Improvement of Design Performance for the Minimization of Public Grievances Based on a Construction Public Grievance Breakdown Structure (건설공사 민원 최소화를 위한 민원분류체계 기반 설계성능향상)

  • Construction projects are often large in magnitude and high in construction amount. Therefore, construction activities have great impacts on business economics and social lives in the surrounding regional area. The residents can have public grievances if they are badly affected by the construction activities. Project owners should try to minimize adverse impacts in planning and design as well as in construction. The objective of this paper is to establish a public grievance breakdown structure and apply this breakdown structure to improving design functions in an effort to minimize public grievances. This research has been done in three steps of 1) analyzing the characteristics of public grievances in construction projects; 2) developing a public grievance breakdown structure; and 3) based on the public grievance breakdown structure, generating design alternatives that can improve the preparedness against public grievances. A case study has been done to demonstrate the applicability of the public grievance breakdown structure in generating design alternatives to minimize public grievances.

A Characteristic Analysis of Civil Appeals in Construction Project (건축공사의 민원발생 특성분석)

  • Civil appeals under constructions cause a lot of difficulties of doing construction because of compensations, interruption of works, administrative punishments, etc. So this research focused on the characteristics of civil complaints against constructions by analyzing the causes of civil appeals and treatment conditions classified by year, geography, and breaking time. This research indicates three points. (l) As the level of civil life and consciousness is increased, the number of civil appeals against constructions are tending upwards in view of the results so far achieved by year. (2) Analysis about civil appeals classified by geography shows that the rate of civil affairs in Gang-nam District are higher than that of others.(3) 96% of the civil appeals by breaking time are occurred under the constructions. By predicting and treating of what type of civil appeals are occurred, this research can be used as data which make damage minimized.

  • 본 연구는 민원인(아래층)과 피민원인(윗층)간 전문상담사의 중재를 통해 층간소음 문제를 해결하는 층간소음 현장관리시스템의 실효성을 검증하였다. 민원인(아래층)과 피민원인(위층)의 층간소음 피해경향을 분석한 결과, 4,087건 중 80%에 해당하는 3,254건의 민원인들은 층간소음 발생장소를 바로 윗층을 지목하는 것으로 나타났고, 반면에 15%에 해당하는 피민원인들(윗층)은 피해를 받는 원인이 소음이 아니라 피민원인의 전화나 방문 등을 통한 잦은 항의를 지적하는 것으로 분석되었다. 1,304건의 현장 방문 민원건수 중 80%에 해당하는 1,050건을 대상으로 현장방문 컨설팅 전 후의 층간소음 저감 등 만족도 조사결과, 약 683건에 해당하는 65%정도의 민원인은 층간소음 현장관리시스템에 만족하고 있는 것으로 평가되었다.

Spatial Pattern and Trend Analysis of Parking-related Electronic Civil Complaints in Jinju-Si (진주시 주차관련 전자민원의 공간패턴분석 및 추이분석)

  • Korea, which has undergone a rapid urbanization, faces various problems such as the management of facilities, safety, environment and transportation. To solve civil complaints, local governments receive electronic complaints, but complaints are increasing. Therefore, this study conducted the spatial distribution pattern analysis and the trend analysis by presenting location data on spatial information through Geo-coding by collecting electronic civil petition data over the last 10 years targeting Jinju city. Using the ARIMA model, this study predicted the occurrence of complaints over the next two years (2016~2017) through a time series forecast analysis. As a result, the complaints related to illegal parking were the highest, the complaint related to noise was the second highest, and the complaints related to illegal garbage dumping was the third highest. In addition, the analysis of the spatial distribution pattern shows that the largest hot spot was formed in the central commercial district every year. As a result of the time series forecasting analysis for the crackdown of the illegal parking, complaints increased slightly. To compare the predicted value and the actual data showed a similar pattern. It is judged that this study will be utilized to establish effective countermeasures against civil complaints.

Pattern Analysis for Civil Complaints of Local Governments Using a Text Mining (텍스트마이닝에 의한 지자체 민원청구 패턴 분석)

  • Korea faces a wide range of problems in areas such as safety, environment, and traffic due to the rapid economic development and urbanization process. Despite the local governments’ efforts to deal with electronic civil complaints and solve urban problems, civil complaints have been on the increase year by year. In this study, we collected civil complaint data over the last six years from a small and medium-sized city, Jinju-si. In order to conduct a spatial distribution pattern analysis, we indicated the location data on the area through Geocoding after classifying the reasons for civil complaints and then extracted the location data of the civil complaint occurrence spots in order to analyze the correlation between electronic civil complaints and land use. Results demonstrated that electronic civil complaints in Jinju-si were clustered in residential, central commercial, and residential-industrial mixed-use areas—areas where land development had been completed within the city center. After analyzing the civil complaints according to the land use, results revealed that complaints about illegal parking were the highest. Regarding the analysis results of facility distribution within a 50m radius from the civil complaint areas, civil complaints occurred a lot in detached housing areas located within the commercial and residential-industrial mixed-use areas. In the case of residential areas(old downtown), civil complaints were condensed in the areas with many ordinary restaurants. This research explored civil complaints in terms of the urban space and can be expected to be effectively utilized in finding solutions to the civil complaints

A Study on the Factors of Civil Petitions & Complaints within Public Libraries (공공도서관의 이용자 민원 요인 분석 연구)

  • This study aims to understand the characteristics of civil petitions and complaints within public libraries and to identify factors to the civil petitions. We develop a survey questionnaire for the goals based on the previous related studies and a pilot study with several open-ended interviews with public library users. Then we collect data using the questionnaire from 154 survey participants (public library users). The collected data are statistically analyzed by using factor analysis, canonical correlation analysis, and multiple linear regression analysis. The results show that there are two identified dependent factors, such as petition and complaint, and six independent factors, including librarian specialty, service convenience, and communication between librarians and users. Through a series of statistical analysis for identifying specific relationships between individual dependent factors and predictors, we discuss the characteristics of the library civil petitions and complaints, and the importance of a structural/relation-based approach to the library civil petition as a complimentary for the functional approach. Based on the results and discussions, we suggest several future research directions, including research on the relationship between the library civil petitions and library performances.

  • The development and diffusion of PC network have impact on civil administration service that has become part of our daily lives. This study constructs the theoretical background on the civil administration service, examines the development of it, investigates and analyzes the actual conditions based on its information structure and contents, and suggests some recommendations to enhance the service.

Analysis on Inquiries of Secondary-level Online Educational Programs in Korea (중등 온라인 교육에서의 민원에 관한 연구 - 누가 무엇을 왜 묻는가?)

  • This paper examines inquiries generated in three different online educational programs in Korea at the secondary educational level. Data covers 12,023 inquiries recorded during the first semester of 2019 and the compared groups among three programs are divided by four criteria: its type, period, inquirer, and the way of response. Statistical comparisons using Chi-square test suggest that there are significant differences in frequency rates of inquiries among three programs. First, 'Program A' has more inquiries by student themselves, mostly in the middle of the semester about the contents. Second, inquiries are more frequent for 'Program B' by the coordinating teachers about system-related or evaluation-related questions, either at the beginning or the end of the semester. Third, in the case of 'Program C', parents of health-impaired students are the main inquirers who ask admin-related questions at the beginning of the semester. With respect to the way of response to inquiries, more than 95% of inquiries are answered immediately for all three programs. These quantitative findings are also supported qualitatively, by face-to-face interviews with operators of the three programs. Results of this paper can be used for educational practitioners and experts when they design and operate the customized online educational programs with different purposes and different target-students in the future.

Big Data Analysis of Busan Civil Affairs Using the LDA Topic Modeling Technique (LDA 토픽모델링 기법을 활용한 부산시 민원 빅데이터 분석)

  • Local issues that occur in cities typically garner great attention from the public. While local governments strive to resolve these issues, it is often difficult to effectively eliminate them all, which leads to complaints. In tackling these issues, it is imperative for local governments to use big data to identify the nature of complaints, and proactively provide solutions. This study applies the LDA topic modeling technique to research and analyze trends and patterns in complaints filed online. To this end, 9,625 cases of online complaints submitted to the city of Busan from 2015 to 2017 were analyzed, and 20 topics were identified. From these topics, key topics were singled out, and through analysis of quarterly weighting trends, four "hot" topics(Bus stops, Taxi drivers, Praises, and Administrative handling) and four "cold" topics(CCTV installation, Bus routes, Park facilities including parking, and Festivities issues) were highlighted. The study conducted big data analysis for the identification of trends and patterns in civil affairs and makes an academic impact by encouraging follow-up research. Moreover, the text mining technique used for complaint analysis can be used for other projects requiring big data processing.
