  • Offshore wind power structures are subject to coastal hydrodynamic loading such as wind and wave loads. A considerable number of turbines have been installed in Europe, but so far none in Korea. Interest in offshore wind energy is growing in Korea, and it is expected that projects will reach the design stage in the near future. This paper discusses the level of structural reliability implied by the design rules of ABS(2010, 2013) and IEC(2009). Metocean conditions in 4 Korean seas(Gunsan, HeMOSU 1, Mokpo, Jeju) were used in the calibrations to calculate the aerodynamic and hydrodynamic loads as well as the structural responses of the typical designs of offshore wind turbines. Due to the higher variability of the wind and wave climate in hurricane-prone areas, applying IEC strength design criteria in combination with Korea west sea conditions could result in a design with much lower reliability index than what is anticipated from a design in European waters. To achieve the same level of safety as those in European waters, application of ABS 100 year design standards are recommended. Level-1 reliability-based design suitable for the Korean sea state conditions should be introduced because the IEC standards does not consider the typhoon effects in depth and the ABS standards is a WSD design method. In addition, the design equation should be established based on the statistical characteristics of the wind and wave loads of the Korean sea areas.

  • In this study, spectral analysis was conducted to identify environmental factors af ecting short-term changes in water temperature in the East, West and South coasts of Korea. The data used in the spectrum analysis is the 2016 summer water temperature, air temperature, tide level and wind data provided by Korea Hydrographic & Oceanographic Agency. In power spectrum results, peaks of water temperature and tide level were observed at same periods in West Sea (Incheon, Pyeungteak, Gunsan and Mokpo) and South Sea (Wando, Goheung, Yeosu, Tongyeong and Masan) where mean tidal range was more than 100 cm. On the other hand, periodicity of water temperature did not appear in East Sea and Busan where the mean tidal range was small. Coherence analysis showed that water temperature was highly correlated with tide in West Sea and three stations(Wando, Goheung and Tongyeong) of South Sea. Especially, correlation between water temperature and tide level in Wando and Tongyeong presented 0.96 at semi-diurnal period. Water temperature in Yeosu seems to have influenced by tide and inflow of fresh water. In Masan, water temperature is influenced by south wind, tide and inflow of fresh water. In East Sea, influence of tide on water temperature is small due to current and small tidal range. As a result of comparing the time series graph, stations where the correlation between water temperature and tide is high show that relatively cold water was inputted at flood tide and flow out at ebb tide. short-term variation of water temperature was affected by tide, but long-term variation over a month was affected by air temperature.

  • The observation of liquid water content(LWC) and the estimation of precipitation enhancement by cloud seeding were made over the Andong in Korea from March 1997 through Feb 1998. A dual-channel microwave radiometer was used to measure the liquid water content and water vapor. It was shown that the 90% of observational period had the amount of less than 0.1 mm in LWC, and that the amount of precipitation was proportionally increased to liquid water content. The amount of LWC has maximum in summer and minimum in winter. The content of liquid cloud water was showed higher value from the time of 12 to the time of 17 except for summer season in which it extremely fluctuated with a large precipitation. The majority of liquid water content over the area occurred with westerly and southwesterly wind which were flowed from the Sobaek mountain. The ratio of horizontal LWC flux and vertical precipitation flux, $P_{en}$ is almost ranked in the interval of 0.0~0.5 with maximum of 0.5 in spring, 0.2 in summer and fall, and 0.1 in winter. Accordingly, it is estimated that the potential enhancement of precipitation over Andong area by cloud seeding has high value in spring with westerly wind.

  • Wet canopy evaporation ($E_{WC}$) has been recognized as a significant component of total evapotranspiration, especially in forests and therefore it is critical to accurately assess $E_{WC}$ to understand forest hydrological cycle. In this review, I focused on the measurement methods and evaluating the magnitudes of $E_{WC}$ at diverse forest types (e.g., deciduous, coniferous, mixed, and rain forests). I also present the general issues to be considered for $E_{WC}$ measurements. The commonly used measurement methods for $E_{WC}$ include the water balance, energy balance, and the Penman-Monteith (PM) methods. The magnitudes of $E_{WC}$ ranged from 5 to 54% of precipitation based on the literature review, showing a large variation even for a similar forest type possibly related to canopy structure, rainfall intensity, and other meteorological conditions. Therefore, it is difficult to draw a general conclusion on the contribution of $E_{WC}$ to evapotranspiration from a particular forest type. Errors can arise from the measurements of precipitation (due to varying wind effect) and throughfall (due to spatial variability caused by canopy structure) for water balance method, the measurements of sensible heat flux and heat storage for energy balance method, and the estimation of aerodynamic conductance and unaccounted sensible heat advection for the PM method. For a reliable estimation of $E_{WC}$, the combination of ecohydrological and micrometeorological methods is recommended.

  • The variations of monthly mean sea levels along the coast of Korea anre studied graphic and harmonic methods with the data from 9 tides stations and compared with the variations of atmospheric pressure and the changes in density of sea water measured near some of the stations. The monthly mean sea level generally rises in Summer to Autumn, and falls in Winter to Spring and its range is from 20 cm to 50 cm. The variation of monthly mean sea level is of annual type, having one maximum and one minimum. The semi-range of annual components is 10.5 cm at Pusan and increases to the north in the west coast, to 20.8 cm at Inchon. It's phase is, on the whole, similar for the entire coast with about 210 (middle of August), except at Inchon, 200 . The variation of monthly mean sea level is mainly isostatic, or caused by those of sea water density and atmospheric pressure. Especially, the steric effect is predominant on the south- east coast around Pusan. However, in shallow long bays and estuaries on the west coast, the river runoff effect as well as local wind effect is also considerable. Magnitudes of annual variations at each stations are not constant, but widely variable from year to year. On the east and south coast, especially at Ulneungdo and Pusan the variations are large, which seem to be connected with the shifting of main current axes or current patterns in the offing.

  • The spatiotemporal distribution of resuspended solid on the shelf of the southern Yellow Sea and the northern East China Sea was studied. The sea surface reflectance imageries obtained by remote sensing using satellite at channels of red (620~670nm), green(545~565nm) and blue(459~479nm) from Terra MODIS were used to explain the front of the high concentration suspended solid(SS) on the shelf in the East China Sea. The horizontal distribution of the resuspended solid was depended on the wind force, tidal current and stratification of water. The horizontal distribution areas of the resuspended solid in winter season during January~April, 2002 were three times wider than those in summer season during June~September, 2001.

  • We studied on the relationship between oceanic variation in the offshore and abnormal sea surface temperature rise in the coastal area of the Yellow Sea using a variety of satellite and in-situ data during winter 2004. In results of the satellite data, the average value of sea surface temperature in the Yellow Sea for 2003 was $10^{\circ}C$, and the average value of sea surface temperature for 2004 was $13^{\circ}C$. It was higher than those of the last year about $3^{\circ}C$. In results of the in-situ data, the average value of surface layer temperature in the Yellow Sea for 2003 was $9.85^{\circ}C$, and the average value of surface layer temperature for 2004 was $12.17^{\circ}C$. In the same satellite data, it was higher than those of the last year about $3^{\circ}C$. In results of the T-S diagram, we divided definitely into water mass of the Yellow Sea and the East China Sea in 2003. But we didn't divide definitely into water mass of the Yellow Sea and the East China Sea in 2004. The average values of air temperature and wind speed for 2003 were $5.23^{\circ}C$ and 4.81 m/s, respectively. And, the average values of air temperature and wind speed for 2004 were $5.61^{\circ}C$ and 4.52 m/s, respectively. So, These were similar. But the wind directions for 2003 were superior northwestern wind, and the wind directions for 2004 were various northern wind. The wind directions were different from each other. Therefore, the abnormal sea surface temperature rise in the coastal area of the Yellow Sea during winter 2004 were better related to oceanic variation in the offshore than influences of atmosphere. In the future, We will do in-depth study for these.

  • To understand the development mechanism of the aerosols in the surface boundary layer, the variation in the aerosol number concentration due to the divergence and convergence of the wind fields was investigated. The aerosol number concentration was measured in the size ranges of $0.3{\sim}10.0{\mu}m$ using a laser particle counter(LPC) from 0000 LST on 03 Feb. to 0600 LST on 07 Feb. 2004 at Mokpo in Korea during snowfall. The Velocity Azimuth Display(VAD) technique was used to retrieve the radar wind fields such as the horizontal wind field, divergence, and deformations including the vertical air velocity from a single Doppler radar. As a result, the distribution of the aerosol number concentration is apparently different for particles larger than $1{\mu}m$ during snowfall, and it has a tendency to increase at the beginning of the snowfall. The increase and decrease in the aerosol concentration due to the convergence and divergence of the wind fields corresponded to the particles with diameters greater than $1{\mu}m$. It is found that the fluctuations in the aerosol number concentration are well correlated with the development and dissipation of snowfall radar echoes due to the convergence and divergence of horizontal wind fields near the surface boundary layer in the inland during the snowfall.

  • In the most of speaker recognition system, speaker's characteristics is extracted from acoustic parameter by speech analysis and we make speaker's reference pattern. Parameters used in speaker recognition system are desirable expressing speaker's characteristics fully and being a few difference whenever it is spoken. Therefore we su99est following to solve this problem. This paper is proposed to use strong spectrum characteristic in non-noise circumstance and prosodic information in noise circumstance. In a stage of making code book, we make the number of data we need to combine spectrum characteristic and Prosodic information. We decide acceptance or rejection comparing test pattern and each model distance. As a result, we obtained more improved recognition rate than we use spectrum and prosodic information especially we obtained stational recognition rate in noise circumstance.
