A Study on the Causal Loop Analysis and the Economics of BTO and BTL System of PFI (BTL과 BTO사업의 인과순환구조 분석과 경제성 비교에 관한 연구)

  • PFI(Private Finance Initiative) for suppling SOC and public facilities instead of Government Infrastructure Project introduced from 1994. BTO(Build-Transfer-Operate) project had been major type of PFI system from 1994 to 2005. But after changed the Law of PFI on SOC, the BTL project newly introduced. In BTO system, the Government retrieves the investment through the operating income, but in BTL system, the government lease the facilities. As the BTO and BTL projects are widely adopted and implemented to ease the fiscal burden of government, but it has caused the tremendous fiscal burden each year over the period operation. Therefore this study attempted to analyze the question, that is, why government fiscal burden tipping? Hence, this paper, compares the difference of business structure between BTO and BTL project and explore the vicious and virtuous business structure, with the method of circular causal loop analysis. As a result, it has shown that there are some positive feedback and negative feedback loops cause the tipping and easing of government fiscal burden.

  • It can be said that indicator of national competitiveness in 21C knowledge-based society is a ability to create various values of knowledge. Investment of R&D in Korea is located at very high position in the world, and RAND Corporation classified Korea as a industrialized country in science & technology fields because of having potentiality to future technology with major industrialized countries. But globalization status of science and technology is badly lower position among OECD nations. To disseminate Korea's scientific and technical information in the world, this paper's purpose is to examine efforts of non-english speaking countries. And it introduces KoreaScience, gateway to scientific and technical information in korea.

  • 구내통신은 건물내에 교환기 등의 전기통신설비를 구축하여 전화서비스는 물론 통신 운영 및 관리업무를 담당하는 설비로서 주택법 등에서 대규모 건물에 대해서는 구내통신설비를 구축하도록 규정하고 있다. 과거 전화서비스만 제공하던 시기에는 간단한 구조로 되어 있어 사용되는 전기의 사용량 이 많지 않았으나 아파트와 같은 공동주택의 건설이 많아지고 제공되는 통신서비스 역시 초고속인터넷을 비롯하여 각종 홈오토메이션 등 구내통신이 담당하는 서비스가 복잡 다양해 지면서 설비의 전기요금에 대한 이슈가 제기되고 있다. 현재 한국전력공사의 요금약관을 살펴보면 아파트와 같은 대규모 건물일 경우, 1전기사용장소 전체를 1전기사용계약단위로 하기 때문에 구내용 전기통신설비의 경우 가장 높은 요금인 주거용 전력요금을 적용받고 있다. 하지만 '사회기잔시설에 대한 민간투자법'에 따르면 전기통신설비는 항만, 수도, 집단에너지 시설 등과 함게 가회기반시설로 지정되어 있으며 다른 기간시설의 경우 산업용 전력요금을 적용받고 있어 형평성의 문제가발생하고 있다. 이에 본 연구는 현행 구내통신관련 법제를 살펴보고 구내통신요금의 합리적인 개선방안을 제시하고 한다.

The Differences in the Selection of Outward FDI Locations between State- and Privately Owned Enterprises of China: Focusing on the Effects of Host Country Factors (중국 국유기업과 민간기업 간 해외직접투자 입지 차이 분석: 현지국 요인의 영향을 중심으로)

  • In recent years, Chinese firms have explosively increased outward foreign direct investment (oFDI). While state-owned enterprises (SOEs) are still dominant in Chinese oFDI, privately-owned enterprises (POEs) are also accelerating their internationalization. These two types of Chinese firms differ in their behavior regarding oFDI. The objective of this paper is to analyze the differences in the choice of oFDI locations between Chinese SOEs and POEs by considering host country factors. By integrating the literature on Chinese firms' oFDI and on FDI locations, we developed six hypotheses concerning how host country factors affect their choice of location. We tested our hypotheses by conducting multiple regression analysis with recent secondary data on 413 Chinese MNEs in 88 countries between 2005 and 2016. The results of the test show that in selecting oFDI locations, Chinese SOEs invest relatively more in countries with richer natural resources, more abundant strategic assets, less production efficiency, higher political risk, and lower institutional quality compared with Chinese POEs. It is our hope that the empirical results of this paper will contribute to research on Chinese oFDI.

  • Recently the ground settlement has been increasing in urban area according to development. And, this may attribute a groundwater level drawdown. This study presents an analysis of groundwater level drawdown for circular vertical shaft excavation of 「◯◯◯◯ double track railway build transfer operate project」. And, in-situ monitoring data and numerical analysis were compared. So, if we examine the groundwater level drawdown in design, ground conditions should be applied so that the site situation can be reflected. And, groundwater level should be considered a seasonal measurement in order to apply the appropriate groundwater level. It was confirmed a similar predicted value to groundwater level drawdown of in-situ monitoring data.

  • A notable recent change in Korean social service delivery is adopting voucher system. A significant portion of foreign literature suggests that the structure of service provision is critical to enhance consumer choice in voucher-based social service delivery system. As domestic research on voucher operation system is very limited, little is known about voucher-based social service provision structure and operating system. Given these limitations in the domestic literature, this study aims to examine the status and effectiveness of voucher-based system with specific focuses on the provision structure of early intervention service for children at the risk of ADHD. Data were collected from 194 service providers across the nation. Based on Cave's analytic paradigm on voucher operating system, data analyses were done to examine (1) the influence of adopting voucher system on service provision system and (2) whether consumer choice has been increased or not. The results indicated that (1) adopting voucher have brought into diversification of service providers, but (2) consumer choice is still limited. Based on these results, future directions for voucher-related policy were discussed.

  • The Social Economy including social enterprise is solving various social problems of our society by innovative business Nevertheless, social economic companies have limited investment ingrowth due to insufficient capital. There are various attempts to solve the limit of capital investment by social finance. Social iImpact bonds that introduced performance-based compensation into financial system is recognized as a new means of procuring that capital lacks. 89 social impact bonds were issued in 19 countries around the world. )f the 22 social impact bonds reporting performance, 21 bonds report positive performance. The twelve bonds paid incentives to investors. It can be said that the government provides incentives to review the issuance of social impact bonds at the government level, which is difficult to expand the social welfare budget. This study confirmed the performance of the social impact bonds and confirmed the possibility of introducing it in korea. There is a limit to continuously increasing the government's social expenditure to meet demand. Therefore, in order to support the growth of social economy based on private investment, the issuing of social impact bonds should create a virtuous circle of social financial market.

  • Is presenting guidance of information performance measurement as government PRM version 2.0 these common reference models in public sector. Government PRM is consisted of assessment classification system and standard line of sight and performance management standard form. Through this, is sorting performance element and define cause-and effect. Government PRM is supplying measurement categories at assessment classification system, but relative importance for application standard by measurement categories is not presenting. In this study, importance for government PRM's measurement categories been applying by commonness Test of information performance measurement of public sector wishes to deduce estimation and priority. Research model used Fuzzy QFD, and designed so that can reflect well PRM's development purpose. I applied Fuzzy AHP and FPP method that graft together fuzzy theory to minimize uncertainty and ambiguity in that expert opinion. Is drawn to element that "Standard model offer for information department and management" is the most important in government PRM's development purpose. "Quality of service" is showing the highest priority in customer results in measurement category. Importance for government PRM's measurement categories can offer common valuation basis in government and public institution. Hereafter if examine closely quantitative cause-and effect for structure model of measurement classification system when study government PRM more objective and efficient reference model become.

Valuation of highway O&M contract using real option (실물옵션을 활용한 고속 도로 유지관리 계약의 가치산정)

  • The recent budget planning for highway infrastructure implied that the investments for Operation & Maintenance(O&M) became greater than that for new construction. This circumstance made many stakeholders pay attention to the O&M of road infrastructure and adopt other countries' policies and system for effective management. In other countries, most O&M for road infrastructure have been done by private entities using long-term contract and Korea is about to shift from one year contract to long-term contract. The most important parts for the expansion of the long-term O&M contract for road infrastructure are valuation of the O&M contract based on accurate prediction of O&M costs and instrument for proper risk sharing between contracting parties. Thus, this study provides a methodology to estimate a reasonable O&M contract price and a framework to share contract risk between contracting parties using real option. The analysis results showed that the contract price and ceiling and floor conditions for the 20 year-contract of 20 km-highway project were 45.7, 60 and 42.3 billion won, respectively.

Development of Competency Evaluation Model for Public Private Partnership to Establish Strategies for Overseas Expansion (해외진출 전략 수립을 위한 민관합작투자사업의 역량평가모델 개발)

  • With the number of social overhead capital(SOC) projects that introduce private capital on the rise, overseas construction global companies today need to establish and advance their overseas order strategies. In this context, the purpose of this study is to develop the public private partnership(PPP) capacity evaluation model for developing countries and use it for domestic overseas construction companies to establish strategies for overseas expansion. The PPP competency evaluation model analyzes the importance of PPP competency evaluation items and infrastructure environment competency evaluation items through a review of previous studies and an interview survey with overseas construction experts. Through the above analysis results and expert surveys, problems that may occur when overseas construction companies enter the PPP market were derived, and improvement measures were proposed. Countries with a high probability of overseas construction companies entering the PPP market were determined to be those that have a mature PPP system, low risk in construction, and a good entry environment with a high infrastructure market size and growth rate. In addition, a lack of PPP investment experience, the absence of information on the infrastructure environment, and a shortage of PPP experts were identified as problems when entering the overseas construction PPP market. As an improvement measure, it was suggested to enter in cooperation with domestic and foreign companies. In addition, a plan was proposed to develop a curriculum to secure experts in areas such as PPP finance and contracts and to provide PPP information for each country. These findings are expected to contribute to overseas construction companies proposing strategies for entering the overseas construction market and using them for overseas expansion strategies and policy establishment.
