US 911 incidents have changed all aviation security system in the world. Especially the US changed all existing system into new one. One of the most fundamental changes is aviation security acts, regulation and several programmes. Based on the new aviation security act enacted in 2001, several code of federal regulations have been amended to strengthen US aviation security system. These regulation also enable new aviation security programmes including several airline and airport security related programmes, K-9 programme, BDO programme and air marshall programmed. All the programmes enables US aviation security improvements. Also the creating of TSA based on the aviation and transportation security act has provided the enhancement of aviation security in US. The purpose of this thesis is studying the change of aviation security system in the US especiatly in terms of aviation security legislation perfective and comparing the system with Korean aviation security legal system and provides possible solution to enhance Korean aviation security legislation and structure.

본 연구에서는 국내 정보보호 체계를 수립하기 위하여 외국정보보호 체계분석의 일환으로 미국의 정보보호 체계를 분석하였다. 본 논문에서는 먼저 미국의 정보보호 체계의 주요 기구인NCSC와 NIST의 역할을 알라보고, 미국의 컴퓨터 보안 프로그램으로서 TPEP, 네트워크 제품평가 및 DBMS평가방법에 대해서 분석하였으며 또한 통신 보안 프로그램으로 CCEP, 정부 승인 DES 제품 프로그램, EFT 인증 프로그램, PNSL, OLSL및 암호 제품의 판매 제한정책에 대하여 기술하였다.

산업제어시스템에 대한 사이버보안 위협에 대응하기 위한 세계 각국의 산업제어시스템 보안기술 연구개발이 진행되고 있다. 미국은 에너지 분야를 중심으로 산업제어시스템 보안을 위한 응용기술 개발, 현장실증, 제품화 과정이 진행될 수 있는 연구개발 프로그램인 CEDS와 학계 중심의 TCIPG 프로그램을 진행하고 있으며, EU는 FP7 프로그램에서 연구소, 학계, 산업제어시스템 운영기관, 산업제어시스템 제조사 등이 참여하여 연구개발을 수행중이다. 일본도 산업제어시스템 제조사가 참여하는 제어시스템 사이버보안 센터를 중심으로 사이버보안 기술 개발을 진행 중이다. 본 논문은 미국, EU, 일본 중심으로 국외의 산업제어시스템 보안기술 연구개발 현황에 대해서 설명하고, 이러한 현황분석을 통해 산업제어시스템 사이버보안 기술 연구개발의 특징을 살펴봄으로써, 국내 산업제어시스템 사이버보안 기술 연구개발에 참고가 되고자 한다.

본 고에서는 운영체제 보안에 대한 개념과 이를 위한 보안커널의 구현 전략과 방법을 다루었다. 현재 이 분야의 세계적인 추세와 동향을 파악하고자 미국 정부에서 주도하는 안전한 운영체제 개발 중 활발하게 활동중인 Synergy 연구 프로그램 및 DTOS 프로토탈을 소개하였다. 또한 민간업체에서 개발되어 사용되는 제품 현황과 미국의 TCSEC과 유럽의 ITSEC에 근거하여 평가된 운영체계 보안 제품 목록을 소개하였다.

주요기반시설 산업제어시스템의 운영환경 변화에 따라 보안 위협의 양상이 다양해지고 있다. 따라서 이를 반영한 보안 관리체계가 새로이 요구된다. 이에 본 논문은 미국 과 을 참조한 산업제어시스템의 정보보안 관리체계 프로그램을 제안한다. 프로그램의 기능은 다음과 같다. 첫째, 산업제어시스템 자산 관리 기능, 둘째, 보안상태 평가 기능, 셋째, 보안조치 관리 기능이다. 해당 프로그램을 통해 국내 산업제어시스템의 보안 수준 향상을 기대한다.

The US cybersecurity workforce policy is being pursued comprehensively and systematically, based on the NICE established initiated in 2010. Security Technologies, one of the eight areas of Advanced Technology Education(ATE) of the National Science Foundation(NSF) included in the STEM. This policy has been comprehensively promoted in conjunction with NICE, and this security technology field is operated with five detailed programs. In this paper, we examine in detail five cybersecurity workforce development programs supported by ATE, and compare them with the current status cultivation of cybersecurity workforce in Korea. After finding out the problems and improvements by comparison with the current situation of cybersecurity workforce development in Korea, we propose several implementations of nation-wide strategies for cultivating new cybersecurity workforce in Korea.

범죄예방이 무엇보다 중요한 형사정책의 한 축으로 자리매김 하면서 경찰활동도 다양한 변화를 추구하고 있다. 근세 이후 범죄통제경향의 변화에서도 알 수 있듯, 종국적으로는 범죄예방이 범죄통제의 최선이라는 경험을 바탕으로 경찰의 역할에 대한 새로운 시각의 등장과 더불어 나타난 것이 오늘날의 지역사회경찰활동이다. 이와 같은 경찰의 지역사회활동과 관련하여 본 연구는 미국 캘리포니아 북부에 위치한 산마테오카운티 보안관실의 C.A.R.O.N프로그램에 대하여 살펴보고자 한다.

본 논문에서는 전력, 가스, 수도, 교통 시스템 등의 국가주요기반시설 및 산업분야에 널리 사용되는 산업제어시스템(ICS;Industrial Control System)에 대한 보안표준 및 보안요구사항을 살펴보고, 이를 충분히 만족하고 정확하게 구현되었음을 시험 평가를 통해 인증하는 평가 인증 체계에 대해 살펴본다. 특히 미국을 중심으로 활발히 진행 중인 ISASecure(R)EDSA 인증 프로그램에 대해 상세히 분석하고, 국내에 이를 적용하기 위한 방안에 대해 제안하고자 한다.

This study is aim to make use of prevention of air terrorism and strengthen of air security in Korea. To achieve it. searching main feature in U.S aviation profiling. Through U.S Aviation Profiling, Prevention of air terrorism in Korea are as in the following. First, Through U.S Aviation Profiling, Information of terrorism constructed in advance and unification of constructed information. Second, Identifiying that institution exclusively for prevention of air terrorism. Third, Identifiying that human rights and privacy invasion to a minimun plan anout U.S aviation profiling. Finally, Identifiying that the spread of research development for prevention of air terrorism and strengthen of air security in Korea.

This study examined the institutional improvement directions of industrial security programs, particularly focusing upon policies and practices in the U.S., to enhance the effectiveness of industrial security programs in Korea. This study also aimed to investigate the significance of institutional and/or policy implementations in preventing economic espionage attempt. Data leakage and/or loss of trade secrets in corporations has been a scary proposition and a serious headache to both the CEOs and the CSOs(Chief Security Officers). Security professionals or practitioners have always had to deal with data leakage issues that arise from e-mail, instant messaging(IM), and other Internet communication channels. In addition, with the proliferation of wireless and mobile technology, it's now much easier than ever for loss by data breaches to occur, whether accidentally or maliciously or even by an economic espionage attempt. The researcher in this study used both a case study and a comparative research to analyze the different strategies and approaches between the U.S. and Korea in regard of implementing policies to mitigate damages by economic espionage attempts and prevent them from occurring. The researcher first examined the current policies and practices in the U.S. in terms of federal government's and agencies' approach and strategies on industrial security programs and their partnerships with private-commercial-sectors. The purpose of this paper is to explain and suggest selected findings, and a discussion of actions to be taken on implementing a proactive and tactical approach to enhance the effectiveness of industrial security programs to fight against information loss or data leaks. This study used case reviews, literatures, newspapers, articles, and Internet resources relating to the subject of this study for triangulation of data. The findings during this research are as follows. This research suggests that both the private and the governmental sector should closely cooperate in the filed of industrial security to strengthen its traditional prevention strategies and reduce opportunities of economic espionage as well. This study finally recognizes both the very importance of institutional development led by the Government in preventing economic espionage attempts and its effectiveness when properly united with effective industrial security programs.
