The Challenges of Public Policy Management for the 4th Industrial Revolution (제4차산업혁명에 대응하는 공공관리의 변화와 향후 과제: 사회-기술시스템론적 접근을 중심으로)

  • This paper aim to propose and suggest for government to reinvent and re-steering the policy on the 4th industrial revolution in Korea. To do it, this paper annalize the advanced country's policies and hard-data sets from many international research institutes. So this paper emphasized the concept and frame of socio-technical system approach by Geels. According to this approach, this paper can get a conclusion that Korea government has to focus on the roles to solve the big social dilemma with high-tech tools from the 4th industrial revolution. And this paper point out the necessary of increasing the diversity and multidisciplinary in 4th industrial revolution policy of Korean government. These findings of this paper recommend for Korea to redesigns the governance mechanism and legislation platform and to design the future readiness.

  • This study is to innovate policy service development by utilizing beneficiary - centered service design to public information and public data and services that citizens can experience. The Gov 3.0 Design Group operated by the Dongbuk Regional Bureau of Statistics in Daegu in 2015, proposed a 'start-up decision support service' for pre-founders, using data mining on the GIS spatial information held by the Statistical Office and real-time settlement information of credit card companies. For this, service design process and methodology were adopted and participation of various stakeholders. This study suggests that national design activity based on service design is effective in transforming public service based on government information disclosure. It is also worthwhile as an approach that can be considered when the government wants to release or open information or public data in useful form to the public.

  • This research analyzed the relationship and the interaction effect between information understandability and information acquisition level in accordance with government's official message presentation types, in other words, press release in text form, infographic that visualize a large amount of information, and webtoon that helps to understand convoluted information in interesting ways. As a result of research, it was confirmed that there exist both main effect and interaction effect in official message types presented by government and information understandability according to the environmental awareness. In addition, the main effect per each variable was confirmed between official message types presented by government and information understandability according to the environmental awareness; however, the interaction effect per each variable was not confirmed. Such research result is meaningful in that it provides the government with basic data in obtaining the effectiveness and usefulness of the information dependent of the official message types presented by government to the information consumer facing the era of government 3.0.

  • This study is about effects of government R&D subsidies program participation factor for SMEs R&D performances. Currently, Government R&D subsidies program has been operating in various forms, and each company subsidies, facilities, equipment, personnel and training have been supported. Each of the companies is also involved with various factor of support to participate in the subsides program. Therefore, This study verifies the hypotheses that after government R&D subsidies program of project implementation, various participation factor of companies have an effect positive impact on business management skills of administrative performance. Also, This study verifies the hypothesis of an influence on the R&D investment and the technological capability of technical performance. Through such a analysis results will help to carry out guide for strategic R&D performance management of government R&D subsidies program participation companies.

A Study on the Effect of Government Support on the Innovation of Defense Industry: Evidence from Korean firms (방위산업 혁신에 대한 정부지원 효과에 관한 연구: 우리나라 방산기업을 중심으로)

  • In this study, an empirical analysis using Difference-in-Difference(DID) methods was conducted based on the data of domestic defense companies to look at the impact of government support on the performance of these defense industries. As a result, we found that the volume of sales and assets of defense enterprises does not increase or decrease solely on the benefit of government support. In addition, government support for net profit to total sales ratio and net profit to total assets ratio improved significantly, but the effect was only seen in the short term. Unlike previous studies that focused on identifying the existence of differences between industries, our research is different in that it is the first to analyze empirically within the Korean defense industry. It is also theoretically meaningful in that it looked at the effects of government support, especially in industries with unique characteristics that have yet to be known.

The Effects of Government Support and Regulation on SMEs Technology Innovation (정부지원과 규제장벽이 국내 중소기업의 기술혁신성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the actual effect of government R&D support and regulation as a policy on technology innovation of SMEs. Because the previous studies did not consider the endogeneity of R&D support and made inconsistent conclusions in the case of regulation, the empirical research was conducted by logistic, negative binomial regression and 2SLS analysis for 1,223 SMEs. The analysis results show that government support has the effect for technology innovation even considering the endogeneity of government R&D support, and government regulation has a positive effect on technology innovation which supports Porter's theory. These results imply that government R&D support is important in inducing technology innovation because of the vulnerability of SMEs technology development environment and government should foster SMEs technology innovation through appropriate regulation policies rather than unconditional deregulation.

Government as a Platform Revitalization Strategy Derived from Webtoon Platform Success Factors (웹툰플랫폼 성공요인에서 도출한 플랫폼 정부 활성화 방안)

  • This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.

A Performance by New Technology Investment and Legal System Operation in Government Organization (정부조직 내 신기술 투자와 ICT 법·제도 운영에 따른 성과 연구)

  • The purpose of this study is to empirically examine the ICT legal system and the ICT performance by new technology's investment for government organizational changes. I will show the impact of government ICT investment interest, competency, convergence and process change, and then present policy direction. A research method used the structural equations. As a result of analysis, ICT investment interest and operational competency showed the negative impact the ICT legal system and the role change of ICT process and convergence of new technologies showed the positive impact. The Framework Act on National Information showed the positive impact on organizational performance, but the E-Government Act showed the negative impact. The contribution in the study expanded organization research from MIS perspective, and each organization is required the conflict resolve by ICT investment. A future study will require longitudinal study of ICT capabilities from previous to present government.

A study for Promoting Digital Healthcare in Korea through an Improved Regulatory System (디지털 헬스케어 발전을 위한 규제 개선 방안에 관한 연구)

  • Healthcare is on the verge of a paradigm shift towards an emphasis on wellbeing, integrative health, and prevention of disease, while the traditional medical model focuses solely on end-point treatment. The development of digital technologies has played a major role in this change as digital technology and health have converged. Therefore, many developed countries promote the digital healthcare industry as a new economic growth engine, and Korea is no exception. To promote the digital healthcare industry, the Korean government provides institutional support by improving the legal and regulatory system for medical devices and health data. However, Korea still has an underdeveloped legal and regulatory framework for digital healthcare compared with other countries. In this study, we review the relevant regulatory systems in the United States, United Kingdom, Germany, and Japan. We then explore newspaper articles and conduct expert interviews to analyze the regulatory situation in Korea and the problems the digital healthcare industry faces. In conclusion, we discuss a regulatory reform plan for development of the digital healthcare industry in Korea.

Managing Information as Records Asset : Public Records Policies in the Digital Transformation Era (디지털 전환 시대의 공공기록정책 기록자산으로서 정보의 관리)

  • The E-government Act is in the complete revision process to promote the digital information preservation of the administrative information systems although the preservation of digital information in public sectors is now being regulated by the Public Records Act. In this challenging situation reconstruction of the public records policies has become a task that can no longer be delayed. The current public records policies are insufficient to manage various forms of digital information. The purpose of this study is to suggest the directions of the public records policies in digital transformation era. To this end, it analyze the recent changes in public records policies in the U.K. and Australia as leading models. The analysis derives four trends such as; i) extending management policies from declared records to all information, ii) adopting digital continuity policy, iii) managing information as records asset, and iv) establishment of information governance systems at national level.
