Expansion of Personal Identification to Vitalize the Use of Unmanned Civil Service Issuing Machines for Gongju-si (공주시 무인민원발급기 이용 활성화를 위한 신분 확인 확대 방안)

  • An initial local government center received direct asking from citizens, wrote the documents by hand, and issued them. Later the appearance of computers, printers, and faxes made it possible to handle civil complaints through copying. Since 2010, as the e-government has started, entering civil service requests into computers after identification by themselves and printing the results has become established. In addition, with the introduction of unmanned administrative services, civil services become available in various places, which causes the increased satisfaction of citizens. One of the services is an unmanned civil service issuing machine, and more than 20 kinds of documents, including a copy of resident registration, can be issued directly. Of course, additional help may be needed if citizens are not familiar with the latest technologies. However, the unmanned civil service issuing machine is a highly satisfactory way in that it is less time-limited as citizens can visit a community center or city hall after the end of work. However, the main problem is that resident registration numbers and fingerprint recognition are required depending on the type of issuance, which increases the inconvenience of handling citizen complaints and is shunned. To solve this problem, we aim to study a method for improving the fingerprint recognition method of unmanned civil service issuing machines by expanding personal identification.

  • 최근 온라인 학습의 비중이 증가함에 따라 온라인 학습 서비스의 일부인 온라인 상담 부분도 비례하여 증가하고 있으며, 많은 상담량으로 인해 상담 서비스의 품질이 저하되고 답변의 속도, 효율성도 감소하는 문제가 발생한다. 국내 교육기관에서는 서비스 개선과 사용자 맞춤형서비스를 제공하기 위해 다양한 연구를 진행하고 있으며 민원을 처리하는 챗봇 등 자동 답변 서비스 도입을 추진하고 있다. 챗봇 및 자동 답변 서비스는 서비스 제공자 입장에서 저예산으로 단순한 질문에 대하여 신속하고 효율적인 서비스를 제공할 수 있으며 서비스 이용자는 즉각적인 답변과 유사한 답변 예시를 확인함으로 질문을 빠르게 해결할 수 있는 장점이 있다. 국가 공공기관에서 제공하는 학습 서비스는 단순하고 반복적인 문의가 많고 정형적인 질의응답이 주로 등록이 되고 있다. 자동 답변 서비스는 이런 문제점을 해결할 수 있는 대안이 된다. 서비스 이용자가 등록한 문의를 기반으로 학습한 답변 서비스는 담당자의 반복된 업무처리 경감과 사용자의 답변감소, 일관된 답변처리로 서비스 품질개선에 큰 영향을 줄 수 있다. 본 연구에서는 사용자의 질문에 효율적인 답변 및 민원 처리 서비스를 제공할 수 있는 방법을 제시하며, 관리자의 업무능력 향상과 효율성을 위해 기간별 키워드 빈도수를 계산하여 Word cloud를 생성하여 제공함으로써 사용자들에게 일정 기간 내 빈도수가 높은 키워드 관련 공지 및 안내를 할 수 있도록 한다.

  • 서울시 120 다산콜센터는 서울시민의 민원문의 및 처리를 위해 도입된 전화 민원서비스이다. 공공 부분 정보제공 서비스 사업으로는 드물게 매우 활발하게 이용되고 그 역량을 인정받아 다수의 기관으로부터 벤치마킹(benchmarking)의 사례가 되어 왔다. 도서관계에서는 그동안 도서관 이용자의 정보 요구를 해결하기 위한 온라인 오프라인 참고정보서비스(Ask-a-librarian)를 시도하였으나 그 이용실적은 저조하였다. 이에 본 연구는 다산콜센터를 정보제공 서비스 측면에서 하나의 모범사례(Best Practice)로 판단하여 도서관계로 적용해 볼 수 있는 부분을 도출하여 제안해 보고자 한다.

Measuring the Public Service Quality Using Process Mining: Focusing on N City's Building Licensing Complaint Service (프로세스 마이닝을 이용한 공공서비스의 품질 측정: N시의 건축 인허가 민원 서비스를 중심으로)

  • As public services are provided in various forms, including e-government, the level of public demand for public service quality is increasing. Although continuous measurement and improvement of the quality of public services is needed to improve the quality of public services, traditional surveys are costly and time-consuming and have limitations. Therefore, there is a need for an analytical technique that can measure the quality of public services quickly and accurately at any time based on the data generated from public services. In this study, we analyzed the quality of public services based on data using process mining techniques for civil licensing services in N city. It is because the N city's building license complaint service can secure data necessary for analysis and can be spread to other institutions through public service quality management. This study conducted process mining on a total of 3678 building license complaint services in N city for two years from January 2014, and identified process maps and departments with high frequency and long processing time. According to the analysis results, there was a case where a department was crowded or relatively few at a certain point in time. In addition, there was a reasonable doubt that the increase in the number of complaints would increase the time required to complete the complaints. According to the analysis results, the time required to complete the complaint was varied from the same day to a year and 146 days. The cumulative frequency of the top four departments of the Sewage Treatment Division, the Waterworks Division, the Urban Design Division, and the Green Growth Division exceeded 50% and the cumulative frequency of the top nine departments exceeded 70%. Higher departments were limited and there was a great deal of unbalanced load among departments. Most complaint services have a variety of different patterns of processes. Research shows that the number of 'complementary' decisions has the greatest impact on the length of a complaint. This is interpreted as a lengthy period until the completion of the entire complaint is required because the 'complement' decision requires a physical period in which the complainant supplements and submits the documents again. In order to solve these problems, it is possible to drastically reduce the overall processing time of the complaints by preparing thoroughly before the filing of the complaints or in the preparation of the complaints, or the 'complementary' decision of other complaints. By clarifying and disclosing the cause and solution of one of the important data in the system, it helps the complainant to prepare in advance and convinces that the documents prepared by the public information will be passed. The transparency of complaints can be sufficiently predictable. Documents prepared by pre-disclosed information are likely to be processed without problems, which not only shortens the processing period but also improves work efficiency by eliminating the need for renegotiation or multiple tasks from the point of view of the processor. The results of this study can be used to find departments with high burdens of civil complaints at certain points of time and to flexibly manage the workforce allocation between departments. In addition, as a result of analyzing the pattern of the departments participating in the consultation by the characteristics of the complaints, it is possible to use it for automation or recommendation when requesting the consultation department. In addition, by using various data generated during the complaint process and using machine learning techniques, the pattern of the complaint process can be found. It can be used for automation / intelligence of civil complaint processing by making this algorithm and applying it to the system. This study is expected to be used to suggest future public service quality improvement through process mining analysis on civil service.

  • As the number of public institution web sites and civil services based on electronic government has increased from the past until now, there is an increasing demand for security of the overall electronic civil services such as possibility for forgery and falsification of electronic documents. Existing studies proposed security threats and response methods on an electronic government service (G4C) from the perspective of service provider. In this study, the scope of analysis was expanded to analyze security technology used for each service type on 289 web sites providing civil services and to present response methods on security threats. The aim of this paper is to discuss practical responses to civil services and core problems of civil services in electronic government that need to be resolved.

  • As for civil service support, the interaction between citizens as well as the government and citizens has an important value, and the participation between citizens be very important. The interaction between these citizens can lead to spreading the use of the app by getting them to share their status information with an specified number of people in the public service such as a social network service. Mobile-based social network service has various built-in sensors to increase the interaction between the government and citizens and post the status information of users on SNS. In this regard, this paper proposed a social network application for civil services based on the Android by using location-based context information. Experimental results showed that since the application proposed in this paper can be applied to low-performance system and exhibits high performance, it can allow users located at a short distance to detect new information and share contents by adding the content to SNS which is the closest to the location of users.

  • 정부는 기술을 활용한 통합 토지 데이터베이스 구축하고 GIS 초고속국가망을 통한 전국적인 네트워크를 활용하여 토지관련 자료들을 정확하고 효율적으로 유지관리하고 토지행정 업무의 생산성을 높이며 토지정책의 적시성 및 과학성을 도모하고, 대국민 민원서비스의 획기적인 향상시키기 위해 한국토지정보시스템을 개발하여, 운영 중에 있다. 한국토지정보시스템은 1998년 개발이 시작되어 전국의 지방자치단체로 단계적으로 보급되었으며 2006년 전국 250개의 지방자치단체에 확산이 완료되어 현재 약 80%의 민원서류가 전산으로 발급되고 있으며 현재 고도화 사업이 진행 중에 있다. 또한 정부는 국토이용 관련 대국민 정보 서비스 개선과 국토정보의 효율적 관리 및 유비쿼터스 시대의 다양한 서비스를 충족하기 위해서 한국토지정보시스템을 기반으로 하는 국토통합정보시스템 구축 추진을 계획하고 있다. 본 연구에서는 한국토지정보시스템의 현황 분석과 개선사항 도출을 기반으로 국토통합정보 시스템을 구현하기 위한 전략 방향과 추진 과제를 제시하고자 한다.
