Legal Considerations and Improvement Suggestions on Recreational Underwater Activity (수중레저활동에 대한 법적 고찰과 개선방안 연구)

  • This study analyzed the recreational scuba diving regulations in Korea and other foreign countries and it proposes five changes to improve the Act On The Safety, Promotion, Etc. Of Underwater Leisure Activities in Korea. First, "recreational underwater activity participant" should be modified to refer to 'an individual or group of individuals entering into a contract with a recreational underwater activity businessperson for their own use'. Second, the person setting up the recreational underwater activity zone should be expanded to 'recreational underwater activity businessperson and/or recreational underwater activity participant'. Third, since recreational technical diving uses nitrox or mixed gas, a clause should be added that a sticker or band clearly indicating the type of gas should be attached. Fourth, a Surface Marker Buoy (SMB) should be added to the diving equipment, and the daily management and maintenance of cylinders should be specified in detail. Fifth, it is necessary to specify in the Act that recreational underwater activity participants are encouraged to purchase diving insurance for their own use. In addition, for the safety of underwater activity participants, the Act must specifically state the emergency procedures and diving guidelines of a recreational underwater activity businessperson.

  • 최근 우리나라는 일반인들의 레저에 대한 관심이 고조되고 있고, 선진국형 해양레저에 대한 관심과 수요가 크게 증가하고 있는 실정이다. 특히, 해양레저의 꽃이라 할 수 있는 세일링요트 및 관련 장비 경우에는 대부분 전량 수입에 의존하고 있어 국산화 개발이 시급히 요구되고 있는 실정이다. 따라서 세일링요트 중에서 넓은 갑판면적 및 안정된 운항성능을 가지는 카타마란형 세일링요트의 선형설계와 형상에 따른 성능/특성 검증 위한 선형시험 등을 수행하여 국내에 적합한 카타마란형 세일링요트의 기초 자료를 정립하여 중소형조선소의 레저선박 관련 기술경쟁력 확보와 해양레저 활성화에 도움을 주고자 한다.

  • NSW in Australia is famous for beautiful beaches and water activities. There are now almost 450,000 people who hold a NSW power boat driving licence and 200.000 registered boat owners. The popularity of boating continues to grow with licence and registration figures increasing by 3-4 per cent each year. This is a survey about the guide book for boating licence in NSW. This study outlines the essential information such as the types of licence, registration of vessels, choosing the right boat, maintain vessel, safety equipment and preparing for a safe boating trip. In addition, it touches the technical side like boat handling, water traffic rules, navigation markers, emergency and the ways to avoid them. Recently, more and more people are interested in boating. It forms an important part of recreational and tourism activities. To manage these demands effectively and to provide the orderly and safe leisure hours, it is necessary to induce more organizational and serviceable boating licence system.

  • This study investigated the base of marine leisure facilities and studied the future vision for development of marine industry by conducting a systematic analysis on the category of marine leisure products for development of design and specialization of southeast area of Korea. If the age of $20,000 of per capita national income is called 'the age of my car', $20,000 of per capita national income is called 'the age of my boat'. According to the report of UK-based Marine South East, the scale of world's small boat and personal waterborne equipment reached 277 trillion won in 2010 and domestic market scale is expected to be 11 trillion won. Marine leisure facilities are the new growth engine industry that the government should promote as a nation's strategic and core industry, and the government is pushing ahead with promotion of marine industry actively by announcing Marine Leisure Equipment Industry Activation Plan(June 2009, Ministry of Knowledge Economy), Marine Leisure Activation Plan(July 2010, Ministry of Land, Infrastructure and Transport), The 1st General Plan for Marina Port(January 2010, Ministry of Land, Infrastructure and Transport) etc. The purpose of marine design lies in seeking the status of the country and qualitative value in human life through functional, artistic, industrial and cultural development of design elements for all marine activities made around the sea. Related to all activities made in the ocean and cost, marine design is a sphere of design that includes special conditions centering around water. Considering the condition that 3 sides of land are facing the sea, this study systematically analyzed present condition of equipment possessed by each area, type of facilities, operational status, current status of sectoral use of marine leisure facilities and future prospect of marine leisure products that become the basis of value to raise the statue as an advanced marine power in 2010s through development of the qualitative level of the people, establishment of the direction of national strategy, convergence of industry and culture and specialization of area focusing on the actual condition survey of marine leisure facilities. Especially, this study will be predicting the basis of strategy for strengthening marketability and competitiveness by suggesting role and process of design in developing a promising marine leisure product through an actual condition survey of marine leisure products of southeast area.

A Study on the Experience Choice, Experience Effect and Experience Satisfaction on Marine Leisure Sports (해양레저스포츠 체험선택과 체험효과, 체험만족에 관한 연구)

  • The purpose of this study is studying the relationship among experience choice, experience effect and experience satisfaction of marine leisure sports for the vitalization of marine leisure tourism. After preparing a questionnaire, investigation and analysis were done by visiting Boryeong area. The result of the study is as following. First, it was found that the major cause of choice in marine leisure sports has positive impact on choice satisfaction. Second, it was found that the major cause of choice has positive impact on experience effect. Third, it was found that the choice satisfaction in marine leisure sports has positive impact on experience effect. Fourth, it wa s found that the marine leisure sports visitors like motor boat, banana boat and yacht experience. Fifth, it is suggested that an equipment rental desk, safety facilities and marine leisure experience facility included in a marine leisure experience center to be built.

A Study on the Resistance for Characteristics of a Yacht with Twin and Mono keels (트윈킬과 모노킬 요트의 저항특성에 관한 연구)

  • 최근 몇 년간 국내 해양레저에 대한 관심 증가에 따라, 정부와 지자체의 해양레저산업에 대한 연구 지원 및 마리나 구축 사업 수행 등 해양레저 수요를 수용할 수 있도록 장비 및 시설 확보를 위하여 다양한 방면으로 노력이 한창이다. 그러나 아직까지 국내의 해양레저를 위한 시설 구축은 진행단계이다. 전국적으로 마리나 구축을 위한 작업이 한창이며, 이미 구축된 마리나에서 요트를 계류할 경우 관리하는데 드는 비용이 만만치 않아 사용자에겐 부담이 크다. 세일링 요트의 경우 span이 큰 모노킬이 부착되어있으므로 마리나 혹은 육상계류시설을 이용하지 않을시 모노킬이 파손될 위험이 있다. 본 연구에서는 서해안의 해양레저 대중화를 위해 누구나 안전하게 세일링을 즐길 수 있고, 두 개의 킬로 선체를 지지하여 육상 및 갯벌에서도 선체가 기울지 않고 설 수 있는 트윈킬 요트를 개발하여 보급하고자 한다. 기존 세일링 요트중 성능이 좋은 편인 야마하에서 제작한 블루워터21의 선형을 활용하였고 트윈킬은 블루워터21 모노킬의 면적 및 무게중심 등을 분석하여 개발하였다. 트윈킬 요트의 경우 모노킬 요트보다는 저항성능이 불리할 것으로 예상되므로 모형시험을 수행하였으며, 그 결과 모노킬과 트윈킬의 저항성능에 대한 차이가 예상보다 크지 않음을 확인하였다.

항주파 파고 감쇄의 부소파제에 대한 실해상 실험 연구

  • 마리나 시설 내 계류된 선박 및 레저장비를 악천 후 해상상태와 선박 운항에 의해 발생된 파로부터 장비 및 인명의 안전을 위한 파 제거 장치가 필요하다. 본 연구에서는 국내 각 지자체의 수요에 부응하고 시설 및 인명의 안전을 위한 소파 시스템개발을 목적으로 시제품 제작(설계, 해석, 수조시험 등 수행완료)하였다. 실해상 성능시험에서 항주파의 발생을 위해 시험선박 선정하였으며, 소파장치 전후의 파고계측 등을 위해 부가물을 계측하여 파고를 촬영 및 계측하였다. 개발된 소파장치의 실해상 시험임을 감안해 해상 주위의 조류, 풍속, 인근 해역에서 오는 파랑변형 등에 따른 파랑요소를 고려하여 시험하였다. 부소파제는 약 40~80% 의 에너지 감소율을 보였으며, 유의파고 조건에서 42%의 에너지 감소율을 보였다.

  • The motor boat which is the principal equipment of marine leisure depends heavily an imported motor boats in Korea But because the demand of marine leisure and motor boat increases, it is necessary to develope a cheap and safe domestic-manufactured motor boat. However the development of motor but for marine leisure is not performed at all in Korea in this paper, we consider the concept design of public motor but for marine leisure. The present status and possession prediction of leisure boat are investigated at first. And the benchmarking of the overseas motor bout for marine leisure is performed. And next the required performance, the range of principal dimension and the needed equipment of the public motor boat are investigated based on the benchmarking results of the overseas motor boat.   • This paper describes two kinds of personal hand-held electronic devices to support marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

  • 본 논문은 고공강하 훈련장치인 수직 풍동 장비의 현황 및 실내 스포츠로서의 활용방안에 대하여 논의하였다. 고공강하는 군의 특수낙하훈련이나 일반인의 스포츠 레저 활동으로 이루어지며. 극한의 스포츠를 즐기려는 사람들이 증가하하여 외국의 경우에는 활성화되어 있는 스포츠의 하나이다. 특히 북유럽 지역에서는 겨울에 실내 고공낙하를 위해서 사용할 수 있는 장비로서 수직 풍동이 사용된다. 수직풍동은 개방식과 폐쇄 회로형으로 개발되어 활용되고 있으며, 최근에는 놀이시설의 일환으로 회로형의 고가수직풍동이 많이 설치되는 추세에 있다. 수직풍동은 고공강하 체험 및 훈련을 위한 장비로서 미래에는 더욱 많이 이용되게 될 것으로 보인다. 극한 스포츠를 즐기려는 사람들이 증가하고 오락기구로서도 매력적인 장비이기 때문에 앞으로 국내에서도 이러한 시설의 설치 및 활용이 이루어질 것이다.
