A notable recent change in Korean social service delivery is adopting voucher system. A significant portion of foreign literature suggests that the structure of service provision is critical to enhance consumer choice in voucher-based social service delivery system. As domestic research on voucher operation system is very limited, little is known about voucher-based social service provision structure and operating system. Given these limitations in the domestic literature, this study aims to examine the status and effectiveness of voucher-based system with specific focuses on the provision structure of early intervention service for children at the risk of ADHD. Data were collected from 194 service providers across the nation. Based on Cave's analytic paradigm on voucher operating system, data analyses were done to examine (1) the influence of adopting voucher system on service provision system and (2) whether consumer choice has been increased or not. The results indicated that (1) adopting voucher have brought into diversification of service providers, but (2) consumer choice is still limited. Based on these results, future directions for voucher-related policy were discussed.

The importance of voucher service evaluation is increasing with the expansion of voucher, but the previous studies on performance evaluation could not reflect the characteristics of voucher. But there is no study on the factors affecting voucher performance. Thus, this study focuses on the empirical analysis of voucher program performance and analysed the factors affecting voucher satisfaction. Data used in this study is collected form 70 social service agencies that deliver voucher service and 1445 service users in Community-Development voucher service in Community Service Investment Program. The methods applied in this study are Hierarchial Linear Model(HLM) using service user variables(level 1) and service agency variables(level 2). These variables are extracted from the previous studies on performance of social welfare service and voucher service. The findings show that user's satisfaction is influenced by level 1 variables such as sex, need and also influenced by level 2 variables of service type and area* organization type. On these analysis, this study gives policy implication.

에너지바우처 사업은 해마다 지원 예산의 규모를 증액하고 대상 가구원 특성 기준을 추가하는 등 지속적인 노력에도 불구하고 현재 에너지바우처 사용률은 전국 평균 약 81.8%로 여전히 목표치에는 못 미치는 상황이다. 본 논문에서는 2015년 최초 시행 이후부터 누적된 에너지바우처의 데이터와 에너지연료비(유가 정보, 지역 난방비 등), 기상청의 개방된 기상자료(기상특보, 예보), 한전의 실시간 전력 소비데이터 등 타 정보를 결합하여 인공지능 기반 데이터 분석으로 에너지바우처 사용률을 높여 사용률 저조 원인을 분석하고 이를 기반으로 위험 가구에 대한 사전 탐지와 관리를 위한 시스템을 제안한다. 향후, 제안 시스템의 현실적인 운영을 위해서는 사용률과 연관된 다양한 변수에 대한 분석과 시스템 성능평가가 필요하다.

In this paper, I tried to analyze objectively the structural relation among market directivity, study directivity, and achievement of organization which are intended to equip competitive power of social welfare organization on the social service market centrally formed by the voucher business. Data collection objectives is consist of 7 metropolitan cities social welfare organizations, performing voucher businesses of the Ministry of Health and Welfare, and data is secured from 203 institutions. Some basic technological statistics and regression analysis employing structural equation was used for analysing data. Analyzed result, the structural relation among market directivity and study directivity and organizational performance is appeared meaningfully according to the fact that goodness of fit coefficients is TLI = .86, CFI = .89, RMSEA = .02. With respect to achievement of organization, market directivity and study directivity are all confirmed as positively influenced. The results of analysis about whether market directivity and study directivity for achievement of organization is direct effect or indirect effect shows that market directivity and study directivity are all influenced both directly to organizational performance, and as parameter. By the results of this research, social welfare organizations performing voucher business are to have practical implication requiring organization learning needed collecting and sharing the relevant information and organizational response toward voucher social service market.

With the expansion of Voucher program, academic and practical concerns of performance evaluation of voucher service has been more emphasized. Accordingly, client satisfaction survey are expanding these days, but the study of client satisfaction as a performance indicator aimed at service client has not been yet conducted systematically. The purpose of this study is to develop Satisfaction Index, targeting at client of community-development voucher program in Community Service Investment Project conducted by the Ministry of Health and Welfare. Data were collected from 1800 client of community-development voucher program. This study summarized theoretically many kinds of satisfaction measurement and composed the Satisfaction Index reflecting characteristics of Voucher. By the item analysis and reliability analysis, the element satisfaction was identified as homogeneous items. General satisfaction were obtained using element satisfaction and overall satisfaction, it was found to be valid through the evaluation of convergent and discriminant validity as a tool for satisfaction. This study suggest using the '1step weighted approach' than '2step weighted approach' having weakness of complex overlapping manner.

The purpose of this study is to identify factors that affect the cost of rehabilitation services for people with congenital disabilities. The subjects of this study were 712 persons who had a disability from prenatal life from data of the 2020 National Survey of the Disabled Persons. 19-40 years, middle-class economic status, monthly family income level, use of vouchers, satisfaction with service institutions, autistic disability types significantly contributed to the cost of rehabilitation services. Among them use of vouchers had the greatest influence on the cost of rehabilitation services. Therefore, in order to reduce the cost of rehabilitation services for people with the congenital disabilities, it is suggested to improve the target of the voucher program and to establish a rehabilitation service support system for the entire life span.

In Korea, nearly 100 billion won is spent annually under the name of energy voucher on 600,000 households for the last five years, and this is a unique case and hard to monitor worldwide. Therefore, no studies have been conducted to assess impacts of the energy voucher on energy consumption and cost burden alleviation for beneficiaries. This paper aims to demonstrate the effectiveness of energy vouchers in terms of energy expense. The propensity score matching was conducted on samples of low-income households based on the Korea Welfare Panel. Then, simple Difference-In-Differences and Fixed-Effect Difference-In-Differences models were applied to estimate the effect of energy vouchers. In results, the beneficiaries of energy vouchers would spend an additional 4,371~4,870 won per month on energy consumption. The ratio is equivalent to 51.9~57.7 percent of the aid, which is also the highest when compared with 23~56 percent of U.S. Food Stamp. In terms of energy welfare, voucher payment could become one of the best management practices. However, identifying the blind spots as non-reciprocal households and expanding the differential support mechanism that reflects the energy consumption environment should be solved in the future.

In the recent pandemic situation, importance of artificial intelligence has been highlighted and major countries are making efforts to secure leadership in AI technology. The Korean government has been continuously expanding government investment to secure technological competitiveness. Despite the importance of efficient operation strategies for government-supported projects, related discussions rarely existed. Therefore, this study aims to analyze the AI voucher support project, which is a representative government project in the AI field, and to suggest improvement plans. An interview with AI solution companies was conducted, and issues in the process of promoting AI voucher support projects were identified through content analysis. Based on the analysis results, improvement plans were presented in stages of project preparation, progression, termination, and follow-up management. This study has significance in suggesting improvement plans for the government support project for the successful growth of the AI industry at a time when the importance of AI is increasing.

In a situation where digital transformation using artificial intelligence is active around the world, the growth of domestic AI companies or AI industrial ecosystems is slow. Where a large amount of government funds related to AI are being invested to overcome the difficult economic situation, systematic research on the effect is insufficient. So, this study aimed to examine the policy effectiveness of the government artificial intelligence solution voucher support project for small and medium-sized enterprises (SMEs) using Propensity Score Matching (PSM) and Difference-in-Differences (DID) on the financial performance of beneficiary companies. For empirical analysis, PSM-DID analysis was performed using sales performance since 2019 for 461 companies with a history of voucher support among the AI SMEs data released by the National IT Industry Promotion Agency. As a result of the analysis, the beneficiary companies' asset growth, salary, and R&D expenses increased overall after government support, and no significant contribution could be confirmed in terms of profits. This study suggests that the voucher policy business directly contributed to the company's growth in the short term, but it requires a certain period of time to generate profits.

The purpose of this study is to examine the job characteristics of care workers in elderly care voucher service emphasizing a social service quality management approach. The study sample was composed of randomly-selected 233 centers which dispatched care staffs to clients' home. Descriptive analyses were performed for examining the unique aspects of relationship-based labor of care staffs, and logistic regression analyses were performed for investigating the association between service quality structure and human right violation against staffs. As the first empirical study focusing on staff-side service quality factors, this study found out that human right violation against staffs was mainly influenced by record-keeping and document management capacity of center, risk protection under insurance, compliance of standard contract procedure, and regular supervision. These results suggest particular policy attention should be given to basic protection for and set-up of core activity boundaries of care workers as well as clients-centered rights both for preventing human right violation and improving overall social service quality.
