  • 무엇보다도 모든 서구의 정당, 의회 및 기업의 지도자들은 방산수출면에서 미국이 모든 분야에 대한 절대우위의 시대는 사라졌다는 사실을 인식해야 한다. 이것은 미국의 기업들이 수출액의 많은 부분을 확보.유지할수 없다는 이야기는 아니며, GD, Rockwell, Raytheon, GE 그리고 ELS/TRW와 같은 회사들이 배운 것처럼 훌륭한 동반자 정신을 유지하는 것이 첨단의 위치를 내어주거나 잃어버리는 것이 아님을 깨달아야 할 것이다

  • 군사력은 국가경쟁력을 대표할 수 있는 가장 중요한 요소 중 하나이다. 세계 각국에서는 군사력 증진을 위한 군사장비의 수출과 수입이 활발하게 이루어지고 있다. 우리나라의 방산수출은 2006년 2.5억불에서 2017년 약 12배 증가한 31.2억불로 2011년부터 6년 연속 20억불 이상 성과를 달성하였으며 방위산업 수출은 탄약 부품류 위주의 수출에서 첨단 기술력에 기반을 둔 고부가가치 무기체계로 수출품목이 다양화 되고 있다. 이렇듯 우리나라도 이제 방위산업 기술보호에 대한 관심과 노력이 반드시 필요한 시기가 도래하였다. 본 연구에서는 수출 시 또는 적의 피탈에 의해 무기체계가 노출되는 상황에서 핵심기술의 유출을 방지하기 위한 기술보호기법에 대해 조사하고 실제 무기체계에 적용하여 구현하였다.

A Study on the Selection Model of Promising Export Items Applicable to the Defense SMEs (방산 중소기업에 적용 가능한 유망수출품목 선정모형에 관한 연구)

  • The defense industry has recently been focused on boosting exports of weapon systems. Investigation and selection of promising export items for SMEs in the defense industry is essential to establish a defense promotion policy. This study presents a model for selecting promising export items applicable to the defense industry through case studies, such as criteria for selecting promising items from other organizations. The evaluation index is largely composed of three categories, competitiveness of the item itself, capabilities of the exporter, and ripple effect of the export, and consists of eight detailed evaluation indicators. The relative weight between categories was calculated through the AHP method. In the selection model, if a certain score is exceeded, it is then possible to adopt a promising item or verify validity. In particular, promising items were selected by applying this methodology to those involved in the defense industry. Using the model presented in this study, it is expected that domestic small and medium-sized enterprises with relatively high export competitiveness and excellent quality items will be given priority, and more effective and intensive export support will be possible.

A Study on the Institutional Barriers in the Defense Trade between Korea and U.S. (대미 방산 수출의 제도적 장벽에 관한 연구)

  • There has been a adverse balance between Korea and U.S. in defense trade. This paper investigates the current status of the defense trade imbalance in terms of numerical values, and also analyzes the institutionalized barriers to Korea defense exporters imposed by laws and regulations. It is found that the amount of Korea defense import is several tenfold that of the export to U.S. in 2011. The barriers are analyzed to be the american laws and regulations. The buy american act is applied to the U.S government procurements and the Berry amendment is applied to the defense procurements. These two laws has been implemented by the defense federal acquisition regulation which allows U.S. Dept. of Defense to buy only american products. To overcome the barriers, Korea ought to sign a defense MOU with U.S., so that the buy american act and the Berry amendment can be waived.

스웨덴의 방산 수출정책

  • 스웨덴의 방산업계는 최근 몇 년간의 군발주량 감소로 인하여 불안정한 상황에 직면해왔다. 전체 예산중 방산물자 구매에 할당하는 예산비율을 각 군별로 살펴보면 육군의 경우가 23%이며, 해군은 43%, 그리고 공군은 58%에 그치고 있다. 국방예산 전체로 볼 때 1950년대 중반에는 50%에 달하던 것이 현저히 낮아져서 현재는 전체예산의 35%만이 방산물자의 구매 및 연구개발에 할당되고 있는 실정이다. 이러한 상황하에서 스웨덴 방산업계는 수출에 대한 비중을 점차 높여나가지 않을수 없게 되었다

A Study on the Finding of Promising Export Items in Defense industry for Export Market Expansion-Focusing on Text Mining Analysis-

  • This paper aims to find promising export items for market expansion of defense export items. Germany, the UK, and France were selected as export target countries to obtain unstructured forecast data on weapons system acquisition plans for the next ten years by each country. Using the TF-IDF in text mining analysis, keywords that appeared frequently in data from three countries were derived. As a result of this paper, keywords for each country's major acquisition projects drawing. However, most of the derived keywords were related to mainstay weapon systems produced by domestic defense companies in each country. To discover promising export items from text mining, we proposed that the drawn keywords are distinguished as similar weapon systems. In addition, we assort the weapon systems that the three countries will get a plan to acquire commonly. As a result of this paper, it can be seen that the current promising export item is a weapon system related to the information system. Prioritizing overseas demands using key words can set clear market entry goals. In the case of domestic companies based on needs, it is possible to establish a specific entry strategy. Relevant organizations also can provide customized marketing support.

  • Amid global geopolitical crises that are heightening tensions worldwide, the importance of national security is being reevaluated. Consequently, South Korea is gaining attention in the global defense market due to its superior technology, competitive pricing, and rapid delivery capabilities. The increasing international demand for defense materials offers opportunities for the development of the domestic defense industry and has the potential to lead to long-term defense strategies and an expansion of exports. In particular, the development of future advanced weapons systems and the expansion of defense exports are likely to be possible through a deep understanding of the international political and economic situation and proactive defense diplomacy. This study analyzes the impact of current global geopolitical crises on Korea's defense industry and presents effective strategies based on these findings, including innovative improvements to defense acquisition systems and the discovery of overseas defense cooperation partners to strengthen defense exports. This strategic approach aims to balance domestic consumption with exports, enhance military strength, and improve the country's standing in the international community. Therefore, efforts are needed to ensure the sustainable growth of the defense industry, enabling South Korea to achieve economies of scale and play a pivotal role in the global defense industry.

Abolition of the Japan's 3 Principles on Arms Exports and Defense Industry (일본의 무기수출 3원칙 폐지와 방위산업)

  • Japan has abolished the 3 Principles on Arms Exports and announced the new 3 Principles on Transfer of Defense Equipment and Technology. This article investigates the backgrounds of the abolition of the old regulation on banning arms exports. Japan government repealed 3 principles on arms exports to develop military industry and they insist that they pursue their national strategy called "Proactive Contribution to Peace." The future changes in defense industry due to the new principles are examined with the analysis of the defense industry indicators. The home production of the arms could be continued. However the international cooperation for the co-development and co-production of the weapon systems would be increased with not only the US but also the various countries. At the same time the efforts to export arms overseas are anticipated to be enhanced by the Japanese government and defense companies.
