An Analysis of the Uncertainty Factors for the Life Cycle Cost of Light Railroad Transit (경량전철 교량 LCC분석을 위한 불확실성 인자 분석)

  • Various ways of automated guideway transit construction are being planned recently owing to the policies of the national government and local municipalities as well as increasing investment from the private sector. Particularly, the increase in the private investment is increasing greatly in SOC (Social Overhead Cost). This trend of promoting private sector investment must be conducted on the basis of a thorough analysis of the economic feasibility of the project from the government and construction companies in the private sector. In other words, an accurate cost analysis of initial investment cost (Construction cost), maintenance/repair cost, profit making through the operation of the concerned facilities, cost of dissolution, etc. in terms of the life cycle is very much in need. Nevertheless, the analysis of uncertainty factors and its probabilistic theory are in need of development so that they can be used in the analysis of the economic feasibility of a construction project. First of all, the actual studies on maintenance/repair cost of automated guideway transit are scarce as of yet, prohibiting an accurate computation of the cost and its economic analysis. Accordingly, this study focused on the uncertainty analysis of the economic feasibility for civil engineering structures among automated guideway transit construction projects based on the rapidly increasing investment on such structures from the private sector. For this research purpose, a cost classification system for the automated guideway transit is proposed, first of all, and the data On the cost cycle of the civil structure facilities and their unit cost are collected and analyzed. Then, the uncertainty in the cost is analyzed from the perspective of LCC. In consideration of the current status with almost no. studies on maintenance/repair of such facilities, it is expected that the cost classification system and the uncertainty analysis technique proposed in this study will greatly enhance LCC analysis and economic feasibility studies for automated guideway transit projects in the future.

  • 기후변화에 대응하기 위한 친환경 전기차의 확산이 전 세계적으로 가속화되고 있는 추세이다. 우리나라는 전기차 20년까지 20만대를 보급할 계획이다. 한전은 이러한 정부 정책에 앞장서기 위해 전기차 충전인프라 확산 비즈모델을 개발하고, 전국 단위의 구축을 계획하고 있다. 전국에 충전인프라를 확산하기 위해 민간참여형 충전서비스 사업을 추진할 예정이며, 한전 자체적으로 전국에 Star-Network 형태로 전기차 충전망을 구축하여 사내 업무용과 일반인들도 쉽게 이용할 수 있도록 할 것이다. 또한 태양광 등 신재생을 이용한 전기차 충전으로 주행하도록 함으로써 온실가스를 제로화시키고자 한다. 본 논문에서는 전국 단위에 전기차 충전망을 구축하기 위한 방안을 제시하고 전기차 활성화에 기여하고자 한다.

An Institutional Approach for Application of the Contracting-out in City Parks - Focused on the Case Study of City Park Management of Seongnam City - (도시공원의 민간위탁 적용을 위한 제도적 방안 - 성남시 도시공원 운영사례를 중심으로 -)

  • One of the most fundamental jobs of contemporary government is to look into various ways of providing its citizens with the best service work. This study aims to establish a procedure through which to consign the management of city parks to private companies, thus inviting participation and satisfaction on the part of citizens. In particular, this procedure includes creating a system of selecting private managing companies, for instance, specifying standards of selection and assembling selection committees. The results of this study can be summarized as follows. First, city parks can be managed better by private companies than by local governments in terms of cost cuts, personnel training, business efficiency, and know-how accumulation. The legal background for this is found in central and local legal articles. Second, it is recommended that the selection committee be composed of 6 to 9 members, both insiders and outsiders. In addition to selecting private managing companies for contracting-out, the committee should under take the role of consulting on how to perform and revise selecting standards, so that they can continue to improve these procedures. Third, the decision on private management should be noticed in advance and be made based on standards considering each local government's condition. These standards should consider the aspects of the public good, cost saving, quality of service, managing supervision, and citizen participation. The committee's assessment takes into account both the quality and the quantity of the standards. Fourth, the contracting-out for city park management should follow the order of: announcing consignment and receiving applicants, organizing selection committees and assessing applications, selecting and contracting, midterm evaluation, and re-announcement and re-consignment. To run city parks through the contracting-out is expected to increase the number of park visitors. Additionally, private consignment will involve a participation of diverse citizenship, thus playing an important role in city parks' building of a green-culture community.

정책자금정보: 2011년도 중소기업 정책자금 지원 안내 -올해 정책자금 규모 3조2천억원으로 전년 대비 2.3% 증가

  • 올해 정책자금 운영규모는 3조2075억원으로 지난해보다 2.3% 증가했다. 특히 기술혁신형 창업 및 성장초기 기업육성을 위해 '창업 및 개발기술사업화자금(1조4000억원)'을 지난해보다 2200억원 늘렸고, 개발기술사업화자금(2580억원)도 1000억원 늘렸다. 올해부터 정책자금의 배분전략이 그간의 "Negative시스템(특정산업을 제외한 모든산업지원방식)"에서 '전략산업'을 종점 지원하는 방식인 "Positive시스템"으로 전환된다. 중기청은 특히, 녹색 신성장동력 산업 등 성장 가능성이 큰 7대 전략산업에 정책자금의 70%인 2조2천억원을 집중 투입할 계획이다. 이에 따라 태양전지 LED응용 IT융합 고부가식품산업(녹색 신성장동력산업), 금형 등에 정책자금이 집중 지원될 것으로 보인다. 이와 함께 우량기업 및 한계기업을 지원대상에서 제외하고 동일기업에 대한 편중지원을 제한하는 등 정책목적성을 대폭 강화할 예정이다. 자체 신용으로 민간금융 이용이 가능하나 저금리 혜택을 위해 정책자금을 이용하는 우량기업 및 생명연장식 한계기업 등에 대한 지원을 배제하고, 절감된 재원(약 3,000억원)은 전략산업의 창업초기기업에 종점 지원할 계획이다. 자세한 사항 및 정책자금 신청 희망기업은 중소기업진흥공단 홈페이지(www.sbc.or.kr) '정책자금 융자도우미'를 통해 신청요건 및 추천자금 등을 자가진단 후 신청하면 된다.

  • 최근에는 거의 모든 분야에서 ICT와 같은 기술기반 산업과의 융합을 통한 창업현상이 두드러지고 있어, 이들을 대상으로 한 연구는 개인 수준뿐만 아니라 팀 수준의 특성을 함께 살펴보는 것이 더 현실적인 상황을 반영하고 실무적인 시사점을 제공해 줄 것으로 판단된다. 팀창업일 경우 기업의 성과는 개인-팀 역량의 혼합 결과로 볼 수 있기 때문이다. 기존 선행연구에서는 창업기업의 성공과 실패를 가름하는 다양한 요인들을 제시해왔으나, 이러한 요인은 창업자의 개인적 특성, 보유하고 있는 자원 등에서 찾는 선행연구가 대부분이다. 관련 연구들을 종합하면 창업기업의 성장은 창업가 특성, 자원, 전략, 산업, 그리고 조직 구조 및 시스템의 함수로 정리된다. 그러나 창업팀에 대한 연구는 제한적이다. 이에 본 연구는 초기 창업기업의 성과에 영향을 미치는 핵심 요인으로 창업가의 특성인 창업역량(entrepreneurial competency)에 초점을 두고, 창업팀의 역량에 따라 어떠한 영향을 미치는 살펴본다. 개인의 특성에 집중해온 기존 연구에서 더 나아가 창업역량의 영향력을 창업가 개인 수준 및 팀 수준으로 구분하여 함께 살펴보고자 한다. 본 연구 결과를 통해 예비 창업가 및 초기 창업기업이 안정적인 사업화를 위해 팀구성을 어떻게 해야하는지 가이드라인을 제시할 수 있을 것으로 기대된다. 또한, 정부 지자체 민간 등에서 창업지원사업 운영 시 팀구성이 잘 된 창업기업을 선발하는 기준을 수립하기 위한 참고자료로 활용될 수 있을 것으로 기대된다.

  • Recently many of earlier GIS services are changing to the form of user-participated dynamic geoweb service like many new impressive web 2.0 services substitute for earlier old-fashioned web 1.0 services. Many relevant technologies are necessary to be developed so as to integrate a number of geospatial data and functions all around into the useful geoweb services. It is also necessary to make the integration easy and to cope with the rapid changes in geoweb environment. In this study, the trend of relevant geoweb technologies were reviewed before, and the development of open geospatial service platform were carried out. As a result, open 2D/3D map service engine, user-participated mashup engine, Open API search engine and so on were im plemented as the core components of that platform. The platform will be able to be used as the common platform among a number of applications in the fields such as public/private GIS integration, u-city projects and GIS/LBS services etc.

Decision Support Model for Determining Public or Private Highway Investment Projects (고속도로 건설사업의 재정/민자 발주선택 의사결정 지원모델)

  • Korean government is investing 1.8 billion won on infrastructure and investment on PPP projects constitutes 16.3%. This phenomenon is to promote private investment as well as lessening government burdens of public budgeting. However, the only criterion to be considered is government financial status in selecting public or private highway investment projects. So systematic decision support model is required in choosing public or private highway investment projects. So, this paper suggests a systematic decision support model for deciding public or private highway investment at the early stage of project planning. Furthermore, this paper identifies key decision variables with respect to economic, politic, project management criterions based on the related literatures and feedbacks from experts. This paper analyzed 30 cases of government investment and PPP projects and got the survey result from highway specialists. As a result, this paper presents an interval with respect to economic criteria using mean and standard deviation and a logistic regression equation which can predict the possibility of PPP project. Through this study, decision maker of central or local government can decide public or PPP highway project more systematically and reasonably.

A Study on the Bidding Trends of the Private Consignment Service of Landscape Management (조경관리 민간위탁용역의 입찰추이에 관한 연구)

  • Based on the bidding data of the national marketplace for public procurement service from 2003 to 2015, this study investigated and analyzed the bidding trends of the landscape management public consignment service by analyzing total bidding, type, client, region, license. The results are as follows. First, the total number of bids for civilian consignment services in landscape management increased by 1,112 cases, corresponding to a 487.7% increase over 10 years, and the total bidding amount increased by 144,504 million won, corresponding to a 382.5% increase. Second, in 10 years, the proportion of landscape management in landscaping works increased by 10%, and the bidding amount increased by 3%. Third, in the analysis of bidding trends by type, green areas showed the greatest growth in the number of bids, while the greenery of buildings showed the highest increase in the bid amount. Fourth, local autonomous entities, Gyeonggi province, and the landscaping planting construction industry showed the highest increase in the number of bids and the amount in each field such as client, region, and license. In summary, the number of cases and the bidding amount is increasing year by year. Considering the increasing number of users and demands thereof, the number of bids and the amount of consignment service for landscape management will continue to increase. The purpose of this study is to investigate and systematically analyze the tendency of bidding for 10 years for the private consignment service of landscape management in the current situation, where the importance of landscape management is increasingly emphasized. Another purpose of this study is to discern the necessity of the landscape management business and to provide the basis for incorporating the landscape management business into the professional construction industry in the future, thus providing opportunities for widening the expertise and diversity of the landscaping field. For the following study, the legal basis of landscape management, qualification, equipment standards, calculation of management cost per unit, and the appropriateness of the management cost should be considered.

A Study on Risk Analysis and Management Plan for Development Projects (개발사업(산업단지, 골프장)의 리스크 분석 및 관리방안)

  • With rapid industrialization since the 1960s, development projects have contributed to the development of the national economy. In addition to the development projects promoted by the government, private project operators are also promoting development projects for reasons such as increased public convenience, insufficient financing of SOC assets, and expansion of their own development projects other than public orders. However, as the economy has been stagnating due to several factors such as continued supply of facilities for decades and recent COVID-19, the success of the development projects are unsure these days. Therefore, this study attempted to analyze project costs through the case of such development projects, and to present a plan to judge and manage the risks of each project cost item in advance. The AHP technique, which is widely used as a risk factor selection method for existing development projects, was used, and items were determined through interviews with experts related to development projects in order to stratify the upper and lower subjects of the risk. We analyzed how the derived risk factors affect the business performance through sensitivity analysis, and finally substituted the risk factors management plan into the risk response strategy and suggested.

A Study on the Selection Method of Construction Management based on Public Construction Projects (공공건설사업의 건설사업관리방식 선정 방법에 관한 연구)

  • Even though the construction management (CM) system was introduced for the purpose of increasing the efficiency of the domestic construction industry along with the establishment of construction industry fundamental laws in December of 1996, now it is very difficult that the public institutions can judge their application of construction management methods due to the lack of clear guidelines or directions to select construction management methods when the public institutions were executing public construction projects. Therefore, this study was executed to prepare for the selection criteria which could be referred in reviewing the application of construction management ordering methods according to public institution's competences and project characteristics. It is expected that future domestic demand of construction management will be gradually increasing both in public and private construction sectors. However under the current construction management systems, it is judged to be difficult that the construction projects that apply the construction management methods will be activated with full-scale. Therefore, it could be said that active efforts in domestic sectors are required in order that the construction management systems of developed countries levels could be activated. Additionally in order to vitalize the construction management systems, it is expected that public institutions could use this study results as the review data for feasibility of construction projects for the consignment of construction management in selecting the ordering methods.
