  • Modern society is to have an significant impact on the competitiveness of the country in which the economic value is very high occupancy and ensure a state-of-the-art science and technology. The country's core technology or industry security crimes going seized state-of-the-art technology firms can threat of damage to the country's economic security. In particular, the defense industry serious crime that is directly related to national security. The company's core technology and trade secrets leaked once the industrial countries must prevent security breaches and offenses of strict punishment measures because it is impossible to recover. Also, some advanced countries directly has been operating industrial security crime for the country's economy and national security. In recent years, Nation core technology infringement cases are rapidly increasing in the country. In addition, industrial security crime threat to national security. Therefore, the industry security crimes damage to the national security that infringe on the business secrets of core technologies and businesses. It is necessary to identify that industry security crime associated with the visibility of the broad scope of intellectual property protection.

  • Criminal Mediation System in Korea, it did pilot operation by Crime Victim Support Centers such as Daejeon and other two District Prosecutors' Office in April 2006. And starting 2007, Crime Victim Support Centers and Criminal Mediation System conducted from 57 District Attorney's Office and Branch Offices and now 2016, Criminal Mediation System is operated in all the District Attorney's Office. On the other hand, the Attorney General's Office established the 'Criminal mediation practical operating instructions' in October 2009 and created its legal basis at "Crime Victims Protection Act" in September 2010. It seems that the criminal mediation have to operate as the direction for supporting crime victims recovery. However, it seems that the overall infrastructure of the criminal mediation system is built. But I have experienced this through G Attorney's Office as a Criminal mediator activity from 2007 to 2016 now, some issues have emerged such as weak on personal safety in criminal mediation room, etc. Thus, in this paper, I will examine the problems about this and propose improvements of criminal mediation system to fit the practical criminal mediation.

  • Police is an organization that provides service to the public. Police service is focusing on enforcing the law and solving the problem to improve the relationship between police and the public within the society. To accomplish their goal, police should build a better relationship with the public. In the current study, the researcher focused on factors of police service quality, community policing, fear of crime, police-citizen relationship, and the relationship among citizens. The current study used the interview methods for collecting data of 371 individuals from Seoul metro area and resulted that each factors had a causal relationship but police-citizen relationship and citizen-citizen relationship did not show the statistically significant results. Based on this study, the research provided critics and implications.

  • Today, many studies are conducted on searching for criminals in railroad stations using intelligent surveillance system. In the 1st stage, this study conducted a simulation of the system which searches for a criminal using a DB containing information on former convicts (DB on high risk former convicts), when a crime has taken place in a railroad station. Then, in the 2nd stage, this study has developed a simulation that can search for people who is wearing the same color clothes as the criminal and are found near the station, once the color of clothes of the criminal has been entered.

Result that analyze Two-way ANOVA satisfaction difference of environment design of group by satisfaction of the primary and the secondary design group is high in 8 all dimensions of CPTED, and satisfaction by appeared satisfaction high in group less than natural access control, 2 years of natural surveillance, and reciprocal action effect that go with group is high satisfaction in 2 years low in The secondary design group more than the primary and the secondary design group of systematic access control and natural access control, and the primary and the secondary design group appeared high in subgroup of 2 remainders. Satisfaction difference by group by crime prevention effort satisfaction of the primary and the secondary design group is high in 8 all dimensions of CPTED, and satisfaction difference by crime prevention effort appeared satisfaction high in 'A prize' group to The secondary design group, and reciprocal action efficiency is high in 'A prize' group in The secondary design group more than the primary and the secondary design group in mechanical access control, systematic access control, natural access control, territoriality reinforcement, and satisfaction of 'Between' and 'Very' group appeared high in the primary and the secondary design group.

  • 최근 인터넷, 인트라넷과 같은 통신 기술 발전에 따라 거의 모든 시스템이 서로 연결되었고, 사용자들은 손쉽게 정보를 공유할 수 있게 되었다. 따라서 시스템 침입을 통한 데이터의 변형과 인증 받지 않은 접근과 같은 컴퓨터 범죄가 급속도로 증가하고 있다. 그러므로 이러한 컴퓨터 범죄를 막기 위한 침입 탐지 기술 개발은 매우 중요하다. 전통적인 침입 탐지 모델은 단지 네트워크 패킷 데이터만을 사용하고 있으며. 침입탐지 시스템의 성능을 높이기 위해 서로 다른 분류 알고리즘을 결합하는 방법을 사용해왔다. 그러나 이러한 모델은 일반적으로 성능향상에 있어서 제한적이다. 본 논문에서는 침입탐지 시스템의 성능을 개선하기 위해 네트워크 데이터와 시스템 콜 데이터를 융합하는 방법을 제안하였으며. 데이터 융합 모델로서 Multi-Layer Perceptron (MLP)를 사용하였다. 그리고 DARPA 에서 생성한 네트워크 데이터와 본 논문에서 가상으로 생성한 시스템 콜 데이터를 함께 결합하여 모델을 생성 한 뒤 실험을 수행하였다. 본 논문에서의 실험결과로. 단순히 네트워크 데이터만을 사용한 모델에 비해 시스템 콜 데이터를 함께 결합한 모델이 훨씬 더 놓은 인식률을 보인다는 것을 확인할 수 있다

Review on the Cooperative Policing System in Japan (일본의 민경협력치안제도에 대한 고찰 및 시사점)

  • In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.

Rapid Industrialization Induced Poor Hometeaching and Increased Juvenile Delinquents in South Korea (한국에서 급격한 산업화에 따른 가정교육 부실과 청소년범죄 증가 현상)

  • Purpose : Recently the number of juvenile delinquents have been increasing in Korea and their misdeeds were getting worse. This study was conducted to find out the basic cause of juvenile delinquency and a counterplan of overcoming this distress. Methods : The authors reviewed the statistics of the Supreme Public Prosecutors Office to know the juvenile delinquents and Korean national statistics to know the changes of family environments. The author conducted a study on the family environments between student group and juvenile delinquent group in jail, and also investigated the value judgement of middle and high school students to know the difference between the recent adolescents and the youth before 1945. Results : Nuclear families, dual-income families and divorce rates have remarkably been increased recently. All of which are considered to be the basic cause of getting worse in home teaching. It was found that the delinquent group have more defective families, poorer economic status, poorer parent's educational level than the student group, and also found that the value judgement of recent youth were quite different from that of youth before 1945. Conclusion : Industrialization have changed our home-environment rapidly which made home-teaching poorer, and the children were being insecure and melancholy, which consequently made them more abnormal youth and juvenile delinquents in Korea.

A Basic Study on the Evaluation Index of the Crime Prevention through Environmental Design of Wooden Cultural Buildings (목조 건축문화재의 범죄예방환경설계 평가지표에 대한 기초연구)

  • To protect cultural heritages from damage and destruction, evaluating the crime prevention environments is considered extremely important. This study analyzed the crime patterns related to cultural heritages, classified the crime environments by their types, and deduced the elements of the CPTED(Crime Prevention Through Environment Design), aiming to present the indices for evaluating the crime prevention environments. The results of this study can be summarized as follows. First, the crimes related to cultural heritages that must be prevented were identified as the night time trespassing and arson. According to the results of the analysis of external environments based on crime actions, the crime prevention environments of cultural heritages were classified into 10 types. Second, the important evaluation principles of the cultural heritage CPTED were the access control, surveillance reinforcement and the surrounding environment. Third, the access control that cover the internal region, boundary, external region and surroundings were classified into 22 indices. The surveillance reinforcement covers natural, organized and mechanical surveillance with 21 indices. Fourth, the applicability of the CPTED evaluation index was presented according to the types of the cultural crime prevention environments. The results confirmed that the maximum 43 indices were applicable to the seowon(lecture hall), hyanggyo(Confucian school), and gwana(district government office), and the minimum 10 indices, to the ramparts. Finally, the 43 indices were applied to Donam Seowon to validate their applicability. The results confirmed that most of the indices were applicable with the partial supplements. The evaluation index presented in this study is likely to contribute to studies in the cultural heritage CPTED field and to the protection of cultural heritages. Furthermore, this study is considered significant because it unleashed continuous concerns on and developments of CPTED. However, as the field survey to validate the applicability of the indices was limited to only one type, it may require further objective verification such as through an expert's examination of the validity and applicability of the evaluation index. In addition, to accommodate the index in related policies and systems, more precise verifications of the indices by type are considered necessary.

  • 본 논문에서는 우리가 사는 동네의 안전현황에 대하여 국민안전처가 제공하는 생활안전 지도서비스를 통해 혹시 모를 사고와 범죄 예방은 물론, 신속한 대응을 해야 하나, 각종 서비스는 부처별로 재난안전정보를 개별 분산적 관리한 탓에 국민에게 생활주변의 다양한 안전정보를 제공하지 못하는 문제점을 가지고 있다. 이러한 문제를 해결하기 위하여 이 연구에서는 현재 생활안전지도 서비스에 대한 실태를 살펴보고 비교분석하여 개선방안을 제시하였다.
