  • The purpose of this study is to apply the international quality certification system to service quality evaluation in library and information service centers. The study compared various aspects of their quality certification systems and considered application studies of foreign libraries. The results of this study illustrate that TQM based quality certification systems-Doming Quality Prize, Malcolm Baldrige National Quality Awards. European Quality Awards-reflects a broader, more dynamic and custome-oriented quality concepts. On the contrary, ISO 9000 Standards are based on a narrow, static and in house-oriented quality concepts emphasizing conformance to specifications.

  • Conventional full-text information retrieval system has been proved with high recall ratio and low precision ratio. One of the disadvantages of full-text IR system is that it is not designed to reflect the user's information need. It is due to the fact that full-text IR system has been designed based on physical and logical structure of document without considering the content of document. The purpose of the study is to develop more effective full-text IR system by resolving such disadvantages of conventional system. The study has developed new method of designing full-text IR system by using Content Structure Markup Language(CSML) other than conventioanal SGML.

  • This study concerns DB quality of the Web databases which has been produced in medical science. For the quality evaluation of Embase and PubMed, 10 evaluating criteria were developed on the basis of literature review. The evaluation result showed that PubMed has superiority to the currentness, accuracy, completness, consistency, ease of use, customer support, searchability, cost, and network & H/W on DB, but Embase has only superiority to the coverage. It is needed for purchasing, user training, and library service based on the above evaluation result.

  • An economic evaluation was conducted using cost-benefit analysis for an integrated service platform of open access research articles. The data needed for benefit measurement were collected by conducting a series of surveys to service beneficiaries, including 1,313 academic researchers, 49 bio-industry researchers, and 102 researchers in various industries. Cost-benefit analysis and sensitivity analysis were conducted after estimating the total costs for system construction and operations, anticipated direct and indirect benefits. With respect to the cost-benefit analysis limited to direct benefits, the estimated benefit was KRW 82 billion, which is about 14 times of the total costs for eight years of the entire business period. With respect to the cost-benefit analysis for both direct and indirect benefits, BCR was estimated to be about 98.9 and NPV to be KRW 538.8 billion, indicating that economic feasibility of the project was sufficiently secured. The results of this analysis may help securing the investment to the integrated service platform for OA research products, and the benefit estimation model developed in this study would be utilized as an assessment tool during the rest of this project.

  • Recently, the valuation of research papers has been greatly emphasized, and their citation has been accepted as a very useful indicator. In this study, we performed correlation analyses between the paper citation counts and 11 explanatory variables of morphological and conceptual factors with a test dataset of the papers of 11 journals in library and information science. The analysis results of the correlations show that only the document similarity has 5% or more standardized variances(r2) with paper citation counts and the document similarity with citation counts get higher as the variable value increases.

  • Research performance evaluation has been based heavily on quantitative criteria. Various limitations however were revealed and the demand for excellence in research quality was growing and the importance of qualitative evaluation factors was increasing as well. The study investigates and introduces cases for improving research evaluation that have appeared around the world since 2010. To extract qualitative factors that can be introduced in research achievement evaluation in Korea this study investigated and organized the performance evaluation cases of foreign universities and proposed the introduction of the evaluation method in Korea. Qualitative evaluation factors were extracted by analyzing achievement evaluation documents evaluation procedures and evaluation standards of top 10 universities around the world. As a results this study proposes the use of various performance evaluation documents mulch-faceted evaluation and multi-level performance evaluation process and various qualitative performance evaluation standards. In traditional bibliometrics, while the degree of citation was measured when generating research evaluation indicators, future indicators may reflect recommendation scores as indicators, or include industrial connectivity and utilization in education / industry. It is hoped that the performance evaluation method will be balanced through this paper and ultimately the professor's research achievement evaluation will be a process that can help individuals grow into excellent researchers and develop the research environment.

  • As part of effort to develop the strategies of internationalization of social science academic journals in South Korea, this study attempts to verify the measurement invariance of journal selection criteria across the groups of library and information science researchers and social science researchers. The authors collected 146 survey responses from researchers who have published at least one paper in SSCI/Scopus-indexed social science journals between 2014 and 2016. As a result of the study, it was found that the configural and partial metric invariance of the journal selection criteria held across the two groups, implying that the model of journal selection criteria is appropriate to use in the field of social science as well as library and information science. Additionally, the authors investigated the perceptions of journal selection criteria indicators in the two groups, and it was shown that researchers in both groups considered peer review and indexing in major databases important. The findings of this study could be useful for publishers or academic societies to develop improvement strategies of their journals.

  • The purpose of this study is to investigate the usability and the value of Web resources as an academic information in writing a paper by citation analysis. In this study each articles from five academic journals in the field of LIS and computers, published from 1999 to 2000, was selected for citation analysis. The result shows that articles in Journal of the Korean Society for Information Management cited the most, and Korea Information Processing Society Review the least, in terms of average number of citing Web resources. In respect of citing rate of Web resources Communications of the Korea Information Science Society was high to 22% of all cited documents, and Journal of the Korean Society for Information Management was the second as high as 18.5%. Articles from selected journals have been increased in citing Web resources form 1999 to 2002. However, Korea Information Processing Society Review appears to be decreased, instead.

  • Five cultural websites are evaluated on their content, interface, design. system, and service elements. The Culture Portal of Korea, Korea Culture Content, Culture Arts, Korea National Heritage Online, and Culture Heritage Information Center are chosen for this study. Most websites do not have a purpose or target audience. Their focuses are not on the content they provide but on the function of interfaces and interface design. However, interfaces do not function well for users to quickly access information they want. Suggestions are made to facilitate a system's search function and interactive users' feedback.

  • This study aims to develop and evaluate the authority data-based academic retrieval system that may provide search tools and additional information for search of academic papers with users. To evaluate the usability of authority data-based academic paper search system, this work studied 60 subjects who had experienced the academic paper service to measure their satisfaction on both search efficiency and system usability and additionally analyzed whether the difference between search efficiency and system availability is significant in the experimental search system among user groups. As a result, the authority data-based academic paper search system was analyzed to show a higher search efficiency and user satisfaction than the ordinary system.
