대만 지진피해평가 system에 대한 검토

  • 대만 국가과학위원회에서는 1998년에 지진재해 구조물 피해 사회경제적 손실을 위한 연구를 위해 HAZ-Taiwan 연구 project를 착수하였다. 관련 software인 TELES(Taiwan Earthquake Loss Estimation System)는 3가지 목표를 위해 다양한 입력 및 분석 module로 구성되어 있다. 1. 피해 지진후 재해 평가 2. 재해복구계획 및 가상 시나리오 제공 3. 재해보험을 포함한 재해대응방안 제시 본 논문은 초기재해평가에 이용될 분석 modules개발 및 적용에 초점을 맞추고 있으며, 분석 module은 지반운동강도 액상화 건물피해 및 사상자 평가분석을 포함하고 있다.

  • One of the 5G goals is provide to high data rates for users moving at high speeds, such as trains. High mobility scenarios such as high speed train (HST) scenarios are expected to be typical scenarios for fifth generation communication systems. As the HST develops rapidly, it is necessary to transmit wireless communication data to train passengers, and the communication speed required by users is gradually increasing. HST users require high network capacity and stable communication services regardless of the location or speed of the HST communication system. Therefore, a transmission frame is constructed for the 5G mobile communication system in the mm band to be used for the fifth generation mobile communication, the HST communication system is implemented, and the performance of the wideband non-stationary MIMO HST channel is analyzed in the HST scenario.

  • The trend in the domestic MMORPG online game market is on decline because of the change in customers attitude and the advent of mobile or foreign games. The underlying cause of depressed domestic game market is that it has been failing to provide quality service arising from not revising existing game design. For this reason, this paper sets out to gather game users' opinions and to analyze successful domestic and foreign games comparatively to approve the importance and necessity of scenario development and to solve current problems in the MMORPG market. As one solution, this paper proposes a new design method, TIME FLOW scenario technique. This technique aims to establish a system in which story and environment change as time progresses and thus can provide different contents to its users over time. It is expected to enable a new frame for game design environment and to restructure education environment for human resource cultivation.

  • Climate change has been influenced on extreme precipitation events, which are major driving causes of flooding. Especially, most of extreme water-related disasters in Korea occur from floods induced by extreme precipitation events. However, future climate change scenarios simulated with Global Circulation Models (GCMs) or Reigonal Climate Models (RCMs) are limited to the application on medium and small size rivers and urban watersheds due to coarse spatial and temporal resolutions. Therefore, the current study introduces the state-of-the-art approaches and procedures of statistical downscaling techniques to resolve this limitation It is expected that the temporally downscaled data allows frequency analysis for the future precipitation and estimating the design precipitation for disaster prevention.

  • 기후변화로 인한 기상이변 현상으로 폭우와 홍수 등 수문학적 극치 사상의 출현 빈도가 잦아지고 있다. 따라서 이러한 기상이변 현상에 적응하기 위하여 보다 정확한 확률강우량 측정의 필요성이 증가하고 있다. 대장 지점의 미래 확률강우량 계산을 위해선 기후변화 시나리오의 비정상성을 고려해야 한다. 본 연구는 비정상적인 미래 기후에서 확률강우량이 어떻게 변화하는지 측정하는 것을 목표로 한다. Representative Concentration Pathway (RCP4.5)에 따른 우리나라의 확률강우량 계산에 인공신경망을 포함한 정상성, 비정상성 확률강우량 산정 모델들이 사용되었다. 지점빈도해석(AFA), 홍수지수법(IFM), 모분포홍수지수법(PIF), 인공신경망을 이용한 Quantile & Parameter regression technique(QRT & PRT)이 정상성 자료에 대해 확률강우량을 계산하는 모델로 사용되었으며, 비정상성 자료에 대해서는 비정상성 지점빈도해석(NS-AFA), 비정상성 홍수지수법(NS-IFM), 비정상성 모분포홍수지수법(NS-PIF), 인공신경망을 사용한 비정상성 Quantile & Parameter regression technique(NS-QRT & NS-PRT)이 사용되었다. Rescaled Akaike information criterion(rAIC)를 사용한 불확실성 분석과 적합도 검정을 통해서 generalized extreme value(GEV) 분포형 모델이 정상성 및 비정상성 확률강우량 산정에 가장 적합한 모델로 선정되었다. 이후, 관측자료가 GEV(0,0,0)을 따르고 시나리오 자료가 GEV(1,0,0)을 따르는 지점들을 선택하여 미래의 확률강우량 변화를 추정하였다. 각 빈도해석 모델들은 몬테카를로 시뮬레이션을 통해 bias, relative bias(Rbias), root mean square error(RMSE), relative root mean square error(RRMSE)를 바탕으로 측정하여 정확도를 계산하였으며 그 결과 QRT와 NS-QRT가 각각 정상성과 비정상성 자료로부터 가장 정확하게 확률강우량을 계산하였다. 본 연구를 통해 향후 기후변화의 영향으로 확률강우량이 증가할 것으로 예상되며, 비정상성을 고려한 빈도분석 또한 필요함을 제안하였다.

  • The creation and acceptance of new technologies has been speeding up dramatically in modern times. There are also significant uncertainties about the future shape of markets, governance and social values that will have an important impact on organizations and their capacity to meet their objectives. These rapid technological and social change and uncertainties make the upsurge of interest in technology foresight, giving rise to its emergence as a global concept and policy tool. A wide range of future methods are available for technology foresight. Selection of methods will depend upon several factors, most notably available and the time financial resources, and the objectives of the exercise. Although Delphi has been widely used for many years, scenario becomes very popular in recent years. The use of scenarios can take better account of the complexity and unpredictability of the economic, social and political environments. Scenarios tell the stories describing paths to different futures, which help organizations make better decisions today. In this study, the scenario method was employed to draw the images of the future of renewable energy. Renewable energy grows dramatically in recent years. However, there is still considerable uncertainty with regard to the potential of renewable energy due to environment regulation, energy costs, and political and economic developments in the main supplier countries for oil and natural gas. Scenario can help us to identify the risks and opportunities when we develop the renewable energy, and to prepare for them. The scenario method is expected to be more utilized in the national technology foresight.

  • Since the release of mid-term domestic GHG goals until 2020, in 2009, some various GHG reduction policies have been proposed. In case of the transportation sector for the mid-term domestic GHG goals, it targets to reduce about 30% regarding the doemstic economic growth until 2020. A major reduction method in passenger cars considers an electric car. In this study we analyze some various scenarios to compare between internal combustion engine car and electric car using break-even analysis. Through the analysis we suggest a subsidy policy for electric car.

  • 홍수피해잠재능(Potential Flood Damage: PFD)은 면 개념을 도입함으로써 치수단위구역의 치수특성 및 사회경제적인 가치를 함께 평가할 수 있도록 고안된 지수로 이미 여러 유역에서 시행되고 있는 유역종합 치수계획 사업에서 사용되고 있으나, 몇 가지 중요한 문제점이 꾸준히 제기되어 왔다. 본 연구에서는 우선 다음과 같은 이론적 문제점을 검토하였다. PFD는 처음 제안될 당시 (이하 기존 PFD) '잠재성'과 '위험성'라는 두 가지 요소가 곱해지는(multiplicative) 형태로 구성된 후 '위험성' 요소 안에 '가능성'과 '방어능력'이 더해지는 (additive) 형태를 취하고 있었다. 그러나 본 연구에서는 (이하 수정 PFD) '피해대상', '피해가능성', 그리고 '방어취약성'이 모두 곱해져야 이론적으로 타당함을 제시하였다. 기존 PFD는 '방어취약성'이 0의 값, 즉 홍수에 대한 완전방어를 의미하는 값에 가까워져도 PFD 값이 0에 수렴하지 않는 반면, 수정 PFD는 위의 경우 홍수 피해잠재능이 0에 수렴하는 것을 요소별 시나리오 모의를 통해서 확인할 수 있었다. 두 번째로 본 연구에서는 PFD를 이용하여 유역의 목표치수안전도 설정 방안을 제시하였다. PFD의 물리적인 의미가 무차원화 된 피해량 임을 전제로, 피해대상으로부터 목표방어율을 설정한 후 이에 해당하는 목표방어취약성을 계산하는 절차를 전개하였다. 추후 이 방법을 실제 자료에 적용하여 검증하는 연구가 이어져야 할 것이다.

A Study about the Usefulness of Reinforcement Learning in Business Simulation Games using PPO Algorithm (경영 시뮬레이션 게임에서 PPO 알고리즘을 적용한 강화학습의 유용성에 관한 연구)

  • In this paper, we apply reinforcement learning in the field of management simulation game to check whether game agents achieve autonomously given goal. In this system, we apply PPO (Proximal Policy Optimization) algorithm in the Unity Machine Learning (ML) Agent environment and the game agent is designed to automatically find a way to play. Five game scenario simulation experiments were conducted to verify their usefulness. As a result, it was confirmed that the game agent achieves the goal through learning despite the change of environment variables in the game.

The Study on the Global Emission Reduction Commitments and Environment Change After Climate Agreement (기후협정후의 배출감소와 환경변화이행에 관한 연구)

  • Although most of the debate on global climate change policy has focused on quantity controls due to their political appeal, this paper argues that agreement commitment are more efficient. Scenarios show that to have a likely chance of limiting the increase in global mean temperature to two degrees Celsius, means lowering global greenhouse gas emissions by 40 to 70 percent compared with 2010 by mid-century, and to near-zero by the end of this century. Ambitious mitigation may even require removing carbon dioxide from the atmosphere. This paper emphasizes on global cooperation which is a key for preventing global warming and toward sustainable development, and fair emission reduction targets among countries are significant for achieving emission reductions.
