본 논문은 역사적, 지리적으로 중국과의 교역이 활발한 인천지역 소재 한국 무역업체를 대상으로 기업 일반 현황, 중국과의 무역업무처리 현황, 중국과의 무역클레임 및 무역리스크 관리 현황 등 3가지 범주로 구성된 설문지를 작성, 배포하였다. 그리고 총 84개 유효 설문지를 바탕으로 실태분석하였다. 인천지역 무역업체들은 중국과의 무역거래에서 무역, 금융, 노동 및 투자 등과 관련한 중국정부의 정책 변화, 중국의 물류시스템 등에 대해 많은 우려를 하고 있는 것으로 나타났다. 이러한 중국정부 및 중국의 경제구조와 관련한 리스크는 개별 무역업체 차원에서 대처하기가 어렵다는 점에서 정부와의 긴밀한 대응방안 모색이 요구된다. 또한 중국과의 무역거래 각 단계별로 리스크 발생 가능성이 높은 반면 그 관리는 미흡한 것으로 나타났다. 이러한 실태분석을 바탕으로 인천지역 무역업체들의 대중국 무역리스크 관리 수준을 향상시키기 위한 개선방안을 제시하였다.

With the fast growing of international trade and ever-changing trade environment Korea is facing more risks in international trade and they are getting more diverse and happen more frequent with high severity. Big firms of international trade are ready and treat the risks quite well, but small and medium size firms have hard time to manage the risks due to their poor understanding, not much capital to spend, and weak skills of risk management. Holding significant size of international trade of Korea, the small and medium size firms need systematic and integrated risk management and the K-sure(former Korea Export Insurance) can make a significant contribution to help them manage risks in international trade business. This study is proposing the adoption of ERM(Enterprise Risk Management) for international trade business of Korea. Especially for small and medium size firms of international trade, the K-sure may set up integrated risk management system to help them and promote the export growth, which is a great mission of K-sure.

Trade can be greatly influenced by the change of international trade environment due to the characteristics of remote transactions. Furthermore, in the circumstance of emphasizing the national security again, the importance of the risk management of special materials has been increasing. As it was noted at Chapter 4, significant results such as the threat of enterprises' sustainable growth can be occurred when companies are related to the unlawful export of strategic materials or experience discouragement of export of main products. As the decision of strategic materials greatly depend on a specialized knowledge there is a possibility of misjudgement of strategic materials in terms of ordinary companies which is not accustomed to them. Furthermore risk management is more difficult due to the inclusion to the items of export license. To prepare such a risk of export of strategic materials, firstly, it should be checked to find whether counter traders are working in the industry which is not related to the spread of weapons of mass destruction, secondly, an appropriate process shall be designed and operated for products to be safely delivered to the trade counter. Therefore, our export enterprises have to introduce CP(Compliance Program), AEO or ISO28000 considering suitability for their actual situations not only to promote export and but also to avoid risk of export control and additional expenses. Through these appropriate processes, an efficient and effective management of the trade risk of strategic materials can be accomplished.

This study is aimed to summarize a tense situation of Risk management for Kaesong Industrial Business Enterprise in 2013 and to investigate trade insurance of K-sure. Now we have to find a new way to protect Kaesong Industrial Business Enterprises from uncertain environment and also need to prevent a recurrence of parallel cases in the domain of South-North economic cooperation in Korean peninsula. There are two method to protect Kaesong Industrial Business Enterprises. First they rely on the Korea government for protection. Second they need to effect trade insurance of K-sure. such as Export Credit Guaranty or Short-term Export Insurance. They shall create a wise predictable environment to protect Kaesong Industrial Business Enterprises themselves without resort to Korea government. Of course there are many things left behind to consider I hope it will be helpful to those who prepare South-North economic cooperation especially in Kaesong Industrial Complex.

인터넷무역은 Global Marketing이 가능하고 거래처 발굴이 용이하기 때문에 저렴하고 손 쉽게 무역기회를 창출할 수 있다. 그러나 이러한 장점과 동시에 인터넷은 수많은 경로를 통해 정보를 전달하거나 수신되기 때문에 검증되지 않은 정보를 접할 가능성이 높고 익명과 비대면(非對面)으로 이루어지기 때문에 이를 통해 발생하는 리스크도 커지게 된다. 특히 IMF 이후 해외바이어들이 내수시장 침체를 만회하기 위한 국내 업체들의 수출확대 심리를 이용하여 외상으로 상품을 받은 후 대금을 지불하지 않는 등 인터넷을 통한 무역사기가 급증하고 있다. 본 연구에서는 인터넷무역 피해사례를 살며보고 이를 통해 피해 발생원인을 분석하고 사기예방을 위한 몇 가지 방안을 제시하고 있다. 인터넷무역 피해는 인터넷의 특성에 기인한 바가 없지 않으나 상당 부분이 무역업체들의 노력 부족에 기인하고 있다. 따라서 사기예방을 위해서는 제도적인 접근도 중요하나 무엇보다 무역업체 스스로 세심한 주의와 철저한 사전작업이 선행되어야 할 것이다.

본 연구는 미-중 무역분쟁을 보다 장기적인 관점에서 'G2 리스크'로 정의하고 급변하는 세계무역환경 속에서 중소기업 수출지원제도의 문제점을 진단하고 개선방안을 논의하고 있다. 중소기업 수출지원제도는 이를 총괄하는 컨트롤 타워가 부재하고, 사업별로 제도가 운용되면서 정책 간 중복으로 인해 행정적 낭비가 발생할 수 있다는 문제점이 있다. 이러한 문제를 개선하기 위해서 첫째, 중소기업 수출지원제도를 총괄하는 컨트롤 타워를 명확하게 설정해야 할 것이다. 둘째, 컨트롤 타워를 명확하게 설정한 이후 중장기 로드맵을 구축하여 중소기업 수출지원제도의 효율적인 운영방안을 마련해야 할 것이다. 셋째, 개별 수출지원조직의 역할과 책임을 명확하게 한 후 조직 간 협력을 강화할 필요가 있다. 마지막으로 중소기업 수출지원제도가 잘 수립되고 운영되고 있는지 여부를 확인하기 위해서는 올바른 성과평가기준과 환류시스템을 마련하는 것이 중요하다.

전략물자라 함은 군전용의 물자만이 아닌 민수품까지도 포괄하는 개념으로서 분쟁국가나 국제평화를 저해할 우려가 있는 국가로 수출이 되어 군사력의 과도한 확장에 이용되지 않도록 하기위한 제도가 전략물자 수출통제제도이다. 국제사회에서 안보와 평화를 위한 규범으로 시행되고 있는 전략물자 수출통제 강화 추세에 적절히 대응하지 못할 경우, 우리 업체의 피해는 물론 국가 이미지에 심대한 타격을 받을 수 있으므로 우리나라도 정부 · 기업이 역할을 분담하는 방향으로 전략물자 수출통제 강화방안이 마련되었다. 본 고에서는 기업리스크 관리를 위한 전략물자 무역관리를 위해 한국무역협회에서 발간한 '알기 쉽게 풀어 쓴 전략물자 무역관리' 내용을 발췌하여 연재한다.

본 연구의 목적은 4차산업혁명의 혁신 기술로 지목되고 있는 블록체인 기술이 국제무역거래에서 어떻게 안착될 수 있는 지를 조사하는 데에 있다. 무역결제방식이 전통적인 신용장에서 송금방식으로 선호되면서 핀테크 기술은 확산될 것으로 전망된다. 또한 개인의 해외직구입으로 국제무역거래가 급증하고 있기 때문에 보다 편리한 핀테크 기술은 각광받을 것이다. 아울러 국제무역거래에 있어서 안정성을 확보하고 리스크를 줄이기 위해 블록체인 기술은 확산될 것이다. 하지만 새로운 기술인 암호화폐 등 블록체인 기술은 법적안정성이 미비되어 있기 때문에 거래안정성을 우선시하는 무역거래에서의 확산은 제한될 수 있다.

This paper aims to define country risk, review previous literature, and provide future direction for further research. Country risk is found to be analyzed in various ways in export, foreign direct investment and international finance, and thus analysis of the risk needs an integrated perspective and individual one as well. Systematic analysis, in particular, concentrating on relationship and structure within several risk is required in order to understand the country risk academically and to manage it practically.
