Risk Identification and Priority Evaluation of Military Facility Relocation by Endowment and Concession Project (기부대양여 사업에 의한 군사시설 이전의 리스크 요인 도출 및 우선순위 평가)

  • The endowment and concession has been put to practical use for the relocation projects of military Facilities. Yet, in terms of the project implementation, delay of a great deal of the projects is occurring due to related regulations and standards, as well as a lack of mutual understanding between project implementers and military units. This study analyzes the risk factors by identifying and prioritizing the potential risk factors at each stage of project implementation such as the issues that limit project characteristics and implementation. Among the derived risk factors, request exceeding facility standards in the licensing and design phases, opposition to troop relocation in the project approval phase, design change during construction phase in the construction and completion phases, dissenting opinions on endowed/conceded property in the property disposal phase and absence of facility standards in the MOA conclusion phase were found to be the main object of consideration in risk management. This study is expected to provide project managers with a guideline for effectively pursuing the projects, as it provides prioritization and optimization of risk management.

  • The 106 buildings of 200 meters' height or greater were completed around the world in 2015 (CTBUH, The Council on Tall Buildings and Urban Habitat). They beat every previous year on record, including the previous record high of 99 completions in 2014. This brings the total number of 200-meter-plus buildings in the world to 1,040, exceeding 1,000 for the first time in history and marking a 392% increase from the year 2000, when only 265 existed. South Korea recorded three completions during 2015 - improving slightly over 2014, in which it had one. This study focused on the fact that high-rise building development project risks have not reduced in Korea in spite of numerous studies and measures. And it attempted to examine whether existing studies and measures have been presented on the basis of the accurate analysis of existing studies and measures and classify and analyze the characteristics of each phase' s risk factors in the hope that its results would be one reference point as to the measure to prevent high-rise building development project risks in the future. A high-rise building development project is the high risk project as compared with the low-rise project. Because a high-rise development project takes long and is very sensitive to the changing environment. Therefore, in order to succeed the project it becomes necessary to effectively manage the risk involved in the process of the high-rise building development project. The result of this study can be used as the guideline to make the risk management system for the high-rise development project.

  • 산업화가 진행됨에 따라 점점 복잡해지고 위험해 가고있는 산업설비에는 사고의 리스크가 잠재하고 있다. 이러한 위험설비와 위험시설물에서 발생될 수 있는 중대한 사고의 경우 그 사고의 예방과 피해최소화를 위해서 사고관리방안이 강구되어야 하고 그 방안을 수행할 절차서의 개발이 이루어 져야하고 개발된 절차사에 대한 사용교육과 훈련이 병행되어야한다. 이를 위해 선행되어야 할 것은 어떠한 사고관리방안이 최선인지를 평가하는 사고관리 방안의 평가가 필요하다. 사고관리 방안평가에 수반되는 불확실성의 모델링에는 의사결정수목 (Decision Trees) 영향도 (Influence Diagrams)의 이용할 수 있다. 본 연구는 이러한 사고관리방안 평가를 위한 도구 (Tools)을 개발하여 사고관리방안 평가체계를 세우고 아울러 개발 된 평가체계의 실현성과 적용가능성을 보이고자한다.   • The market volume of urban regeneration projects has steadily increased, thereby mixed-use development also shows significant market growth. However, previous researches on urban regeneration mainly deduced suggestions and plans for institution improvement based on comparison between projects implemented the inside and outside of the country. Whereas, researches on project management closely related to project success were limited, particularly in performance management. Accordingly, this research aims at developing a program performance management framework for public clients so as to succeed mixed-use development projects. Through extensive literature review and expert interview, this research developed performance indices for diverse facilities, risk management framework and integrating method of program performance score. The proposed framework is able to consider total life cycle from basic planning to maintenance phase and to check real-time performance level. Moreover, risk management framework can periodically assess and control the level of inherent risks within performance indices. The results can contribute to improve existing performance management practices and be basis for a web-based system developed in future.

  • 재난발생은 복합재난으로 발생하고 있지만 재난관리 측면에서는 재난유형별 분산관리를 하고 있는 현실이다. 따라서 자연재난이나 사회재난의 구분 없이 중점관리대상 재난유형을 파악할 필요가 있다. 본 논문에서는 연구 대상 국가에 국제표준 ISO/IEC 31010 재난 위험성 평가 방법론을 적용 분석하고 중점관리대상 재난 리스크를 제안하고자 한다. 본 연구를 통해 국가에 영향을 미치는 재난 중 자연재난과 사회재난의 정량적 위험성 평가는 다양하고 복잡해지는 재난을 통합적으로 관리하는 국가 재난관리시스템을 구축하는 데 도움을 줄 것이라 기대한다.

  • Recently, financial supervisory authority of Korea and international credit rating agencies have been concerned about a stand-alone rating that is calculated without incorporating guaranteed support of parent companies. Guaranteed by parent companies, most foreign subsidiaries keeps good credit rate in spite of weak financial status. However, what if the parent companies stop supporting the foreign subsidiaries, they could have a probability to go bankrupt. In this paper, we have validated a credit rating model through statistical measurers such as performance, calibration, and stability for Korean companies owning foreign subsidiaries.

  • Recently, a delivery system has been rapidly changed in the global construction market. Also, construction projects are becoming bigger and more technology-intensive. A lot of projects have been delivered by Design-Build(DB) System; from the standpoint of cost, approximately 40% of delivered constructions by a Public Procurement Service were DB in 2009. Nevertheless, the achievement has not surpassed our expectations on management of the project cost. On the characteristic of DB, the reasons why that happens are that projects contract have been signed after the Design Development Stage; the insufficient review about new technology and up-to-date construction methods; a lack of discussion in process of design. Those reasons cause a risk of increasing Cost of the projects. In order to solve these problems, it is desirable to find Cost-increasing factors in promoting the projects and select on the order of priority for Risk-Factor with careful management. Therefore, this study analyzed the weight of each phase of the project on the authority of properties of DB project, and identified Risk-factors which is increasing the cost on the aspect of project management. Based on this analysis, the impact assessment of Risk-factor is evaluated through the Failure Mode and Effect Analysis(FMEA).

A Study on the process for Managing the Reliability of Conceptual cost estimates in Building Projects (건축 프로젝트 개산견적 신뢰도 관리 프로세스에 관한 연구)

  • Conceptual cost is estimated with insufficient information at an early stage of a building construction project, resulting in an inevitable gap between conceptual estimated cost and real constructed cost. For a project to be successful, this gap must be managed to be lower than a reliable level. Therefore, the purpose of this study is to propose a structural process for managing the reliability of conceptual cost estimates at an early stage of a building construction project. In researching this study, conceptual cost estimate experts were interviewed,and a risk management process was studied. Reliability assessment and a review process for improving the quality of conceptual cost estimate and the planning strategy of reliability management based on previous similar projects were added to the present estimate process. The proposed reliability management process will improve the chances of a successful project, by helping to decrease the risk of conceptual estimated cost.

  • 원자력발전소(원전) 터빈발전기에서 생산된 전력은 송전망과 발전소 운전에 필요한 기기 작동을 위해 소내로 공급되도록 설계되어 있다. 최근 신규원전의 전원 공급을 위해 가동중 원전의 송전선로 휴전 작업시 운영기술지침서의 운전제한시간을 초과한 휴전작업에 대한 안전성 문제가 대두되었다. 본 논문에서는 정상운전중인 원전의 송전선로 1개 휴전 작업중 운전중인 송전선로 상실시 리스크를 분석하여 허용기준 만족 여부를 평가하고, 리스크관리 대책을 수립하여 전력계통의 신뢰성 및 안전성 향상에 기여하고자 한다.

  • FIDIC White Book is a Model Services Agreement between the Client and the Consultant. This study aimed to derive the Key Risk Sub-Clauses out of 63 Sub-Clauses of General Conditions of the FIDIC White Book by using the Delphi technique. A panel of 40 experts with more than 10 years of experience and expertise in overseas construction services agreements and FIDIC White Book was formed, and the reliability was improved in the direction of increasing the consensus of experts through a total of three Delphi survey processes. In the first Delphi survey, a closed-type survey was conducted on the impact of risk among 63 Sub-Clauses of General Conditions on a Likert 5-point scale, and 26 main risk Sub-Clauses were derived. The Content Validity of the results of the first Delphi survey was verified with the CVR value. In the 2nd and 3rd Delphi surveys, a closed-type survey was conducted on a Likert 10-point scale for 26 main risk Sub-Clauses and the risk possibility and impact of each main risk Sub-Clause were evaluated. The reliability of the 3rd Delphi survey result was verified with the COV value. Total 14 Key Risk Sub-Clauses were derived by applying the average risk possibility and impact of each of the 26 main risk Sub-Clauses to the PI Risk Matrix. The results of deriving Key Risk Sub-Clauses showed that agreement on specific scope of service, delay management, and change management were the most important. As a result of this study, from a practical point of view, consultants of consulting companies provide guidelines that should be reviewed to minimize contractual risks when signing service contracts with clients. From an academic point of view, the direction of research on deriving key risks related to service contracts for consultants participating in overseas construction is presented.
