A Development of the Design modification function for road construction project Cost management (도로분야 공사비정보 관리를 위한 설계변경 기능 개발)

  • 국토해양부는 지방국토관리청의 도로공사와 관련하여 발생하는 공사비 정보의 교환 및 공유를 목적으로 작업분류체계 기반의 공사비 관리 항목을 추가하여 전자설계도서 작성 납품 지침을 개정하였다. 이를 반영하고 문제점 개선 및 활성화를 위하여 5개 지방국토관리청에서 관리중인 10개 도로건설공사를 시범적용 사업으로 지정하여 발생하는 공사비 정보를 디지털 수량산출정보로 관리하고 있다. 시범사업을 진행하면서 건설공사에 발생하는 설계변경 업무를 전자화하여 관리하는 기능을 개발하고 추가 적용하였다. 이를 통해 건설사에서 생성한 설계변경 정보를 건설사와 발주처가 동일한 형태로 공사비 정보를 공유 및 관리 가능하도록 하였다.

  • 최근, 가상건설기법 혹은 BIM 도입에 의한 원가절감을 실현하기 위한 노력이 대형 시공사를 중심으로 다양한 분야에 시험 적용되고 있다. 본 연구에서는 가상건설 기법에 의한 토목 프로젝트의 적용사례를 분석하고 그에 따른 원가절감 방안을 분석하여, 향후 적용방향성 및 절차를 제시하고자 한다. 이를 위해 최근에 실제 수행된 토목분야의 가상건설기법 적용 결과를 분석하고 그에 따른 원가측면의 절감효과를 분야별로 평가하였다. 또한 이러한 평가결과를 바탕으로 보다 실질적이고 효과적인 원가절감 결과를 얻기 위해 발주처와 시공사의 단계별 가상건설기법 적용절차를 제시하고자 한다.

A Suggestion of a New Rock Mass Classification System (새로운 암반분류법의 제안)

  • The rock mass classification systems used in Korea are not standardized. And also the criteria values differ between agencies. So different opinions for rock mass classification can occur among engineers who participate in each design process. In this research, a new rock mass classification system was suggested to correct these problems. For this purpose, the criteria used in the Korean agencies were compared with the criteria used in foreign agencies and standard criteria were selected. Thereafter rational and objective criteria values were suggested quantitatively for the new classification system.

  • 코로나19 이후 건축사업계 비대면 작업 등의 필요성이 대두되면서, 스마트건설 플랫폼 기술인 BIM(Building Information Modeling, 건설정보모델링) 활성화에 관한 목소리도 높아지고 있다. 최근 한국건설기술연구원에서는 공공분야 BIM 기술의 성숙도를 4단계(레벨1~4)로 봤을 때, 우리나라의 평가치는 '레벨1' 초보 수준에 머물러 있다는 진단을 냈다. 이미 '레벨3' 수준에 진입한 영국 등 선진국보다 뒤처져 있다는 분석인데, 이는 2D 환경을 기반으로 설계 또는 시공업무에 대해 제한적으로 BIM을 적용하면서, 일정 규모 이상의 설계BIM만 의무화한 수준이기 때문이다. BIM 트렌드가 '기술개발'에서 '활용' 단계로 넘어가는 과정 가운데 건축분야에서의 활성화 방안은 무엇일까. 월간 '건축사'가 'WBIM(주.더블유빔)'사(社)의 이재환 대표를 만나 BIM의 현장 활용성, 그리고 적용 측면에서의 현실문제 등에 대한 현장 이야기를 들어봤다. 각종 개발사업과 설계파트를 지원하며 BIM전문가로 활동해 온 이재환 대표는 "기획단계부터 BIM을 활용하면 사업 진행 전 과정에서 실시간 검증이 가능하고 동시에 각종 아이디어를 효과적으로 적용할 수 있다"면서도 "활용성을 확보하려면 업계뿐 아니라 발주처, 감독 등도 BIM에 대한 이해도를 높여야 한다"고 말했다.

A Study on the Bidding Trends of the Private Consignment Service of Landscape Management (조경관리 민간위탁용역의 입찰추이에 관한 연구)

  • Based on the bidding data of the national marketplace for public procurement service from 2003 to 2015, this study investigated and analyzed the bidding trends of the landscape management public consignment service by analyzing total bidding, type, client, region, license. The results are as follows. First, the total number of bids for civilian consignment services in landscape management increased by 1,112 cases, corresponding to a 487.7% increase over 10 years, and the total bidding amount increased by 144,504 million won, corresponding to a 382.5% increase. Second, in 10 years, the proportion of landscape management in landscaping works increased by 10%, and the bidding amount increased by 3%. Third, in the analysis of bidding trends by type, green areas showed the greatest growth in the number of bids, while the greenery of buildings showed the highest increase in the bid amount. Fourth, local autonomous entities, Gyeonggi province, and the landscaping planting construction industry showed the highest increase in the number of bids and the amount in each field such as client, region, and license. In summary, the number of cases and the bidding amount is increasing year by year. Considering the increasing number of users and demands thereof, the number of bids and the amount of consignment service for landscape management will continue to increase. The purpose of this study is to investigate and systematically analyze the tendency of bidding for 10 years for the private consignment service of landscape management in the current situation, where the importance of landscape management is increasingly emphasized. Another purpose of this study is to discern the necessity of the landscape management business and to provide the basis for incorporating the landscape management business into the professional construction industry in the future, thus providing opportunities for widening the expertise and diversity of the landscaping field. For the following study, the legal basis of landscape management, qualification, equipment standards, calculation of management cost per unit, and the appropriateness of the management cost should be considered.

  • A typical construction project involves participation of various parties including clients, contractors, architects, and engineers for its successful completion, and yet has intrinsic differences of interests among the participants during the project execution period. A construction management (CM) services's role is then to resolve these differences of interests among the participants during the project execution, and lead the projects to its successful completion while representing the clients' demands and interests. The use of building information modeling (BIM) is increasing recently among construction projects, and those CM service companies are experiencing difficulties applying BIM. This is because the use of BIM in construction projects suggests a quite new set of operational paradigm. The purpose of this paper is then to review the recent cases of projects which used BIM; to analyze the these projects' processes; to reengineer the design phase process based on the lessons learned from recent BIM application; and to suggest a modified design phase process model that could improve the use of BIM and related coordination operations.

  • While there have many completions of large parks recently under development, there has been a dearth of quality assessments. Studies focused on post-evaluation have been made to resolve this, but most of these are biased toward user satisfaction after completion and therefore behaviour analysis has limitations on solving problemsduring the actual design implementation processes. Therefore, this study examined the internal phenomenon and structure of the implementation process of design competition through the ground theory and microscopic independent perspective. As a result, maintaining the identity and differentiation of parks derived from the preserved design competition scheme contributed greatly to completeness and satisfaction. Outcomes were mainly caused by the trust of public officials as the ordering organization, the will of policy decision-makers, and the competence of operational enterprises, etc. Negative factors such as undermining the whole concept of the park and landscape occurred as external pressure and related subjects intruded on change design factors due to variations in social conditions. Additionally, illogical construction processes occurred, such as a reinvestigation of the budget for restoration after damaging on original landscape. There have been needs for the improvement of the work processing system. On balance, an interventional role is very important in the park construction process, especially the PA and operation committee in terms of maintaining the basic direction, landscape design supervision for detailed designs, and expert construction management on LA in terms of rational work management in the field. The study, using the microscopic perspective of the designer and ground theory, deliver significant meaning as an early study by suggesting alternative methods for the after-evaluation of large parks and structurally looking into main influence factors driven during the construction process.

The Study on Analysis of the Claim Elements for Preventing the Potential Claim in a Large-Scale Turnkey-Base Building Project - Focused on Cases of Domestic Project - (대형 건축 턴키공사의 클레임예방을 위한 클레임 요인 분석에 관한 연구 - 국내 사례를 중심으로 -)

  • Turnkey projects accounting for some $10\%$ of the total volume of the projects in the domestic market have been often implemented without the process of full-scale review or study because of clients' lack of expert and expertise. Moreover, many projects have been executed under the terms and conditions of the contact which were found to be unilaterally in favor of the clients. The study, as part of effects to mitigate the claims that would possibly be caused by the potential problems with the typical turnkey projects, were intended to identify the elements of the claims virtually being occurred at the construction sites, and then analyze the degree of influence on the project so as to be able to incorporate the outcome into the plan at the working-levels. As a result of experts' review, through the survey, of the elements once extracted, those having relatively higher degrees of influence on turnkey projects were determined, and the investigation aimed at estimating the amount of claims in terms of value were conducted to eventually identify, evaluate and verify the elements that had affected the Project together with the degree of influence.

  • GS E&C applies TPMS(Total Project Management System) to all construction projects. This system is applied to all overseas projects, it is successfully used not only GS E&C but also subcontractors, vendors and clients. TPMS collects data spontaneously that is used to each participant, improves effectiveness in construction projects and gives transparency to all participants while sharing same information. This paper is aimed to share successful case study focusing on document management system, and how to develop TPMS in the future.

  • 중국심천 삼성코닝 프로젝트 (SSG Expansion Project)는 전문적인 건설인력이 없는 발주처를 대신하여 설계단계에서 최종 턴 오버(turn over)까지 건설 전 과정에 대하여 CM을 수행한 사례로서 한국기업이 중국에서의 CM 업무를 성공적으로 수행한 대표적인 사례이며, 대규모 공장건설에 있어 건설과 생산설비의 설치에 대한 종합적인 공정관리와 설계, 시공을 동시에 수행하는 Fast Track 방식에서 범할 수 있는 설계오류 및 풀질저하에 대한 사전 예측관리, 현지의 건설특성에 적합한 각종 공법 및 요소기술의 제시를 통한 시공성 향상, 원가절감, 공기단축에 기여로 유사 프로젝트 대비 4개월 이상 단축하여 성공적으로 제품을 생산하는 성과를 달성한 사례이다. 이에 본 연구에서는 프로젝트의 각 단계별 주요 CM업무 수행현황 및 중국건설의 특징을 고찰하고, 한국기업의 중국 CM시장 진출 가능성과 진출을 위한 사전준비에 필요한 사업 단계별 유의사항에 대한 검토를 목적으로 한다. 국내 건설경기가 침체되어 있는 현재 본 연구를 통하여 중국 건설현황에 대한 올바른 이해와 중국 CM시장의 진출 및 성공에 밑거름이 될 수 있기를 기대한다.
