전국에 1,000여개의 다문화 기관들이 활동 중이다. 그중 정부주도형인 여성가족부 지정 다문화가족지원센터 210여 곳을 제외한 나머지 기관들은 대부분 정부 민간 혼합형이거나 민간주도형 기관들이다. 정부주도형 기관들은 중앙정부와 지방자치단체로부터 운영비가 지원되지만 정부 민간 혼합형이나 민간주도형 기관들은 운영비를 기부금 또는 후원금에 의존한다. 그러나 경제위기의 도래로 기부금이나 후원금이 급감하는 상황에서 정부 민간 혼합형이나 민간주도형 기관들의 자립은 더욱더 어려워질 전망이다. 이러한 전망과는 달리, 지원 대상들과 다문화이슈는 지금보다 훨씬 더 늘어날 전망이다. 국내 이주민의 수는 매년 증가추세이다. 향후 2050년이 되면 전체인구의 10%가 외국인이라는 전망도 나온다. 외국인의 정주화 그리고 가족이민 증가에 따른 상이한 종교와 문화에 대한 편견 없는 이해와 대화가 강조될 것이며, 학교교육정책, 직업양성, 노동시장정책, 동등한 노동조건과 사회보장 요구, 사회적 차별에 대한 계몽정책 등 다양한 다문화 이슈도 부각될 것이다. 이처럼 다양한 분야에서 다문화 이슈를 가장 잘 다룰 수 있는 민간주도형 다문화기관의 자립 여부는 다문화 지원정책의 성패와도 연결된다고 볼 수 있다. 결국 민간주도형 다문화기관이 지금의 운영구조를 개선하고 재정적 자립을 확보하기 위해서는 다문화 관련 비즈니스모델 개발을 통해 다문화 기관들이 스스로 자립할 수 있는 사회적기업에 관심을 가질 수밖에 없다. 사천다문화통합지원센터는 비영리민간단체로 지난 13년 동안 창조적인 다문화 사업들을 추진하여 괄목할만한 성과를 거두었다. 그러나 일반 기부금이나 후원금으로 운영비를 충당하고 있는 상황에서 자립 기반 구축을 위한 비즈니스 모델 개발은 필수적이었다. 마침내 요리조리아시아 협동조합을 만들어 청소년 공정여행 프로그램인 세계로여행학교와 아열대채소 농장을 운영중에 있다. 뿐만 아니라 기업의 CSR(Corporate Social Responsibility) 해외공헌사업도 위탁받아 운영하고 있다. 본 연구에서는 사천다문화통합지원센터가 그동안 진행해 온 청소년 공정여행과 아열대채소 농장을 다문화기관의 비즈니스 모델적 측면에서 사례 분석한 후, 벤치마킹을 통해 민간주도형 다문화기관들로 확대시킴으로써 사회혁신의 기회를 증대시킬 방안을 제시하였다.

This research focus on Community Culture Center's efficiency according to the regional and operating subject in Capital region. Recently the importance and potential market of cultural industry is growing. In addition, as a basis for local cultural industries, the importance of Community Culture Center has been highlighted. Therefore, for the activation of cultural industry, Community Culture Center on the efficiency of the operation should be reconsidered. To analyze Community Culture Center, using DEA, the efficiency of public organizations tool, which focus on operational efficiency. Depending on the results of analysis, Seoul, Incheon and Gyeonggi province was able to confirm their efficiency. In addition, according to the Direct Operating, Industrial Operating, Foundation, Private Consignment Agency their efficiency showed significant results. Looking at regional Community Cultural Centers in Seoul and Gyeonggi Province will see that two are operating efficiently. On the other hand, the Community Cultural Center in Incheon was not efficiency. Looking at the operating entity basis, Direct Operating Agencies and Industrial Operating Agencies were operating efficiently. On the other hand, Foundation Act of agencies and Private Consignment Agencies have been operating relatively inefficiently.

The medium and long term plan is one of the most important factors for the cooperation between cultural institutions such as archives, libraries and museums. This paper tries to analyze comparatively the development strategies' backgrounds and tasks of the national representative cultural institutions, with their similarities and differences. Limitations of the development strategies caused by their low stature are also presented in the paper. Accordingly this paper put emphasis on the changeover from separate and individual development strategy to joint and collaborative one for the cooperation between cultural institutions.

The purpose of this study is to identify the relationship between the emotional leadership of directors and the organization culture and to examine differences in the level of emotional leadership of directors. The research results were as follows: Firstly, the relationship between emotional leadership of directors and organization culture showed a positive correlation between all sub-factors. Secondly, multiple regression analyses identified the emotional leadership's sub-factors were significant predictors of the organization culture. Thirdly, organization culture significantly differed according to the emotional leadership level. In summary, this research confirmed that there was a correlation between the emotional leadership of directors and organization culture.

고령화 사회로 인구 구조가 재편되면서 많은 사회적 문제가 발생하고 있으며, 노인의 삶의 질을 제고하기 위한 방안으로 노인문화복지 프로그램이 중요하며, 특히 노인문화기관의 역할이 크다. 따라서 노인문화기관에서 운영하는 전근대적인 문화복지 프로그램이나 노인문화기관의 운영 실태는 단계적으로 개선하고, 참여형 문화복지 프로그램으로 개편해야한다. 또한, 협의체 구성을 통해 노인 문화복지 활성화를 위한 제도와 법률 개정 등 문화복지 프로그램의 안정적인 운영이 필요하다. 이를 통해 노인의 삶의 독립, 참여, 보호, 자아실현, 자존감을 찾는다면 성공적인 노인복지기관의 노인 문화복지 프로그램이라고 본다.

This study attempts to analyze the structure of collaborative network among multicultural agencies in Busan area. The survey was conducted with such agencies as multicultural family support centers, regional government offices, public libraries, social welfare centers, and other NGO-supported agencies, in order to analyze the structural features of the network. The results of the study indicate that cooperative networks are hardly in action except for the one among agencies which share their function, roles, and characteristics in common, that regional government offices and multicultural family support centers have high density networks with other agencies and performed major roles. Public libraries, however, only collaborate with other libraries, or did not participated in the networks, which indicates that endeavors of public libraries to cooperate with other multicultural agencies is needed.

The main purpose of this Study is to present the means of activation of public culture & arts institutions in the future through analysis of the operational competency of public culture & arts institution. Summary of the results of the analysis of this Study is as follows: Firstly, the variables in the operational competency of the existing public culture & arts institutions are found to be (1)artistic value, (2)convenience and (3)organization management while the performance variable includes (4) operational performance. Secondly, although there is no major difference in the artistic value for each of the public culture & arts institutions, other variables, namely, convenience, organization management and operational performance were found to be different between the institutions. Therefore, it would be necessary to pursue activation of operational performances and industry through differentiation of the contents of the artistic value in order to achieve real progress in the culture and the arts industry in the future.

The objective of this research was to examine how cultural values expressed in the contents of government and public institutions advertising, based on individualism-collectivism. This study investigated the extent to which government and public institutions print advertisements in Korea and U.S. Study 1 examined the extent to which government and public institutions print advertisements in Korea and U.S. use its intrinsic cultural values. Study 2 carried out experiment to study cultural differences in relative reaction of collectivistic and individualistic government and public institutions print advertising appeals in two countries. Findings of this study showed that cultural background plays role in the usage of government and public institutions print advertising messages and persuasive communication processes. Global marketers and advertisers realize the significance of the cultural similarities and differences that occur in diverse cultures.

노년기를 더욱 의미 있고 창조적으로 보낼 수 있도록 돕는 교육의 필요성이 제기되면서 노년층의 평생교육의 중요성이 강조되고 있다. 평균수명의 연장은 노인의 삶의 질에 대한 사회적 관심을 촉발시켰고 특히, 문화예술관련 평생교육은 노인의 감수성과 삶의 질을 향상시킬 수 있다는 점에서 중요하다. 평생교육은 우리나라에서 2000년 3월부터 시행하였다. 본 연구는 노년층의 문화예술 평생교육기관 만족도에 미치는 영향을 파악하고자 한다. 노년층의 문화예술 평생교육기관의 교육서비스 품질, 행정서비스 품질, 환경 품질 요인에 따라서 이용자들의 만족도에 어떠한 영향을 미치는지 확인하고자 한다. 이러한 연구를 통하여 고령화 사회에서 평생교육이 노인문제해결에 요한 분야가 될 수 있다는 데에 의미를 부여하고 노인평생교육에 한 인식과 질 제고를 한 정책시사를 제공하고자 한다

The purpose of this study was to develop a multicultural education practice scale for preschool teachers and to examine the reliability and validity of the scale. Participants for this study were 310 preschool teachers from Seoul and Gyeonggi. The multicultural education practice scale for preschool teachers was consisted of 3 factors, 'multicultural national to understand', 'interactions with multicultural children' and 'multicultural culturally to understand' with 13 items. Cronbach's ${\alpha}$ was ranged from .74 to .82. The confirmatory factor analysis revealed that RMSEA=.08, SRMR=.06, NNF=.90, and CFI=.92. All these results show that the multicultural education practice scale for preschool teachers is quite reliable and valid.
