Introduction to Current Status and Researches for Rock Engineering of Finnish Geological Disposal of Spent Fuel (핀란드의 사용후핵연료 지층처분 현황 및 암반공학 관련 연구소개)

  • This technical note describes the current status of Finnish radioactive waste disposal project which started to construct the repository for spent nuclear waste for the first time in the world. Finland started operating nuclear power plant in 1977 and is currently operating four nuclear power plants. After detailed site surveys started in 1993, Olkiluoto was finally selected by the parliament of Finland as the site for geological disposal in 2001 followed by a construction license in 2015. If the operating license is approved by the government in the 2020s, it would be the world's first case of geological disposal. In ONKALO, a site-specific underground research facility at the site of Olkiluoto, various studies were conducted to verify the safety of the repository. Finland uses the KBS-3 disposal concept, and Korea considers a similar disposal concept because of similar rock formations. The entire process in Finland including the operation status of intermediate and low-level waste disposal, site investigation and selection stages, and the latest rock mechanics and hydrogeological studies in ONKALO are presented. Suggestions for the radioactive waste disposal in Korea is given based on the Finnish case.

Regulatory Reform Proposals for the Korean Deep Sea Fishing Industry (원양어업(遠洋漁業)에 대한 정부규제(政府規制)의 개선방안(改善方案))

  • The basic purpose behind the Korean government's policy toward the Korean deep sea fishing industry is to limit growth of the industry. Therefore, the regulations on the industry are generally restrictive and interventionist. The policy is intended to maintain high domestic fish prices in order to protect the domestic coastal fishing industry. Some regulations have also been introduced to maintain "industrial order." Each fishing vessel must obtain a government permit for operation. The permit specifies the kind of fish it can catch, the area of sea in which it can operate, and the port at which it can unload its catches. The number of permits government issues each year is based on the estimates of the demand increase calculated by government officials, and the government traditionally has been fairly conservative in its estimation, reflecting its concern for fish price stabilization, which actually implies a gradual increase of the prices. There is also a restriction on importing vessels from abroad. This regulation is intended to protect the domestic shipbuilding industry. However, this regulation has resulted in an unusually high average age of Korean fishing vessels, causing fishing costs to rise. These regulations and the inflexible response of the regulators to changing circumstances have resulted in many problems: i) high domestic fish prices, which are, to some extent deliberately, inflated to three or four times the level of international prices, resulting in huge consumer welfare losses; ii) over-exploitation of coastal fish resources; iii) provision of a hospitable environment for inefficient firms to survive, which is especially evident from the fact that, despite the high fish prices in Korea, most of the firms in the industry do not enjoy high profitability. It also must be pointed out that the actual beneficiaries of the high fish prices are the large operators, who are protected from competition and provide most of the fish for domestic consumption, rather than the low-income fishing households and small coastal operators whom the policy was originally designed to help. This study proposes a set of regulatory reforms and policy changes which could Promote competition and equity within the industry and allow firms to reduce costs and increase productivity. Such changes can make the industry more efficient and internationally competitive. Major proposals are, among others: minimization of bureaucratic discretion in issuing fishing permits and maintaining transparency in the governments' decision-making processes; reduction of the government permit specifications and simplification of the operational categories within the industry; and removal of the restrictions on importing foreign fishing vessels.

Estimated Additional Number of Workers and Additional Collective Dose by Reducing Dose Limits (선량한도 하향이 방사선작업인력 및 집단선량에 미치는 영향예측)

  • An analysis has been performed to estimate the additional number of workers and the additional collective dose in man-cSv which would be required, nuclear industry-wide as a result of reducing individual dose limit. This analysis can be extended to the reduction in the dose limits recommended by ICRP Publ.60 and BEIR V report as well as the proposed dose limits by regulatory authorities. An industry-wide database was employed in the analysis based on a summary of industry-wide occupational radiation exposure compiled by the Korea Radioisotope Association. Correlation model was employed to compute the affects of setting specific annual individual dose limits. In this study, we have addressed worker non-productivity while in the radiation environment on a parametric or 'sensitivity analysis' basis. This alleviates the need for developing such data underlying a summation of many individual tasks at many nuclear facilities. It has the advantage that very low non-productivity assumptions can readily be defended as conservative, in that it is difficult to approach such low worker non-productivity factors even in the best of environments in any industry. On a per facility basis, for calendar year 1997, the number of workers required would be increased from 231 workers to 269 workers and collective man-cSv dose would be also increased by approximately fourteen percent if the individual dose limit was reduced to 2 cSv/y and an individual worker non-productivity fraction of 0.1 is assumed.

  • In this paper, Switching to digital TV broadcasting and mobile operators license expiration period of the frequency, time and 700MHz, 800MHz and 900MHz frequency band plan for the redistribution is actively being discussed. Redistribution policy direction of these frequency 800MHz (bandwidth 10MHz) integrated command frequency for wireless networks(i.e TETRA) is expected to be considered a redistribution. These Integrated Wireless Network Infrastructure configurations at the time and data communication capabilities of the system unwilling TETRA Release 2 standard for the system is presented. This system is analyzed that Release 1 of the existing system takes up more than 6 times the increase of frequency bands. Therefore, integration of the frequency band assigned to the command of a wireless network with the introduction of advanced systems will not be able to do. In this paper to the digital TV transition, and the policy based on analysis of trends in the 700MHz band for the integration of wireless networks, provides policy direction for the allocation plan.

The Actual Condition and Development Direction of A Community Child Center (전라북도 지역아동센터 현황과 발전방안)

  • This study assesses the current status of community child centers in Jeollabuk-do by analyzing data from evaluations of 225 centers in 2009. The results are as follows. First, as of 2004, there was a total of 37 Jeollabuk-do community child centers; the number has been increasing at a rate of 20~40% yearly. The number of community child centers has been increasing since government funding was implemented, especially as an authorization is not required to open a center. In order to prevent an excessive amount of childcare centers, and to ensure that new centers meet a standard of quality, it is necessary to examine replacing the current reporting system with an authorization system. Second, out the 6,144 children in the 255 centers, 1,711 children (27.8%) were not from low-income families. This may be positive in that children from various income level families are learning together. However, in order for the community child centers to operate as they were intended, it is necessary to reinforce the itemized regulations. Third, the community child centers scored relatively poorly in utilizing community and human resources. This is because although most Jeollabuk-do childcare centers are using volunteer personnel, they are not fully utilizing community resources. The governments of the cities and counties should support the community child centers by promoting their services and roles, and thereby enable the centers to develop a network of professionals in the community.

A Study on Investment Determinants by the Types of Start-up Accelerators (스타트업 액셀러레이터의 민간·공공 유형별 투자결정요인에 대한 연구)

  • Start-up accelerators are a new type of investor that provide mentoring, education and seed capital to start-ups for a fixed duration and receive a certain stake in them in return. They help start-ups achieve successful commercialization. With increase in performance visibility, the number of private and public sector accelerators rose across domestic and international markets. Private sector accelerators are established and operated by private entities while public sector accelerators are established and operated by the government. Both play complementary roles that are becoming increasingly important to start-ups. Therefore, this study aims to examine the differences in major operational goals and investment determinants between private and public sectors and to understand their implications. The results show that the private sector prioritizes profit generation through the investment, while the public sector aims to contribute to the development of high-growth start-ups, and create region-specific and technology-specific start-up ecosystems. Additionally, both groups consider customer needs the most important determinant. Public groups are more conservative in investments and tend to place importance on objective indicators such as patents, partners, mentors, and co-founders. Conversely, private groups value the capabilities of founders and their ease of collaboration with accelerators. These findings can help start-ups get support from public or private accelerators more easily. It will also help public and private accelerators refine the criteria for selecting start-ups.

Management Policy and Safety Problem of School Food Services (학교급식 안전 문제와 대책)

  • 우리나라 학교급식의 현재 성적표를 "양적 성공, 질적 실패"로 평가할 수 있다. 2003년 학교급식이 국가적 교육사업이 되어서 초 중 고 특수학교에서 전면급식이 이루어지고 10,343개교에서 704만명의 학생에게 급식을 제공하고 있다. 현재는 양질의 학교급식을 안전하고 저렴하게 공급하고, 국가식량정책과 연계하여 효율적으로 관리하여야 할 시기이다. 그러나 학교급식 소요경비 연 2조3천억원, 영양사 7,196명 등 63,145명이 종사하는 거대한 산업군이라는 규모에도 불구하고 전체 학교의 70%만이 식당시설을 갖추고 있고 급식 만족도가 학생이나 학부모의 기대에 미치지 못하고 있으며, 식중독 발생의 원흉이 되어 국민적 질책의 대상이 되고 있는 것이 현실이다. 이 문제는 1) 영양사 업무과중에 따른 시간부족, 영양사 지식정보 부족 등에 따른 식재료 및 위생관리 소홀, 2) 냉장, 냉동, 오염/비 오염 구획 등에 필요한 시설과 설비 부족, 3) 교육인적자원부의 급식위생관리의 전문성 부족과 담당 인력 및 정책적, 재정적 지원 부족을 원인으로 볼 수 있다. 학교급식 안전대책은 아래 20대 과제를 추진하여 확보하여야 할 것이다. 전략 1은 "우수한 식재료 위생관리"로서 "급식비 인상 및 현실화, 철저한 수입 농수축산물관리, 식재료 공급 및 전처리업 자유업에서 신고제, 허가제로 전환, GAP(우수농산물관리) 제도 도입, 생산이력제도(traceability) 도입, 급식원료 "품질인증 제도" 도입, 식품원료 전처리 시 세척, 소독프로그램 보급, 학교급식 식자재기준, 규격 설정, 과학적이고 쉬운 검수지침 개발 및 보급, 신속검사키트를 활용한 주기적인 미생물 검사 의무화, 위생 전문가에 의한 검수, 식재료별로 분산된 법령과 관리제도 정비(식품안전기본법), 급식식자재 공급 유통 과정의 감시 감독 강화" 등 13개 과제를 제안한다. 전략 2는 "급식위생 확보 인프라구측"으로서 "급식종사자 전문성 확보(조리/영양/위생), 급식전담기구(학교급식진흥원 /학교급식센터 등) 설치, 급식형태 다양화(위탁/직영 균형 발전), 학교급식법 재개정, 학교급식 HACCF제도 확대" 등 4개 과제를 제안한다. 전략 3은 "급식소 시설 설비 현대화 및 환경개선"으로서 "급식시설 설비 현대화 (전처리실, 냉장고, 온장고 구비 등), 급식소 환경 개선 (상수 사용 확대 및 안전강화, 지하수 소독 강화, 정화된 공기 공급 등)" 등 2개 과제를 제안한다. 전략4는 "급식위생제도 및 관리체계 개선"으로서 "전문적 단일기관 안전관리 (식품안전처)" 과제를 제안한다.

Transitions of Urban Parks in Busan noticed by the Chosun Planning Ordinance in the Japanese Colonial Period (일제강점기 조선시가지계획령에 고시된 부산 소재 도시공원의 변천)

  • This study investigated the process of change of 32 urban parks designated during the period of Japanese colonial rule according to growth and development of the city in Busan. Particularly, researching included analyizing books, notification, data, and documents relevant to the history of urban planning published by Busan city. As a result, Daejeong Park, Gokwan Park, and Yongdusan Park had been utilized by Japanese residents under the Japanese colonial rule before planning of urban parks, and 32 parks legally specified in 1944 were planned by considering the prevention against disasters. After emancipation, there were an unauthorized building, housing construction, business district, public office, and school facility in the sites of the parks due to the influence of the Korean War and reorganization of urban planning. The majority of parkways and small parks downtown were eliminated. However, unexecuted parks that the government had designed on the edge of town during the Japanese colonial period have become major parks downtown through the city's growth. Yeonji Park, Yangjeong Park, and Danggok Park have been being building as a business of parks for a comfortable city, forming downtown along with the Green-Busan Policy. Thus, 32 parks designated under the Japanese colonial rule have made or got out of use reflecting on the phases of the times of modern Korean society. It turns out that these parks need an investigation about condition for land possession and purchase of the site of the parks in order for social common capital.

A Comparative Study on the Type of Scenic Spots in Northeast Asia (동북아시아 명승 유형 비교연구)

  • This study was conducted for the purpose of pursuing the development of Korean scenic spots1) by comparing policies of preserving and maintaining scenic spots in Northeast Asia, especially in South Korea, Japan, Taiwan, China. The objects to be compared for this study were the concepts and designation criteria of scenic spots, the types and present conditions of designated scenic spots and the preservation policies and budgets for scenic spots and so on. As for the research methods, analyses of literary documents, domestic and oversea on-site surveys and mutually-comparative analyses of translated data from China, Taiwan and Japan, etc. were used for this study, and the main results obtained by those research methods can be summarized as blow. As for the present conditions of designated scenic spots, it was found that there were more natural scenic spots than natural ones in Korea, Taiwan and China, while there were more cultural heritages designated as scenic spots than natural heritages in Japan. With Tourism Development Ordinance additionally enacted, which involves the contents related to the permission of tourism development and investment for scenic spots, the Taiwanese government tries to activate tourist attractions by attracting private enterprises' investments. What is unique about Japan is that some places can be pre-designated as scenic spots through an education committee called 'Scenic Spot Designation Committee'. The study of the book was investigation analysis with the designated present situation and the actual situation of the northeastern Asian national natural beauty spot. The type of Korea natural beauty spot resources and the appointment. I was going to offer it with a basic document to expect a designated standard and the designated activation of the Korea natural beauty spot.

Leisure Riding Activation Plan of the Jeju Horse designated industrial zones (말 산업특구 지정에 따른 제주도 레저승마 활성화 방안)

  • Jeju-do was designated as the 'first horse industry special zone' in 2014, followed by additional designation of horse industry special zones in Icheon, Yongin of Gyeonggi-do and Gyeongsangbuk-do in 2015. As a result, horses have become no more synonymous with Jeju-do. Jeju-do may see its competitive edge becoming blunt, compared to other local governments, due to its environmental characteristics and accessibility. The Korean proverb, "Send people to Seoul and horses to Jeju-do", has become an old saying that does not match reality. However, Jeju-do, designated as the first horse industry special zone, is expected to play a leading role in cultivation of domestic horse industry and faces a challenge of creating exemplary cases of success in transforming horse industry into the senary (6th) industry. In addition, KRW 114.2 billion is planned to be invested into 35 projects covering 9 sectors, including supply of elite domestic racing horses, expansion of demand basis for horse-riding, cultivation of horse meat industry, etc., by 2017 as envisioned by the horse industry special zone promotion plan. Despite expansion of facilities and demand base for horse-riding, those at the sites point out that government support at policy level has not come home to their hearts and criticism has been mounting that project efficiency remains low. Factors hindering the growth of horse industry, which have come to the fore, include inadequate supply of horse-riding facilities, limitation to expansion of demand for horse-riding, etc., due to excessive regulation. Advancement of horse industry requires wide-ranging deregulation on investment related to horse industry, including horse breeding and horse-riding facility installation, etc. Regulation which is deemed to be the biggest stumbling block to advancement of horse industry is related to the regulation requiring formation of farmland at horse-riding facilities in farming and fishery villages. Along with improvement in such regulations, horse-riding facilities without license should be legalized to promote qualitative growth of horse-riding industry. Moreover, efforts should be made to develop and deploy instructors with horse-riding license in order to develop horse-riding into a full-fledged leisure beyond simple experience auxiliary to tourism, thus ensuring that people can enjoy leisure style horse-riding regularly in safe and healthy manners. It would be necessary to add fresh momentum into efforts to turn Jeju-do into the hub of well-being leisure horse-riding by pooling our wisdom.
