and import volumes are exchange by sea. Foreign ship and international passenger vessels carries foreign tourist and globalization and internationalization increases this trends. Leisure population grows with national income increase and interest of ocean. And accidents and incidents rates are also increases. Korea Coast Guard's jurisdiction area is 4.5 times bigger than our country. The length of coastline is 14,963km including islands. One patrol vessel is responsible for 24,068km and one coast guard substation is responsible for 94km. Efficient patrol activities can not be provided. This research focus on this problem. Analyze the status and trends of maritime crime and suggest efficient patrol activities. To deal with increasing maritime crime rate this study suggest to use geographical profile method which developed early 1900s in USA. This geographical profile analyse the spatial characteristic and mapping this result. With this result potential crime zone can be predicted. One of the result is hot spot management which gives data about habitual crime zone. In Korea National Police Agency adopt this method in 2008 and apply on patrol and crime prevention activity by analysis of different criteria. Korea National Police Agency analyse the crime rate with crime type, crime zone and potential crime zone, and hourly, regionally criteria. Korea Coast Guard need to adopt this method and apply on maritime to make maritime crime map, which shows type of crime with regional, periodical result. With this geographical profiling we can set a Criminal Point which shows the place where the crime often occurs. The Criminal Points are set with the data of numerous rates such as homicide, robbery, burglary, missing, collision which happened in ocean. Set this crime as the major crime and manage the data more thoroughly. I expect to enhance the reinforcement of marine crime using this Criminal Points. Because this points will give us efficient way to prevent the maritime crime by placing the patrol vessel where they needed most.

Hotspot Analysis of Urban Crime Using Space-Time Scan Statistics (시공간검정통계량을 이용한 도시범죄의 핫스팟분석)

  • The aim of this study is to investigate crime hotspot areas using the spatio-temporal cluster analysis which is possible to search simultaneously time range as well as space range as an alternative method of existing hotspot analysis only identifying crime occurrence distribution patterns in urban area. As for research method, first, crime data were collected from criminal registers provided by official police authority in M city, Gyeongnam and crime occurrence patterns were drafted on a map by using Geographic Information Systems(GIS). Second, by utilizing Ripley K-function and Space-Time Scan Statistics analysis, the spatio-temporal distribution of crime was examined. The results showed that the risk of crime was significantly clustered at relatively few places and the spatio-temporal clustered areas of crime were different from those predicted by existing spatial hotspot analysis such as kernel density analysis and k-means clustering analysis. Finally, it is expected that the results of this study can be not only utilized as a valuable reference data for establishing urban planning and crime prevention through environmental design(CPTED), but also made available for the allocation of police resources and the improvement of public security services.

Police Networks for Criminal Intelligence Functions: Based on Informal Social Network Analysis (경찰 범죄정보 수집 활동의 관계망 분석: 비공식적 사회연결망 분석을 중심으로)

  • Recently, the necessities of gathering, producing, and sharing criminal information are critically important as intelligence functions of police agencies to improving public safety and national security. However, the inadequacies and barriers within which police agencies have in regard to intelligence functions impede criminal information gathering, intelligence producing within their agency, and intelligence sharing with other agencies. In this study, we analyzed informal networks constructed from a survey dataset of information and intelligence sharing among officers in police agencies. The results revealed the different structural properties of intelligence networks between police agencies. We did find that officers with high indegree and outdegree in a network played critical role on the dynamics and degree of intelligence gathering and assessment responsibilities. Finally, we could find evidence that the potential role of intermediary triggered relational dynamics for developing and sharing critical information among all police agencies.

  • 인터넷의 발달은 현대사회의 정보문화발달에 크게 이바지했지만 ‘ 정보화의역기능’이라는 새로운 문제점을 노출시켰다. 정보화의 역기능 중 대표적인 것으로 ‘개인정보유출’을 들 수 있는데 타인의 개인정보 도용문제는 이미 위험수위에 도달했다. 이러한 개인정보유출이 문제가 되는 이유는 단순한 도용에서 그치는 것이 아니라 정신적 피해, 재산적 피해 등 심각한 범죄까지 동반한 경우가 빈번하게 발생하기 때문이다.

Issues and Considerations surrounding Revocation Physician's Medical License Arising from Criminal Offenses (의사의 형사범죄에 따른 면허취소처분의 쟁점과 고려사항)

  • In recent years, there have been opinions in which physicians are liable to the revocation of their medical license if they are sentenced to above a certain level for criminal charges regardless of the types of offenses. Accordingly, a revised bill of law was submitted in the National Assembly, and related discussions are thus expected to commence. Considering the morality and ethics or the level of the rule of law that the general public expects of physicians, as well as the license revocation system in other professional sectors, it is assessed that medical license revocation due to criminal convictions of physicians is appropriate to some degree. However, if a poorly devised system is established based on unrefined inferences or emotional judgements, unexpected side-effects are likely to arise. With regard to serious criminal acts that society generally perceives as unacceptable, it can be assessed that the revocation of physicians' licenses would appropriately protect the general public from threats. However, given the life-saving characteristics of high-risk medical practices, higher malpractice exposures, and social values, it is difficult to assess charges of professional negligence resulting in death(or in injury) and minor offences in the same manner as anti-social criminal offences are handled. Physicians need to be treated the same as any other professions. At the same time, they are engaged in administering medical treatment to patients in the face of great risks as professionals. Under the circumstances, a discussion on the introduction of a more specific and empirical system is needed by considering the intrinsic characteristics of medical treatment and the need for an equitable health and medical policy. Accordingly, based on the above judgment and perception, this study explores the code of ethics for physicians and medical license revocation related to criminal offences at home and abroad, and examines various legislative alternatives appropriate for the Republic of Korea. In doing so, the purpose of the study is to contribute to the development of a reasonable system for handling criminal offences by physicians.

An Analysis on the Spatial Pattern of Local Safety Level Index Using Spatial Autocorrelation - Focused on Basic Local Governments, Korea (공간적 자기상관을 활용한 지역안전지수의 공간패턴 분석 - 기초지방자치단체를 중심으로)

  • Risk factors that threaten public safety such as crime, fire, and traffic accidents have spatial characteristics. Since each region has different dangerous environments, it is necessary to analyze the spatial pattern of risk factors for each sector such as traffic accident, fire, crime, and living safety. The purpose of this study is to analyze the spatial distribution pattern of local safety level index, which act as an index that rates the safety level of each sector (traffic accident, fire, crime, living safety, suicide, and infectious disease) for basic local governments across the nation. The following analysis tools were used to analyze the spatial autocorrelation of local safety level index : Global Moran's I, Local Moran's I, and Getis-Ord's G⁎i. The result of the analysis shows that the distribution of safety level on traffic accidents, fire, and suicide tends to be more clustered spatially compared to the safety level on crime, living safety, and infectious disease. As a result of analyzing significant spatial correlations between different regions, it was found that the Seoul metropolitan areas are relatively safe compared to other cities based on the integrated index of local safety. In addition, hot spot analysis using statistical values from Getis-Ord's G⁎i derived three hot spots(Samchuck, Cheongsong-gun, and Gimje) in which safety-vulnerable areas are clustered and 15 cold spots which are clusters of areas with high safety levels. These research findings can be used as basic data when the government is making policies to improve the safety level by identifying the spatial distribution and the spatial pattern in areas with vulnerable safety levels.

  • 최근 우리 사회에는 여성과 아동을 대상으로 하는 강력범죄들이 많이 발생하고 있어 개인 위치확인 및 안전에 대한 서비스들이 최근 재조명을 받고 있다. 하지만 서비스가 시작된 기간에 비해 아직도 높은 단말기 가격대와 월 사용료, 그리고 위험상황에서의 사용성은 상대적으로 미약한 발전을 이루었다. 그나마 스마트폰이 많이 보급되어 해당 서비스들의 가격이 조금씩 인하되고, GPS를 활용한 위치정보의 정확도를 개선하는 등 많은 노력을 기울이고 있지만 그 효과는 미비하다. 따라서 본 논문에서는 스마트폰의 다양한 센서를 이용하여, 스마트폰을 꺼낼 수 없는 위험상황에서 사용자가 위험상황에서 특정 이벤트를 발생시켜, 인지된 상태정보를 전송하는 방식을 분석하고, 이를 기반으로 앞으로 개인 안전에 대한 서비스가 발전할 방향을 제시하고자 한다.
