Korean Politics of 20 years after Democratic Transition: Delayed Reform and New Challenge (민주화 20년의 한국정치: 지체된 개혁과 전환기의 혼돈)

  • 20 years has passed since June democratization movement of 1987 that made the representative system worked democratically on the basis of free election politics. So far, democratic movement bloc has been elected to government power at least two times. Conservative bloc of old ruling forces made a peaceful re-turn-over and grasped the government power. It looks that electoral democracy has been working very well. But people's distrust in Korean politics is not decreasing. Recently, crisis of representation is discussed. Korean representative system faces the dual tasks. One originates from the delay of institutional reform, another from the change of political circumstances. This paper diagnose the Korean representative democracy of today, focusing on those dual tasks. Especially, it is proposed to reform the present Korean presidentialism of winner-takes-all power structure. It is also to resolve the problem of Korean parliamentary politics deeply depending on the presidency.

Political Change in Thailand and the Philippines: Democratic Recession? Returning to Authoritarianism? (태국과 필리핀의 정치변동: 민주화의 후퇴? 재권위주의화?)

  • The purpose of this article is to verify whether recent political change in Thailand and the Philippines is temporarily shown "democratic recession" or "returning to authoritarianism". For the purpose this research establishes three propositions based on previous academic researches of political change. The is to verify characteristics of liberal democracy based on democratic procedures and institutions as well as civilian control over the military. The is to analyze the characteristics of authoritarianism such as the control over individual freedom and rights, concentration of power, and populist ruling behavior contrary to constitutionalism. The last one, , is to check either the coincidence or discrepancy between democratic institutions and popular understanding of democracy during democratic transitions. The finding through testing those propositions is that recent political change in two countries is more likely "returing to authoritarianism" rather than provisional "democratic recession". Implications of the finding has two aspects. One is that the only change in democratic procedures and institutions including the competition among political parties and peaceful change of governments are not enough to ensure a successful transition to liberal democracy. The other is that a half-democracy lacking the change of popular understanding and belief toward democracy as well as democratic practices cannot survive long enough. These are confirmed through this study on the cases of Thailand and the Philippines.

Expansion of the Value and Prospect of the Human Rights Documentary Heritage : Focusing on the 5·18 archives (인권기록유산 가치와 지평의 확산 5·18민주화운동기록물을 중심으로)

  • Struggles to gain acknowledgement of identity have a characteristic of movement to recover human dignity. Participants in this movement come to confirm themselves as the subject of rights and communicate one another, free from oppression. Being guaranteed the opportunity to participate in the public opinion formation process is an indispensable element of human rights. In 1980, though it was short and incomplete, Gwangju experienced communal autonomy under the condition that state power was temporarily stopped. The contents and memories of the Gwangju Democratization Movement that intended to protect autonomy of civil society, resisting pillage of state power, remain intact in the 1980 Archives for the May 18th. The 5.18 archives were registered in UNESCO's Memory of the World in 2011, with its value of human rights and protection of democracy being acknowledged. The 5.18 archives have memories of resistance and struggles for justice, and sacrifices and pains of citizens under oppressive political authority in Gwangju, 1980. Thus, these archives are related to the historical struggles for democracy, and suggest a lesson on the transition process towards democracy to us. Preservation and utilization of the documentary heritage constantly lead the memories of historical events to the present, and enable exchanges of experiences and ideas between the present and the future. This study, through the process of UNESCO's Memory of the World registration and post-registration process, beyond the value of archives, tries to examine how historical events are led to the present, through the archives and to discuss the other values of archives.

Analysis of political conducts of the political players on privitization of healthcare service and public healthcare service after the democratization (민주화 이후 정치행위자들의 의료민영화 및 의료공공성 관련 정치적 행위 분석)

  • This paper analyzed experientially political conducts of the political players on privitization of healthcare service and public healthcare sercive aftrer the democratization in order to determine the influence of democracy on the development of a welfare state. For this purpose, the contents of the major daily newspaper reports from 1993 to 2012 were analyzed. As a result of such analysis, it was found that the political parties did not drive the policy even after the democratization reflecting the demands of the people, political parties had a strong conservative stance and did not show a consistent ideological inclination in their policies. Second, even though the role of the civic movement in the public healthcare service issue became larger after the democratization, policy decisions were driven by the government in an authoritative manner. In addition, the degree of contribution by the civic movements to the development of public healthcare service did not offset the influence of the president and the finance ministry on the development of privatization. Third, both the development of public healthcare service and privatization progressed simultaneously under the Kim Dae Jung, Rho Mu Hyun and Lee Myung Bak administrations after the democratization and it is thus difficult to argue that the qualitative nature as a welfare state was changed after the democratization. However, the degree of development as a welfare state differed depending on the ideological inclination of the presidents, the capacity of the welfare ministry and the ministry that drove the privatization.

  • ICT industry in Korea was constituted an industry in early 1980's and has been growing more and more since then. In the process of this growth, most of the large ICT companies in Chaebeols has been absorbing in undemocratic economic behaviors. As a result, the sales and the profit of Cheabeols and large companies has been increasing by geometrical progression, but most of small and medium cooperative companies of these big corporations have been eking a scanty existence. And many of them had gone belly up. This article will propose the digital economic democratization as an alternative to overcome the present undemocratic economic situation in the digital economic field and to develop the healthy ICT industry, and to preliminarily study the concept, elements and meaning of the digital economic democratization.

Does IT ODA Promote Democracy in Developing Countries? : A challenge to optimistic technological determinism (IT ODA, 개발도상국의 민주주의 발전을 가져오는가? - 낙관적 기술결정론에 대한 도전 -)

  • This research has a purpose to verify whether the Internet diffusion through the Official Development Assistance (ODA) can bring about democratic changes in authoritarian political system of developing countries. This research has found out that IT ODA has 'positive(+)' effect on the Internet diffusion in recipient countries. It seems to support the expectation of donor countries that they can lead the political democratization by constructing infrastructure and promoting the use of the Internet. However, as the impact of IT ODA on the Internet diffusion is not considerable as well as the Internet diffusion has no strong influence on the development of democracy in developing countries, and also each of these aspects of countries looks different, it is hard to see that the democratization hypothesis based on the optimistic technological determinism is reasonable. Therefore, this paper argues that IT ODA must be based on not blind optimism that IT transfer will lead to the political democratization in developing countries, but the social structuralism which is based on distinctiveness and uniqueness of countries. and suggests that the discuss of the effect of IT ODA proceed with the constructive way.

Possibilities and Limitations of Media Representation as the Historical Communication -Focusing on Korea Films of Gwangju Democratization Movement in 2000s- (역사적 소통 공간으로써 미디어 재현의 가능성과 한계 -2000년대 한국 영화 속 광주 민주화 운동을 중심으로-)

  • This study focuses on Korea films of historical communication. Narrative analysis was conducted on the films in 2000s including , and <26 Years> that mainly have dealt with the 'Gwangju Democratization Movement'. As a result of the syntagmatic analysis, these films try to stabilize 'social imbalances' in the aspect of individuals and conceals issues of social structure. In addition, the result of paradigmatic analysis reveals that textual factors of 'active involvement of female characters', 'continuity of history through the survivors' demonstrate its strategies to publicize the historical truth. Consequently these films show its limitations that weakens historical meaning by placing unsolved problems of social structure as well as the love story. But rather than describing it as a history of the past, these films act as a catalyst to bring thins specific historical issue to our present lives and publicize it as a current issue. Therefore, the historical film not only allows current generation to remind to history but also to provide an opportunity to publicize the important issues of social structure in the present society.
