클라우드 컴퓨팅 서비스의 많은 장점에도 불구하고 아직 기업들이 서비스의 가용성 및 데이터 보안, 자사 데이터에 대한 통제권 확보, 종속성 등의 문제로 클라우드 컴퓨팅 서비스의 이용을 꺼리고 있다. 이 같은 문제들은 기술개발, 표준화, 표준약관, 서비스수준협약(SLA) 등으로 어느 정도 해결이 가능하다 그러나 데이터가 여러 국가에 복제되어 분산 저장될 경우 데이터의 국외이전 금지 문제, 데이터의 보관 및 파기 의무, IT 컴플라이언스 수탁자의 불법행위에 대한 위탁자의 책임, 자신의 데이터센터에 저장된 불법정보에 대한 클라우드 서비스제공자의 책임범위, 클라우드 서비스제공자의 책임제한 등 현행법상의 법적 규제와 충돌되는 부분에 대해서는 법. 제도적 접근과 검토가 필요하다. 클라우드 컴퓨팅 산업의 촉진 및 이용 활성화를 위해서는 구체적으로 다음과 같은 사항이 법 제도적으로 검토되어야 한다. (1) 클라우드 서비스나 솔루션을 시험할 수 있는 테스트베드 구축 등 시범사업 근거 마련, (2) 분야별 특화된 클라우드 서비스 모델 개발 및 사업화를 위한정부시책 추진 및 지원 근거 마련, (3) 민 관의 포괄적 협력 기반조성 및 정부의 기술 개발연구 지원체계 마련, (4) 사전 인증 및 사후 보증체계 구축을 통한 클라우드 서비스의 신뢰성 및 안정성 제고, (5) 클라우드 서비스의 상호운용성 확보를 위한 표준화, (6) 클라우드 컴퓨팅의 정보보안, 개인정보보호 등 각종 법률 이슈와 예상되는 다양한 이해관계 충돌 문제에 대응할 수 있도록 서비스제공자와 이용자 대상의 지침 근거 마련, (7) 클라우드 속에 있는 기업의 정보지산에 대한 접근권 보장, (8) 정보자산의 실제 위치와 선택권 보장, (9) 정보자산의 부적절한 접근 방지와 오남용 방지, (10) 클라우드 서비스 제공기업 또는 서비스 자체의 영속성 보장, (11) 서비스 장애 책임범위와 분담, (12) 소프트웨어 라이선스 등에 대한 규정이 고려되어야 한다.

Currently, the Metaverse is introduced in various fields, and a virtual convergence economy that uses NFTs for content or item transactions is expected to develop into a 'metaverse environment'. The 'metaverse environment' will lead the changes in our society in the future and it will be fused with AI, big data, cloud, IoT, block chain, and next-generation network technology. However, personal information, device information, and behavior information provided by Metaverse users to use the service are subject to major attacks. Therefore, in order to provide a safe environment for users to use and to expand the business base of related companies, building a public-private cooperation system and developing a security guide are the leading tasks. Therefore, in this study, we compare and analyze metaverse features and technologies, and examine possible security threats and countermeasures.

이 연구는 자치경찰제도 도입에 따른 재난대응 실태를 살펴보고 개선방안을 제시하기 위한 목적의 연구로서 연구의 완성을 위하여 경찰의 재난대응 매뉴얼과 관련 통계자료, 법령 등을 종합적으로 검토하여 개선하는 방안을 제시하고자 한다. 자치경찰제도가 도입됨에 따라 기존의 범죄예방 및 기타 치안서비스 제공 시스템에 많은 변화가 발생하였다. 자치경찰제도는 기존의 중앙통제식 경찰제도에서 벗어나 각 지역의 실정에 맞도록 경찰을 운용하는 방식이다. 이러한 자치경찰제도 도입에 따라 많은 기대와 우려가 공존하고 있는 상황에서 자치경찰제도의 취약점이라고 볼 수 있는 대규모 인력이 동원 상황 발생 시 대응에 대하여 여전히 의문을 가지고 있다. 그 중 대형 대난 발생 시 자치경찰의 역할이 대하여 살펴본 결과, 현재 경찰이 대형재난 발생 시 대형재난 현장에서 2차 피해 예방을 위한 현장 통제 및 추가적인 재난 피해 예방, 요구호자 구조 등의 업무를 수행한다. 그러나, 자치경찰의 경우 대규모 재난에 대응하기가 쉽지 않은 탓에 대형재난에 취약할 수 밖에 없기 때문에 이 연구에서는 대형 재난 발생 시 기본적인 경찰의 재난 현장 통제 및 2차 피해 예방활동과 함께 인근 지역 자치경찰과 협동 재난 대응 활동 및 컨트롤 타워 등 제안과 같은 방안을 제안하였다.

The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.

This study aims to explore structural properties and central actors of the local water policy system through a network approach, and to suggest practical implications for establishing collaborative water governance at the local level. Especially, this study conducts a social network analysis to empirically analyze the actors' roles and relationships of water management in Jeju Special Self-Governing Province and represent them with sociograms. In this study, the local water management network is divided into two dimensions: official work network, public-private policy network based on information-sharing and consultation. Also, the networks are divided into a whole network and two sectoral networks(water-use/water-quality). This study found some meaningful differences of structural properties and central actors not only in the official work networks and the policy networks but also in the water-use networks and the water-quality networks. Thus, public managers should diagnose and manage the relational properties among multiple stakeholders in local water sector through a network perspective. In particular, (1)co-operation between the administrative departments responsible for water-use and water-quality, and (2)information-sharing and consultation among public and private stakeholders should be improved to establish collaborative local water governance.

This study proposes a customized SNS operational strategy for special libraries based on a case study on the Ocean Science Library (OSL) of South Korea. The study conducted an in-depth analysis on an organizational structure, manpower, contents, and promotion. The outcome of SNS operational strategy deducted from this study can be categorized into several items, including: (1) a selection of an appropriate SNS channel, which meets the objective of the operation; (2) a formal division of works for SNS operation; (3) a designation of full-time managers and an establishment of a task force team; (4) a specialization of contents according to specific subjects; (5) on/off-line promotions focused on events, which encourage participations; (6) an improvement of contents through regular log analyses; and (7) a promotion of library website access through SNS, and so on. This research also suggested the strategies for the development of SNS operation: strengthening of communication and cooperation among librarians; distribution of academic and research outcomes of the umbrella organization; enhancement of a role as a communication channel between librarians and users, and carry out a role as a 'social curator.'

The U.S. security regulation is under the influence of each state's law; however, they are mostly similar. Among many states which has the longest history of security regulation in the U.S., state of New York has been shown security regulation for a long time. The state of New York has been emphasized the importance of security significantly because it is economically, culturally, and internationally important place at the same time. New York's state law of security business includes: 1. private investigators and bail enforcement agents and watch, guard or patrol agencies license law. 2. Security guard act of 1992~,3. Title 19 New York State's code of rules and regulation (NYCRR). The law of New York City's private security could inspire Korean private security law in many ways. First, administration of professional law and variety of licensure could be an inspiration to the Korean security services. Second, there are intimate partnership between police and private security in the U.S. New York police's private security partnership has been started since 1986 by Area Police/Private Security Liaison (APPL program) and there are about 1,300 of security companies participating. This program provides not only the simple partnership but also giving essential information for promoting public safety.

The purpose of this paper is to suggest advanced methods for the promotion of a reading culture for children and young adults. For this purpose, the study investigated and analyzed domestic and overseas reading policies and activities, and collected extensive opinions from public officials, teachers, librarians, activists of reading campaign, parents, children, and young adults. Based on the results, this study proposes the following: to establish the basic policy direction, to build the infrastructure of reading culture environment, to set up the dedicated organization, and to suggest the vision, goal, strategies, and tasks on the promotion of a reading culture for children and young adults.

In the military logistics, the Outsourcing such as 3PL (3rd Party Logistics) and 4PL has emerged recently as an important agenda. However, when 3PL applied prematurely, side effects will occur such as the loss of combat power in wartime, the security vulnerabilities and the high cost by a small amount of military order. Recently, the developed countries such as the United States and the Britain want to compensate for these side effects. Therefore, They are developing the private-public competitive sourcing concept for the complementary partnership and the foster competition with the private sector. To apply this concept to the Korean Military, they need to be reorganized and promote the efficiency in the military logistics. Especially, the transportation sector. Therefore, this study, which is focused on the transportation sector, offers two kinds of measures to improve such as the Dual Pallet Standard (T11, T12) and the PLS(Palletized Loading System) truck system. Finally, these improvements will be analyzed by the simulation in this paper.

The Army, which is dreaming of a military leap forward through the fourth industrial revolution, needs to also consider the side effects and adverse functions of the fourth industrial revolution.
