Reading Culturally the Waterfront Space in the Port-City on the basis of 'Water Culture' -The case of the Waterfront in Busan- ('수(水)문화' 개념에 기초한 항구도시 워터프런트 공간의 문화론적 이해 - 부산의 사례를 중심으로 -)

  • In the recent years, there has been attempts to try to understand the urban waterfront in diverse aspects. This article aims to understand basically the port-city's waterfront by the cultural interpretation of it in the basis of the concept of Water Culture. Water has the attribute that put down the border between inside and outside. This attribute of water leads to the attributes of Sea, such as dynamism, collectivity, and openness. The perimetric quality, openness, hybridity, and passage quality of the sea-port city's waterfront are resulted from these attributes of water and sea. These cultural attributes of urban waterfront exert a effect upon the residents' cultural identity of sea-port city. Thus the correlation between waterfront's attributes and the cultural identity should be reflected in the stage that its development is planned.

A Study on Pattern Language of Cultural Urban Regeneration -Focused on Henan-Sung of China- (문화적 도시재생을 위한 패턴언어 개발연구 -중국 하남성(河南城)을 중심으로-)

  • China's urban regeneration, which has been focused on economic growth since the 1950's, has brought about the uniformity of cities. In order to improve on this, the urban regeneration policy has been transformed into a cultural city resource, which is promoting urban regeneration while utilizing the cultural characteristics of each region. However, the specific application methods are still lacking. In this study, I attempt to modify the apartment environment of the city, Hanan-sung, based on the pattern-language of Christopher Alexander, a space planning tool that can be used in urban regeneration. First, 23 patterns were chosen from the primary pattern-language. Next, I investigated the characteristics of the traditional housing culture of Hanan-sung through the literature review, surveyed the opinions of current apartment residents, and summarized the requirements. Finally, a new pattern-language was developed for the regeneration of the old apartments from the viewpoint of the culture, by modifying it according to the characteristics and requirements of housing culture of Hanan-sung which summarizes 23 pattern-languages.

Perception of Andong Joongang Cinema as a Local Cultural Resource (지역문화자원으로 본 안동중앙극장 인식)

  • The purpose of this study is to analyze how Andong Joongang Cinema (hereinafter referred to as "The Cinema"), the only art cinema in Gyeongsangbuk-do Province, is perceived by local people as a local cultural resource. For this, an analysis framework was set for analyzing local people's perception of The Cinema as a local cultural resource, by analyzing the functions of local cultural resources and the function of The Cinema and examining the correlation between the two sectors, on the basis of precedent studies on local cultural resources and related papers on art theaters and The Cinema. Based on the proposed analysis framework, the local people's perceptions of The Cinema as a local cultural resource were summarized into four divisions: the perception of the enjoyment of culture & art, the perception of historicity, the perception of a tourist attraction, and the perception of community formation. As a result, it is judged that The Cinema has the identity, the traditionality and the community spirit as the three functions of which a local cultural resource has, and thus, it is proved that The Cinema functions as a local cultural resource. Therefore, local cultural resources have been performing their functions encompassing its scope with the region's history and surrounding environment, not standing alone. The Cinema also has been functioning as a space for the enjoyment of culture and art, a tourist attraction, and a cultural space for communicating with the public, keeping its historicity of the region. It is expected that there will be specific follow-up studies so that The Cinema can consistently play its role as a local cultural resource.

Toponymic Practices for Creating and Governing of Cultural Heritage (문화유산 관리를 위한 지명(地名)의 가치와 활용 방안)

  • Toponyms are located not only in the site between human cognition and the physical environment but also in the name of cultural heritage. Accordingly, certain identities and ideologies for which human groups and community have sought, their holistic way of life, and all cultural symbols and cosmos, such as sense of place and genius loci, are included in their toponymic heritage. Denoting, symbolizing, integrating and representing the culture and nature belong to the human community. Based on these perceptions of the toponymic heritage, the aims of this article are to examine the values of a toponym as an Intangible Cultural Heritage (ICH) and to suggest the application methods using the toponymic functions for governing of tangible cultural heritage. This article discusses the multivocality, diversity, and non-representational theory of landscape phenomenology intrinsic to the terms of culture and cultural landscape and then the domestic and international issues on the toponymic heritage in the first chapter on the values of toponym as a part of the ICH. In particular, it analyzes the preceding research in the field of toponymy, as well as the Resolutions of UNCSGN and UNGEGN on "Geographical names as culture, heritage and identity" including indigenous, minority and regional language names since 1992, which is related to the UNESCO's Convention for the Safeguarding of the Intangible Cultural Heritage in 2003. Based on this, I suggest that the traits of toponymic cultural heritage and its five standards of selection, i.e., cultural traits of toponyms, historical traits, spatial traits, socio-economic traits and linguistic traits with some examples. In the second chapter discussing on the methods using the toponymic denoting functions for creating and governing of the tangible cultural heritage, it is underlined to maintain the systematic and unified principle regarding the ways of naming in the official cultural heritage and its governing. Lastly, I introduce the possible ways of establishing a conservative area of the historical and cultural environment while using the toponymic scale and multi-toponymic territory. Considering both the spatial and participatory turns in the field of heritage studies in addition to the multiple viewpoints and sense of cultural heritage, I suggest that the conservative area for the cultural heritage and the historical and cultural environment should be set up through choosing the certain toponymic scale and multi-toponymic territory.

  • The purpose of this study is to suggest the contents for geography education about East Asian cultural diversity. I chose "Human Relationship and Living-Habit" culture among East Asian diverse cultures and fixed 4 themes: family cultures, traditional cultures, friendship cultures and relationship cultures with other people. For making the lesson contents for East Asian cultural diversity, I analysed Geography 2009 Revised Curriculum and presented specific contents differently depending on grades. Until now, static and homogeneous cultures in East Asia have been emphasized mostly at school but cultures that are dynamic and related to students$^{\circ}{\phi}$ life are proposed in this study. Through understanding the differences of the East Asian cultures, it will be possible to expand mutual understandings among the East Asian people. This study will be a good alternative and paving the way for enhancing cooperations in East Asia.

A Study on the Original Form and Authenticity of the Stone Cultural Heritage according to the Conservation Treatment - With Focus on the Stupa of State Preceptor Jigwang from Wonju Beopcheonsa Temple to the Conservation Treatment - (석조문화재 보존처리에 따른 원형보존과 진정성 고찰 - 원주 법천사지 지광국사탑 보존처리 사례를 중심으로 -)

  • Stone cultural heritage will either be damaged by composite damage or will lose its original historical authenticity starting with the moment it is created. Various artificial interventions to restore them to their original state have been described, centering on the conservation treatment case of the Stupa of State Preceptor Jigwang from the Wonju Beopcheonsa Temple Site. Restoration of the Jigwang stone pagoda was carried out after securing all scientific and technological means for the research and protection of the cultural heritage in question. Since its restoration was promoted to retain its aesthetic and historical value and was based on a careful understanding of the original materials and prototypes, extensive restoration was sought, which contributed to the restoration of the original form, resulting in both preservation and authenticity.

유인등대의 친수문화적 특성에 따른 해양문화공간 조성에 관한 연구

  • 대한민국에 근대적인 항로표지가 처음으로 개설된 이래 지난 2003년에는 대한민국 등대 100주년을 맞이하여 '유인등대 해양문화공간 조성계획'을 수립하고 유인등대 시설보완 및 개방, 등대 박물관 확장 개관 등을 실시하였다. 이러한 다각도의 노력은 폭발적인 성과를 거두어 2001년 한 해 동안 유인등대를 다녀간 방문객이 공식적으로 기록된 것만 300만 명이 넘게 되었다. 이후 대한민국의 등대는 40여 개의 유인등대와 60여 개의 무인등대가 널리 알려지게 되었고 문화적 가치를 인정받아 현재 23개의 등대가 등대문화유산으로 지정되었으며 지속적으로 발굴하고 있다. 대한민국의 등대가 많은 국민들의 관심 속에서 방문객이 지속적으로 늘어나면서 특히 유인등대는 해양문화공간으로서의 기능이 요구되었고 향후로도 더욱 가속화될 전망이다. 이러한 맥락에서 본 연구는 대한민국 유인등대의 친수문화적 특성을 체계적으로 살펴보고 그에 따라 해양문화공간의 조성 방향을 적절하게 설정할 수 있도록 하기 위한 기본적인 지침을 설정하는 것을 목적으로 한다.

  • The role of middle managers in local administrative organizations is getting important in showing administrative capacity of public officials who are members, enhancing effectiveness and competitiveness of an organization. The main purpose of this paper is to investigate the effects of demographic characteristics as well as the mediating effects of organizational culture between leadership of middle managers and organizational effectiveness such as job satisfaction and organizational commitment using the sample from local administrative organizations of Kangwon province. Results of empirical study are summarized. In final suggestions, implications and some limitations of the present study are discussed as well.

Legal Review of Heritage Laws and Regulations (문화재 소관 법령에서 '원형유지' 원칙에 대한 법률적 검토)

  • This essay explores the ways in which the philosophical concept of "original form" is expressed in relevant laws and regulations, the legal character of respective regulations, the way in which each regulation is applied in practice for heritage management, and the factors required for this concept to serve as a legally binding fundamental principle. The current laws and regulations on heritage maintain a consistent requirement for preserving the original form of heritage, both for the general public and for heritage professionals. However, the principle of preserving original form is expressed as a declaration or imperative without substantive definitions. Consequently, heritage administrators simply follow administrative procedures for heritage conservation, management, and promotion while failing to specify the meaning of "original form." For the practical application of the principle of preserving original form to overall heritage conservation activities as an actual legal principle, further provisions should be added for the purpose of clarifying the principle, with consideration given to the observation of fundamental principles for legal provisions, such as the principles of clarity, equality, and proportion. The principle of preserving original form still functions as the most necessary principle for heritage conservation and therefore should be reestablished as a refined and rational regulatory system.
