  • The main objective of this study is to analyze which aspects between cultural budget or cultural activity (such as musical, theater, classic performance etc) will affect more to enhance the happiness of the local government residents. This study tries to analyze the effect of 'cultural aspect' on local residents' happiness because relatively there are not enough studies to analyze the relationship between culture and happiness. Especially, it is hard to find out studies focusing on both cultural budget and activities. According to the empirical results, the relationship between cultural budget and citizens happiness turns out to be statistically significant in the direction of the positive, while the relationship between cultural activities and citizens happiness does not turn out to be statistically significant. This finding can be justified for policy makers to increase cultural budget to make cultural city. In addition, the reason why cultural activities are not significant can be interpreted from the perspective of 'accessibility', 'degree of quality' and 'incompatibility of cultural demand of residents' and finally this study provides various policy implications.

To this end, the social service needs of vulnerable groups by household type were analyzed by utilizing the raw data of the 2018 Survey on Rural Well-Being. Analysis showed that the greatest demand social services for all rural villages, the elderly, the disabled, one-person, one elderly and low-income households were income support services, while in household that included children the demand was for childcare and education-related services. The second-highest social services in terms of demand were cultural leisure vacation support services for all rural villages, healthcare-related services for the elderly, the disabled, one elderly and low-income households, cultural leisure vacation support services for households including children and daily life support services for single-person households. Based on these results, a measure was proposed to support social services, tailored to vulnerable groups in rural villages. In addition, the government's lack of a consultation system between urban and rural welfare policies, such as a basic plan for health and welfare in rural villages, led this paper to discuss the need for a feedback function and dedicated formulation of mid- to long-term policies in rural villages. It also proposed the establishment of conditions for providing customized social services for rural villages.

  • The present study investigates the realization of tourism culture welfare by using Confucian heritage. From June 13 to November 7, 2014, site surveys and interviews were conducted for hyanggo (hyanggo: Confucian temple and school to teach students in Joseon Dynasty period), seowon (seowon: a memorial hall for Confucianist services to honor distinguished scholars and statesmen) and nujung (nujung: outdoor pavilion or gazebo) located in Youngwol -gun. Questionnaire pertaining to site survey and in-depth interviews for the building owners and managers was used to collect necessary data and scientific investigation was performed for analysis. As a result, the historical background was found to be culturally valuable asset for both region's tourism and culture welfare. Secondly, hyanggyo and seowon were found to exhibit traditional Confucius cultural form, while nujung exhibited a rare architectural trait. Hence it seems necessary to develop a different social tourism resource specialized for nujung. Thirdly, the rendering of Confucius heritages to tourism culture welfare resources thus far seems to be insufficient; hence, development and operation of marketing programs will be necessary. The implications of the present study require succession and modern reinterpretation of Confucian heritages for further development into digital tourism that will encompass Confucian culture and today's culture. Furthermore, studies of the tourism culture welfare policies that will promote the co-existence with the region will be needed.

  • This study comparatively analyzed the impact of childcare workforce cost on fertility rates across different countries. In the cases of Nordic countries, comprehensive childcare support policies and subsidies for childcare workforce costs were found to have a positive impact on fertility rates. In contrast, high childcare burden and economic pressures were identified as major factors contributing to declining fertility rates in East Asian countries. In developing countries, the effectiveness of childcare support policies varied depending on the socioeconomic context. This study suggests that the impact of childcare workforce cost on fertility rates manifests in diverse patterns across countries, and effective childcare support policies require tailored approaches that consider each country's specific circumstances. In the future, increased social investment in childcare and the spread of a culture that respects the value of care are necessary.

Youth dividend pros in the normative dimension to understand in order to achieve social justice. Further, youth dividend can replace the existing policy. Youth dividend Pros empirical dimension is a social considerations measures, there is a need for innovation by the failure of existing measures. On the other hand, youth dividend opposed to target efficiency is low, and that the problem is often to the contents of the salary. Because both sides are too contrast, consensus is difficult, can be political point of view is a significant impact. The basic income is a new thought experiment for human self-realization. Therefore, the production social welfare policy personality is a different policy science. That is, it is a long-term care social policy that requires a holistic life support. In addition, a non-empirical policy that requires a material support for the substantial freedom. Therefore, it is necessary to understand the philosophical meaning than scientific evaluation of traditional policy aiming to realize autonomous life. Therefore, radio waves of basic income through the welfare politics and exercise is still important strategy.
