A Study on the Globalization Strategy of Korean Spatial Information for Expansion into An Emerging Market -Focused on the Cases of Asian Developing Countries- (신흥시장 진출을 위한 한국 공간정보의 글로벌화 전략 연구 -아시아 개발도상국의 사례를 중심으로-)

  • Korean government has promoted the projects of National Geographic Information Systems since 1995 and the utilization level of Korean National Spatial Data Infrastructure based on them has also developed. However, due to the limit to domestic market size and the legal regulation on prohibition of large sized companies' expansion into domestic spatial information markets, Korean spatial information markets are tied up in term of industrial competitiveness. To overcome those problems and evade the domestic red oceans, it is necessary to find new one in overseas' blue ocean markets. It is estimated that overseas spatial information market will be grown to 125 billion-dollar size and the annual growth rate of it will be reached to 10.5% until 2015. Thus, Asian spatial information market has a huge growth potential and it is newly rising blue oceans for Korea. Advanced countries such as Finland, Germany, Sweden, and Japan have already expanded their market size into the newly industrializing countries. To step with advanced countries, it is time to set up the new globalization strategy of Korean spatial information for expansion into newly industrializing markets. The purpose of this study is to analyze the SWOT of domestic spatial information, investigate the status on spatial information of Asian developing countries, and suggest the globalization strategy of Korean spatial information for expansion into them. The globalization strategy can be labelled as K-FBI composed of 4 domains such as Knowledge sharing platform, Frontier, Back to the basic, and Internalization. In near future, the establishment and performance of road map based on the strategy will be the milestone for Korean spatial information companies' advance into Asian developing countries.

  • A historical and cultural map needs an overall reflection of the links based on time and space among the various composite factors, instead of requiring a simple collection of the respective relics in a particular region. The study of history, culture and living environment of river system area, a place that is known to as a cradle of civilization, will be able to undertake a role in the research and comparison with other cultural regions, reaching beyond the regional units until now and moreover investigation the international and intercontinental history of civilization. In this context, this research focuses on the establishment of a cultural information system for the public use and the insight to the regional identity and materialization of culture based on Korea's peculiar history and culture. Thus, the information system for Youngsan River area aims to create a form of electronic map that contains various cultural and historical information on river system area, which is a integrated information system based on Web GIS that is open to public use through the internet. The above mentioned system is a combined product from the basic research data on various fields of study, including archaeology, architecture, arts, ecological environment, history, folk customs, literature, and food, while it aims for not only its utilization in interdisciplinary studies but also creating new value as a public database. As a result, the expected effects due to the establishment of historical and cultural information system based on Web GIS of Youngsan River area are as follows: First, the study can contribute to verify a road map of the study on Youngsan River area. Second, it will take a role to stimulate the academical research on the dynamic structure and characteristics of the Youngsan River area. Third, we can also expect an effect of gaining a full foothold in providing an electronic academic source specialized for the study of the historical and cultural map.

A study on the navigation message contents of the future Korean navigation satellite (미래 한국형 항법위성을 위한 위성항법메세지에 대한 연구)

  • Many studies relating the satellite navigation has been done by a relatively small research community in Korea. Most of domestic research has been focused on the application of the satellite navigation technology, but recently the topics of the next generation satellite navigation system are emphasized for its importance. Even opinions suggesting a future Korea's own satellite navigation system are not that uncommon. Due to the geographic, economic, and technological reasons, it is not widely discussed yet. However, a development technical roadmap regarding the Korea's own navigation satellite was established on the Korea Space Development Plan in general term. Currently four global navigation satellite systems are operating or being deployed. Several regional navigation satellite systems are in planning and development phase. Particularly in Asia, China has launched several satellites to complete their own global navigation satellite system, COMPASS until 2020. Japan launched one satellite and has planned to launch rest of set until 2013. It is proper time to develop Korea's own navigation satellite system to acquire the domestic space development technology and the security of navigational infrastructure. In this study, the validity or the feasibility of the Korea's own satellite navigation system is not discussed; rather the possibility and suitability of the additional information to the current operational navigation message is main target. For the first payload of the future Korea's satellite navigation satellite, a regional augmented system is more likely. This study also is focused on that aspect.

Hospice Music Therapy in Korea (한국의 호스피스 음악치료)

  • The objective of this paper is to suggest plans to properly establish and promote the use of hospice music therapy by examining its necessity and how it is being used in Korea. Hospice music therapy is a clinical and evidence-based use of music interventions administered by a professional to alleviate total pains suffered by hospice patients and their families. While the effects of hospice music therapy have been reported by many studies, its meaning and value are still poorly understood in Korea, which explains the lack of related institutions in the nation. Recently policy-wise and legislative efforts have been made to promote hospice and palliative care, which in turn will likely fuel demand for hospice music therapy. Therefore, the meaning and role of hospice music therapy should be defined by major hospice and palliative care institutions and societies, followed by institutional and academic efforts as follows. First, a set of qualification criteria for hospice music therapists should be established to provide proven music therapy interventions to patients and their families. Second, a systematic program offering both theoretical and practical trainings needs to be developed to foster hospice music therapists. Last but not least, clinical studies should be promoted with development of a research road map for hospice music therapy and a standard protocol.

The Analysis and Forecasting Model for Maintenance Costs Considering Elapsed Years of Old Long-Term Public Rental Housing (노후 장기공공임대주택의 경과 연수별 유지관리비 분석 및 예측 모형)

  • The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing

Characteristics and Meaning of Yongsan Family Park - Based on the Public Records of Seoul - (용산가족공원 조성 과정의 특성과 의미 - 서울시 기록을 중심으로 -)

  • The ongoing Yongsan Park development project began in 1988 with the development of a utilization plan for the US Army base in Yongsan after the Army relocation. This study aimed to draw implications for the Yongsan Park project by focusing on Yongsan Family Park. Among the public records of Yongsan Park and Yongsan Family Park transferred to the Seoul Metropolitan Archives, 53 major records were analyzed. The results are as follows. First, Yongsan Family Park, built on the site of the US Army golf course in 1992, was considered a part of the Yongsan Park plan and holds status as the first phase of the Yongsan Park project. Second, despite its status, Yongsan Family Park opened as a temporary park occupied by urban facilities. A design and detailed roadmap of the development process is necessary to make Yongsan Park more resilient. Third, organizing and systematizing public records is necessary because lessons learned through past park development processes can be applied to the current project. This study is meaningful since it uncovered important issues of urban planning discussed in the process of Yongsan Family Park development through a complete analysis of public records, examined the linkage between Yongsan Family Park, which was not known until now, and the ongoing Yongsan Park project, and reaffirmed the importance of park archiving for long-term development projects.

  • Technology planning is becoming increasingly important with the rapid development and decline of technology. Technology roadmapping is a tool used to select whether the specific technique of technology planning should pursue which technology and in which time. This technology is important to secure the uncertain future since it will provide a method that is able to share the goals and strategies between organizations. Therefore, technology tree in the planning stage of the problem would be a very useful tool. In this study, both domestic and international technology tree application cases were analyzed to be able to derive a plan for ensuring that the research performed and the requirements are met for the future development and implementation of a convergence portal system. The six major systems that aim at water hazard information platform are basic information providing system, analysis information providing system, water disaster theme providing system, national disaster information system, water disaster augmented reality system and open information platform system. General standardized core technologies corresponding to the needed functions in each target system are derived through brainstorming, and classified according to the technology field to derive the technology tree.

  • The Smart Grid is next-generation power system materialized Convergence and Integration of power technologies and Information Technologies. And this system is the next generation power system optimizing energy efficiency via real-time information exchanges grafting the information technologies upon present power networks which are web-net. The introduction of smart grid can be embodied for latitude, distributed and cooperated network by inter-active exchange of energy information between electrical power provider and consumer previous uni-directional electrical power supplement. Therefore in this paper, we proposed Convergence technologies - Smart power grid, Smart Place, Smart Renewable and Smart Electricity Service - to make smart-grid succeed via analyzing the datum. And we scoped on Convergence and Integration technologies, which could be used for smart-power-grid that is most important factor to replace previous power industries. And we brought out the expecting industrialize timing and interesting aspects and analyzed the result with survey of professional worker from institute, research center, power plant and business of power industries. And proposed the essential policies for the government and power-control-business companies based on the datum and survey output.

Technology Trend of Smart Clothing: Based on Patent Information Analysis (스마트 의류의 기술동향: 특허정보분석을 중심으로)

  • Advancement of science technology, combined with other technologies including smart clothing, enables value added product developments and market creation. Accordingly, it became necessary to identify technology trends promptly and to prepare future technology road map. For this purpose, many bibliometric analysis using thesis and patents have been made. However, few such attempts are made in clothing study. Thus, the study examined the latest technology trends and future technology development directions of smart clothing from empirical bibliometric analysis based on smart clothing patent documents. In addition, comparative analysis was made about the market leadership and technology development capability of core sectors by countries utilizing market reach index expressed as patent families and technology development index. The study revealed that overall smart clothing technology development trends has been continuously increasing since 2000. Also the results confirmed that it is in the development stage from the fact that each year the number of patents and patent applicants in portfolio analysis also has been increasing. In addition, comparative results of patent market share and market reach index, with the highest in electronics/ICT technology sectors, indicated that this is the technology sector with competitive acquisition of comparatively advanced technology and market expansion. The analysis methodology of economic value of technology including the presented market reach index in this report is expected to be utilized in the process to identify the current positioning of core technology and future development direction.

  • The understanding of law and science as fundamentally different two systems, in which fact stands against justice, rapid progress against prudent process, is far too simple to be valid. Nonetheless, such account is commonly employed to explain the tension between law and science or justice and truth. Previous STS research raises fundamental doubts upon the off-the-shelf concept of "scientific truth" that can be introduced to the court for legal judgment. Delimiting the qualification of the expert, the value of the expert knowledge, or the criteria of the scientific expertise have always included social negotiation. What are the values that are affecting the boundary-making of the thing called "modern science" that is supposedly useful in solving legal conflicts? How do the value of law and the meaning of justice change as the boundaries of modern science take shapes? What is the significance of "science" when it is emphasized, particularly in relation to the legal provisions of paternity, and how does this perception of science affect unfoldings of legal disputes? In order to explore the answers to the above questions, we follow a process in which a type of "knowledge-deficient model" of a court-that is, law lags behind science and thus, under-employs its useful functions-can be closely examined. We attend to a series of discussions and subsequent changes that occurred in the US courts between 1930s and 1970s, when blood type tests began to be used to determine parental relations. In conclusion, we argue that it was neither nature nor truth in itself that was excavated by forensic scientists and legal practitioners, who regarded blood type tests as a truth machine. Rather, it was their careful practices and crafty narratives that made the roadmaps of modern science, technology, and society on which complex tensions between modern states, families, and courts were seen to be "resolved".
